Area of Service

We have no doubt heard the dictum “Safety First”. In process industries, Safety Instrumented Functions (SIFs) implemented to prevent process hazards have been used widely for years. During the design, safety integrity level (SIL) of each SIF has to be evalu-ated by a risk assessment process, called “SIL assessment”. This team approach activity aims to satisfy safety integrity require-ments according to IEC 61508 and 61511 with cost effectiveness avoiding over – engineering.

As experienced and well trained facilitator has so much influence to the quality of SIL assessment, PTTES contains competency to deliver SIL facilitation training and coaching course for customer. The course provides insight for SIL assessment facilitator and enhances competency in SIF design and implementation in accordance with Shell DEP throughout using of Shell RRM-SIFpro software with IEC 61508 and IEC 61511 applied for process safety. This course is designed to refresh the experienced SIL facilitators and suits for competence engineers who desire to have comprehensive wide range of SIL assessment methodology.

To facilitate SIL assessment, the facilitator shall clearly and thoroughly understand the requirements as specified in IEC 61508 and IEC 61511 with competency in SIF design and implementa-tion in accordance with applicable industrial practice. Therefore, it is no doubt that the facilitator is the key person in achieving a successful SIL assessment.

LPG Supply Chain Optimization Study Together with PTT LPG Integrated Facility Enhancement Project (LIFE) team, PTTES had joint conducted the LPG Supply Chain Optimization Study in order to assess the best options to improve the integrated long term LPG supply chain operations and to ensure supply security of LPG into the country. The study also included the development and application of an LPG supply chain network optimization model to analyze and develop a robust, safe, reliable and sustainable supply and distribution system. The model covered both primary and secondary distribution, together with associated facility expansion and investment plans to ensure optimum supply chain costs throughout the country and to cater for long term growth of LPG demand in Thailand.

The study was conducted in 2 phases which were:

Phase I: New Refrigerated LPG Import Terminal Site Selection

The objective of the site selection study was to provide options for the second import terminal facilities to secure LPG domestic supply in long term planning and improve reliability throughout supply chain network. The Site selection study process included desktop study, site visits of initial list of potential locations proposed by Study team. The Study team conducted the assessment based on overall information of potential sites with the agreed criteria i.e. site description, marine and onshore infrastruc-ture, business opportunity, environmental laws and regulations and community sensitivity. As a result, a shortlist of 3 potential sites was proposed for further detailed study and stakeholders’ engagement.

Phase II: Supply Chain Network Optimization

The supply chain network optimization study covered the entire LPG network for primary and secondary distribution in the country taking into account the 3 shortlisted sites for the new LPG import terminal from Phase I study and a new secondary inland LPG terminal.

The Phase II study was conducted in the following 3 steps:

Process Safety Benchmarking PTTGC 2013

In February 2013, PTT Global Chemical (PTTGC) engaged Phillip Townsend Association Inc. (PTAI) to precede “Process Safety Benchmarking Program”. This program was finished within 4 months. On June 7th, 2013, PTAI presented benchmarking result with PTTGC staff.

II. Facilities Conceptual DesignPrior developing the Conceptual design, site visits to all LPG terminals were performed to gather more detail information and confirm basis assumption in the first phase such as land availabil-ity, site layout, local or regional law and regulation, people etc. The optimization operational LPG network configuration was revisited with scenarios study for the most optimal solutions. Subsequently, conceptual designs of selected cases were devel-oped by using international design practice identifying the facilities requirements in each terminal, e.g. number of spheres, truck loading facilities, new pipelines etc.

I. LPG Network OptimizationLPG Network optimization was conducted by using a proprietary model as a tool to help analyzing the existing network as well as potential new terminals and associated facilities for serving future-demand in 10 and 20 year by taking into account the Terminal handling costs, capacity etc.. The existing operations data were modeled as Base case for model validation as well as to identify short term improvements. Several scenarios studies were conducted especially demand forecasted to ensure robustness of the optimal supply chain solutions.

III. Cost EstimationThe outcome of the conceptual design study included new terminal design, additional facilities in each existing terminals as well as distribution facilities requirement to cope with the long term demand growth with +/- 50% cost estimate investment. Detailed implemen-tation plan and capital phasing for the next 10 and 20 years were also provided in the study.

Recommendation for optimization network and implementation and follow up plans

PTT Group Engineering Standard (PTTGES)PTT has started developing PTT Group Engineering Standard (PTTGES) in 2012 aiming to be applied for PTT group especially for new assets and facilities through design, construction, commissioning, and operation to maintain PTT group’s equip-ments and facilities safely and effectively.

In July 2012, PTT awarded the contract PTTES to develop PTTGES. The initial development contains PTTGES management manual and 4 standards.

The Engineering Standard Management Manual is the guideline to allow a standard to be generated / modified in the standard framework and format. It formalizes policies, specifies require-ments and gives recommendations for planning, writing, commenting, approving, distribution, accessing, feedback and usage of PTTGES including role and responsibility of standard stakeholders and the relationships among the people who involve in development of a standard.

LPG Spherical Storage Tank standard specifies minimum requirements and recommendations for engineering design, fabrication, construction, inspection and test of above-ground non-refrigerated spherical storage tank including associated accessories for Liquefied Petroleum Gas (LPG) service, e.g. Propane, Butane and Mixtures.

LPG Road Tanker Standard specifies requirements and gives recommendations for engineering design, practice, and construc-tion of LPG Road Tanker which include storage vessel, pump, pressure relief valves, piping, metering and required accessories

PTT P&ID Symbols and Legends is intended to establish uniformed symbols and legend for equipment, piping and instru-ment on the Piping and Instrumentation Diagrams (P&IDs) throughout the oil and gas projects.

PTT plans to develop PTTGES further and encourages all of PTT subsidiary companies to start using the publications. The number of PTTGES will be increasing every year and it is hoped that PTTGES will be applied widely among petroleum & petrochemical standards and engineering practices in the future.

Background

PTT Public Company launched the PTT Group Engineering Standard (PTTGES) for the LPG road tanker in order to specify requirements and recommendations for engineering design, practice, and construction of LPG road tanker following Thai law & regulation, best practices and appropriate safeguarding require-ment. PTTES supports PTT to facilitate the workshop, leading the public hearing and developing the LPG road tanker standard.

Why the PTTGES of LPG Road Tanker is important?

In case of accident, LPG from road tanker may leak from container, evaporate and form a vapor cloud cover the ground. LPG vapor cloud may run along the road surface and collect in road drain pit or low pocket. When the gas meets a source of ignition, it can flash or explode leading to the casualties and damages with several consequences.

The proper design and construction of the LPG road tanker can reduce the hazard from the accidents. PTTGES was generated to comply the engineering design, standard, equipment selection, installation, construction, and inspection of the LPG road tankers and is used as compulsory standards for LPG road tanker fabrica-tors.

What are the differences between the LPG road tanker vessel and the fixed above ground LPG vessel?

Forces act to the vessel on LPG road tanker are more than the fixed above ground LPG vessel. The vessel faces with the additional dynamic loads such as the inertial forces acting on the vessel while being transported in service, Liquid surge reaction force, and the cyclic reaction force. In additional, the interfacing with loading gantry including over filling protection etc., have to be taken into account, hence, the design of the road tanker shall cover these additional loadings.

What are the standards that used as references?

Thai laws and regulations and international standards e.g. ASME section VIII, ASME section XII, API RP 500& 505, ASME B31.3, EN12493, OIML R117 and NFPA58 etc. are used as references complying with best practices of the PTT group

What are the contents of the PTTGES of LPG road tanker?

The PTTGES of LPG Road Tanker contains the engineering design criteria on the vehicles, pressure vessel, shut-off system and protection, facilities and equipment. The inspection details are also included in the standard.

Vehicle Design: mainly refers to Thai law and regulation.

Pressure Vessel Design: mainly refers to ASME Section VIII Division I and ASME Section XII and support all loadings react to the vessel.

Safety Protection: the vehicle shall consist of piping system, equipments and protection system. It indicates the requirements of safety equipment e.g. Emergency Shut-off valve, Excess Flow Valve (EFV), Pressure Relief Valve (PRV), check valve and ball valve etc.

Equipment Design: The requirements of auxiliary equipment, e.g. pump, couple, gauges, hose, flow meter, fire extinguisher, electri-cal system and instrument system, etc. are specified.

PTTES as facilitator for PTT to develop PTTGES of the LPG road tanker through brainstorming workshops, public hearing session and delivering training to PTT engineers. The standards and the complying of the standard are hoped to help reducing the road hazard, lost and casualties. However, appropriate maintenance and inspection with a safe manner operations are also the key success factor to ensure safety concerns.
