The strategic plan of development of the Shupenze Commune is the first and mostimportant step undertaken in a strategic and visionary way by the administration,

commune council, specialist fro different areas and the commune inhabitants. It is thebase of our future.

The plan gives a clear profile ofthe commune, what wealth itowns, capitals, problems, thegeographic position and by anaccurate analyze we have triedto draw some measures andplans for the future development,development based in resolvingthe immediate problems , usageand good management ofresources in the area and byharmonizing with thedevelopment of the communesnear by , Dibra district, Albaniaand the hole region.

I thank all persons engaged in drawing this plan and especially Alpin advisers (TheCenter for regional and economic development) and the project unit “Enforcing thelocal governance” of the region council of Diber. Their engagement, advice and financialaid made that we have this material of the Strategic plan of development of ShupenzeCommune.

The plan requires the contribution and administrate, council, community and my ownengagement .projects and fund rising from donators and government will be not theonly way to concretize the project but it requires the engagement of all farmers,businessmen and commune inhabitants to invest, work and maintain what we haveand what we will build.

The plan is a summary of visions, projects and our realistic opportunities towarddevelopment. I am certain that this plan will be reality in the next five years.

The commune spreads in the North ofBulqiza District and has a surface of 10417

hectare, with hilly-mountain territory. In the eastis confined with Gjorica and MaqellareCommune, in the south and South–West isconfined with Zerqan Commune and in theNorth with Luzni Commune. The commune isdamped in the east by Black Drin River and inthe south by Strikcan gravel. The surface has6873 hectare of forest and 1899 hectare ofpasture, 649 hectare of non-productive landand 796 hectare of riverbed

The commune of Shupenze is one of theimportant territories in Dibra region. It has

been known as one of the nine mountains ofDiber with clever, generous and brave people.A lot of noted families of this region has beenpart and influenced the historical, economicand social processes not only in Dibra Regionbut in the whole country and in Balkan.

Shupenza has apopulation of 7309

inhabitants concentratedin 12 villages of theCommune. Thedemographic movementthat is a characteristicfor the Dibra district hasbeen lower for thecommune of Shupenzethan other communesand its stable. Themovement has beentoward the metropolitancenter of Tirana andDurres. Anothercharacteristic is themovement towards thecenter of the communebeside the main roadwayPeshkopi-Tirane buildingo lot of beautiful houses.

The emigration is a commune phenomenon. Themain emigrants work in Italy and in Greece but

we find emigrant also in other countries of EU andin England. Emigrant are the main source of incomefor their families.

From 1653 families,313 of them areattended with social aid and 170 of

them are in very bad economic conditions.The population is self-employed in farming,agricultural, forestry, aromatic andmedicinal plants, fishing and treading. Inthe commune we have 120 private subjectswhich 5 deal with quantity merchandise,15 are service locals and 93 are tradingshops. Every Sunday in the center of thecommune it organized the big marketwhere can trade not only inhabitans ofthese commune but the whole Bulqizadistrict and also from districts of Diber andMat. This commune has employeesworking in education and health sector withan average of income of 200 – 250 $. Animportant income comes from emigrationwhere each family has 1 or 2 persons thatwork abroad.

school has 416 students are includes communes ofGjorice and Zerqan with a history of 25 years andfrom this school a lot of students has followed andfinished universities. 87 teachers teach in theeducation system of this commune.

With all the good tradition on this directionwhere we have a lot of people well educatedand especially with graduation, conditions foreducation development requires new measuresand new orientations to be according Europeanstandards and to compare with the best levelsin our country.

The commune has done a lot of investmentbut still more it is needed, also there is needfor cabinets, benches, laboratories and schooltools, sportive corners nearly do not exist.

The large distance between villages bringsproblems with school frequentation becausemostly pupils reach the school walking.

At the center of the commune operates a24 hour medical center where we have 1

medic and 17 midwife-nurses. The center hasan ambulance. Also we have 2 pharmacies and2 dental clinics. The health service is not onlyfor commune Shupenze inhabitants but alsofor the inhabitants of the commune Gjoricë,Zerqan, Ostren and Tërbisht.

From 12 villages only in 3 we haveconsulters.

Building materials is a base to build not onlyfor the commune of Shupenze but also

for the communes of Maqellare and GjoriceThe topojan village has unused wealth of

manganese and in villages of Koshavice andGjuras there is unused wealth of marble.

Five spring of water of Kovashice villagewith a volume of 1500 liter per second is avaluable wealth of this commune. This springform a natural water canal from which thecommune gets the water for its 1100 hectareof land, also we have on this canal a hydro-central and 3 mills Near village Bllace thereservoir with a capacity of 6 million m 3 ofwater serves to water 2000 hectare of land inthe commune of Shupenze and Maqellare.

4700 hectare of forest is made of beechenand oak trees. In the black Drin Bed River andStrikcan gravel grows black and white willow.

The commune agriculture has been goingunder great changes during the transition

period. The cultures that grow are: maize,wheat, rye, legume and from fruit trees wehave: walnut, chestnut, plum, apple, pear,cherry, hazelnut and grape. During thetransition period there where a lot of damagelike on watering and drainage systems,building etc. The use of agriculture resourcesgot lower drastically which brought to theagriculture production diminution. Under thefull collapse began the agriculture reform whichended in 1991. The first and most importantstep was the land reform that allowed thecreation of private farms. The Characteristicof these farms was their smallsize compare to the landsurface, inner-fragmentation etc.This was a problem for theproductivity. Problem was alsothe law 7501 because the actualowners have not taken theirproperty (land), this is morevisible in the field areas ofShupenzes, Homeshit andBoceves.

The sewage is an element of theinfrastructure evaluated in recent

years.The common way of sewages is by

septic holes, non-function of which bringstheir leak on the road. Even in thosevillages where the ground is favorable oftheir leak into steams, river there has beenmany problems with their maintenance.The sewage system is partial.

At the moment only the village Shupenzehas a sewage system while the others donot have.

In the commune the mobile comunication iswide spread and it is offered by AMC and

Vodafone in all 12 villages of the commune. Thiswant mean that the fix lines are not needed .

The furnishing with electric power is realizedby the central system. There are a lot of

problem that come as a result of high charge ofcollective electric cabins and the amortization ofthe furnishing system. Empowerment andbuilding of new cabins for problematic villagesand by improvement of furnishing system wouldbe the one of the priorities of the field in improvingthe life in these villages. The lack of electric powerdamages also the business that contributes indeveloping the area.

Since 1991 with the jurisdiction devising,Shupenza has been part of the first level

of the local government as a Commune. It hasits own administration that is appointed by theCommune Chairman which is elected by directvoting of the people as decision takingorganism. The Commune Council that ischosen fro the subjective council list regardingthe percentage of the political force that theyrepresent, what they gained from elections.
