Shelter After Disaster: update
Key conclusions from Shelter Meeting 09a
Key recommended changes:
•Change the language to make the guidelines more project manager oriented and less coordinator oriented
•Restructure the guidelines so that an 80-100 page key guidance section sits at the front of the guidelines
•Adapt the guidelines to be relevant for small disasters (90% of all disasters) as well as large disasters

Reconstruction approaches
• Transitional Shelter: Support households through to the availability of a permanent shelter solution
• Cash Approach: Financial support without technical support
• Owner-Driven Reconstruction: Conditional financial assistance
• Community-Driven Reconstruction: Financial and/or material assistance is channeled through community organizations
• Agency-Driven Reconstruction in-situ: Houses replaced in their pre-disaster location
• Agency-Driven Reconstruction in Relocated Site: Houses are replaced in a new site
• People-Centred Integrated Reconstruction: Keeping the affected population at the center of the reconstruction process
The World Bank handbook discusses the following approaches in 25 pages, chapter 6 of the handbook:
