AREAS OF NOTE
1) Waste appears to extend beyond the property boundary to the east, extending onto tax
parcel 7578-00-44-8118 owned by Mr. John Gregory Shuping.
2) Local mills reportedly used the Disposal Area.
3) Several water supply wells possibly in use are located within 500 feet of the Disposal
Area. Some of the wells are in an apparent cross- to down-gradient direction from the
Disposal Area.
4) A residence is located on the Site approximately 80 feet north of the Disposal Area.
5) Hummocky topography with mounds approximately six feet in height were observed in
the southeastern portion of the Disposal Area.
6) A berm was located along the southwestern boundary of the Disposal Area.
7) Observed evidence of recent human activity included the disposal of trash and wood

SITE SUMMARY
1.0 SITE CONDITIONS
This section discusses the observed conditions on the Site, as defined as the properties (Tax
Parcels 7578-00-44-3252 and 7578-00-44-8118) on which the Disposal Area is located. The
Disposal Area is defined as the area observed or reported to have been used for waste placement
or burial. The boundary (perimeter) of this area is the observed limit of waste material based on
field observations and the inferred limit based on a review of historical aerial photographs. The
site visit was conducted on February 17, 2010. Photographs illustrating site conditions are
included in Appendix D.
The Site is located in Montgomery County, near Biscoe, NC. Driving directions to the Site from
the intersection of US-220 and NC Highway 27/24 are as follows:
1. Drive east on NC Highway 27/24 approximately 0.7 mile.
2. Turn right onto Martin Road and drive approximately 0.5 mile.
3. The entrance to the Disposal Area is located to the south of the residence at 303 Martin
Road.
1.1 On-site Structures
The McIntyre family owns a single-family residence and garage located on the northern portion
of the Site. The residence is a single-wide mobile home with crawlspace and the garage is on a
concrete slab. The residence is approximately 80 feet north of the Disposal Area boundary in an
apparent up-gradient direction from the Disposal Area.

1.2 Current Site Usage
The McIntyre residence is located on the north central part of the Site approximately 80 feet
from the Disposal Area in an apparent up-gradient direction. According to Ms. Lori McIntyre,
the Disposal Area is no longer used for disposal. However, observed evidence of recent human
activity included the disposal of trash and wood debris on the northern part of the Disposal Area.
1.3 On-Site Water Supply Wells and Intakes
A water supply well was not observed on the Site. Ms. McIntyre stated that her residence was
served by a public water supply system. Residences in the vicinity of the site appeared to have
private water wells in addition to access to public water.
1.4 Surface Water Features
An unnamed intermittent stream is located along the eastern portion of the Disposal Area. The
stream is approximately three feet wide with a muddy stream bed and was slowly flowing to
the south into a pond. The pond located south of the Site was approximately 5.5 acres in size
with cloudy water at the time of the site visit. Standing water was observed on the
southeastern part of the Disposal Area. The standing water was approximately four feet by six
feet wide. The water was cloudy and had a film on the surface of the water at the time of the
site visit.
1.5 Disposal Area
Access to the Disposal Area is from Martin Road to the south of the residence (Photo 1). The
Disposal Area occupies 2.5 acres based on the estimated Disposal Area perimeter shown on
Figures 1 through 3.

The ground surface of the Disposal Area slopes generally toward the southeast. A comparison of
the topography from the 1983 USGS 7.5 minute topographic quadrangle map (10 foot contours,
based on 1977 aerial photography) with the 2005 topographic map from NCDOT (4 foot
contours), indicates that the topography on the eastern part of the Disposal Area has increased in
elevation up to 5 to 10 feet. The LiDAR Shaded Relief Map (Figure 5) shows an anomalous
mound to the north of the pond and a relatively flattened area on the west side of the Disposal
Area. The depth of waste is estimated based on a comparison of topographic maps of different
vintages constructed using different methods. Differences between elevations on the maps may
reflect actual elevation changes or may be apparent differences due to the different map making
methods. The elevation comparisons are approximate and differences in scale and methods of
mapping are not sufficient to evaluate some changes in topography.
The reported years of operation were from the mid 1950’s to 1980, so the 1983 USGS map may
have represented the land surface at or near the end of the disposal period. The pond was not
constructed before 1983, according to the historical aerial photographs. The land surface in 1983,
near the end of the disposal period, consisted of two drainages sloping gradually to the southeast,
located to the north and south of the Disposal Area.
GPS coordinates were taken of the Disposal Area perimeter on the McIntyre property. The
approximate Disposal Area perimeter is illustrated on the figures and on aerial photographs in
Appendix E. A table of GPS coordinates for the Site entrance and the Site perimeter is presented
in Table 1. The southeastern part of the Disposal Area was not accessed because we did not
receive permission by Mr. John Gregory Shuping to go onto his property. The southeastern
perimeter of the Disposal Area was delineated based on aerial photographs and observations
taken from Ms. McIntyre’s property. The Disposal Area perimeter location is approximate and is
based on visual observations made at the time of the site visit and interpretation of aerial
photographs. Figures 4 and 5 show LiDAR shaded relief superimposed on the Disposal Area.

1.6 Disposal Area Conditions
The Disposal Area was covered with tall grasses, briars and deciduous trees approximately 4 to
10 inches in diameter. Exposed disposal material consisted of recent trash and wood debris on
the northern part of the Disposal Area, and bricks and concrete on the southeastern portion of the
Disposal Area. A berm was located along the southwestern boundary of the Disposal Area. A
vegetation covered mound approximately seven feet in height and about 225 feet in diameter was
present on the Disposal Area.
The observed Disposal Area was on multiple tax parcels, Parcel Numbers 7578-00-44-3252 and
7578-00-44-8118. The perimeter of the Disposal Area was visually evident with the majority of
the Disposal Area on Parcel Number 7578-00-44-3252.
Hummocky topography with mounds approximately six feet in height were observed on the
southeastern part of the Disposal Area. No notable erosion, depressions, offensive odors, stained
or discolored soils, or slope failures were observed during the site visit.
1.7 Evidence of Human Activity
During the site visit evidence of recent dumping of trash and wood debris was observed on the
northern portion of the Disposal Area (Photo 3 and 4).
1.8 Potential Landfill Gas Migration Pathways
There were no visible or evident potential gas migration pathways such as stormwater drain
systems, underground utilities, septic systems, or drain fields on the Disposal Area.

1.9 Physical Barriers
Site access is provided by a gravel driveway from Martin Road. The Disposal Area is located to
the south and east of the residence. Physical barriers were not observed on the Site or Disposal
Area during the site visit.
1.10 Other Pertinent Information
Some history of the Site was obtained during conversations with persons familiar with the Site.
The information obtained indicates that:
• Mr. David Asbill, Town of Biscoe Public Works Department Superintendent, was aware
of the location of the Biscoe Old Town Dump. He said it was near the intersection of
Martin Road and Post Office Road and was willing to take Schnabel to the Site.
• Mr. Asbill stated that the Site is located on Mr. John McIntyre’s property.
• Mr. Asbill stated that Mr. John McIntyre no longer resides at 303 Martin Road, Biscoe,
NC 27209, but his ex-wife Ms. Lori McInytre now owns the property.
• Mr. Asbill stated that the Town of Biscoe did not own this Disposal Area. He stated that
local residences and mills were allowed to dump at this Site that used to be owned and
operated by Mr. Tom Hurley. Mr. Asbill stated that Tom Hurley is deceased.
• Mr. Asbill stated that the Disposal Area was opened between 1963 and 1965 and was
closed in 1980. He stated that Mr. McIntyre later bought the property from Mr. Tom
Hurley.
• Mr. Asbill stated that nearby residences are served by a public water supply but may also
have private drinking water wells.
• Ms. Lori McIntyre, property owner, stated that the Disposal Area is located on her
property behind her residence. She gave verbal permission for Schnabel staff to access
the Site.
• Ms. McIntyre did not have any knowledge about the history of the Site.
Notes from conversations with people familiar with the site are included in Appendix C. The
information obtained from these conversations has not been verified or confirmed.

2.0 VICINITY CONDITIONS
This section describes the observed general conditions in the vicinity of the Site, as defined as an
area within 1,000 feet of the perimeter of the Disposal Area. Photographs illustrating vicinity
conditions are included in Appendix D.
2.1 Structures Located on Adjacent Properties
Structures described in this section are located on adjacent properties that have a shared property
boundary with the Site and are within 1,000 feet of this Disposal Area.
Residences on multiple tax parcels are located within 1,000 feet of the Site on Post Office Road
and Martin Road. These structures are shown on Figure 2 and on aerial photographs in Appendix
E.
2.2 Water Supply Wells and Intakes
Water supply wells possibly in use were observed at residences along Martin Road and Post
Office Road within 1,000 feet of the Disposal Area. Water meters and fire hydrants were
observed within 1,000 feet of the Site. According to Ms. Jo Haywood, Senior Utilities
Representative for the Montgomery County Water Department, a county water line is available
for residents along Martin Road and Post Office Road. Ms. McIntyre, Property Owner, stated
that her residence was served by public water.
Locations and descriptions of wells within 1,000 feet of the Disposal Area are tabulated below
and approximate locations are shown on the figures and aerial photographs in Appendix E.
Wells 3 and 5 are in an apparent side- to down-gradient direction from the Disposal Area. Other
wells are in an apparent side- to up-gradient direction from the Disposal Area.

No public water supply wells or intakes were listed on the NCDENR Public Water Supply
Section’s database (as of January 2010) within two miles of the Disposal Area.
2.3 Current Land Usage
Property in the vicinity of the Site is primarily residential and wooded. Land usage at the time of
the site visit within 1,000 feet of the Disposal Area perimeter was:
North: Martin Road, wooded, and residences, apparent up-gradient direction from the
Site.
South: Pond, wooded, and residences, apparent down-gradient direction from the Site.
East: Residences and wooded, apparent up- to side-gradient direction from the Site.
West: Wooded, residences and Post Office Road, apparent up- to side-gradient
direction from the Site.
2.4 Surface Water Features
A pond approximately 5.5 acres in size is located to the south of the Site. The pond drains into an
unnamed perennial stream approximately 1,000 feet south of the Site. A second pond is located
in an apparent up-gradient direction about 750 feet to the west of the Site.

3.0 AERIAL PHOTOGRAPHY REVIEW
Aerial photographs were reviewed for the years 1939, 1950, 1956, 1968, 1977, 1983 and 2005.
The reported years of operation of the Site were from the mid 1950’s to 1980. Observations of
each of the photographs are included in the following table. Copies of the aerial photographs are
included in Appendix E. Some aerial photographs are reproductions of original aerial
photographs and have some distortion; therefore, overlaid Disposal Area Boundaries and other
features may vary from their actual locations. Hand drawn lines and notations on the
photographs denote soils mapping information drawn on the original photographs by the USDA
NRCS.

NOTES: January 4, 2010 Maridee Graves interviewed Mr. David Asbill, Town of Biscoe Public Works Department Superintendent, about his knowledge of the Biscoe Old Town Dump. Mr. Asbill was aware of the location of the Biscoe Old Town Dump. He said it was near the intersection of Martin Road and Post Office Road and could take Schnabel to the Site. January 22, 2010 Sue Mickiewicz attempted to reach Mr. Asbill to get more information on the Site and the property owner. Sue Mickiewicz left a message for Mr. Asbill. January 28, 2010 Sue Mickiewicz interviewed Mr. Asbill about the Biscoe Old Town Dump. Mr. Asbill stated that the Site is located on Mr. John McIntyre’s property. Mr. Asbill stated that he would make attempts to try to contact Mr. McIntyre and would get back in touch with Schnabel staff. February 8, 2010 Sue Mickiewicz left a message for Mr. Asbill. February 10, 2010 Sue Mickiewicz received a call from Mr. Asbill in regards to Mr. McIntyre. Mr. Asbill stated that he did not get a call from Mr. McIntyre after leaving a message with his daughter, Ms. April McIntyre, last week.

Mr. Asbill stated that Mr. McIntyre no longer resides at 303 Martin Road, Biscoe, NC 27209. Mr. McIntyre has leased the property to Mr. John Gregory Shuping. Mr. Asbill stated that the Town of Biscoe did not own this Disposal Area. He stated that local residences and mills were allowed to dump at this Site that used to be owned and operated by Mr. Tom Hurley. Mr. Asbill stated that Tom Hurley is deceased. Mr. Asbill stated that this Disposal Area was opened between 1963 and 1965 and was closed in 1980. Mr. McIntyre later bought the property from Mr. Tom Hurley. Mr. Asbill stated that he has recently viewed the location of the Disposal Area and it appears vacant. Mr. Asbill stated that nearby residences are served by a public water supply. Sue Mickiewicz called Mr. Shuping in regards to his property on Martin Road and left a message.
