wise deliberations commenced and the details of deliberations are as given below.
1.0 Confirmation of the minutes of 23rd Meeting of WR Constituents regarding
Connectivity & Long-term Access applications in Western Region held on 01-
06-2016 at NRPC, New Delhi
CTU informed that minutes of 23rd Meeting of WR Constituents regarding
Connectivity & Long-term Access applications in Western Region held on
01.06.2016 were circulated vide their letter ref C/CTU/W/01/OA-23/MOM dated
22.06.2016. As no comments were received, the minutes were confirmed as
circulated.
2.0 Connectivity Applications from RE Generation Developers in Western Region.
2. 1 CTU stated that a total twenty five nos. of connectivity applications of about 8768
MW quantum of power have been received for ISTS connectivity at Bhachau, Bhuj
Pool, Parli, Solapur, Kolhapur and Rajgarh Substations from various RE generation
developers in WR. Details of these connectivity applications are given in Table 1.
2. 2 CTU mentioned that as per the Connectivity Regulations, the Grant of Connectivity
shall not entitle an applicant to inter-change any power with the grid unless it obtains
LTA, MTOA or STOA. Since MTOA & STOA are granted on the basis of margins
available in the grid and firm transfer of power is granted only with the LTA. If margin
is not available in existing system to grant LTA then new system is planned and
developed accordingly for the LTA applicants. As development of the new
transmission system may take few years and LTA is granted on the basis of First
Come First Serve basis, therefore, the applicants are advised to apply for the LTA to
ensure power evacuation & transfer to its beneficiaries under LTA on firm basis.

2. 4 It was informed that CERC in its order dated 05.01.2016 in Petition No: 420/MP/2014
has directed that wind developers should comply with the provision of LVRT (Low
Voltage Ride Through). Further, clause no 16.4 of the CEA Manual on Transmission
Planning Criteria (January, 2013) notifies that the wind and solar farms shall
maintain a power factor of 0.98 (absorbing) at their grid inter-connection point for all
dispatch scenarios by providing adequate reactive compensation and the same shall
be assumed for system studies.
2. 5 It was also informed that as per the CEA Manual on Transmission Planning Criteria,
the ‘N-1’ criteria may not be applied to the immediate connectivity of wind / solar
farms with the ISTS / Intra-STS grid i.e. the line connecting the farm to the grid and
the step-up transformers at the grid station.
3.0 Connectivity Applications received in the vicinity of Bhachau:
3. 1 CTU stated that three nos. of applicants have already been granted connectivity at
Bhachau substation. Details of these connectivity applications are as given below:

3. 2 CTU stated that four nos. of new connectivity applications as mentioned in Table 1
have been received at Bhachau S/s. Due to the severe ROW issues in the vicinity of
Bhachau and space constraints in Bhachau S/s as well as high RE potential in
vicinity of Bhachau, it is proposed to develop a new 400/220kV pooling station at
Lakadia in Bhachau Taluka, Kutch district, Gujarat (Lakadia PS).
3. 3 It was informed that Gujarat Fluorochemicals Ltd. (GFL) was granted connectivity at
Bhachau S/s in 13th WR Connectivity / LTA meeting held on 27.12.2010 through
220kV D/c line (twin conductor) for their 300MW wind farm at Malia, Rajkot, Gujarat.
The intimation for grant of connectivity was issued on 07.02.2011. It is understood
that the line, which was agreed to be constructed by GFL has not yet been taken up
by them. Accordingly, looking into severe ROW issues in termination of lines at
Bhachau and space constraints for terminating bays at Bhachau S/s, it was
proposed to revise the connectivity earlier granted to GFL to new proposed pooling
station at Lakadia.
3. 4 The following Common Transmission System for Connectivity for renewable
generations in Bhachau area (viz GRPL- Mathak, ORWPPL - Gagodhar, IWISL -
Bhachau, GRPL - Gagodhar, GFL - Malia) was proposed:
LILO of both circuits of Essar Power Gujarat Ltd. (EPGL) – Bhachau 400kV D/c
(Triple) line at Lakadia PS
Establishment of 1x500MVA, 400/220kV Lakadia PS.
1x125MVAR, 420kV Bus Reactor at Lakadia PS.
3. 5 CEA as well as constituents were of the view that considering the large number of
RE generations proposed to be pooled at Lakadia PS, 2x500MVA, 400/220kV
transformers be installed at the new proposed Lakadia PS for ensuring reliability of
power evacuation from various RE projects.

3. 6 In view of harsh / saline landscape in Kutch region of Gujarat GETCO proposed
that, the new pooling stations at Lakadia should be constructed as gas insulated s/s
(GIS).
3. 7 Subsequently, GFL vide its letter ref: GFL/WPP/PGCIL/201-17/03 dated 31.12.2016,
has requested for surrender of the connectivity for their 300MW wind power project
in Rajkot, Gujarat. Accordingly, grant of connectivity to GFL for its project has been
cancelled vide POWERGRID letter dated 11.01.2017.
3. 8 In view of the above, following transmission system was agreed: :
Common Transmission System for Connectivity of renewable generations in
Bhachau area (viz. GRPL-Mathak, ORWPPL-Gagodhar, IWISL-Bhachau, GRPL-

3. 10 Based on the information given in the connectivity application it is noted that
connectivity required by the above applicants are from Mar’17 to June’18; effectively
meaning that only about 1.5 years are left for the development of the required
transmission system. As per the tariff policy in vogue, the new ISTS scheme is to be
implemented through TBCB route, which have a minimum implementation period.
Therefore, the generation developer needs to closely coordinate with the prospective
TSP to avoid mismatch in the implementation of the generation project, dedicated
transmission line and the planned ISTS system. Applicants were also advised to
apply for the LTA at the earliest to evolve transmission system strengthening
required for evacuation of power on firm basis.
4.0 Connectivity Applications received in the vicinity of Bhuj:
4. 1 CTU stated that 11 nos. of connectivity applications were received at Bhuj P.S. for a
quantum of 4950MW till now {Connectivity Granted: 1 No. (For 300MW); connectivity
Under Process: 10 Nos. (for 4650MW)}.
4. 2 Considering project capacity and proximity of the RE generations to Bhuj PS,
following transmission system along with implementing agency was discussed and
agreed for providing connectivity to RE applications in the vicinity of Bhuj.:

4. 3 Based on the information given in the connectivity application, it is noted that
connectivity required by M/s AGEL for its solar / wind generation projects in Khavda
area is from Dec’18 to Mar’19; effectively meaning that only about 2 years are left for
the development of the required transmission system. As per the tariff policy in

connectivity at Parli (PG) S/s & six nos. of connectivity applicants have desired
connectivity at Solapur (PG) S/s. The details of the connectivity applications are
mentioned in Table 5.
5. 2 CTU further informed that above generation projects are mainly located in the vicinity
of Latur area of Maharashtra. Hence, considering the large quantum of RE
generation, it was proposed to develop a new 400/220kV substation near Latur. The
pooling station was to be established for 9 nos. of RE generations as well as for
future RE generations that may come up in this area.

5. 5 Based on the information given in the connectivity application, it was noted that
connectivity required by the above applicant is from Mar’18 to June’19; effectively
meaning that only about 1 to 2.5 years are left for the development of the required
transmission system. As per the tariff policy in vogue, the new ISTS scheme is to be
implemented through TBCB route, which have a minimum implementation period.
Therefore, the generation developer needs to closely coordinate with the prospective
TSP to avoid mismatch in the implementation of the generation project, dedicated
transmission line and the planned ISTS system. Applicants were also advised to
apply for the LTA at the earliest to evolve transmission system strengthening, if
required.
6.0 Connectivity Applications received in the vicinity of Kolhapur :
6. 1 CTU stated that only one developer (BLP Vayu (Project 2) Pvt. Ltd. (BLPVPL-Bololi),
located in the vicinity of Kolhapur S/s, has applied for connectivity for 100 MW as per
details given in Table: 1 above. In view of project capacity & proximity of generation,
following transmission system was proposed for connectivity: Table 6

6. 3 CTU suggested that as no 220kV level is available at Kolhapur GIS substation, M/s
BLPVPL may instead apply for connectivity to Kolhapur (MSETCL) 400/220kV S/s.
6. 4 Representative of BLVPL - Bololi stated that if the connectivity is applied to Kolhapur
(MSETCL) S/s, they would have to pay transmission charges for state network as
well as ISTS network.
6. 5 In the meeting, MSETCL was requested to indicate their requirement of 220 kV bays
at Kolhapur (PG) switching station so that the implementation of the proposed 1X500
MVA, 400/220 kV ICT could be taken up under ISTS.
6. 6 MSETCL vide email dated 03.01.2017 informed that there are already three nos. of
400/220 kV substations in vicinity of Kolhapur (Kolhapur, Karad already existing and
Alkud under implementation). Therefore, there is no requirement of 220 kV bays /
any 220 kV outlets by MSETCL from the proposed 1X500 MVA, 400/220 kV ICT at
Kolhapur (PG) switching station for providing connectivity to M/s BLPVPL.
6. 7 In view of above, the following transmission system is agreed for providing
connectivity to M/s BLPVPL:
(i) BLPVPL(Bololi) – Kolhapur GIS 220kV S/c line along with associated line bays at both ends
(ii) Installation of 1x500MVA, 400/220kV ICT at Kolhapur GIS@
@ 220kV cables shall be required for the interconnection of 400/220kV ICT
to 220kV GIS module
The above connectivity system would be under the scope project developer.
7.0 Connectivity Applications received in the vicinity of Rajgarh:
7. 1 CTU stated that a new connectivity application from M/s GRPL-Khod has been
received at Rajgarh S/s as per details given in Table 1. In view of project capacity &
proximity of generation, following transmission system was proposed for

7. 2 During discussions MPPTCL informed that 218MW wind farm of M/s GRPL-Khod
has already granted connectivity to STU network by MPPTCL. CTU stated that the
applicant had not brought out this information while applying for connectivity to ISTS.
7. 3 CTU informed that as per CERC regulations, a generation developer cannot apply
for connectivity to the ISTS grid if it is already granted connectivity by the STU.
Accordingly, the subject application may not be processed and it was decided to
close the connectivity application. However, they may apply afresh after surrendering
its grant of connectivity from MPPTCL network and confirmation of the same from
MPPTCL, if applicable.
7. 4 Subsequently, GRPL vide its letter dated 22.12.2016 to CTU with copy to MPPTCL
submitted additional information in this regard stating that the generation project
referred above by MPPTCL is different than the generation project under discussion.
GRPL further requested to revise the project capacity from 218MW to 200MW and
commissioning schedule from 31.03.2017 to 31.03.2019. The scanned copy of the
letter was emailed by CTU to MPPTCL. MPPTCL vide email dated 20-01-2017 has
stated that they have no information regarding development of any other project of
GRPL at the same location except 218MW wind power project at village-Khod in
Dhar district of M.P.

7. 5 In view of the above, the connectivity application of GRPL-Khod would be taken up
in the next meeting.
8.0 Revision in Grant of Connectivity & LTA to M/s Srijan Energy System Pvt Ltd.

8. 1 CTU stated that in the 23rd meeting of WR Constituents regarding Connectivity /
Open Access Applications held at NRPC, New Delhi on 01.06.2016, Connectivity
(300MW) and LTA (300MW) application of Srijan Energy System Pvt. Ltd. (SESPL)

Karur)
CTU stated that the details of the application are given in Table 8 above (Sl. 11).
CTU informed that M/s Renew Power Ventures Pvt. Ltd. has applied for LTA for
transfer of 400MW with the target beneficiaries as: SR- 50MW, NR-250MW & ER –
100MW. The LTA applications were discussed and agreed in 21st meeting of
Southern Region constituents regarding Connectivity / LTA applications of IPPs in
SR held on 19.11.2016 at Hyderabad. In the meeting, it was agreed that the
enhancement in ATC between WR-NR corridor with the progressive commissioning
of following transmission system shall be required for transfer of 250MW to NR
beneficiaries.

9. 5 LTA Applications from RE developers in Bhuj area
CTU informed that the details of the application are given in Table 8 above (Sl. 3 to
6).
CTU stated that the total LTA quantum of 2750MW [2550MW Target to NR and
200MW Target to ER] will be injected at Bhuj P.S. The high capacity Green Energy
Corridor starting from Bhuj PS (WR) to Moga (NR) is already under implementation
by POWERGRID for evacuation and dispersal of power from renewable generations
coming up in Gujarat (especially Kutch complex) and Rajasthan. Further, Bhuj PS
shall also being connected to Mundra UMPP through 400kV D/c (triple) line which is
under implementation.
System studies for the above transfer of power to NR & ER considering realistic
dispatches from RE generations (under high RE scenario) indicate that all line
loadings are in order. System studies are attached at Annexure-1.
In view of the above, transmission system for LTA of each of the above applicants is
as below:

This item has also been discussed in the 41st meeting of Standing Committee in WR.
Accordingly, the same may be read in conjunction with recording in the MoM of 41st
meeting of Standing Committee in WR.
10.0 Revision in the LTA quantum of Chhattisgarh State Power Trading Company
Ltd. (CSPTrCL)
10. 1 CTU stated CSPTrCL through petition No. 84/MP/2016 to CERC, has prayed for
relinquishment of transmission capacity to the extent of 4699MW contracted under
the BPTA dated 24.02.2010 and 4985MW under the TSA dated 07.12.2010. The
details of LTA quantum requested to be surrendered by CSPTrCL from the
respective IPPs are mentioned in the Annexure - 2.
10. 2 In this regard, the Hon’ble commission in terms of the ROP of this petition dated
28.06.2016; has directed CTU to utilize the relinquished capacity for grant of LTA to
the pending LTA applications so that capacity does not remain unutilized. The
exercise for the utilisation of same had been carried out in the 23rd meeting of WR
constituents regarding connectivity / open access applications dated 01.06.2016.
10. 3 CTU further informed that Commission in the referred ROP has further directed that
the liability for relinquishment charges of the petitioner will be decided in terms of the
order of the Petition No. 92/MP/2015 for assessment / determination of stranded
transmission capacity with regard to relinquishment of LTA right by a long term
customer and relinquishment charges in terms of the provisions of the Connectivity
Regulations.
10. 4 The revised allocation of LTA to CSPTrCL after considering the relinquishment of

10. 5 CTU stated that while granting LTA to TRN Energy Pvt. Ltd. (associated with HCPTC
– V) and M/s Karnataka Power Corporation Ltd., (associated with Champa –
Kurukshetra HVDC Bi-pole Phase 2 corridor) LTA quantum of 210MW (WR: 126MW
& NR:84MW) and 515MW (WR: 309MW & NR: 206MW) respectively to CSPTrCL
was mentioned in the intimation. However, CSPTrCL had neither submitted
separate application for this quantum nor has signed BPTA for this quantum. Also
CSPTrCL did not mention about this quantum in the above mentioned Petition. In
view of the above, 725MW (210+515) shall not be considered against LTA to
CSPTrCL.
10. 6 Accordingly, it was agreed that the revised LTA intimation for the quantum as
mentioned above shall be issued to CSPTrCL and CSPTrCL would have to sign
revised LTA agreement / BPTA. The relinquishment charges shall be governed by
the outcome of the Petition No. 92/MP/2015.

11. 2 CTU informed that earlier M/s JPVL was granted LTA for 1240.8MW [MPPMCL:
465.3MW (firm), WR – 388.2MW (target) & NR – 387.3MW (target)] from their
2x660MW JNSTPP with the commissioning of HCPTC IV and part system of HCPTC
I. Later on M/s JPVL had approached CERC vide petition no. 293/MP/2015 for
relinquishment of 775.5 MW leaving balance of 465.3MW LTA to MPPMCL. This
LTA of 465.3MW is already operational.
11. 3 M/s JPVL has submitted the new LTA application for 450MW from its JNSTPP to NR
(target) from 30.10.2016. Studies have been carried out and following transmission
system is required for transfer of 450MW from the generation project to NR, which is
under implementation as part of different transmission schemes. From the studies, it
was observed that the enhancement of ATC between WR & NR corridor with the
progressive commissioning of following transmission system shall be required for
transfer of 450MW to NR beneficiaries.

12. 2 Regarding mode of implementation of the multi circuit towers up to the identified
proposed pooling station, it was decided that the applicants may mutually coordinate
among themselves and the build multi circuit towers at their own cost. Developers
were requested to provide the information regarding the other developers with whom
they would be executing the multi circuit section.

13.0 Reduction in LTA quantum granted to MP Power Management Company Ltd.
from DVC Generation Projects.
13.1 M/s MP Power Management Company Ltd. (MPPMCL) vide its letter dated
28.09.2016 has stated that MPPMCL had entered into PPAs for drawl of power from

13.2 The power from these generating stations is being scheduled as above and the open

consumption of respective stations.

13.3 In view of the same, MPPMCL has requested for reduction in LTOA from existing
500 MW to 450 MW (subtracting 50 MW on account of auxiliary power consumption
and DVC transmission losses) and MPPMCL has agreed to pay relinquishment
charges as per approval of the CERC in the Petition No. 92/MP/2015. The revised
share of MP by reducing the auxiliary electricity consumption is as below:

14.0 Review of Transmission System for Banaskantha (Radhanesda) Ultra Mega
Solar Power Park in Dist. Banaskantha, Gujarat (700MW)
14.1 In the 40th SCM of WR and 23rd Connectivity / LTA meeting of WR held on
01.06.2016, following transmission system was agreed for interconnection of
Banaskantha (Radhanesda) Ultra Mega Solar Park (700MW) with ISTS network:
(i) Banaskantha (Radhanesda) Pooling Station – Bansakantha (PG) 400 kV D/c line along with 2 nos. 400 kV line bays at Bansakantha (PG) to be implemented by POWERGRID.
(ii) 2 nos. 400 kV line bays at Banaskantha (Radhanesda) for Banaskantha (Radhanesda) Pooling Station – Bansakantha (PG) 400 kV D/c line to be constructed by GPCL
14.2 In the 41st meeting of Standing Committee on Power System Planning in WR held on
21.12.2016 and subsequent meeting held on 17.01.17 in Gandhinagar, it was
decided that Banaskantha (Radhanesda) GIS 400/220kV PS shall also be developed
as a part of ISTS along with Banaskantha (Radhanesda) PS – Banaskantha (PG)
400 kV D/c line. Further, another solar park near Harsad (500MW) is also envisaged
which shall be connected to Banaskantha (Radhanesda) GIS 400/220kV PS in
future. Subsequently, GETCO vide email dated 20.01.2017 mentioned that they will
need 2 nos. of 220kV line bays at Banaskantha (Radhanesda) GIS 400/220kV PS to
feed their proposed 220kV substation (Rah or Mithi Paldi based on the location of
pooling station) in the 2020 time frame, however same may not be covered for
immediate implementation. In order to take care of future power transfer
requirement, it was decided that conductor for Banaskantha (Radhanesda) PS –

Banaskantha (PG) 400 kV D/c line shall be considered with twin AL-59 conductor
which has about 30% more current carrying capacity than twin-moose ACSR
conductor whereas the incremental cost is only 5 to 10%.
14.3 Accordingly, based on the deliberation in the 41st SCM of WR / 24th Connectivity /
LTA meeting of WR held on 21.12.2016 and deliberations held in the meeting held
on 17.01.2017, following transmission system is agreed as evacuation system for
Banaskantha (Radhaneda) Solar Park:
i) Transmission system for 700 MW Banaskantha (Radhanesda) Ultra Mega Solar Park Project (UMSPP) a) Establishment of 2x500MVA, 400/220kV pooling station at Banaskantha
(Radhanesda) [GIS] along with 1x125MVAr bus reactor b) 4 nos. 220kV line bays at 400/220kV at Banaskantha (Radhanesda)
pooling station for Solar Park Interconnection. c) Banaskantha (Radhanesda) Pooling Station – Bansakantha S/s (PG) 400
kV D/c (twin AL59) line d) 2 Nos. of 400kV line bays each at Banaskantha (PG) S/s & Banaskantha
(Radhanesda) PS. e) Provision of space for 8 nos. 220 kV bays (4 nos. for solar injection and 4
nos. of GETCO drawl) f) Provision of space for future 400/220kV, 1X500 MVA ICT along with bays.
ii) GPCL confirmed to identify the land (of about 20 acres) between Radhanesda solar park and proposed Harshad solar park for setting up the 220/400 kV pooling station in a week’s time based on which decision for location of 220/400kV common pooling station shall be taken.
iii) GPCL assured that once the modified scheme is finalised and approved by SCM, the BG will be submitted latest by 28.02.2017.
iv) GETCO would require the two nos. of 220 kV bays at the 400/220 kV pooling station in 2020 time frame. Accordingly, provision may be kept for future but should not be covered for immediate implementation.
