National Business Development Program (NBDP) National Business Development Program envisages provision of handholding support / business development services to SMEs while focusing on the following components: a Provision of Grants to SMEs for small business startup, organizational development, marketing, research and development, product testing / certifications, and credit worthiness assessment. These grants will be available for businesses in all sector of the economy having SME presence. b Business related advice and information will be provided to existing or potential SMEs through SMEDA designated helpdesk, or SME business helpline. c Provision of Over the Counter (OTC) products such as pre-feasibility studies, information briefs pertinent to business management, sector studies, commercial contracts, legal templates and regulatory procedure. d Execute demand-based trainings for capacity building of SMEs in areas of HR, marketing, management, technology and regulatory issues etc. e Identify, strengthen and network consultants, experts, trainers etc. for enhancing usability of their services by the SME Sector, thereby, making BDS market more vibrant and effective. f Promote youth entrepreneurship by supporting business incubation centers. Universities / Institutions already running or willing to run Business Incubation Centers will be provided grants. g Carry out primary research for identification of potential areas for policy interventions, innovation, value addition and investment mobilization in the SME Sector. Nationality Must be a Pakistani National having a valid CNIC.

Size of the Enterprise Number of employees up to 250 Paid-up capital – up to Rs. 25 million Annual Sales up to Rs. 250 million

Business Areas Manufacturing, Services, Trading, IT/ICT, Mining / Mineral Processing, Agri. Processing / Value addition SMEs of Balochistan may also apply for Livestock / Dairy Farming / Value addition

Registration requirement for Sole Proprietors Must have a valid NTN۔

Must have operational business for at-least 1 (One) year from the date of the application for grant

Registration requirement for Firms / companies Must have a valid NTN. Must be registered with SECP or Registrar of Firms Must have operational business for at-least 1 (One) year from the date of the application for grant

OrganizationDevelopment (OD) Grant Grant DescriptionThe focus of OD grant is to improve managerial efficiency and organizational systems of SMEs by offering support to acquire services in the areas such as Accounting manuals / software, financial management, resource planning, inventory management, regulatory compliance, human resource management, production planning, procurement planning, and general management, etc..

Maximum Grant Size (PKR)80% of the total cost of the service, up-to maximum of PKR. 500,000/-An applicant may acquire multiple services within the maximum grant size of Rs. 500,000/-

Indicative list of Eligible Activities

Important: Grants will be given on reimbursement basis and no advance payment shall be made under this grant. Payment to the grantee will be made through banking transaction, in his / her business account. It is therefore mandatory to have an active bank account of the business. SMEDA-NBDP is not charging any application or processing fee

In addition to the above-mentioned factors, additional score will be given to women applicants,minorities & disabled persons and applications received from less developed districts (as per Human Development Index Report)

Grants will be processed on First Come First Serve basis in 07 (seven) regions of Pakistan i.e. Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan, Islamabad, Azad Jammu & Kashmir and Gilgit Baltistan, according to the quotas allocated to each region based on Population Census 2017, as per the evaluation criteria mentioned below. Grants will be awarded to the applicants securing minimum qualifying marks.The grant applications will be evaluated on the basis of following factors:

1. Profile of the EntrepreneurApplicant’s education, experience, professional certifications, understand-ing of the market

2. Profile of the EnterpriseNo. of years of business operations, Export Activity, Membership of Chambers of Commerce / Associations, Quality and other certifications held by the business, Tax filer status

3. Expected Grant impactAny previous attempts to implement the same services in the business, Potential impact of the grant on business operations and growth

STEP BY STEP GUIDELINE FOR GRANT PROCESS

1. Grant applications can only be submitted online at www.nbdp. org.pk/grants. The applications will not be accepted by any other means i.e mail/courier, fax, email etc.2. The applicant will have to create their login by signing up to apply for grant. 3. Login shall be created by providing CNIC number, full name as per CNIC, valid email address and a password having a minimum of 8 characters. 4. CNIC will be used as unique identification number for the application.5. After sign-up, a system generated verification link will be sent at the given email address. Applicant will only be able to log into the system after email verification.6. Applicant will login into the system using his / her CNIC number and password.7. Applicant will have to complete all mandatory sections of the online application form for successful submission of the application.8. Applicant will have the option to save filled information / sections and resume the application till its final submission.9. After final submission, no further addition / changes will be allowed in the application form. Therefore, applicants are encouraged to carefully review the completed form before final submission.10. Following documents are to be uploaded through various sections of the application form. The applicants must have scanned copies of the following documents ready before starting the application filling process:

Document to be uploaded You will be communicated about approval of your grant application through email at the address provided in the submitted application form. All correspondence will be done through NBDP / SMEDA registered domain / email address(es). During the process of application evaluation, NBDP representative will visit your business address for verification of information provided in your application form. The schedule of field visit will be communicated to you through email or phone call. Your presence during the field visit is mandatory. After submission of duly completed reimbursement request, NBDP will process the request and release payment in favor of the grantee through your business bank account as indicated in the application form through registered mail. SMEDA, however may ask for physicalverification of service(s) delivered prior to disbursement of grant amount.

After reimbursement of the grant, you will be periodically contacted by the NBDP / SMEDA team(s) through email / phone / visit to collect information about benefits generated through the grant implementa-tion. The grantee who will provide impact assessment information, may be considered for further facilitations under NBDP, subject to Terms & Conditions.

In case the applicant wants to file a grievance at any point, he / she may register an online complaint through the grant portal.

Once the grant is approved, you will engage BDSP for getting the required services. After successful delivery of the services, you are required to pay Consultant / Service provider for the total cost of the services delivered including your share as per the agreed terms and send the re-imbursement claim along with the following:

2-Service Delivery AcceptanceGrantee will be required to submit satisfactory service deliveryacceptance on prescribed format

3-Service InvoiceConsultant / Service Provider Original Invoice

5-Standard ContractSubmission of original standard contract by and between grantee and the consultant / service provider.
