SPOTLIGHT ON THE ARTS/ PRESENTATIONS For tonight's spotlight on the arts, we recognize that engagement in the fine arts is single-handedly the most beneficial academic intervention we have

for increasing attendance, increasing academic success, and ensuring

graduation and post-secondary completion, and that all students deserve access to arts rich learning environments. Tonight, we feature a special collaboration

between the Cordova high school string orchestra and dance department,

under the direction of Chelsea Subick and Clarence McFerren and the principal is Barton Thorne.

SPECIAL RECOGNITION

Our special recognition for George Washington carver College & career

academy will be presented by the Tennessee department of education.

Committee Reports

Academic Performance Ad Hoc Committee – Board Member Bibbs stated that charter school

applications were voted during special called meeting and voting on reading horizon elevate will be done during meeting.

Audit, Budget and Finance Committee – No Report

Superintendent Evaluation Ad Hoc Committee – No Report

Community Outreach/Engagement Ad Hoc Committee – Board Member Love stated that the

new staff was introduced as well as the family specialist that will work on improving the well-being and academic success of the students that we serve. The meeting was held on August 14th.

Capital Needs/ Facilities Ad Hoc Committee – No Report

Internal Board Operations Ad Hoc Committee – Board Member Bibbs stated that Business

system review was discussed. Finance and Communications will be reviewed. Policy reviews will also be reviewed.

Legislative Ad Hoc Committee – Reminded board members to look for a calendar invite for

class with Tony Thompson.

Procurement Ad Hoc Committee – Board Member Jones stated that meeting was held on

August 7th with three items on agenda. Student survey was sent back to teachers and students. Substitute services was the next item and the topic of outsourcing will be

presented. Last the update on MWBE was given.

Superintendent Hopson’s Report- Superintendent Hopson gave Lin Johnson credit for

appearing on Live at 9 discussing student based budgeting.

General Counsel’s Report- Stated that report is a resolution of the adoption of new

employee excess polic(see item 12.3 RESOLUTION RATIFYING THE EXCESSING OF

CERTAIN ADDITIONAL EMPLOYEES AND APPROVING THE EXCESSING OF

CERTAIN ADDITIONAL EMPLOYEES).

Recommendation: It is recommended that the Shelby County Board of Education approves

the purchase of Reading Horizons Elevate software in the amount of $289,855.00 to support

literacy diagnostic, instruction, and assessments at 29 schools (middle and high schools) to

improve literacy rate.

Horizons Elevate software passed.

12.2 CBRE Heery Contract Amendment

Dollar Amount

$125,026.00

Recommendation: It is recommended that the Shelby County Board of Education amend the

current CBRE Heery Inc. contract in the amount of $125,026 to develop and manage the

construction plan to prepare the Bayer location for eventual occupancy and a provide a

recommended administration building consolidation plan. The original contract was $98,866.25

plus the amended amount of $125,026 for a total contract value of $223,892.25.

12.4 CDC Grant: Promoting Adolescent Health through School-Based HIV Prevention and

Surveillance

$1,800,000.00

Recommendation: It is recommended that the Shelby County Board of Education accepts a 5-

year $360,000 (annually) grant for the CDC-RFA-PS18-1807: Promoting Adolescent Health

through School-Based HIV Prevention and Surveillance.

12.5 Preschool Development Grant (VPK)

Dollar Amount

$10,854,355.46

Recommendation: It is recommended that the SCS Board of Education accepts Voluntary Pre-

K state funds in the amount $10,854,355.46 to manage full implementation of education

services in 112 Pre-K classrooms in 81 school based sites and 31 community partner sites for the

2018-2019 school year. The recommendation is aligned with a mandate by TNDOE to ensure high quality Pre-K programs across the state.

12.6 PowerSchool Meeting-Daily Attendance Sync

Dollar Amount

$25,725.00

Recommendation: It is recommended that the Shelby County Board of Education approves the

payment to PowerSchool Group, LLC for the attendance sync customization in the amount of

$25,725.00. The Power School customization is to calculate attendance automatically

depending on the periods a student attends during the day. For example, if a student is present

for 4/7 periods, a student would automatically be calculated as "present" whereas if a student

was present for 3/7 periods, a student would automatically calculated as "absent." This was the

SMS method of calculating student absences and was requested by principals and other central

office administrators in an effort to automatize some of the processes related to Power School.

$162,000.00

Recommendation: It is recommended that the Shelby County Board of Education approves

payments to the Memphis Area Transit Authority (MATA) payments to the Memphis Area

Transit Authority not to exceed a total of $162,000 for bus cards issued to students in Innovative

Schools and other non-traditional schools for transportation during the 2018-2019 school year.

Motion to approve by Board Member Bibbs. Second by Board Member McCormick.

Before adjournment, Chair Avant provided Board Member Kernell a moment to speak to the
