a)Thd si tuat ion in ShiquI think all of us had expectcd more snow. rvere prepared for very lowtemperatures and expected to see more frost bitten people. Most of the snow had melted bythe time we arrived, temperatures were still around -20oC and most cases of frost bitehad been treated. We were struck by degraded pasture and hundreds of dead livestock.Man-'- ' of the most impoverished nomads had becn moved into government housing.

b)Government Disaster Contingencies.,Although this disaster was exceptional and the government actcd promptly tbere are neverthe less lessons vve can learn from it. Namel-v the need, at tou'nship/village levelsfor strategic reserves of food, firewood, Iivestock fcrage, and shelter. lthe rnaiority ofthese needs could seemingly be met from :r community fbrestry progrxmnre.

c)CooperationAt Pref'ectural and County levels the team couldEven al though the donor demands could havepatronizing these were accepted.

has done much tocan meet this neecl

b)Liver flukefhe nomads have been forced to eat frozen, uncookecl yak mezrt. This has seeminglyresulted in a major problem with liver fluke. In the very early stage.r it is apparen, ypossible to treat with medicine, but typically surgery is require4. Researclr is reguire, into

They hope to be able to secure about 30ntRl\{B and hope theinternat ional community can hclp u' i t l t the balance.

b)Grassland improvementThe grassland is extrenrely degraded as a result ol 'c l imatc, overgrazing and a plague ofrodents. In the past measures were taken to poison the rodenls, rvhich was lrot readilyadopted by the Tibetan Budclhist nonrads and onlv exacerbatecl the situation, resulting inthe death of many predators. There is a need to expfore the possibility of a captivebreeding program for non-nrarket predators. (e.g. hawks & eagles) and lbr grassland

improvemenL

c)Fertilizer lbr winter wheat (Denqke)

The cold weath€r has delayed the germination of winter wheat and subsequently theI'armers of Dengke have requested assistance with the purchase of artificial fertil izer.Dengke is certainly not a priority area as it has escaped the worst of the weather and isnot so dependent on livestock- As a major supply base for the rest of the County it doeshave a strategic importance, but one would have to question both the environmentalimpact and the dependency resulting from artificial fertil izer.

d)Plouehine Yak fDeneke)Dengke has lost 26 ploughing Yak as a result of the weather. While this representsa considerable loss to ttre oyvners and ploughing potential for the comrnunity weconsidered it of secondary importsnce to a relief program

3)Lone Term NeedsInteqrated Development proiect (Shiqu)

The County indicated that it was interested in a longer ternr integrated developmentproject and that it would welcome as a first step a feasibility study. fhere is potentialfor agriculture, animal husbandry, lbrestry, education . .t. lrealth. A feasibility .study couidonly be expedited by IrOC or other foreign agency if the Government were able tosecure the necessary permits and permissions and to lircilitate transportation andaccommodation.
