CHIEF EXECUTIVE OFFICER Based in Carnarvon, the gateway to Australia’s Ningaloo Coast, this position provides the benefits of living within very close proximity to the Ningaloo Reef and World Heritage areas. Equally, the vast Australian outback will beckon you and a visit to the majestic Kennedy Ranges is not to be missed. With an exceptional climate (average yearly temp of 26°C), and a vibrant and diverse community, you need to come to Carnarvon and ‘Catch a Taste of the Great Life’. Council is seeking a Chief Executive Officer with proven extensive senior management experience to manage the organisation through an exciting period. The area is facing many challenges and opportunities and the CEO must be well equipped to ensure Council is perfectly positioned to achieve the best possible outcome and to continue to build a sustainable future for the community. Reporting directly to council the successful applicant will implement Council’s strategic goals and objectives. You will have the skills to lead the Executive Management Team in managing the people, infrastructure and assets of the organisation. The ability to foster positive relationships with all elected members, the community and key external stakeholders is a must for this position. The position is to be offered on a performance based contract of up to five years with an attractive salary package of $204,445-$260,000 per annum. Salary and benefits is subject to negotiation and may include, but not limited to, base salary, superannuation, utilities, communication, professional development, annual airfares. Also offered is the private use of a vehicle, housing in a premier location and a regional/isolation allowance. Reasonable relocation expenses are available. Leadership Proven leadership at the Chief Executive Officer level with the ability to understand

legislation applicable to and enforced by Local Government.

Sound Strategic Planning skills and knowledge of the integrated planning and reporting framework requirements as required under the Local Government Act, 1995.

Delegation skills to ensure the achievement of outcomes, accountability of management and the development of employees’ abilities.

Understanding of the application of contemporary human resource management principles.

5. KEY RESPONSIBILITIES/DUTIES Attend Ordinary and Special Council Meetings, Briefing Sessions, Committee Meetings

and Working Group Meetings as required and to attend civic functions and unofficial functions as deemed appropriate and necessary.

Prepare budget submissions for Council and ensure financial position of the Council is monitored on an ongoing basis, including financial management reports necessary to manage the operation of the Shire on a daily basis.

Coordinate the development and review of ongoing strategic plans, both short and long term, and oversee/monitor progress against action plans.

Maintain ongoing provision of local government services to ratepayers and the community broadly.

Enforce statutory compliance in a pro-active and collaborative manner where possible, including liaison with Council’s legal representatives on obtaining legal advice and initiating legal proceedings as necessary.

Promote a positive image of Council and its operations through involvement in the wider community, and help to provide assistance in the development of the Shire.

Develop and manage the Executive Management Team and provide leadership in the ongoing operation of the Shire.

Oversee local government safety in the workplace in accordance with statutory requirements. This includes: - Maintaining the Shire’s OHS Policy and Manual, including active implementation

of safety awareness and procedures

- Ensuring employees, volunteers and contractors have a safe place of work in

which to work.

- Actively promoting safety and leading by example.

- Consulting with workers on all safety related activities.

- Ensuring all hazards are identified, assessed and eliminated or controlled.

6. EXTENT OF AUTHORITY

Authority is vested in the Chief Executive Officer under the Local Government Act, 1995, and subsidiary Regulations, Local-Laws and all other relevant legislation pertinent to Local Government. This includes all delegated authority as properly granted by Council.

7. PERFORMANCE CRITERIA

1. Ensure the Council is provided with relevant, accurate and timely information to requests, questions, enquiries, correspondence and applications.

Oversee presentation of detailed reports and information to Council on a monthly basis, including accurate recording of minutes in line with statutory requirements.

Convene monthly briefing sessions with presentation of factual and accurate information pertinent to issues and risks applicable to financial and operational matters.

2. Facilitate strategic direction and policy formulation for the Shire of Carnarvon.

Oversee review of the Shire of Carnarvon Integrated Planning and Reporting Framework by the end of the financial year, including completion of: Community Strategic Plan Corporate Business Plan Long Term Financial Plan Asset Management Plan(s) Workforce Plan

Oversee continued preparation of the Shire of Carnarvon Local Planning Strategy and Local Planning Scheme No.13.

Oversee continued preparation of the Shire of Carnarvon Economic and Tourism Action Plan.

Oversee preparation of a structure plan and prospectus for Aging in Place development within a portion of Brockman Park.

Oversee the preparation of an Economic Regional Centre Growth Plan, subject to DRD funding.

Undertake a review of the Shire’s Infrastructure and Development Policies and introduce new policies as requested by Council.

Uphold and promote the Shire of Carnarvon corporate image through attendance at important local, regional and state meetings, functions and events throughout the year.

5. Maintain high standards of corporate governance for the Shire of Carnarvon as required by legislation.

Report to Council’s Audit Committee quarterly on financial management, risk management, and governance accountability and performance, including external and internal audits as required by legislation and/or the Committee.

Improve implementation of the Shire Occupational Health and Safety Management System by the end of the financial year.

Improve implementation of the Shire Records Management System with transition to centralisation by the end of the financial year.

Update risk based Internal Audit Plan based on introduction of operational work plans by the end of the financial year.

Respond in a positive and timely manner to omissions, deficiencies and amendments to legislation as identified through the Shire audit processes within one month.

6. Attract and maintain a stable, skilled and diversified workforce aligned to organisational need and delivery of services.

Oversee review of position descriptions, staff recruitment methods and selection/performance criteria for all positions across the organisation by the end of the financial year.

Orientate to a ‘continuous’ performance management system to improve employee direction, organisational productivity and staff satisfaction by the end of the financial year.

7. Ensure the delivery of core municipal services and asset maintenance/renewal in line with the Shire’s Integrated Planning and Reporting Framework (IPRF).

Oversee the preparation of annual work plans/schedules for each Directorate and associated business sections by the end of the financial year aligned to the IPRF and municipal budget.

Substantially progress the asset management capture and preparation of asset management plans by the end of the financial year for: Roads, Car Parks, Footpaths, Drainage and Flood

Levees Public Buildings, Structures and Shire Houses Parks, Gardens and Playgrounds Carnarvon Airport Precinct Carnarvon Aquatic Centre Carnarvon Fascine Precinct (foreshore, jetties, surge

ABOUT CARNARVON

Recreation Carnarvon is a very sport minded community with every sport being catered for including touch football, soccer, cricket, basketball, netball, underwater hockey, indoor hockey and many more too numerous to mention. We have two premier sporting ovals – Town Oval and the Festival Grounds. The Festival Grounds also includes premier football oval, netball courts, soccer fields, pavilions and toilet facilities. Carnarvon also caters for the swimming fraternity with both a 25m swimming pool and toddlers pool.

Carnarvon is famous worldwide for its varied and amazing attractions exclusive to this part of our State – Mt Augustus, the biggest rock in the world, beautiful wildflowers and a fishing paradise along our coast. The scenery is spectacular and our best natural asset is our weather. Average maximum of January is 31ºC and July 22ºC. Highest recorded temperature 47.7ºC. Average yearly rainfall 229mm. Average yearly temperature 26.6ºC. Population 7000. Carnarvon, the hub of the Gascoyne, has grown in stature over the years as a popular base to shop and sample locally grown produce and fish.

The CBD comprises a wide range of retail Outlets – Woolworths, newsagency, variety shops and electrical stores.

We also have some of the most beautiful coastline in Australia. You can swim at one of many of our beaches within the town area or travel 40kms north to the “Blowholes”.

Carnarvon is located on the Gascoyne River Delta. The Gascoyne River supplies water to both the plantations which align both sides of the river and the town water supply. When in flow, the Gascoyne River also provides some ideal swimming areas for the family including Chinamans Pool and Rocky Pool.

Education Education is also well catered for in Carnarvon. From

2013 Carnarvon Community College will operate on three campuses; with a staged plan to accommodate all students K to 7 on the East Carnarvon site, in new facilities for the start of 2014. Planning includes provision for secondary students to move to the new site soon thereafter to create a K - 12 College on a single campus. The Christian School accommodates up to Year 7, and Catholic School up to Year 10. There are also 3 pre-primary schools and Durack Institute of

Technology - TAFE located in Carnarvon which offers a wide range of courses.

Medical & Ancillary Excellent medical facilities exist with a Regional Hospital including general, children’s and maternity wards. You can either see a doctor on call or make an appointment with one of the private doctors at the Carnarvon Medical Centre or Aboriginal Medical Centre. A dental surgery is located within the CBD and open 5 days a week. Industries Carnarvon’s major industries are tourism, salt and gypsum mining, pastoral, fishing and horticulture. Our seafood industry produces over $56m per year. The Carnarvon Plantation area comprises 176 plantations with the industry valued at $73m with an export of 30,000 tonnes per year. Produce ranges from bananas, tropical fruits, vegetables, citrus, stone, grapes and avocadoes. Table grapes are also a major export for Carnarvon. Carnarvon also boasts the most northern commercial egg farm in WA, producing over 4 million eggs per year.

Salt and Gypsum mining is carried out at Lake MacLeod, 65kms north of Carnarvon, Lake MacLeod measures 2072 square kilometres; 110km long and 40km wide. Fishing is also a predominant industry in the Gascoyne with the region’s catch dominated by prawns however scallops, lobster, crabs and a variety of wet line fish are also caught in the area and processed in Carnarvon.

Pastoral stations take up 115,800kms of the Gascoyne with the production of meat and wool being its primary activities however many stations are diversifying into goat domestication, grapes, aquaculture and outback tourism.

There are also many stations throughout the Gascoyne that cater for both the locals and the tourists. Some stations offer personalised tours or will provide directions on where to explore some of the most beautiful country in Australia Developments Northwater Estate – Stage One and Stage Two of this Estate has been completed. Waterfront lifestyle and central location are major attractions to this area.
