U.S. Marshals Service H Together. Serving Justice. Justice Federal is pleased to announce its newest branch within the U.S. Marshals’ headquarters in Washington, DC., to open mid-November 2016. Supporting the justice community is a vital part of our mission and we are proud to further our relationship with U.S. Marshals and to show our support through the exclusive Member benefits we provide.

H About U.S. Marshals Founded in 1789, 227 years ago, the U.S. Marshals Service is the nation’s oldest federal law enforcement agency, the enforcement arm of the federal courts, involved in virtually every federal law enforcement initiative.

Presidentially appointed U.S. Marshals direct the activities of 94 districts—one for each federal judicial district. Approximately 3,752 deputy U.S. Marshals and Criminal Investigators form the backbone of the agency. Their duties include protecting the federal judiciary, apprehending federal fugitives, managing and selling seized assets acquired by criminals through illegal activities, housing and transport-ing federal prisoners and operating the Witness Security Program.

H Judicial Security The Threat Management Center provides a national 24/7 response capability to review and respond to threats against the judiciary. The Marshals also oversee the daily operation and management of security services performed by approximately 5,000 court security officers within the 94 U.S. District Courts and 12 circuits of the U.S. Court of Appeals.

H Fugitive Operations The U.S. Marshals Task Forces combine the efforts of federal, state and local law enforcement agencies to locate and arrest the most dangerous fugitives. The Service arrests 273 fugitives every day on average.

H Asset Forfeiture The Department of Justice Asset Forfeiture Program is a key component of the federal government’s law enforcement efforts to combat major criminal activity by disrupting and dismantling illegal enterprises, depriving criminals of the pro-ceeds of illegal activity, deterring crime and restoring property to vic-tims. The U.S. Marshals Service plays a critical role in identifying and evaluating assets that represent the proceeds of crime as well as efficiently managing and selling assets seized and forfeited by DOJ.

H Prisoner Operations The U.S. Marshals Service is respon-sible for the custody of federal prisoners from reprimand to pris-oner acquittal. The U.S. Marshals’ Justice Prisoner and Alien Transportation System, JPATS, is one of the largest transporters of prisoners in the world—handling 716 movements per day on average, transporting prisoners between judicial districts and correctional institutions throughout the U.S.

H Witness Security The federal Witness Security Program, operat-ed by the U.S. Marshals Service, provides for the security, safety and health of government witnesses and their authorized family members, whose lives are in danger as a result of their cooperation with the U.S. government. The Witness Security Program has successfully protected an estimated 18,600 participants from intimidation and retribution since the program began in 1971.

Don’t Get Cold Feet Winter car buying is worth it

When the snow falls, buying a new car might be the last thing you are thinking about doing; but this is the num-ber one reason why you should hit the dealers and look for a new car at this time of the year. Buying a new car in the winter has a number of benefits–and with saving money at the top of the list, there is no reason to wait until spring to shop.

Winter Car Shopping Could Save You MoneyAs with most things, there is an off season for purchas-es and winter is commonly a time when fewer cars are purchased; especially certain types of cars. Sports cars, convertibles and other cars that are considered summertime vehicles will often sell for less during this season because fewer people are in the market to buy them. Even family cars can sell for better prices in the winter since fewer people are shopping.

Early in the winter season, dealers are often trying to clear last year’s models off the lot. New models tend to arrive during the late summer and early fall, and whatever is left of the previous year’s models will go for a discount-ed price as the weather turns to winter. Dealers will be motivated to strike a bargain to move an older model.

Winter Car Buying Perks Winter car buying has a lot of perks; more room to negotiate, less competition for the cars and fewer crowds at the dealerships. And the down side of car shopping in the winter–time spent in the cold looking at car after car–can be minimized with preparation done right at home from your computer.

By comparing prices and models, getting car insurance quotes online, and having a check in hand before you head out, you can spend less time in the cold, and more time focusing on the right car for you. In the end, you could wind up with a much better deal than at any other time of year, making winter car shopping a smart choice all around.

The holidays are a good time to recognize all of the people who make your life a little easier throughout the year.

The season to give is also the season to tip—a complicated subject if there ever was one! So, what are the guidelines? Who do you have to tip and how much should you be giving? Here are some people to consider for your tip list this year—and the proper etiquette for each:

H For the people who help you look and feel your best (i.e. hairdressers, manicurists, personal trainers): Tip the cost of one full visit. H For some people, such as postal workers, who cannot accept tips in cash, gift cards or actual gifts are fine, but there may be a cap on the value; for postal workers it’s $20.

H While there may be a no tipping policy for teachers, gift cards are much appreciated. Just check with your school system to see if there is a suggested maximum.

As the year comes to a close, you may be getting requests for charitable donations. If a cause tugs at your heartstrings, but the charity is unfamiliar to you, take a few minutes–and a few steps–before giving.

H Research the charity Is it a real group? Search online to learn more about its reputation. If you’re getting requests by phone, tell callers to send you information by mail. A legitimate charity will send you information in writing.

H Know where your money is going Find out what percentage of your donation goes to the charity, and whether your donation is tax-deductible.

H Pay it safe How does the charity want you to pay? Rule out anyone who asks you to send cash, wire money, or get a prepaid debit card. Chances are, that’s a scam.

If an organization doesn’t seem legit, or raises more questions than you’re comfortable with, just walk away. There are plenty of legitimate charities that can make use of a donation.

Signs of a Charity ScamThese days, charities and fundraisers (groups that solicit funds on behalf of organizations) use the phone, face-to-face contact, email, the internet (including social networking sites), and mobile devic-es to solicit and obtain donations. Naturally, scam-mers use these same methods to take advantage of your goodwill. Regardless of how they reach you, avoid any charity or fundraiser that:

• Refuses to provide detailed information about its iden-tity, mission, costs, and how the donation will be used.

• Won’t provide proof that a contribution is tax deductible.

• Uses a name that closely resembles that of a better-known, reputable organization.

• Thanks you for a pledge you don’t remember making.

• Uses high-pressure tactics like trying to get you to donate immediately, without giving you time to do your research.

• Asks for donations in cash or asks you to wire money.

• Offers to send a courier or overnight delivery service to collect the donation immediately.

• Guarantees sweepstakes winnings in exchange for a contribution. By law, you never have to give a donation to be eligible to win a sweepstakes.

CHARITY CHECKLISTTake the following precautions to make sure your donation benefits the people and organizations you want to help.

✓ Ask for detailed information about the charity, including name, address, and telephone number.

✓ Search the exact name of the organization online—especially with the word “complaint(s)” or “scam”—it’s one way to learn about reputation.

✓ Call the charity. Find out if the organization is aware of the solicitation and has authorized the use of its name.

✓ Check if the charity is trustworthy by contacting the Better Business Bureau’s (BBB) Wise Giving Alliance, Charity Navigator, Charity Watch, or GuideStar.

✓ Ask if the caller is a paid fundraiser. If so, ask what percentage of your donation will go to the charity.

✓ Keep a record of your donations.

✓ Make an annual donation plan. That way, you can decide which causes to support and which reputa-ble charities should receive your donations.

✓ Visit the IRS website to find out which organizations are eligible to receive tax deductible contributions.

✓ Know the difference between “tax exempt” and “tax deductible.” Tax exempt means the organization doesn’t have to pay taxes. Tax deductible means you can deduct your contribution on your federal income tax return.

✓ Never send cash donations. For security and tax purposes, it’s best to pay by check—made payable to the charity—or by credit card.

✓ Never wire money to someone claiming to be a charity. Scammers often request donations to be wired because wiring money is like sending cash: once you send it, you can’t get it back.

✓ Do not provide your credit or check card number, bank account number or any personal information until you’ve thoroughly researched the charity.

✓ Be wary of charities that spring up too suddenly in response to current events and natural disasters.

✓ If a donation request comes from a group claiming to help your local community (for example, local police or firefighters), ask the local agency if they have heard of the group and are getting financial support.

Report Charity ScamsThe Federal Trade Commission (FTC) is the nation’s consumer protection agency. The FTC works to prevent fraudulent, deceptive and unfair business practices in the marketplace. If you think you’ve been

the victim of a charity scam or if a fundraiser has violated Do Not Call rules, you can file a complaint online by visiting www.ftccomplaintassistant.gov, or by calling 877.382.4357; TTY: 866.653.4261.

The FTC enters consumer com-plaints into the Consumer Sentinel Network, a secure online database and investigative tool used by hundreds of civil and criminal law enforcement agencies in the U.S.

and abroad. Your complaints can help detect patterns of wrong-doing and lead to investigations and prosecutions.
