2.1 Water and Wastewater Regulatory Support

SLR personnel have prepared wastewater and stormwater NPDES permit applications for a variety of sites, including refining, oil and gas, chemical, mining, manufacturing, food and beverage processing, iron and steel, pulp and paper wastewater, power and utilities, non-contact cooling water, and treated groundwater from remediation sites.

SLR also provides strategic guidance related to the permitting and regulatory challenges facing our clients. SLR conducts special studies related to effluent toxicity at our clients’ facilities, such as Toxicity Identification Evaluations (TIEs) and Toxicity Reduction Evaluations (TREs), to assist with site compliance efforts.

SLR can provide support and regulatory guidance on wastewater discharge strategy. For new facilities, there may be multiple discharge options, from discharge to a publicly owned treatment works (POTW) as an industrial user, discharge to a receiving stream, or zero-discharge scenarios. SLR can also assist existing facilities that may be faced with changing the current discharge status due to a variety of factors, such as increased loading to POTW, rejection of injection well permit, or inability to meet effluent limits for discharge to receiving stream. SLR regulatory experts evaluate common discharge options, providing the client with a strategic planning tool for wastewater discharge.

3.0 SELECT PROJECT EXPERIENCE

Below is a selection of projects performed by our staff and personnel.

Wastewater Treatment Plant – Hydrogen Fluoride Neutralization, Louisiana Design and installation of hydrogen fluoride neutralization and dewatering circuit for a facility located in St. Gabriel, Louisiana. System design included bench and pilot-scale testing to confirm treatment technique and the design of a full-scale system, including equipment supply, installation, startup, and commissioning.

Process Design for Chemical Wastewater Treatment Plant, Taiwan Engineering design and project management for a wastewater treatment plant (WWTP) at a phenol production facility located in Mailiao, Taiwan. The project included process design, biological treatment detail design, prime equipment supply, interface with a local detail design and construction firm, operator training, and O&M manual and startup assistance. The WWTP receives 125 m/hr of 8,000-12,000 µS/cm conductivity wastewater at a chemical oxygen demand (COD) of 4,475 mg/L, a phenol of 130 mg/L, and formaldehyde at 50 mg/L. The WWTP consists of equalization, neutralization, cooling, biological treatment with powdered activated carbon addition, low-head granular media filtration, granular activated carbon adsorption (future), neutralization, sludge dewatering, and chemical addition.

Wastewater Permit Management for a Fertilizer Manufacturing Facility, Oklahoma Wastewater permit management of all wastewater permits NPDES, SWPP, SPCC for a $2.2 billion facility upgrade. Other objectives included playing a strategic role assisting the facility with revised water quality rules applicable to the permit limits specific to metals, total dissolved solids (TDS), ammonia and nitrite, and aquatic toxicity species substitution.

Preparation of an NPDES Permit Application for a Chemical Manufacturing Facility, Wyoming Prepared NPDES permit renewal application for a sulfuric acid production facility, and reviewed draft and final permits.

Engineering for Chemical Water Treatment Plant, Taiwan Design and supply of multiple granular media vertical pressure filters for filtration of secondary wastewater effluent located in Mailiao, Taiwan. Multiple trains were designed and provided and included engineering design, supply, startup, and commissioning.

Process Design for Chemical Wastewater Treatment Plant, China Engineering design and project management for a phenol production facility in China. The project included process design, biological treatment detail design, prime equipment supply, interface with a local detail design and construction firm, operator training, and O&M manual and startup assistance. The WWTP receives 125 m3/hr of 35,000 µS/cm wastewater at a COD of 4,000 mg/L, a phenol of 200 mg/L, and formaldehyde concentration of 50 mg/L. The WWTP consists of equalization, neutralization, cooling, biological treatment with powdered activated carbon addition, continuous duty sand filters, granular activated carbon adsorption, neutralization, sludge dewatering, and chemical addition.

Strategic Permitting Option Evaluation for a Fertilizer Plant, Oklahoma Provided strategic wastewater discharge options evaluation for a fertilizer plant in Oklahoma. For multiple waste streams, evaluated discharge options to local receiving streams (small creek and large river) or POTW. Estimated effluent quality was evaluated for meeting anticipated OPDES permit limits or POTW local limits. Wastewater treatment to meet effluent limitations was also evaluated. Team members worked with outside counsel to develop best regulatory discharge strategy for the facility.

Contract Operations Management for a 1.5 MGD OCPSF-Regulated Chemical Production Plant, Michigan Provided Site Manager and Operator-in-Responsible-Charge for a treatment plant associated with a chemical production facility, which is an indirect discharger to the county treatment system and regulated by the U.S. Environmental Protection Agency Organic Chemical, Plastics, and Synthetic Fibers Effluent Guidelines and Standards. Supervised operating staff, prioritized maintenance activities, performed all internal and external regulatory reporting, and performed day-to-day tasks associated with the management and operation of the plant. Unit operations included equalization, primary clarification,

diversion and spill control, conventional activated sludge, powdered activated carbon system, and secondary clarification. The site was used as a flagship for future contract wastewater operations projects.

Wastewater Treatment Plant Operations Training for a Chemical Production Facility, Texas Provided multiple training sessions to affected employees on the site’s wastewater treatment system, the effects of upstream users, variations in production, and biological operations and troubleshooting. Unit operations consisted of equalization, anoxic biological treatment, aerobic biological treatment, secondary clarification, and management of wetlands.

Wastewater Treatment and Environmental Compliance Support for an Ethanol Blending Facility, St. Croix, U.S. Virgin Islands Provided onsite guidance and operating procedures for an attached-growth wastewater treatment system associated with an ethanol blending facility startup.

Surface Impoundment Management for a Fertilizer Manufacturing Facility, Oklahoma Provided onsite guidance and operating procedures for the treatment and of 5-day biochemical oxygen demand (BOD5) and dissolved oxygen management in the on-site surface impoundments. Provided support for a chemical addition upgrade to mitigate effluent pollutant loadings.

Wastewater Treatment Plant Operations Training for a Plastics Production Facility, Alabama Provided training to affected employees on the site’s wastewater treatment system, the effects of upstream users, variations in production, biological operations, and troubleshooting issues specific to the nature of this plastics facility. Unit operations consisted of equalization, neutralization, volatile organic compound (VOC) air stripping, biological treatment, secondary clarification, filtration, and NPDES discharge management.

Regulatory Support for a Food Ingredient Manufacturer, Oklahoma Due to effects effluent exhibited to the receiving stream, multifaceted support was provided to the facility and encompassed aquatic toxicity identification, toxicity reduction evaluation, receiving stream bioassessments, strategic regulatory support, reasonable potential analysis for altering effluent quality, mixing zone analysis, OPDES permit modification, and consent order support.

Onsite Wastewater Treatment Operations Training for an Alcohol Blending Facility, Arkansas Provided site-specific wastewater treatment plant training and operating procedures for the operation and troubleshooting of an attached growth treatment system associated with the blending of alcohols, liquors, and spirits.

Stormwater Management and Compliance Response for a Food Ingredient Manufacturer, Tennessee Provided environmental response and investigations resulting from a stormwater non-compliance event. Worked with the client on the response and corrective actions required by the Tennessee Department of Environment and Conservation. Revised and implemented the site’s stormwater pollution prevention plan (SWPPP) to provide additional training and monitoring of stormwater management for the production facility to fill any compliance gaps.

Environmental Response at a Food Ingredient Manufacturer as the Result of a Downstream Aquatic Kill Event, Oklahoma Performed a comprehensive production facility evaluation as part of identifying potential toxicants that were part of the production processes, and evaluating the operation and management of the onsite WWTP. Worked closely with the client and their legal team to develop and implement the response and corrective actions as required by Oklahoma Department of Environmental Quality.

Development of Standard Operating Procedures for a WWTP at a Food Ingredient Manufacturer, Michigan Developed and implemented SOPs for the operation and troubleshooting of the client’s onsite wastewater treatment plant. Unit processes include equalization and diversion management, dissolved air flotation (DAF), sequencing batch reactor (SBR), and effluent management to the publicly owned treatment works (POTW).

Limestone Washing Project, Taiwan A limestone washing project that included clarifiers, a sludge thickener and filter presses to process lime fines at a China steel mill located in Kaohsiung City, Taiwan. Project included design and supply of solids/liquid separation equipment, startup, and commissioning.

Direct Reduce Iron (DRI) Bench-Scale Testing, Venezuela DRI bench-scale testing with hot gas scrubber and wet dedusting water located in Puerto Ordaz, Venezuela, to determine the most economical unit operation and process design to treat a 7,500 m3/hr water recycle stream.

Direct Reduce Iron (DRI) Testing for Wet Gas Scrubber Recycle Water Treatment, Louisiana Midrex DRI wet gas scrubber recycle water treatment system located in Convent, Louisiana. Project included sludge thickener for a 16,900 gpm flow stream and rotary drum vacuum filters to dewater the captured particulates. Project included design, supply, startup, and commissioning of equipment.

NPDES Permit Renewal and Regulatory Support for an Iron and Steel Facility, Indiana Provided support for major NPDES permit renewal application, draft permit review and negotiations, site-specific criteria development for an iron and steel facility in Indiana. Also provided support for multi-year impingement and entrainment study in support of anticipated cooling water intake rule [CWA 316(b)] requirements.

Retrofit of a Reuse Water Treatment Plant, Brazil Retrofit of a reuse water treatment plant for a large steel mill located in Vitoria, Brazil. The project included data analysis, establishing a basis of design, a complete process and mechanical evaluation of the existing plant, followed by a redesign of their facility and a new process design, complete with new equipment recommendations and equipment selection, and startup and training of local personnel. Design flow is 720 m3/hr with the intent to remove turbidity and color and correct pH suitable for recycle water.

Retrofit and Redesign of Wastewater Treatment Plant, Brazil Retrofit and redesign of a 110 m3/hr coke wastewater treatment plant for a steel mill located in Ouro Branco, Brazil. This project took the existing coke wastewater treatment plant and enhanced the treatment capacity by introducing new equalization, improved nitrification/denitrification, and new tertiary treatment for fluoride and cyanide into the existing treatment facility while incorporating the existing infrastructure. This project worked in

conjunction with local engineering and vendor supply based on supplied process design to meet more stringent Brazilian regulatory requirements.

Redesign of Wastewater Treatment Plant, Brazil Redesign of existing coke wastewater treatment plant located in Ipatinga, Brazil that included retrofitting an existing physical-chemical tertiary treatment system for cyanide removal. A complete new 120 m3/hr nitrification-denitrification biological treatment system was designed and installed to reduce total nitrogen and replace the existing system. This project worked in conjunction with local engineering and vendor supply based on supplied process design to meet stringent Brazilian regulatory requirements.

New Coke Wastewater Treatment Plant, Italy Developed and designed an advanced wastewater treatment system for treating process wastewater from the coke production by-product recovery and off-gas treatment system at a coke plant in Piombino, Italy. The new treatment system, which was designed to remove ammonia, total cyanide, selenium, and fluoride, consists of equalization, primary treatment for cyanide removal, nitrification/denitrification biological treatment, tertiary treatment for further removal of cyanide, selenium, and fluoride. Following tertiary treatment, the effluent is further polished using granular media pressure filters and activated carbon adsorption to remove residual COD. Waste sludge is collected in a sludge thickener and dewatered on a belt filter press. Project included wastewater plant process design, basic engineering design, review of local detail design, operation manual, operator training, and system startup assistance. The new wastewater treatment plant is designed to treat up to 37 m3/hr of effluent wastewater.

Water Treatment Plant Redesign, Arizona A new water treatment system located in Kingman, Arizona for a steel recycle mill involving design, equipment supply, and startup of make-up water treatment system constituting lime softening and filtration of well water. Project also included rolling mill vertical pressure filter supply and startup for water recycle loop.

Blast Furnace Recycle Water Treatment Redesign, Process Engineer, Chile Blast furnace gas scrubber recirculation loop water treatment plant designed for 720 m3/hr and the removal of particulate material, zinc, and temperature. Project located in Talcahuano, Chile, and included bench-scale jar tests, design and supply of equipment, and engineering. Unit operations included clarification, thickening, filter press, cooling towers and all chemical feed systems.

Wastewater Treatment Plant Operator Training at a Coke Production Facility, Michigan Provided multiple training sessions to affected employees on the site’s wastewater treatment system, the effects of upstream users, variations in production, and biological operations and troubleshooting. Unit operations consisted of equalization, DAF, neutralization, biological treatment with nitrification/denitrification, secondary clarification, chemical addition, and effluent management.

Commissioning and Startup of a 0.64 MGD Wastewater Treatment Plant at a Steel Mill, Ontario, Canada Developed and implemented the “cold” and “hot” commissioning plans for the construction of a wastewater treatment plant associated with the coke production facility at a major steel mill. Worked with construction personnel on punch-list resolution on behalf of the client. Developed, implemented, and trained all operating staff on the operations, monitoring, and troubleshooting of the new treatment plant.

Temporary Break-Point Chlorination System Operations at a Steel Mill, Illinois As part of an emergency response to a surface impoundment upset, designed and implemented a temporary break-point chlorination system to mitigate effluent ammonia concentrations in the surface impoundment that were the result of an upstream process upset. Worked with site personnel on the installation, troubleshooting, and decommissioning of the temporary system and provided operating and laboratory procedures for process monitoring and control.

Filtration Evaluation and Equipment Recommendation at a Steel Mill, Illinois Reviewed the design and operation of a granular media filtration (GMF) unit used to treat wastewater generated at a steel mill. Developed recommendations for the use of new filter media and provided a refurbishing procedure to improve the unit’s operating reliability.

Operation of a Meat Processing Wastewater Treatment Plant, Michigan Management, operation, and Operator-in-Responsible-Charge for a 2.20 MGD direct-discharge wastewater treatment plant associated with a 42,000 head per day turkey slaughter and lunchmeat processing facility. Unit processes included DAF, anaerobic equalization with off-gas collection, activated sludge with nitrification, secondary clarification, chemical addition, phosphorus precipitation, tertiary clarification, filtration, and disinfection.

Evaluation of Water Minimization Opportunities and Three Meat and Poultry Processing Facilities, Missouri Performed onsite and desktop evaluations of the water use and process areas for three meat and poultry processing facilities with the goal of minimizing volume to the onsite WWTPs. Each production area was evaluated to determine the quantity of water used per head, and these results were compared to the client’s other production facilities to identify opportunities.

Development of a Permit-Required Water Minimization Plan at a Beef Slaughter and Processing Facility, Alberta, Canada Developed a Water Minimization Plan for a 4,500 head per day beef slaughter facility. This plan was a permit-required stipulation from Alberta Environment and required a comprehensive evaluation of all water use in the production facility. Upon completion of the report, every process area that uses water in production was identified and volumes in gallons per head were determined for each production area. Results from this report were used to identify water-savings opportunities within the plant.

Interim Environmental Manager at a Beef Slaughter and Processing Facility, Alberta, Canada Provided interim environmental manager services to a 4,500 head per day beef slaughter facility while their environmental manager was out on extended medical leave (approximately 10 months). functionality of the existing water treatment plant and made recommendations to improve performance. Through a series of jar tests, a recommendation was identified using the existing chemical products. This project also reviewed the condition of the equipment in the water treatment plant and proposed mechanical and process improvements to several of the unit operations. This included a new inlet launder designed for the inclined plant clarifier, the installation of new stainless steel inclined plates, a review of the flocculation tank design, and coordination for pilot tests and the eventual installation of new granular media filtration internals, including air scour.

Engineering Review of Tailings Pond Water Treatment, Idaho Reviewed tailings pond operation to identify possible remedies to improve the efficiency of the setting and removal of solids and lead in the pond and the associated granular media filtration step downstream. It was identified that particulate lead could be transported to the outfall via algae during algal blooms. Remedial actions were supplied and implemented that resulted in a dramatic decrease in effluent lead.

NPDES Permit Renewal for Closed Mine Site, California Provided support for NPDES permit renewal application for a closed mine site located in California.

Water Treatment Plant Expansion, Idaho Started as bench-scale tests to identify alternative filtration options for a water treatment plant, the project extended to a separate project that took that recommendation and resulted in an expansion of the water treatment plant to include a new cloth disc filter, plus building, civil, excavation, electrical, etc. The result was a $1.2M project. The scope of supply included all basic and detail engineering, project management, startup, and commissioning.

Preparation of NPDES Permit Renewal Applications for Multiple Limestone Quarries, Alabama Prepared NPDES permit renewal applications for four limestone quarry facilities in Alabama.

Reduction of Sulfate from Iron Mine Storage Pits, Minnesota Project to reduce sulfate from old iron mine storage pits to meet strict sulfate limits due to Minnesota’s wild rice restrictions. A technology review concluded that year-round water disposal was not practical; however, water treatment could be applied to the pit water for six months of the year to meet higher sulfate limits during the non-wild rice growing season, as well as restrictions for alkalinity, total hardness, total dissolved solids, and pH. The six-month

treatment plan was first demonstrated via jar tests and then resulted in a one-year, state-approved demonstration plant. The project also reviewed equipment on site and developed a flowsheet using existing equipment to mimic treatment.

Equipment Commissioning and Startup at a Water Treatment Plant, Texas Project included the startup, commissioning, and troubleshooting of five 110-foot square solids contact clarifiers used to soften water for the city. Startup included chemical treatment and mechanical adjustments to optimize treatment and clarifier performance.

Process Troubleshooting at a Water Plant, Kentucky Jar tests and troubleshooting of existing water softening application located at a water plant in Kentucky. Treated water is used for the city and for a local power company. A split treatment was recommended as an improvement to the existing lime treatment.

Engineering Review of Municipal Wastewater Treatment Plant, Oklahoma An engineering review based on several failed Whole Effluent Toxicity (WET) tests. The engineering review had two phases. The first phase was to determine the basis of design for the WWTP by reviewing three years of operating data and to look for any seasonal variation or episodic rain events that could have contributed to the failures. The second phase was to conduct an onsite operation review to evaluate normal operating procedures and conditions at the plant. It was concluded that the WET test failures were tied to reduced nitrification in the WWTP due to rain events and an inadequate food/mass ratio for the treatment of nitrogen caused from insufficient treatment volume.

Water treatment Plant Startup, Thailand Conducted the startup of a 420,000 m3/day (111 MGD) new water treatment plant for surface water treatment located in Thailand. Project included supply and startup of solids contact clarifiers, plus commissioning and startup of chemical feed systems.

Granular Media Filtration Troubleshooting at a Municipal Wastewater Treatment Plant, Florida Low head Granular Media Filter (GMF) inspection and review after poor efficiency resulted in continuous backwash of filters. It was concluded that alum was used as a chemical additive prior to the GMF for algae removal. The dosage and the injection point for the chemical were too concentrated and too close to the filter to make the additive effective, resulting in mud balls forming inside the filter that prevented filtration. The dosage was reduced and moved further

The resulting expert report was distributed to all stakeholders and a deposition was provided to present the evaluation methodology, conclusions, and recommendations.

Evaluation of Industrial User Contributions to a Municipal Treatment Plant, Illinois Performed a treatment system evaluation with respect to supporting expert witness testimony on the effects of the industrial user contributions and their effect on treatment plant capacity and system troubleshooting.

Investigation, Effects, and Troubleshooting of Slug Load Response at a Municipal Treatment Plant, Texas An industrial user of the system had an emergency discharge to the city WWTP that resulted in a significant process upset. Supported the city in the investigation of the event and provided guidance on system recovery.

Daily Operations and Technical Support for Wastewater Treatment at a 500,000 bbl/day Refinery, U.S. Virgin Islands This project involved daily interaction, either on site or remotely, with refinery process unit superintendents, environmental, and technical services staff to provide daily guidance and recommendations to facility staff in the operations and management of several onsite treatment plant systems. These systems included American Petroleum Institute (API) oil-water separation, induced air flotation (IAF), National Emissions Standards for Hazardous Air Pollutants (NESHAP) strippers for benzene, surface impoundments, primary clarification, biological treatment and nitrification, secondary clarification, multimedia filtration, activated carbon, and disinfection for water reuse. The project duration was seven years, from 2002 through 2009.

Evaluation of Changing Crude Slates and Their Effects on the Wastewater Treatment Systems for a 250,000 bbl/day Refinery The client was evaluating the process modifications required to reconfigure the refinery to handle heavier crudes. The project involved crude slate

Preparation of a TPDES Permit Renewal Application for a 50,000 bbl/day Condensate Splitting Facility, Texas Developed a TPDES permit application as part of the permit renewal cycle, which included modification of outfall locations and waste stream routing to the receiving stream. Direct support in state agency communications was provided.

Wastewater Treatment Plant Refinery Operations Training, Multiple Locations Provided onsite, hands-on wastewater treatment plant operations, training, and troubleshooting for multiple refineries. These sessions were site-specific and presented the unit process operations applicable to each facility. These processes include: crude desalters, API separators, equalization, IAF and DAF separation, benzene NESHAP stripper operation, surface impoundment management, primary clarification, biological treatment, nitrification/denitrification processes, risk-based concentrations (RBCs), secondary clarification, filtration, carbon adsorption, and disinfection. Training sessions were conducted at refineries located in U.S. Virgin Islands, Oklahoma, and Indiana.

Design of a Crude Upgrader Refinery Wastewater Treatment Plant, Venezuela Lead process engineer and project manager for a $14M wastewater treatment plant for a crude oil upgrader facility located in Venezuela. The client was a consortium between a local Venezuelan firm and a U.S. firm. This project included all basic engineering for the wastewater treatment plant that included oil/water removal, nitrification/denitrification biological treatment, chemical treatment, and solids handling. This project also included review of local detail engineering, operations and maintenance training, commissioning, startup, and troubleshooting services. Four systems in all were designed and started. These included a 1,200 gpm accidental oily water system, a 600 gpm oily water system, a 1,200 gpm high BOD system, and a desalter blowdown treatment system.

Development of Site-Specific Effluent Critieria for a 250,000 bbl/day Refinery, Indiana Development of site-specific criteria for vanadium, which was to be approved by the state agency and incorporated into the facility’s NPDES permit.

Startup and Commissioning of a New Dissolved Air Flotation Unit, Singapore Design, equipment selection, startup, and commissioning of a dissolved air flotation unit dedicated to a desalter blowdown waste stream located in Singapore. The project included extensive onsite testing and chemical addition to improve recovery and meet project demands for the system.

Engineering Evaluation and Design of Multiple Wastewater Treatment Unit Operations, Oklahoma Multiple projects located in Oklahoma, including a redesign of the equalization tank with the inclusion of mixers, a temperature model and recommendation of heat for improved nitrification, stormwater source control to identify pollutants, dissolved air flotation troubleshooting and training, etc. Projects spanned several years on an as-needed basis.

Engineering Review and Evaluation of a Warm Lime Softening Treatment Plant, Oman This water treatment plant includes oil removal with walnut shell filters, and total hardness and silica reduction with warm lime softeners, granular media filters, and ion exchange columns. The objective was to lower total hardness and silica so that scale formation in the steam injection wells is reduced. A site visit was conducted to audit and identify mechanical and operational improvements that would increase performance and reliability of the water treatment plant, with emphasis on the warm lime softener. This process design and review resulted in a one-year, onsite oversite operation contract.

Preparation of an OPDES Permit Renewal Application for a 70,000 bbl/day Refinery, Oklahoma Developed an OPDES permit application as part of the permit renewal cycle, taking into account changes in process unit configuration and crude throughput.

Debottlenecking and Engineering Review of an Existing Refinery Wastewater Treatment Plant, Oklahoma Performed a debottlenecking and engineering review of the existing wastewater treatment plant located at a refinery in conjunction with a toxicity evaluation corresponding to Whole Effluent Toxicity (WET) tests. Project identified weak sections of the aging wastewater treatment system, and developed with the client a prioritization of future modifications to the wastewater treatment plant to make the operation more robust. This project included an extensive data review and development of a basis of design and then projecting that basis of design for future refinery needs. All recommendations were based on the existing system and the projected future needs and demands.

Wet Gas Scrubber Waste Stream Effects on the Refinery Wastewater Treatment Plant, Kansas Assisted in the development and approach of a strategy to determine the effects of a WGS (wet gas scrubber) and the impact of the WGS waste stream to the final effluent quality and potential impact to the receiving stream via aquatic toxicity. In addition, a thorough assessment of the theoretical discharge considering the impact of additional total dissolved solids was assessed and a permitting strategy was developed and implemented to determine the best path forward to protect the receiving stream. Additional projects for this refinery include aquatic toxicity identification evaluation and support for response to state agency regarding potential aquatic toxicity exerted by arsenic and selenium, provided NPDES permit renewal application, as well as cooling water intake rule [CWA 316(b)] evaluation and information submittal as per 40 CFR 122.21.

Design and Supply of FGD Wastewater Treatment Plant, Pennsylvania Design and supply of a flue gas desulfurization (FGD) wastewater treatment plant at a power generation facility. Project included bench- and pilot-scale tests prior to the design for a full-scale system. The design included the removal of gypsum fines after FGD filtration, plus the removal of COD via biological treatment and lead, mercury, and selenium via hydroxide and sulfide precipitation, final filtration, plus sludge thickening and dewatering. The project included all basic and detail design, plus installation, startup, and commissioning of the wastewater treatment plant. This is one of the first FGD wastewater treatment plants in the U.S. using physical/chemical treatment and biological treatment.

Regulatory Support for Cooling Water Intake Rule for a Power Plant, Alaska Provided NPDES permit review and assessment of requirements related to the CWA 316(b) rule, which included assessment of impingement data, intake structure configuration, assessment of applicable technologies for meeting reduced impingement requirements, entrainment study design, and de minimis applicability assessment.

Cooling Tower Make-Up Water Treatment Review, Pennsylvania Troubleshooting and engineering review of cooling tower make-up water treatment system. This included a mechanical and chemical review of the existing system, with recommendations for improved treatment.

Review of Water Treatment System, Arizona Review of existing two-stage make-up water treatment system for a nuclear power plant located in Arizona that uses secondary treated municipal wastewater as a raw water source. Review included a hydraulic design recommendation to improve hydraulics between the first- and second-stage clarifiers, a chemical review to optimize water chemistry, plus a mechanical recommendation to improve the operation of the second-stage clarifiers.

Onsite Make-Up Water Treatment Plant Review, Arizona Onsite make-up water treatment plant review for a facility in Arizona, included jar tests, equipment mechanical review, and recommendations to improve treatment.

Biological Design for a Fiberboard Facility Effluent Treatment Plant, Argentina A new 12 m3/hr (peak 25 m3/hr) wastewater treatment plant for a medium density fiberboard (MDF) facility located in Argentina. This project provided the design and all of the biological treatment equipment for the client to be installed by local contractors. The treatment is a nitrification/denitrification design using a proprietary treatment system and the project included all startup, O&M manuals, and operator training for local personnel.

Regulatory Support for Cooling Water Intake Rule for a Pulp and Paper Mill, Wisconsin Developed the water intake evaluation report as required by the NPDES permit. The report included biological characterization of the source water, impingement and entrainment technology evaluation, and calculated impingement rates and intake structure design.

Design and Supply of Water Treatment Plant, Chile A new water treatment facility in conjunction with a second pulp line at a pulp mill in Chile. The project included design, specification, and supply of a cooling tower followed by MBBR, DAF, and sludge dewatering. The project included local basic and detail engineering based on supplied process design plus commissioning, startup, and training.

Primary Treatment Design for Effluent Treatment Plant, Chile A new primary treatment wastewater treatment plant and solids handling facility for a newsprint mill located in Chile. Design included new solids contact clarifier with chemical feed system and solids dewater with a belt press. Engineering Review of a Wastewater Treatment Plant, Oregon Secondary clarifier troubleshooting and engineering review of wastewater treatment plant located in Oregon. Reviewed secondary clarifier dye study test and made mechanical recommendations to improve clarifier hydraulics.

Recycled Paper Mill Ink Removal, Washington Recycle paper mill with deinking line located in Washington state. Project included startup and troubleshooting system for ink removal, including jar tests and chemical, as well as mechanical adjustments of two new DAF units.

Recycled Paper Mill Engineering Evaluation, Indiana Completed a front-end engineering evaluation for expansion of wastewater treatment facilities at a recycle paper mill located in Indiana. The evaluation included temperature modelling of the activated sludge facilities and development of process flow diagrams and options to debottleneck the facility. Recommendations included modification of the aerated lagoons with the possible inclusion of an MBBR, sludge dewatering, plus other operational improvements of the existing activated sludge system.

Recycled Paperboard Treatment Plant Operations Support, Illinois Provided onsite wastewater treatment plant operations support coverage for a recycled paperboard facility located in Illinois. Support included providing recommendations for chemical addition adjustments based on site jar tests, responding to biological treatment plant upsets and system recovery, foaming and filament control, developing procedures for routine WWTP operating tasks, and supported facility management in communications to the Illinois Environmental Protection Agency on compliance issues.

Management and Operations of a 0.65 MGD Groundwater Remediation Plant at a Superfund Site, Michigan Site management and Operator-in-Responsible-Charge for a groundwater treatment plant associated with a Superfund Site. Supervised operating staff, prioritized maintenance activities, performed all internal and external regulatory reporting, and performed day-to-day tasks associated with the management and operation of the plant. Unit operations included primary clarification, sand filtration, ozone generation, ultraviolet oxidation, carbon adsorption, intermittent break-point chlorination operations for ammonia removal, and effluent quality management. Effluent from the groundwater treatment plant is typically reused at the neighboring chemical production facility, with the option of direct discharge to surface water through an NPDES permitted outfall.

Temporary Treatment Plant Construction Commissioning, Startup, Operations, and Decommissioning at a Superfund Site, Illinois As part of a multi-disciplined team for an excavation at a remediation site, a temporary treatment system was developed, installed, and operated to manage and treat contaminated stormwater and runoff. The site was in operation 24/7 for approximately 10 months and consisted of inclined plate settlers, filtration, carbon adsorption, and discharge management. Supervised staff while on site and developed coverage schedule for temporary treatment plant operators.

Steve Locke, P.E. – President & Chief Operating Officer Mr. Locke has over 30 years of professional experience as an engineering manager, senior project manager, and process/design engineer. He has been responsible for supervising technical staff, acting as a customer liaison to ensure that strategic project designs are effective at meeting client needs, and supporting customers involved with liabilities from state and federal regulatory enforcement. She has prepared new and renewal NPDES discharge permit applications, chloride and mercury variance requests, aquatic bio-assessments, site-specific permit limit development, support for Clean Water Act 316(b) including water intake evaluations and fish impingement/entrainment studies, and mixing zone dispersion modeling. Ms. Mierau has also served as supporting or lead eco-toxicologist in the development of registration dossiers under Registration, Evaluation, Authorization and Restriction of Chemicals (REACH) regulations for more than 20 substances.

Scott Miller, P.E. – Managing Principal Mr. Miller is a professional engineer licensed in Oregon, Washington, Alaska, Wisconsin, and Pennsylvania, with over 27 years of professional consulting experience. Mr. Miller has prepared and overseen the implementation of stormwater pollution prevention plans (SWPPP) and spill prevention, control,

and countermeasure (SPCC) plans for a wide range of facilities. Mr. Miller has extensive experience with stormwater-related issues, including stormwater assessment and drainage systems sampling, contaminant controls, stormwater quantity controls, stormwater treatment design, and drainage system modifications. Mr. Miller has experience with hydraulic models including the Western Washington Hydrology Model (WWHM) and WinTR-55.

Jeff Naumoff, P.E. – Senior Project Manager Mr. Naumoff has over 20 years of project management experience in wastewater treatment plant evaluations, operations, training, troubleshooting, and engineering. Mr. Naumoff has also held wastewater treatment plant operating certifications from the states of Michigan, Indiana, Illinois, Kentucky, Tennessee, and Colorado and has worked in a wide variety of facilities, including municipal treatment plants, petroleum refining, food and beverage, chemical and plastics production, mining, iron and steelmaking, meat processing, and pulp and paper in both the United States and Canada. Projects include initial permitting concepts, conceptual treatment plant design, process design, upgrades and retrofits, construction management, commissioning, startup, training, onsite operations coverage, technical troubleshooting, upset response, and plant decommissioning. Mr. Naumoff is a Professional Engineer (P.E.) in the state of Washington.

Don Taylor, P.E. – Principal Mr. Taylor is part of SLR’s Integrated Wastewater team. With over 25 years of water and wastewater experience, Mr. Taylor provides process engineering, detail designs, process and operations troubleshooting, and project management for industrial water and wastewater treatment facilities.

Mr. Taylor has worked on a number of industrial water and wastewater projects for clients in the oil and gas, mining, steel, and refinery sectors. In addition to wastewater projects in the United States, Mr. Taylor has successfully worked on numerous industrial wastewater treatment facilities in Europe, South America, and Asia. He is an expert on troubleshooting industrial wastewater systems, especially those where effluent Toxicity Identification/Reduction Evaluation studies are required in support of meeting NPDES permit requirements.
