BILL OF RIGHTS

Once upon a time, there was an evil

queen who longed to be the most

beautiful in the kingdom. Every day

she would ask her wise, talking

mirror,

“Mirror, Mirror on the wall, Who is the

fairest of them all?”

And every day the mirror replied,

“You, my queen, are the fairest of

them all.”

Until one day, the queen asked her

mirror,

“Mirror, Mirror on the wall,

Who is the fairest of them all?”

And her mirror replied,

“Snow White, my queen, has

become the fairest of them all.”

The queen was greatly angered by this,

so she decided that Snow White must

die. Snow White soon learned of the

queen’s plans to kill her and ran away

to hide in the Constitution Forest. She

ran over sharp stones and through

thorns, because she was terrified of

being alone in the forest. She ran until it

was almost night time. Then she came

upon a little cottage and went inside

to rest.

As it turned out, seven dwarfs lived in

the cottage. Their names were Doc,

Grumpy, Happy, Sleepy, Bashful,

Sneezy, and Dopey. They promised

Snow White that if she would take

care of their house, cook, and keep

everything neat and clean, she

could live with them. Snow White

was happy living with the dwarfs but

never forgot that the evil queen

wanted her dead.

One day, Snow White decided to

assemble all her forest friends to talk

about how bad the queen was and

what should be done about her. The

queen found out about the meeting

that Snow White was leading, and

was not happy. She sent a hungry

wolf to go into the forest, stop the

meeting, and kill Snow White.

When the wolf arrived at the

meeting, he told everyone,

“I have been sent by the queen and

if you do not stop meeting and

talking about the queen, I will eat

Snow White.”

Doc, scared for Snow White and upset

that his rights had not been respected,

came forward and told the wolf,

“Mister Wolf, you cannot tell us to stop

meeting. Here in Constitution Forest,

every creature has rights.”

“One of those rights,” chimed in

Happy, “is the freedom to say what we

want, practice any religion we want,

and meet peacefully whenever we

want.”

The wolf left the forest and went

back to the queen. After such a

close call with the wolf, the dwarfs

thought it would be best if Snow

White carried a dagger for

protection in case the wolf or some

other animal tried to hurt her.

Not too long after the meeting in the woods,

while Snow White was away at the market, a

soldier disguised by the queen as a bear, was

sent to find and kill Snow White. The solider

traveled into the Constitution forest and broke

into the dwarf’s cottage. He searched the

cottage and found Snow White’s dagger

which he decided to keep. He also found

some porridge on the stove. He helped himself

to the porridge and soon fell asleep in Snow

White’s bed. When Snow White returned from

the market, she was startled by the bear and

told him to leave. The bear refused to leave

and didn’t apologize for searching the

cottage. Grumpy came up and asked the

bear for search warrant papers.

When the bear didn’t show his

papers, Bashful said,

“M-Mister Bear, you cannot come

into my home and go though it

without a search warrant. You can’t

come here and take Snow White’s

dagger either. I also won’t allow you

to stay in my cottage.”

“Yeah!” responded Sleepy, “Those

living in Constitution Forest have

rights. One of those rights is the

freedom to have a gun or other

item to protect ourselves. We also

don’t have to let anyone who is a

soldier live in our home unless there is

a war. Another right we have makes

it illegal for people to come into and

search our homes without a

warrant.”

The bear gave back the gun, left

the cottage, and reported back to

the queen. She became very angry

that Snow White was still alive. The

wicked queen sent her royal police

to arrest Snow White for no reason.

Snow White was put in the dungeon

and she stays there for a very long

time. No one let her get in touch

with the dwarfs so they could help

her. One day, a bird landed in her

window so she sent a message to

the dwarfs through him.

Meanwhile at the dwarf’s cottage, the

dwarfs have no idea what had

happened to Snow White. They suspect

the evil queen had something to do

with her disappearance and they

began looking all over the kingdom for

Snow White. When the bird that Snow

White sent arrives at the cottage, the

dwarfs were delighted to find out that

Snow White was alive.

After Snow White had stayed in the

dungeon for a long time, the queen

put her on trial. The trial was not

public and there was no jury. Only

the queen could decide if Snow

White was innocent or not. While

Snow White was on trial, all of the

dwarfs burst into the court room and

began telling the queen all the

wrong things she had done.

“Your Highness,” Sneezy began,

“what you are doing here is not

right. ACCHHHOOOO!”

“Snow White cannot be tried

without a Grand Jury meeting first to

decide whether there's enough

evidence for a trial.” Doc continued.

“If it is decided that there will be a

trial, the trial must happen soon. The

trial must have a jury of her peers

and if this were a civil suit there must

be a jury as well. Snow White must

know what she has been accused

of and have the option of having a

lawyer to defend her.” he

concluded.

The queen, realizing what she had

done wrong, reluctantly replied,

“I guess you’re right Doc. I cannot

put Snow White on trial. So instead

she must pay $1,000,000 in fines to

pay for what she has done.”

“But Your Highness,” Dopey responded,

“$1,000,000 is a lot to pay for

something. You can't make her pay

more than what is reasonable in fines.

And also, while I’m talking about our

rights as creatures of the Constitution

Forest, we have more than just the

rights listed in the Bill of Rights. Just

because some rights are listed in the

Constitution doesn't mean that we

don't have others. Another rule we

have is that whatever rules aren’t

already in place, should be left up to

the creatures to decide.”

The queen became very angry because she had no authority over the

creatures in the forest. She was so angry that she left the kingdom to live

in a faraway land. The dwarfs and other animals of the Constitution Forest got together and elected Snow White to be the new president. Snow White

did not want to be an evil ruler like the queen before, so she set up a

democratic republic. A democratic republic is a place that is both a republic and a democracy. In a

democratic republic authority and power come from the common,

everyday citizens.

Snow White soon set up her own

laws for everyone to follow. As her

first order of business, Snow White

made the Constitution the HIGHEST

law in the kingdom. All future laws

must come from the Constitution.

Then Snow White created the

Presidency, Congress, and the

Supreme Court. These are also

called the Executive, Legislative,

and Judiciary Branches. Snow White

became the President of

Constitution Kingdom.

Snow White then split the Congress

into two houses, the House of

Representatives and the Senate.

There are 435 Representatives and

where they come from is based on

the population of the villages in the

kingdom. The Senate is made up of

100 Senators. There are two Senators

from each village.

Snow White ensured that when the

Congress wants to pass a bill into a law,

both the House and the Senate must

agree to the exact same law. Before a

bill becomes a law, the President must

agree to it. If he does not agree, he

rejects, or vetoes, the law. Congress

must pass laws the President will agree

to. Then, the Judiciary branch must

determine if the law is Constitutional or

not.

Snow White then realized that for a

long time, most of the people who

had shaped the kingdom were men.

There were laws that said women

could not vote. This just would not

do because Snow White was a

woman and she should be able to

make important political decisions.

Snow White put her new form of

government to work and tried to

pass a law that allowed women to

vote. Congress passed the law,

Snow White approved the law, and

the Supreme Court said the law was

constitutional. Women could now

vote.
