What Does the Legislation Say ?
133.75 Crew member competency
(a) No operator shall permit any winching, rappelling, or human sling
load operation to be performed unless all crew members have successfully
completed a check or flight review to demonstrate their technical
knowledge, competence, and ability to execute normal and emergency
manoeuvres appropriate to the operation and the aircraft and equipment
concerned.
(b) Every check or flight review referred to in paragraph (a) shall be
carried out—
(1) by the holder of an—
(i) air operator certificate issued under Part 119 that
authorises the holder to conduct the check or flight
review; or
(ii) aviation training organisation certificate issued under Part
141 that authorises the holder to conduct the check or
flight review; and
(2) In an aircraft, in which the member’s ability to perform the
required manoeuvres can be adequately assessed; and
(3) Within the period of 24 months prior to the flight.
Minimum Hours Req’d for Ab initio Training,
Regular Proficiency or Currency Training between the 24 Month Check Flights,
Assessing Trainees Level of Accuracy During the Check Flight.
Assessment of Trainees Knowledge of Hoist Equipment, Limitations of Equipment/Aircraft
Required Hours Training Before the Trainee can Conduct Solo Winch Operations.

Attachment Specs.
Demonstrate both verbally and practically full working knowledge of the following hoisting equipment
Correct PPE Apparel – Helmets, Flight Overalls, Flight Gloves, Visors, Boots, Life Vests and Harnesses.
Correct Use of Lifting Equipment for Hoist Operations
Lifting Equipment for Human Loads Lifting Equipment for Gear
Quick Release Attachments Weak Links Load Ratings of Equipment
Demonstrate verbally full working knowledge of all previous hoist procedures and protocols lessons.
This section of the training should take around 2 hours of instruction by a qualified instructor.
The trainee will then need to demonstrate this knowledge to the instructor and this should take around 1 hour.
This will be a formative assessment by the instructor.

Explain why crewman advises the pilot when the weight is coming on and off.
How to recognize the start of swing, sway and spinning and how to control it.
How to control a spinning stretcher, slow and fast, and what actions to take.
Runaway Hoist Procedures (both in and out).
Procedure for a snagged cable, land and sea.
Demonstrate both verbally and practically full working knowledge of the following within the cabin:
Hard Points and Ratings
CARs for Cabin Security & Pax Handling
Door Function and Limitations
Communications (Hot Mike Functionality)
Safe and efficient cabin management of personnel/equipment (no snags) in and out of helicopter on ground and inflight.

Wet decks - how to fit them.

NVIS systems and light protocols.

Open Areas
Flying Hrs = Up to 4.0
Ground Trg = 8-12 Hrs
Demonstrate practically full working knowledge of the following hoist procedure and protocols. Up to 4 hrs of Open Area Flight Training Target ID, and Circuit Patter Distances/Units, Aircraft Movement, patter. Main and tail rotor clearances, patter. 100m square aircraft conning, patter. Grapple, square, triangle and 40ft line run in. Identify and control aircraft horizontal and
vertical movements. Identify and verbalise all obstructions in the
approach.
A Further 3 hours of flight instruction in open spaces starting to work towards confined space and sloping ground operations.
Hoist operation, grapple, square and triangle hoisting in and out, and triangle pick up.
Main and tail rotor clearances.
Hover loading/unloading.
Hoist emergencies.
Flying Hrs = 4.0
Ground Trg= 4.0
Equipment, personnel and stretchers (4hrs ground training)
1 hour of flight instruction in open spaces equipment, stretchers and personnel hoisting then in a semi confined space.
2 hours of flight instruction of the above in confined areas.
1 hour Consolidation trg of above plus emergencies and hover loading.
Once signed off by Instructor, approval for daytime land only operations can be given.

Re-Currency is every three (3) months with at least three (3) hoists carried out of any of the following:
Personnel hoist only Personnel hoist with equipment pack Stretcher hoist with tag line Controlling of a spinning stretcher both slow and fast Nappy hoist Horse collar
The following emergency scenarios should be carried out: Communications failure Runaway hoist Power failure to the hoist during a hoist
12 Month Check Flight conducted by an Instructor.
This sortie should include at the very least:
Emergencies.
Double personnel and equipment hoists.
Confined areas.
The Instructor will be looking for:
Accuracy of patter and helicopter movements
Safe execution of procedures
Situational and spatial awareness
CRM
Have read through the water hoisting section of the training manual
Ground training should take around 2 hours of instruction by a qualified instructor.
The trainee will then need to demonstrate practical and verbal knowledge to the instructor.
This should take around 1 hour and will be a formative assessment by the instructor.

Content includes: Hoisting from the water Hoisting from a life raft Hoisting from a boat Hoisting from rocks with sea swell Hoisting from cliffs Hi-line from a boat
Should be in line with 3 mth currency flights
No more than 1 hour usually
Should be 12 Mthly Check Flight

Practical and Verbal Demo of req’d Equipment.
Has been signed of on all Land and Water Competencies.
Approx 4 hours of training by a qualified Instructor.
1 hr dry drill in hangar to assess knowledge and understanding to an Instructor prior to flight trg.
The fitting of all exterior and/or interior light sources to the AC.
Can verbalize and demonstrate correct use of light sources interior and exterior.
Can demonstrate good cabin management of Rescue Equipment and Comms. system in low light conditions.
Conduct comprehensive pre take off safety checks inclusive of extra lighting equipment.
Recall and verbalize the Nighttime Recce Circuit procedures.
Verbalize Emergency actions as part of the pre hoist safety checks.
Describe the Operators LET DOWN procedures when descending to an LZ at night.
Demonstrate setting up exterior lighting aids in a confined area before conducting the winch.
Recall and verbalise the Rotor Clearance patter within the Operator’s limitations for night time confined winch ops.
Demonstrate correct deployment of the Winchman and gear for all types of land winches.
Demonstrate practically working knowledge of the following hoist procedure and protocols: Flight Training Sorties
Flight training will take 2-3 hours to cover all types of land winching, by a qualified Instructor, followed by a final assessment 1 hour check flight with a qualified instructor to check knowledge and application.
Participate in a pre-sortie brief. Prepare personal equipment. Re-role equipment Conduct pre-take off safety checks. Conduct a ―recce circuit‖ – identify and discuss all
threats. Safely carry out ―let down‖ procedures, come to a
low hover open area and land the aircraft. Carry out emergency procedures. Come to a hover in a confined area, land the
aircraft and step out the distance to the closest obstruction to gauge accuracy.

The Trainee shall: Complete and be assessed as competent for all daytime
winch disciplines.
Complete a CAA approved NVIS Ground course, inclusive of 2 hours flying time.
The Trainee will need to demonstrate their knowledge and dry drill application of these procedures to a qualified Instructor for pre flight training assessment.
This formative assessment should take approx. 1 hour.
Ground Training Demo additional NVGO patter terminology for
NVGO flights. Demo communication with the pilot using
additional NVGO patter terminology. Demo additional NVGO terminology to ID
Threats and Clearances. Appropriate use of all available light sources. Describe CRM and its applications in the EMS
environment.
Flight Training Sorties Flight training will take 2-3 hours to cover all
types of land winching, with a qualified Instructor
A final assessment check flight with a qualified instructor to demonstrate knowledge and application will take 1 hour.
Proficiency Training and Check flights should be IAW the Operators SOPs and NZCAA AC-91-13.
