Ecole Georges H. Primeau Middle School held their Grade 6, 7 and 8 Awards Night at the Morinville Community Cultural Centre June 27. The Father Georges H. Primeau Most Outstanding Student Award was presented by Primeau School Principal Allan Menduk to Logan House.

“Out of approximately 325 students in grades 6, 7 and 8, we are recognizing 175 students for their contributions this year - the highest proportion of our school population to date,” Menduk said.

Awards were presented for Athletics, Cultural and Religion, Service and Leadership and Grade 6, 7 and 8 Honours and Top Honours. Grade 6 Top Honours went to Berlyn Troake, Grade 7 Top Honours to Diego Oyarzun and Grade 8 Top Honours went to Logan House. The Athlete of the Year was presented to Jules Froment and Nick Onyschuk.

Also speaking at the event was Marina Lotoski, District Principal with Greater St. Albert Schools.

“You truly are, as your school theme states, A League of your own,” Lotoski said. "You should be so proud of yourselves, and your accomplishments. Whether you are aware of it

or not, your parents have played a pinnacle role in your success. They have given you a very special gift by having the foresight to help you with choices in your life; they have helped you to get involved in sports, extra-curricular arts or music classes, community and volunteer events. Through all these experiences, you already possess so many skills that will support you as twenty-first century learners. Please take a moment to turn to your parents or guardians and pass on your thanks to them for enriching your life.”

Lotoski went on to say, “As you continue on your educational and life journey and are faced with some very important decision, there are two things that I wish for you to use as your guide: your talents and the GSACRD mission statement. Each and every one of you is unique and possesses talents and strengths that will guide and support you in your future. Take time to get to know who you are by focusing on your talents and developing them into strengths. Build on what you are good at, invest time in taking classes, in and out of school that interest you and learn how to manage areas that present more of a challenge to you. Secondly use the GSACRD mission statement to guide you in your upcoming years.

"What does it mean to “Learn, Live fully and Serve others.” It is to embrace learning, make choices that are engaging to you, and be open to new learning experiences and follow the path that interests you. Live fully by becoming part of the school community get involved in clubs, and committees, participate in social justice groups, volunteer your time and take time to get to know new people.

"Serve others, as we are a people of service, we are to serve through love, compassion and forgiveness.”

National Column: Let’s not confuse bromance

with Canadian influence in U.S. by Chantal Hébert

Of the four most recent U.S. presidents to have addressed a joint session of the Canadian Parliament, Barack Obama has the least political capital left to spare to translate words into actions. In the dying months of his presidency, he is down to small change.

Richard Nixon, who addressed Parliament in 1972, was around for another two years after his speech. Before he succumbed to the Watergate scandal, he pulled American troops out of Vietnam.

Ronald Reagan and Bill Clinton delivered speeches early on in their first mandates. Reagan came back for an encore at a crucial time in the negotiations that led to the initial free-trade agreement (FTA) between Canada and the United States.

By comparison, Obama won’t be around to turn into reality the tripartite agreements concluded by Canada, Mexico and the United States on Wednesday.

To be fair, for all the glitter that attends such presidential visits to Canada, it is a rare one that has lasting geopolitical impact on the rest of the planet or, for that matter, the national scene.

In my time, I can mostly think of only one.The 1985 Shamrock Summit — so dubbed because it brought together

two leaders of Irish descent, Reagan and Brian Mulroney – led to the creation of what is today the North American free trade zone.

But that meeting took place at a time when trade between the United States and Canada was at the heart of the conversation and not yet linked with domestic security and terrorism issues.

Obama was the first U.S. president to speak to Parliament since 9/11 and also the first in more than 20 years – the longest hiatus by far between presidential addresses. Over that period, Canada has become a smaller dot on the White House radar and possibly never smaller than over Obama’s tenure.

Stephen Harper has been taking flak for that and some of it is deserved. His government went out of its way to make its displeasure over

Obama’s decision to block the Keystone pipeline known to those associated with his administration – starting with the American diplomats who toil in the federal capital.

There is some amount of payback in the presidential affection Justin Trudeau has been showered with since he became prime minister.

But it would be premature to confuse the whims of an outgoing president with a guarantee of a more productive Canada-U.S. relationship going forward.

The decline in the already modest Canadian influence in Washington is at least partly structural in nature. And the relationship could become rockier even if Donald Trump does not win the presidency next November. Take free trade, the joint adventure Mulroney and Reagan set Canada and the U.S. on three decades ago and that has since come to include Mexico.

For the first time since the initial FTA’s inception, it is treated as a liability by both of the presumptive nominees in the American presidential election.

The Democrats have long had a love-hate relationship with free trade arrangements. Obama mused about renegotiating NAFTA when he was first campaigning for the presidency.

But this week, Donald Trump broke with pro-trade Republican history with an ad hominem denunciation not only of the North American free trade arrangements but also of the deal agreed to in principle last fall by the 12 countries of the Pacific zone.

Trump called the yet-to-be-ratified Trans-Pacific Partnership “a rape” of the United States. Hillary Clinton has also sided against Obama’s parting trade deal.

The latter did not prevent the outgoing president from giving his last North American leaders’ summit the flavour of a day in the life of an adversarial U.S. presidential campaign. Trump was never named but he was in the subtext of a good many of the public exchanges. That Obama

used his podium to take on some of Trump’s rhetoric while his Canadian and Mexican partners looked on benignly speaks to unusual nature of the campaign for his succession.

The U.S.’s next-door neighbours normally steer as clear as possible of American presidential politics as do visiting presidents who are to soon retire.

A word in closing on the counter-Brexit message this week’s summit is deemed to have sent to the rest of the world. Before getting carried away by that assertion, consider that none of the so-called Three Amigos would contemplate signing up for a fraction of the political integration involved in being part of the European Union.

policy - generated a few comments online Whe it was published June 30. Here are some of them:

Clayton George wrote: If they were set up for safety over revenue they’d be bored. I just passed two set up on the south side of town, one in the infamous Cardiff Road spot and the other on the straight between the car wash and the train tracks.

Ryan Denke wrote: For profit law enforcement is always a dirty business. End the corruption - and the scam - now!

Jim Smith wrote: You get what you pay for. In this case Morinville pays nothing. The contractor makes money based on the number of tickets issued. From those proceeds, they are expected to pay for staff, equipment, fuel, mail violations out, etc. This isn’t a charity. The only other option is for Morinville to run the program themselves, likely at a deficit if they instruct photo radar to sit in areas where there are no speeding violations. Pretty simple actually.

Susan Ann Weston wrote: It is a cash cow not only for the RCMP, but also the contractor gets a bigger piece of the pie. It’s unfortunate that the program can’t run legitimately. The contractor is a business, and

this business’s goal is to make money, and the more tickets it issues the bigger pay they receive. The RCMP needs funds to assist in the costs of operating, as the feds and province do not provide sufficient funding to operate police/detachments and clearly does not provide the funding to hire additional constables, and to purchase the equipment each officer needs to safely do their fob. In my opinion, if it is the Town that has the responsibility for the cash cow, I question why this function is contracted out. The town has bylaw staff that can take over the cash cow, and at least the undos will remain if not solely in Morinville, but Alberta. Why are our funds crediting a company that is not owned by an Albertan.

Our Page 10 story - Responsible Pet Ownership Bylaw delayed again - had one reader wondering if the whole thing wasn’t a bit of a cluster cluck:

Sina Fau wrote: A couple month ago we sent letters to David Schaefer about the chicken - we are asking for chickens for the last four or five years. We included regulations that should be taken in the bylaw. There was everything from chicken coop size, amount of birds, cleaning, what to do when chickens [are] sick, keeping off predators, what to do with waste and everything else that a chicken owner should follow. Where is all that? I made so much research and included regulations that have to be followed in other communities and we also included lots of other things to keep Morinville still a nice community with those chickens. This would have helped to present in the meetings.

Our June 29 story - Morinville girl to cut hair in support of fellow student - had residents singing the praises of s even-and-a-half-year-old Talia Segreto:

JD Goodrich wrote: Way to go, Talia!

Nina Brochu McLaughlin wrote: Such an amazing little girl!

Joe Gosselin wrote: There is a lot that little people can teach us big people. You go, girl!

Toni DeGregorio Mollan wrote: What an amazing little girl. Way to go, Talia!

Council unanimously approves new public

middle school siteby Tristan TurnerMorinville News Correspondent

“We have a school site.” The final words from Mayor Holmes after resolving months of uncertainty on the future of public schooling in Morinville. The declaration followed unanimous votes on three bylaws that allow for a new school site to go ahead that is supported by the Province, School Board and Town.

The new public middle school will be located in a residential area with claimed adequate access to parking and growth for the school. The new site is at the south-east corner of town, between East Boundary Road and Grandin Drive. The area of town, Grandin Heights, will see a major development of residential properties in the indeterminate future.

The location was made possible by the donation of land by the landowner and developer TAG Developments, with EDS Environmental Design employee Dr. John Buchko being responsible for working with the Town to negotiate these changes to their Area Structure Plan.

Buchko said there would not be a problem of getting adequate servicing so the school could be built before the rest of the development, as it is already adjacent to currently serviced lots.

Before the June 28 motions were passed, they were subject to a public hearing to which any resident could bring up concerns or support. The only presenters were Bushko overviewing the project, as well as Simon Boersma, President of the Morinville Chamber of Commerce.

Bushko presented about the broader changes in the project besides the school, explaining that this suburban residential neighbourhood would feature sidewalks separated from the roadway by landscaping, behind lot walking trails, and space for community gardens and other amenities.

Boersma, who is also the co-owner of manufactured home company Pleasant Homes, brought forward concerns about the removal of a manufactured home park that was originally in the ASP. Town Administration and Bushko both commented that the park was removed in favour of more traditional houses and multifamily units in response to market demands.

After the public hearing, Council swiftly and unanimously passed second and third reading of multiple motions that are necessary to move forward with the new school site location for Sturgeon School Division’s middle.

Sturgeon School Division Trustee Misty Featherly and a few parents were on hand for the hearing and subsequent readings.

There was a round of congratulations from Mayor and Council to Town administration on working to get this project pushed forward on tight timelines. Councilor Putnam commented, “I wanted to thank you [Greg Hoffman, Director of Planning and Development] for the work you have put into this huge project.”

As for when the school will be completed, that is now a matter for Alberta Infrastructure and Alberta Education to work out. As always, we will keep our readers informed of any updates to the projects timelines.

Breaking the rules

Primeau student Kevin Hessell was one of many to pay $2 for the Break the Rules/Build a School fundraiser held last week at the school. Hessell said his pass allowed him to break a rule every day. Broken rules through the week included having a Kapow pop in class, allowing electronic devices at lunch, wearing hats all day, hanging out in the hall-way, and wearing PJs on Friday.

The school goal is to raise $10,000 to-wards the Pope Francis Elementary School building in the Philippines, a project in part-nership with Development and Peace. The GSACRD goal is to raise $200,000.

Council fumes about photo radar - delays passing policyby Tristan TurnerMorinville News Correspondent

In another round of disgruntled comments, Council has decided to defer a decision on changes to photo enforcement in Morinville following escalating concerns over the recent massive spike in photo enforcement issued tickets in the last quarter.

The motion to differ was presented by Councillor Stephen Dafoe on the basis that he felt Council should see if Administration’s procedures for operating photo enforcement had the teeth Council is looking for to put some checks and balances into how the program is run in Town.

Council, having given considerable direction to Administration expects to see the proposed procedural changes in the fall, so they felt the policy itself should wait for final approval until the operational procedures come forward. Following receiving these, and tweaks incorporated from council input throughout their term, the policy will be coming back for a vote in the Fall.

Dafoe himself has been an outspoken critic of how the program currently operates. He has publicly made available a document that he compiled, explaining the issue from Council’s perspective, what has been done until this point, and alternatives in policy that Director of Corporate Operations David Schaffer has said may in some form make it into the upcoming procedures.

Dafoe was not alone in offering criticism. Councillor Nicole Boutestein felt that it was

important to make sure all of Council’s concerns about the program were incorporated and voted

for the deferral in the hopes of that happening.“It [Photo Enforcement policy] wasn’t ready

the first time we passed it two years ago," she said. "So, this time, we have to get it right.”

Mayor Lisa Holmes took issue with the operators themselves.

“We make our photo radar officers peace officers, so they are acting on behalf of the Town of Morinville, and if we had an employee that acted and got as many complaints and issues as [them], it’s embarrassing to watch videos of them being chased by tractors and it's just constant!" Holmes said. "The level of professionalism does not seem to be there, and that's why I feel like if this was an employee, we would be dealing with this in a different way. They are a private contractor, and they need to be listening to what we want, and finally I feel like we’re slowly getting there, and if we have to wait three and a half more months that's fine, as long as at the end of this we are getting closer and not just sitting here.”

At one point, in heated discussion, Mayor Holmes commented, “We need to finally stand up and say [in the policy], this is where you are going to operate, not sit at Cardiff Road, with out of 40 hours a week 39 and a half spent at [high ticket areas]. So we need to find a way to do that, and if that doesn’t happen, I’m seriously going to make a motion that we suspend the program until we get the procedures back.”

While the program was not suspended, tensions are high from Council in wanting to rework the operation of the photo enforcement program in Morinville to spend less time in high volume ticket areas, among other changes geared towards tailoring the program towards public safety instead of revenue.

“In the next quarterly report, after this policy procedure has been adopted, if we see the same things happening, then I’m not going to be satisfied for what we’re asking for here," said Councillor Gord Putnam. "So if that happens and it’s just been us talking about it and we see the same amount of tickets in the same places, and not in the necessary places, then we’ll have a problem. I think it now is clear what we want as a council.”

The policy will return to council in the fall when the operational procedures are completed by Administration.

Council briefsby Tristan TurnerMorinville News Correspondent

Council’s final meeting for June was packed with bylaws and policies. Below is a recap of what was presented and decided.

Fitzgerald named Deputy Mayor

Following a brief ceremony and official oaths, Councillor Brennan Fitzgerald has been named the youngest Deputy Mayor in Morinville and Alberta’s history Tuesday night. Deputy Mayor Fitzgerald is the 5th member of Council to have the honour, as the position is rotated among members of Council in eight-month terms.

The role is mostly ceremonial and infers relatively few powers, but it does offer the ability to chair meetings in the Mayor’s absence or when the Mayor cannot assume the role as chair. Further, the Deputy Mayor can be

delegated the responsibility of attending certain meetings and performing tasks when the Mayor cannot.

Following handshakes with all members of Council, Morinville’s new Deputy Mayor immediately assumed his role.

Council passes half of agenda in one unanimous omnibus vote without debate

Council has passed a slew of motions at once without debate as it, for the first time in its term, utilized a consent agenda to pass more than half of their items in the evening without discussion or debate. The motion

came at the beginning of Council’s final meeting before their summer recess, with a jam-packed agenda.

The motion was passed by a unanimous vote, meaning each item was agreed to be passed or accepted for information, unanimously.

Here is a list of the items passed in the omnibus vote:

• CAO’s Report• Land Use Bylaw 13/2016 First Reading • New CAO Bylaw First Reading• Community Grant intakes as recommended by Administration.• External Auditor Hawkings Epp Dumont contract extension• Strategic plan update• Cancelling July 19th Committee of the Whole meeting and scheduling a July 12th meeting.• Allowing all members of Council a pass to be absent from all Council meetings from June 29th to Aug. 30.

No discussion or debate was had on the motion to pass the massive motion and Councillors had an opportunity to pull out any items from the list before the motion went ahead. Deputy Mayor Brennan Fitzgerald requested the removal of an update on the Town’s park improvement project, and the renewal of Waste Management Service contract, both of which were considered and debated separately.

Town passes First Reading of Bylaw that could see former Anglican Church replaced with liquor store

Following a unanimous decision, as passed in a large consent agenda, Council has passed First Reading of a new land use bylaw that would allow for the replacement of the now demolished former Anglican Church at the corner of 107 Street and 100 Avenue with commercial business.

The motion passed without debate and only had a report attached that was not presented by Administration at the meeting due to it being passed without discussion. The report included the acknowledgement that a corner of the lot the site is currently on will need to be appropriated to accommodate a roundabout at that major intersection. Beyond that, the report made it clear that this new site could accommodate any number of typical retail businesses, and that the zoning applied to the area assumes that any variety of retail businesses, including a liquor store or gas station which are specifically mentioned, could be placed on the lot.

The bylaw will be reviewed for Second and potentially Third Reading at a future meeting of Council.

Council receives report on new roundabout at 100 Avenue and 107 Street

Council has received a lengthy report from Administration on a new major road project in Morinville’s core; a new roundabout at the intersection of 100 Avenue and 107 Street (next to Morinville’s Shell).

The report was not given and commented on by Council; however, as it was passed unanimously without comment in that evening's exhaustive consent agenda.

The project has been public for years now - and has caused some controversy since its announcement - but the final design steps are being taken in what could be a significant infrastructure piece in preparing for Morinville’s continued growth.

Residents can read the entire lengthy report about impact, design and proposed implementation of the project in Council’s June 28th agenda package on the Town’s website.

Council approves $1730.70 in round of community grant intakes

Following a unanimous decision, Council accepted as information a report that indicates $1730.70 worth of new community grants that paid out to two community initiatives.

First was a community grant budget allocation of $552.10 to help fund a community member’s participation in the Canadian U21 Men’s Canoe Polo championship event. The request was for $2,000, but following in line with previous decisions in supporting similar events, Administration granted only a quarter of what was sought from the Town.

Next was a $1178.60 FCSS grant to the Morinville Tiny Tots to help contribute to a $5893 bill to replace a window that could lead to significant water damage if not fixed. The original request was for more than double what was offered by Administration, $2,500.

The motions were not debated at all as they were passed as part of that evening's larger omnibus consent agenda.

Waste Management

Town Council has decided to temporarily renew the current contract with their current provider for up to a maximum of two years while Town Administration works on getting information together on how the agreement can be changed more permanently.

Following this agreement the program would go out to a Request for Proposal (RFP) or the program could be operated in-house, depending on Council direction.

Auditor of Town’s books gets extension on contract

The Town’s financial auditor Hawkings Epp Dumont has secured another lucrative contract extension with the Town following a unanimous decision was to extend their role as auditor for another three years.

A debate was held during previous discussions on renewing them in the past about whether or not relying on one auditor's services for too long could have an impact on auditing results. This time around Council unanimously approved the three-year extension without debate as part of their larger consent agenda that evening.

Council adjourns for summer recess

Council has held their last meeting until July 12th, and then again until August 30th. This is the first time in this council term that any meeting has been scheduled during their regular summer recess, which came as a decision to hold a midsummer check in on Town operations.

Town to survey state of homelessness in Morinville following motion from Deputy Mayor Fitzgerald

Following a unanimous motion, the Town will begin a preliminary study into the status of homelessness in Morinville. The motion came from new Deputy Mayor Brennan Fitzgerald, who commented that following meeting a homeless person in Town recently, he was inspired to pursue a Town homelessness strategy.

This initial study will be done without any budget expense, and will rely on communicating with school, community services, police and the library to get contacts for information about homeless citizens in Town. This report is to be brought back to Council’s Aug. 30 meeting.

Following the report, a new project may come forward as part of the 2017 budget process to commission a full study on homelessness in Morinville.

Next Meeting Of Morinville Town Council Will Be Held July 12, 2016

Responsible Pet Ownership Bylaw

delayed againSecond reading rescinded, and on-leash requirement back in

by Tristan TurnerMorinville News Correspondent

In a unanimous decision, Council has rescinded Second Reading of the Responsible Pet Ownership Bylaw. The new legislation was intended to make significant changes to pet registration and enforcement in Morinville, including allowing the registering of nearly any safe animal, including chickens, pigs, goats or other less common animal companions, among other changes.

The law has already been subject to delays and significant amendments.

In the previous reading of the Bylaw, Council passed amendments to clarify/correct language, removing a dog ‘on-leash’ requirement, creating ‘on-leash’ required areas of Town, and reducing the cost of registering animals who have been spayed/neutered and microchipped or tattooed.

These changes, however, were not adequate to move on to a passage of Third Reading for Council.

Mayor Holmes had concerns about the state of the document being unclean and unfinished as it entered Third Reading, commenting: “I don’t think this can go any further. I cannot accept a Third Reading when it looks like this. In this case, I think it has to be completely rewritten, clean so that we can see exactly what is in here that you want us to put forward, and then once we get that, we can actually make the amendments to get

the changes.”On another note, in a surprising motion, Councillor Rob Ladouceur, who

previously supported removing the o- leash requirement for dogs from the Bylaw, made a motion to reintroduce an on-leash requirement in the Bylaw following “many comments from the community.” The motion passed unanimously.

Councillor Stephen Dafoe once again advocated for an appendix that specifically outlines the requirements that will be levied on owners applying for unique animal registration, with a particular focus on what will be required of applicants. This appendix will include required regulation on enclosure/coup size, number of birds, care and other provisions.

“I’m hoping to have a conversation and debate [about unique animal ownership], but I need to know what the parameters are," Dafoe said. "I’m

asked to pass a Bylaw when I don't know how big a coup is going to be and so on. I really need to see all of those specifics in [to be able to debate the idea.].”

Following a night of sighs and comments from Community Peace Officer Sergeant William Norton, who has been working on this project since its conception, Councillor Barry Turner commented that Norton should get “a nice shiny new badge for surviving everything Council has put him through.”

Many amendments, changes, and redone changes have been made to the legislation to date, and more will

potentially come before the final passage of Third Reading in August. Another more basic unanimous motion directed action on cleaning up

the document, with definition and grammatical revisions.Council unanimously approved rescinding Second Reading and deferred

the matter to Aug. 30 to give Administration more time to work on Council’s requests.

Morinville Public Library opening on Mondays

for July and Augustsubmitted by Morinville Public Library

The Morinville Public Library Board is pleased to announce the library will now be open seven-days-a-week over the next two months, thanks to a $4,500 grant awarded by the Town of Morinville Council (effective July 4).

Since January 2016, the Morinville Public Library (MPL) has been closed on Mondays due to insufficient funding. The grant awarded to MPL will cover the costs associated with operating on Mondays for the months of July and August.

“This is fantastic news,” said Library Board Chair, Amy Guenette. “We’re so happy there will be a place for residents, especially kids, to go in Town—any day of the week—to enjoy programming, take out books and movies, or just to come spend time in a community space.”

Morinville’s Council voted unanimously to support a motion made by Councillor Stephen Dafoe on June 14 to grant the one-time payment to MPL so it could specifically be used to open on Mondays.

“We’re really very happy to be able to open on Mondays for the summer,” remarked MPL’s Assistant Manager Cheryl Pasechnik. “The library is a hub in the community and making it available to people through the entire week is something we’ve heard from our patrons is really important to them.”

Morinville Public Libary Summer Hours are:

• Monday to Thursday: 10 a.m. to 8 p.m.• Fridays: 10 a.m. to 6 p.m.• Saturdays: 10 a.m. to 4 p.m.• Sundays: 12 p.m. to 4 p.m.• Holidays: CLOSED

The last day of MPL’s summer hours is: August 31, 2016.
