NGT Order dated 4th May 2016; Sir, With reference to the above subject & reference matter, we would like to bring in your kind notice that we had submitted application for obtaining EC to MOEFCC, New Delhi through online portal on 01.12.2015 (copy of acknowledge receipt is enclosed as Annexure I ), as our project attracts General Condition (due to Sariska wild life sanctuary falling within 5 km of the mine lease boundary) as per EIA Notification 2006, as amended time to time. In response, we received an EDS from MoEFCC stating that “Now the Ministry has amended the EIA Notification vide So. No. 141 (E) on 15.01.2016 which has provision for delegating the authority to District Level Committee. In view of this you are requested to update this proposal as per the provisions of the amendments as stated above.”. Copy of EDS is enclosed as Annexure II. Sir, as per Amendment in EIA Notification dated 15.01.2016, as per Schematic presentation in Appendix - XI, our project falls under category B1 (Cluster Situation ) but due to applicability of General Condition it is to be dealt at MOEFCC level. Our project is falling in Palpur – Dundpuri Mining Cluster No. 61, Cluster Area: 73.9404 ha. (> 25 ha). There are 41 mining leases for mineral Marble in the cluster and all the mining leases are of less than 5 hectares and all the mining leases are in operation prior to 14-9-2006. Cluster details (List of mining leases falling in cluster along with composite map) received from Mining Engineer, Alwar (raj.) are enclosed as Annexure III. Therefore, we are herewith submitting the revised application as per provisions of amendment in EIA Notification dated 15.01.2016. The following documents are being submitted: 1.     Sariska wild life sanctuary falling within 5 km of the mine lease boundary) as per EIA Notification 2006, as

    amended time to time.

    In response, we received an EDS from MoEFCC stating that “Now the Ministry has amended the EIA

    Notification vide So. No. 141 (E) on 15.01.2016 which has provision for delegating the authority to District Level

    Committee. In view of this you are requested to update this proposal as per the provisions of the amendments

    as stated above.”. Copy of EDS is enclosed as Annexure II.

    I. Identification Project and Project ProponentSmt. (> 25 ha). There are 41 mining leases for mineral Marble in the clusterand all the mining leases are of less than 5 hectares and all the mining leases are inoperation prior to 14.9.2006.II. Brief Description of the Nature of ProjectThe mine lease area of 4.0 ha comprises of Government land (Sawai Chak). This is anexpansion marble mining project. Open Cast semi-mechanized method is followed toexcavate the minerals. Environmental Clearance is required for all the mines for theirlease renewal and operation.III. Need for the Project & Its Importance to the Country/ RegionMarble mining project in order to meet the demand of the marble to the purchasers ofcutting unit and other industries.Besides this, the projects are being proved/ will prove beneficial in terms of socio-economic development as it has provided employment to locals. Further, the averageincome level, which is the indicator of socio– economic status of house hold is expectedto increase, which will ultimately result in the better standard of living of the people.IV. Demand – Supply GapConsidering the demand of mineral as well as sufficient availability of the mineral inthe area, it is essential to have Marble mines to sustain the supply of mineral forvarious purpose.

    V. Imports vs. Indigenous ProductionThere are no requirement for import of the Marble.VI. Export PossibilityThere are no export possibilities.VII. Domestic/Export MarketsMarble has many decorative and structural uses. It is used for outdoor sculpture aswell as for sculpture bases; in architecture. The mineral is proposed to be dispatchedto local market.VIII. Employment Generation (Direct and Indirect) due to the ProjectThe lessee will provide direct employment to 46 persons and indirect employment willalso be generated in transportation of mineral.

    The mining lease of 4.0 ha falls in a cluster of “Palpur- Dundpuri no. 61 comprising of41 mining lease with total area of 73.9404 ha at Villages: Palpur, Khoh, Dundpuri,Tehsil: Rajgarh, District:Alwar (Raj.).Interlinked And Independent Projects: There are no Interlinked and IndependentProjects

    GEOLOGY OF THE AREA(i) Regional GeologyThe district comprises Precambrian metamorphoric and igneous rockas, belongingto the Mangalwar complex of the Pre- Delhi (Archean) and Railio, Alwar andAjabgarh Groups, in ascending order of Superposition , belonging to the Delhi SupeGroup (Lower to Middle Proterozoic ) and post delhi igneous intrusive Alluvium andAeolian sediments mark the older formation. The Mangamwalr Complex comprisinguqaritizite mica schist, crystalline limestone, conglomerate and marble,occure asisolated exposures in the southern part these are unconformably overlain by therailio group comprising predominately calcerous formations with volcanic andsubordinate quartizite. These lie in the core part of regional folds, defined the mainstructural pattern of the area and contain a basal conglomerate and arkose quartziteunite. The mining is startedfrom the existing pit. For the systematic working of open cast mine, Bench Parameters isbeing – 1. Height –6 m. 2. Working Width – 6 m.Open cast semi- mechanized mining method has been adopted with excavator, cranes, wiresaw & other machineries. No blasting is being carried out in Marble. Light Blasting are beingrequired for OB and IB removal.Loading of mineral into trucks is being done by hydraulic loaders.Transportation of Marble & overburden is being done by dumpers/trucks from pit mouth tothe destination.

    Marble in the form of blocks are dispatched to the market. Transportation of waste from loading point to dump site is proposed by tippers. Themineral is proposed to be dispatched in hired trucks.

    (v) Existing Infrastructure:There is no building & structure within mining lease area except some vegetationsexisting on the lease area which will be cleared when required. Total lease area isGovernment land (Sawai Chak).(vi) Soil ClassificationThe soil is sandy loamy in texture.(vii) Climatic Data from Secondary SourcesThe climate here is considered to be a local steppe climate. In Alwar, there is littlerainfall throughout the year. The average temperature in Alwar is 25.4 °C.Precipitation here averages 722 mm.(viii) Social Infrastructure AvailableThe lease area is about ~ 23.0 km in NE direction from Rajgarh. Jaipur Internationalairport, Jaipur is at a distance of ~72 km in SW direction from the mine site. RajgarhRailway Station is around ~ 24.0 km in NE direction from mine site. The lease area iswell connected through roads.The site is well connected with communication facilities like telephone, fax, post &telegraph, and as such, no constraints are envisaged in this aspect as the Tehsil-Rajgarh is ~24.0 km in NE direction and district headquarter- Alwar is ~45.0km,NNE direction from the site.

    5.0 PLANNING BRIEF

    (i) Planning Concept (Type of Industries, Facilities, and Transportation etc.) Town

    and Country Planning/Development Authority ClassificationThis is an Open Cast semi-mechanized mining Project.(ii) Population ProjectionManpower required will be engaged from nearby Villages. No significant influx ofpeople is anticipated in the area.(iii) Land Use PlanningThe whole mining lease area is 4.0 ha which comprises of Government land (SawaiChak) . At the end of life of mine, 2.0 ha. area will be excavated which will beconverted into water reservoir, 0.80 ha. area will be used for overburden & followedby plantation, 0.01 ha area will be used for building construction, 0.40 ha area willbe used for construction of road & 0.20 ha area will be covered under green belt onaround the lease periphery. Remaining plantation will be done outside the lease area

    6.0 PROPOSED INFRASTRUCTURE

    (i) Industrial Area (Processing Area)No additional infrastructure is being required for the proposed expansion project.(ii) Residential Area (Non Processing Area)This is not required as mine worker come from nearby area. Rest shelter will beprovided for workers.(iii) Green BeltGreen Belt will be done around the lease periphery. Remaining plantation will bedone outside the lease area which will be equal to 33% of the lease area.(iv) ConnectivityThe lease area is about ~ 23.0 km in NE direction from Rajgarh.     The waste is in the form of weathered marble having foreign intrusion andamphibolites etc.Around 164330 tonnes of waste will come across during next five years and around328660 tonnes of waste will be generated during the present life of mine. Waste willbe dumped in 0.80 ha of the lease area. Garland drains & retaining wall will beconstructed at the toe of waste dump.(ix) Power Requirement & Supply/SourceMainly diesel are being used to operate mine machinery and equipment. Electricalenergy will be required for operating machines which will be sourced from JVVNL,Jaipur.

    Use of Sharp drill bits to reduce generation of dust. Drilling is being done with water injection system. Low charge blasting is being done to reduce dust emission. Personal protective equipment dust masks are being provided to the workersworking in high dust area. Green Belt/plantation will be developed around the lease boundary.     2. Noise QualityManagement

    Use of Sharp drill bits to reduce generation of noise. No blasting is being carried out in Marble. Light Blasting is required for OB and IB removal. Earmuffs/earplugs are being provided to all operators and employees workingnear the machinery. Proper maintenance, oiling and greasing of machines at regular intervals willbe done to reduce generation of noise. Green Belt/plantation has been/will be developed around the lease boundary,undisturbed area, near mine office etc. Regular monitoring of Noise Level will be done. Same practices will be continued in future.

    3. Water QualityManagement

    Garland drains all along the periphery of pits to prevent the watercarrying the wash-offs entering the mine. The water collected into the garland drains flow towards a sump. The dust/soil allowed to settle in the sump and clear water utilized forafforestation and wetting of haul roads to arrest dust generation. No waste water generated during mining operation The sewage generated from rest shelter is treated and disposed through aseries of septic tanks and soak pits. Rainwater falling in the mining pit collected in lower benches & used for dustsuppression & green belt. Regular monitoring of ground water level and quality will be carried out. Same practices will be continued in future.
