BlockchainEnhance trust between parties and improve the efficiency of operations
SAASSOFTWAREFRAMEWORK STANDARD
Pietro Romanin
What is the opportunity?
Blockchain technology has enormous potential to enhance the way that citizens, governments and businesses interact, by enhancing trust between entities and improving the efficiency of operations.
All the nodes will be able to create and broadcast transactions that will update the ledger. The architecture of each node will be composed of two main functional areas:
• A set of four layers comprising components which together provide the EBSI infrastructure, which contain capabilities common to all use cases. These layers will include generic capabilities and connectivity to Blockchain networks.
• A set of two layers comprising use case-specific components enabling support for hosting of business applications.
How does it work?
EBSI Platform is a peer-to-peer network of interconnected nodes. The Commission will operate a minimum number of EBSI nodes at European level and the Member States will operate EBSI nodes at a national level.
What can I do with it?
Leveraging the power of blockchain to create trusted digital audit trails, automate compliance checks in time-sensitive processes and
prove data integrity.
Giving control back to citizens when managing their education credentials; significantly reducing verification costs and improving authenticity trust.
Implementing a generic Self-Sovereign Identity capability, allowing users to create and control their own identity across borders without relying on centralisedauthorities.

New Services
Context Broker
The Context Broker is composed by two major software components: The Orion component, which implements the core Context Broker functionality itself, and the Cygnus component, which complements Orion by providing data persistence services. The reference implementation is a FIWARE software.
• The Orion is the core and mandatory component of any smart solution, it enables to manage context information in a highly decentralized and large-scale manner. It provides the NGSIv2 API, which is a simple yet powerful Restful API enabling to perform updates, queries or subscribe changes on context information. The Orion holds information about the current context.
• Cygnus captures updates on context information managed by the Orion and produces a stream of context data, which can then be stored into a specific persistent data sink, such as MySQL, MongoDB, Flink or HDFS for further processing or CKAN for Open Data publication.
How does it work?
CEF Context Broker is an API based on ETSI NGSI specifications that can integrate data from multiple systems, creating a holistic view of information.
What can I do with it?
The Context Broker gives data from many different sourcesmeaning. This allows to take data driven decisions.
Context Broker allows monitoring metrics in real time through live updates.
You can share the context information you choose with third parties, enabling process improvements and innovation across the whole data value chain.
Apply standard (NGSI LD) to ensure interoperability.
eArchivingStore and preserve digital information cost-efficiently over the long term
SAASSOFTWAREFRAMEWORK STANDARD
MaxineLemm
What is the opportunity?
Simplify long-term access to information with the CEF eArchiving building block: a technical solution to preserve, migrate, reuse and trust your data.
1. Save costs when digitising and preserving your data2. Foresee and plan information assets transfers
between generations of technology3. Comply with legislation and standards4. Preserve data while ensuring access, reuse and
authenticity
These are supported by the Common Specification for Information Packages (CS IP), expressed with the Metadata Encoding & Transmission Standard (METS), with specialisations for:
• Submission Information Package (SIP), for sending the data to be preserved to a repository;
• Archival Information Package (AIP), for storing and preserving the data in a repository;
• Dissemination Information Package (DIP), for accessing data stored in a repository.
How does it work?
eArchiving is based on Information Package specifications that provide interoperability across borders, types of institution and user communities.
What can I do with it?
eArchiving allows you to preserve your data in the long-term.
eArchiving’s interoperable standards and open source sostware enable you to migrate your data safely, even across different technologies.
Interoperable standards and specifications ensure data remains accessible and easy to reuse.
eArchiving ensures that your data remains authentic, secure and unaltered

Bogdan Dumitriu
What is the opportunity?
eDelivery enables the creation of solutions and services around secure and reliable exchange of data.
How does it work?
eDelivery uses AS4 messaging protocol to create a secure channel for the transmission of documents and data by electronic means, over the internet or via a private network. It protects the data against the risk of loss, theft, damage or any unauthorised alterations.
What can I do with it?
Exchange electronic data and documents using a standardisedmessaging protocol other than e-mail in an interoperable, secure, reliable and trusted way, both across borders and sectors.
Ensure that the data and documents exchanged are encrypted, secured against modification and that the origin and the destination of the data are trustworthy.
Guarantee that data and documents are delivered only once (retries, receipts, duplicate elimination).
Ensure that messages are delivered even if sent to temporarily unavailable channels.
Scale a message exchange network to adapt to an increasing number of nodes and messages exchanged.

interconnecting them
How does it work?
CEF eID ensures that people and businesses can use their national eID schemes to access services in other EU countries.
The eIDAS network connects nodes in countries across the EU. National eID schemes are connected to their national nodes. Businesses can themselves communicate across this network in order to achieve cross border authentication.
The business
What can I do with it?
Integrate eID into your own business processes, e.g.• Online retailer using eID to
verify identity/age of customer
• Financial services using eID to do their due diligence checks
Use your eID to manage your business by accessing public services, such as creating a VAT number in another EU country, declaring taxes, etc
Use your eID to access private services, e.g. ordering restricted (age-verified) products online (e.g. a restaurant ordering alcohol)
eInvoicingCreate services and solutions to support others to process eInvoices according to the European standard
SAASSOFTWAREFRAMEWORK STANDARD
InesCosta
What is the opportunity?
Directive 2014/55/EU made it mandatory for European public entities to be able to receive eInvoices that comply with the EU standard by April 2019. This is a business opportunity for IT solution providerswanting to help public administrations.
How does it work?
CEF eInvoicing supports solution providers to develop and deliver eInvoicing services and software that are compliant with the European standard on eInvoicing.
What can I do with it?
Develop European standard-compliant eInvoicingsolutions to launch to the market to support public sector entities and suppliers.
eSignature Develop eSignature services and solutions in line with European standards
SAASSOFTWAREFRAMEWORK STANDARD
Marie Eichholtzer
What is the opportunity?
eSignature enables solution providers to offer electronic signing solutions that comply with the eIDAS Regulation. They are qualified e-signatures that meet high standards of security and are legally equivalent to handwritten signatures.
How does it work?
The eIDAS Regulation establishes a European legal framework for e-signatures, e-seals and the Trust Service providers that offer related services by:
• Defining three e-signature levels: basic, advanced and qualified e-signatures;
• Distinguishing between e-signatures for use by natural persons and e-seals for use by legal persons;
• Supporting technical and legal cross-border interoperability.
What can I do with it?
You can build your signing solution with CEF’s open-source library, Digital Signature Software (DSS), and enjoy out-of-the-box compliance with the eIDAS regulation and related standards.
You can test the interoperability and conformity of your own e-signature solutions with our ETSI signature Conformance Checker and our Qualified electronic signature validation algorithm.
As a service provider, you can obtain a digital certificate for eSignature, eSeal or website authentication from a Trust Service provider, using our Trusted List Browser to choose from over 200+ active TSPs.
SAASSOFTWAREFRAMEWORK STANDARD
Core Public Service Vocabulary Application Develop solutions and services around stable data models
What is the opportunity?
The Core Public Service Vocabulary Application Profile allows harmonisedways and common data models to represent life events, business events and public services across borders and across-sectors to facilitate access.
How does it work?
The CPSV-AP is a commonly agreed reference data model for creating harmonised, machine-readable and semantically interoperable descriptions of business and life. Service providers can use this approach to guarantee a level of cross-domain and cross-border interoperabilityat European, national and local level.
What can I do with it?
Provide information on public services in a user centric way, grouped logically into business and life events.
Facilitate the design and set-up of catalogues of services, cross-border and cross-domain platforms and portals oriented to businesses and citizens.
Support in better management of public services (e.g. by identifying gaps, phasing-out unused services, collecting service info for better-informed investments, etc.).
SAASSOFTWAREFRAMEWORK STANDARD
Data Catalogue Vocabulary (DCAT) Application ProfileDescribe data catalogues with three key concepts: catalogue, dataset and distribution
What is the opportunity?
Due to the increasing number of data portals and the magnitude of available datasets, data users find it difficult to find and access the right data, even if this is available as open data.
How does it work?
This application profile is a specification for metadata records to meet the specific application needs of data portals in Europe while providing semantic interoperability with other applications on the basis of reuse of established controlled vocabularies (e.g. EuroVoc) and mappings to existing metadata vocabularies (e.g. Dublin Core, SDMX, INSPIRE metadata, etc.).
What can I do with it?
Reuse data from existing datasets in data portals across Europe.
Support administrations across Europe to reuse metadata records and enabling interoperabilitybetween datasets.
CoreVocsSimplified and extensible data models
SAASSOFTWAREFRAMEWORK STANDARD
What is the opportunity?
Core Vocabularies are simplified, re-usable and extensible data models that capture the fundamental characteristics of an entity in a context-neutral fashion.
How does it work?
Core Vocabularies can be used and extended in the following contexts:
• Development of new systems: the Core Vocabularies can be used as a default starting point for designing the conceptual and logical data models in newly developed information systems.
• Information exchange between systems: the Core Vocabularies can become the basis of a context-specific data model used to exchange data among existing information systems.
• Data integration: the Core Vocabularies can be used to integrate data that comes from disparate data sources and create a data mesh-up.
• Open data publishing: the Core Vocabularies can be used as the foundation of a common export format for data in base registries like cadastres, business registers and public service portals.
What can I do with it?
Design data models for new information systems.
Facilitate exchange of databetween information systems.
Enable data integration from different data sources.
Work closely with public administrations to create digital catalogue of services.
Setup chatbots on public services based on well-structured data models.
Model interactions between private and public organisations working together in the provision on public services.
Visualisation tool from ESTATDisseminate access to statistical data
SAASSOFTWAREFRAMEWORK STANDARD
What is the opportunity?
The Visualisation tool from ESTAT allows making statistics and statistical analysis accessible to users and addresses the following needs:
• The dissemination of statistical products;
• Simplifying the processes for the dissemination of statistics;
• Reducing technical interoperability barriers encountered by data consumers in accessing disseminated statistics.
How does it work?
The Reusable Solution for the Dissemination of Statistics is composed of three main parts:
• The Data Browser is dedicated to end-users for getting access to the disseminated statistics (in read-only mode). The Data Browser support a navigation tree for the categorisation of disseminated data, and visualisations (tables view, charts, maps) for each disseminated data;
• The API supports machine-to-machine data and metadata delivery through the following endpoints:
• CATALOGUE endpoint, which is used for data discovery,
• SDMX 2.1 endpoint, used for synchronous metadata and data queries,
• ASYNC endpoint, used for asynchronous data delivery;
• The Administration Interface, which is restricted to the administrator, allows maintaining both the navigation tree and the data content to be disseminated.
What can I do with it?
Get access to and reuse the disseminated statistics.
Support organisationsproducing statistical data to disseminate their data.
EU SurveyMultilingual online survey management system
SAASSOFTWAREFRAMEWORK STANDARD
What is the opportunity?
EU Survey allows businesses to use an open source online survey to manage, create and publish surveys and public consultations.
How does it work?
EU Survey is a multilingual online survey management system built for the creation and publication of surveys and public consultations.
It covers all steps of a survey life cycle, from the design to the launch of the survey to the analysis and publication of results. It offers different types of questions, from simple text and multiple-choice questions to spreadsheet questions or multi-media survey elements.
What can I do with it?
Creation and management of surveys for market/product research.
Collecting the opinions of stakeholders on a specific issue.
Conducting user satisfaction surveys.
Creating multi-lingual surveys.
Publishing results over the web.
Preparing conference registrations.
LEOSLegislation Editing Open Software
SAASSOFTWAREFRAMEWORK STANDARD
What is the opportunity?
The LEOS open source software facilitates efficient online collaboration for Proposals for Directive, Decision and Regulation submitted by the Commission to the Council and the Parliament.
How does it work?
LEOS is designed to help those involved in drafting legislation, which is usually part of a complex process, by facilitating efficient online collaboration.
Comments, suggestions, version control, co-edition, everything is there. Regarding the structure, that is where we aim to be as restrictive as possible and this is not because we are conservative, but because this helps the drafters follow the rules and avoid mistakes. Content is stored in an XML format, currently Akoma Ntoso V3.
What can I do with it?
Support public sector entities involved in drafting legislation.
Design approaches and processes to facilitate online collaboration when drafting legislation.
Licensing assistantCompare and select open licenses
SAASSOFTWAREFRAMEWORK STANDARD
81
The Licensing assistant is an online tool that allows comparison and selection of open licenses based on their content.
What is the opportunity?
How does it work?
The Licensing assistant is linked to SPDX (for Software Package Data Exchange), an initiative of the LINUX foundation that attempts to standardise the way in which organisations refer to software licenses.
Each license is identified by a full name and a shorter identifier. The Licensing assistant compares licenses based on permissions, obligations, prohibitions, level of compatibility or interoperability, legal aspects and the support expected.
What can I do with it?
Easy and efficient identification of licenses used in free and open source software or documentation.
SAASSOFTWAREFRAMEWORK STANDARD
Asset Description Metadata Schema (ADMS)Describe reusable solutions, such as data models and specifications, reference data and open source software.
What is the opportunity?
Due to the increasing number of interoperorabilty solutions and the dispersion of them, data users find it difficult to find those solutions since they are not described in a unified way.
“What is the most valuable solution for my business? How can I benefit the most?”
How does it work?
ADMS is a standardisedvocabulary which aims at helping publishers of semantic assets todocument what their assets are about (their name, their status, theme, version, etc) and where they can be found on the Web.
ADMS descriptions can then be published on different websites while the asset itself remainson the website of its publisher.
What can I do with it?
Describe reusable interoperability solutions, such as data models and specifications, reference data and open source software.
Aggregate information about interoperability assets and enable exploring, (re-) using or sharing semantic assets (metadata or reference data).
