Shelburne Police Services Board Meeting July 17th, 2018 A meeting of the Shelburne Police Services Board was held in the Board Room on the above date with Chair, Len Mikulich, Vice Chair, Ken Bennington, Member, Sandra Lawrence, Chief Moore and Nicole Hill, Board Secretary in attendance. 1. The report for June shows that there were a total of 604 incidents in the month, which includes 13 motor vehicle accidents, 36 criminal charges, 33 Compulsory Automobile Insurance Act violations and 292 Highway Traffic Act violations. There were a total of 382 charges laid. b) Chief’s Update / Report for June 2018 Resolution # 6 Moved by K. Bennington – Seconded by S. The Chief requested that the Board declare the 2011 Ford Expedition surplus so that it can be sold. Resolution # 5 Moved by K. Bennington – Seconded by S. Lawrence THAT the Shelburne Police Services Board declares the 2011 Ford Expedition be declared surplus. Carried The Chief presented a copy of the General Ledger for the Boards information. The Chief provided a list of Community Events attended by the Police Service including DARE Graduations at Glenbrook and Centennial Hylands Elementary Schools and various presentations at Centre Dufferin District High school and Shelburne EarlyOn Centre. The Chief advised the Board that the POA court system in Dufferin County is overloaded as a result of the reduction of court dates from two to one days per week. The Chief also advised that over the last several months numerous Shelburne Police Service officers have attended POA court for trials and are returning without their matters being reached; it is also not uncommon for the matters to be put over three or four times. The Chief presented the Board with a media release issued by recently retired Justice of the Peace John Creelman and a letter sent to Dufferin County municipalities by recently retired Justice of the Peace John Creelman. Lawrence BE IT RESOLVED THAT: The Shelburne Police Services Board endorses the letter dated July 11th, 2018 from Mr. Creelman to the Mayors and members of Council that Dufferin local municipalities need to reconstitute the POA Board of Management to determine the most rational and cost efficient way possible to remedy the POA court situation in Dufferin County; utilizing Dufferin County Court space to deal with Dufferin County court cases only. Mayor Ken Bennington won’t seek re-election in October’s Municipal Vote The Chief informed the Board of his concerns regarding misinformation reported on the alleged costs for a new police station when no financial information supports that figure. I submit herewith my report to the Shelburne Police Service Board for themonth of July & August 2018.
For your consideration, I am submitting the following for your approval orinformation:
a) Replacement Cruiser
The Shelburne Police Service replacement cycle for patrol cruisers isis every four years. The 2015 Ford Explorer police cruiser is due tobe replaced ín2019. The pre-approval allows for the ordering of thevehicle that will not be shipped or invoiced until early 2019.
Recommendation: That the Shelburne Police Service Boardapproves the purchase ofone Ford ExplorerSUV and that the funds for the acquisition of thenew vehicle to be taken from the ShelburnePolice Service Reserve Account.

c) Inspection on Maior Case Management
As you are aware, the Ministry conducted a focused inspection onthe MCM Regulation. As referenced in the All ChiefsMemorandum, TT-0078, the inspection, of the MCM Regulationincluded a two-pronged approach beginning with a review of theclosed 2016 investigations entered in PowerCase and analysis of datafrom our service's Records Management System (RMS).
In July of 2018 the Board received the inspection report whichcovered the findings and recommendations related to therequirements of the MCM Regulation and key elements of theOntario MCM Manual.
I am pleased to advise that the report only included oneLegislative/Regulatory recommendation and three Advisory/GoodPractice recommendations and that all of the recommendations havenow been implemented at the service level.
On August 2I't,2018 I forwarded the Shelburne Police Service -Service Improvement Plan to the Ministry notifying them of ourresponse and actions taken in relation to the recommendations.

On September 5th, 2018 I received a request from the Town ofShelburne Treasurer, Carey Holmes to have the 2019 budget data,quotes and estimates submitted to Treasury no later than Friday,November 2"d,2018. This collection of data is to include:
. aîy 2018 projects that will run over into 2019 along with anyknown holdbacks or additional costs that need to be recognized in2018 or 2019. 2019 proposed staffing (new hires, promotions, etc.). Required studies or projects that will require RFP's (includingcurrent Agreements that will be expiring andlor have already expiredand will need reviewed and possibly extended or reissued by RFP). 5 year projection of future costs for both operating and capital(including capital items with corresponding operational impacts, ifany)
Recommendation: That the 2019 budget data, quotes and estimatesbe prepared and submitted as requested by Treasury.

In Memoriam
Centre Dufferin is pleased to present awards in memory of
students, staff and their relatives.
Martin Agnew was a teacher in the Business Department at CDDHS
from 1994—1996.
Ryan Appleton graduated from CDDHS in 2009.
William Bates was a resident of Mulmur Township.
Patrick Heaslip was a student at CDDHS from 2001—2005.
Elwood and Jean Hill were the parents of Mavis Wilson,
who attended CDDHS.
Jean (Reid) MacKay was a student at Shelburne High School
from 1924—1928. She went on to become the Chief Librarian for
MacLean Hunter and the Financial Post.
Dr. W.R. Morgan ran a Shelburne veterinary practice for many years
after taking over from his father in the 1940’s. He was also secretary
of the Shelburne School Board.
R.B. Smith operated a butcher shop in Shelburne from 1905 until 1940
and was a member of the “Bluebirds” lacrosse team.
Jim Squirrell was a custodian at CDDHS until 1995.
D. Statia
Helen Swallow was a mathematics teacher at CDDHS until 1984.
Martin and Anne Wills were residents of Melancthon Township.
Alice May Visser was a Family Studies teacher at C.D.D.H.S.
