  • Observations 80 percent of new entrants to the workforce have no opportunity for skill training. Against approximately 15 million per annum new entrants to the workforce, the existing training capacity is approximately 3 million per annum. Additionally a large number close to 200 Million at IX, X, XI, XII drop out who need Vocational skills to be employable. This number is likely to be 500 Million by 2020. Mere skill building is not widely accepted within the society Mere Acquiring degrees or Diplomas does not guarantee jobs.

  • Steps Taken by Uttarakhand State for Effective Implementation of the Scheme Uttarakhand State has taken up many steps for Community College Scheme as : Attended different conferences and meetings regarding Community College. Initially only 02 Community College was proposed for Uttarakhand State but former Honble Chief Minister Shri Vijay Bahuguna has shown keen interest in this scheme and requested former central MHRD minister for increasing the number of Community Colleges.10 proposals were sent from state and all are accepted By doing advertisements we have tried to identified Skill Knowledge Providers. State performed many meetings with different renold industries established in Uttarakhand inviting them to come with us as SKP. Additional Secretary and Principal Secretary of Technical Education of Uttarakhand have called different meetings with the Community College institutions and resolve the problems occurring for initiating the scheme. For meeting the contingency expenditure requirement State Government also issued a GO for charging nominal fee as Rs 500/-per month from General and OBC candidates and Rs. 250/- per month SC and ST candidates specially for travelling charges.

  • FEATURES OF COMMUNITY COLLEGES IN UTTARAKHAND Provision for SC, ST and OBC candidates Skill Knowledge Provider are industries Very less amount of fees Rs 500 per month from General and OBC candidates and Rs 250 per month from SC and ST candidate is decided by State Government. Special attention by Honble Chief Minister and State Minister of Technical Education Effective Monitoring by Principal Secretary/Additional Secretary Technical Education Uttarakhand Secretariat. Proper linking with industries and different industry association. Skill and demand oriented syllabus. Using latest methods of learning and teaching. Community College are linked with E-Learning Centers. Run in hilly areas specially in disaster

  • About industry presence in the state from employability point of view Well established State Infrastructure and Industrial Development Corporation of Uttarakhand Ltd. Selaqui Dehradun, IT Park Dehradun, Haridwar, Pantnagar, Kotdwara, Kashipur, Sitarganj SIDCUL Complex and industrial areas houses over 1000 Industries BHEL, BEL, TATA Motors, Hero Honda, ITC, Sterlite, Uniliver, Mahindra & Mahindra, Ashok Leyland, HCL, HP, Wipro, ACME and many other large industries are established in Uttarakhand. It is assumed to have work force of approx. 1 Lacks persons in these industries. ESDM Scheme and its program me will lead to cater to the training, consultancy needs and opportunity of employment in these industries, The PPP model will also be steps towards addressing the employment issue of unemployment educated youth of the state. Thus this scheme will be very helpful for improving employability of the youth specially belonging to hill region and self-employment generation. Other Center Government scheme under skill development mission are also implemented in the state in the very well manner some of these are as follows Community Development through Polytechnic (MHRD Scheme) Community College (NVQF Model MHRD/AICTE) Modular Employable Scheme (DGET) National Mission on Education through ICT (MHRD Scheme) etc.
