INTRODUCTION

The Government of Gujarat (GoG) and Gujarat Power Corporation Ltd (GPCL) are developing

all necessary infrastructure for a 500 MW solar park at Charanka Village, Patan District, Gujarat,

with the intention to encourage private developers to build solar generating capacity on a number

of individual plots of land. The onsite and offsite power transmission system associated with the

solar park is funded by ADB (thereafter referred to as the Gujarat Solar Power Transmission

Project or the Project).

The Project aims to support the development of long-term sustainable energy sources in a cost-

effective manner in India. The Project’s outcome is the successful development and operation of

a transmission link to evacuate power from the Solar Park at Charanka to the Gujarat

transmission grid. The proposed Project has been envisaged in consultation with GOI and other

beneficiary constituents for the reliable evacuation of the 500 MW generated at the solar park

from a 66/220/400 kV substation at Charanka, via two dedicated 220 kV and 400kV lines to the

existing 220 kV substation at Jangral and the 400 kV Sankhari substation. The two transmission

lines will be double circuit and have been routed differently in order to maintain adequate system

reliability.

In addition, as per Government of Gujarat Solar Power Policy, 2009 dated 06.01.2009, GETCO

has to construct the transmission system for evacuation of solar power from the switchyards of

each solar power generation plants. The Solar Park of 500 MW has been proposed with a mix of

Photovoltaic (PV) with a range of 5 MW to 25 MW and Concentrated Solar Power (CSP) with a

range of 25 MW to 50 MW. The power generated from PVs and CSPs will be evacuated at 66

kV level to the electrical pooling substation in the Solar Park through underground cables in

order to avoid shadow of transmission towers and conductors on Solar panels.

GETCO, State Transmission Utility (STU) and deemed licensee to operate in the State of

Gujarat, will be the executing agency (EA) and the implementing agency (IA) for the Solar

Power Transmission Project. GETCO will also be responsible for supervising project

implementation and monitoring of transmission project operational performance.

Gujarat Electricity Regulatory Commission (GERC) issued tariff order on 29 January 2010

(Order No. 2 of 2010) for procurement of power by distribution licensees and others from solar

energy projects in the State of Gujarat. The approved tariff is applicable to solar power projects

commissioned during the Control Period of two years ending on 28 January 2012. It was a

critical situation for GETCO to complete evacuation system of Charanka Solar Park before end

of the control period so that solar power producers can avail tariff approved by GERC. To

comply time bound target, GETCO executed portion of 14.52 Km of 220 KV transmission line

from Charanka to Jangral by its own fund and created a temporary evacuation system for

charanks solar park. Subsequently, ADB funded 220 KV transmission line is reduced to 96.13

Km. As the whole transmission line was funded ADB, hence ADB has insisted to perform a due

diligence of 14.52 Km portion of 220 KV transmission line, which was submitted on 28.07.2015

for ADB approval.

Based on detail survey before execution of 220 KV & 400 KV transmission lines, the alignment

is changed considering most appropriate route. Considering the same, updates and finalization of

Initial Environmental Examination (IEE), Environment Management Plan (EMP) &

Resettlement Plan (RP) are required under loan agreement for the project due to change in

alignment.

Due diligence of 14.52 Km portion of 220 KV transmission line along with update Initial

Environmental Examination (IEE), Environment Management Plan (EMP) & Resettlement Plan

(RP) for the portion of new alignment was submitted on 28.07.2015 for ADB approval.

1. Project Description

The Gujarat Solar Power Transmission Project will assist the Government of India (GoI) and

Government of Gujarat (GoG) to develop least-cost project implementation through various

physical outputs by 2014 such as:

(i) 400/220/66 kV substations at Charanka and Sankhari and 2 Nos 220 KV feeder bays at

Jangral S/S,

(ii) Supply & erection of 400/220 kV 315 MVA transformers, 400 kV Bus reactors and 220/66

kV 100 MVA transformers for Substations,

(iii) About 99.62 kms of 400 kV double circuit transmission line from the solar park to

Sankhari,

(iv) About 96.13 kms of 220 kV double circuit transmission line from the solar park to Jangral,

(v) Supply of 66 kV underground cables of about 140 kms for Charanka Park.

The project is estimated to cost US$ 130 Million (without IDCs and contingencies) with the

ADB share at $80 million. The erection/commissioning of all these facilities are to be

implemented by Gujarat Energy Transmission Corporation Limited (GETCO). GETCO, along

with GoG, will be the Executing Agency (EA) for the transmission and power evacuation

component. GETCO will be responsible for supervising project implementation and monitoring

of project operational performance. GETCO will establish a Project Management Unit (PMU)

headed by a Project Director to be responsible for day-to-day implementation of the Project.

GETCO is responsible for undertaking the Project in accordance with the Initial Environmental

Examination (IEE) and implementing the Resettlement Plan (RP) in accordance with ADBs

Safeguard Policy Statement 2009. The Project Management Unit (PMU) is responsible for

coordinating and implementing all social and environmental activities. The PMU has a

designated officer for Right of Way (ROW) clearances including environmental, social and

safety issues.

This bi-annual Safeguards Monitoring Report (SMR) is prepared by GETCO as is required as per

loan covenants under Schedule 5. GETCO will disclose the relevant information from this report

promptly to affected persons and ADB will disclose the document on its website as per its

Communication Policy (2011).

2. Compliance status with statutory environmental and social requirements

The sub-projects under this program should comply with the requirements of the following Acts, Rules, Notifications, Standards and

Policies of GoI, National / State / Local level statutory requirements:

Land for Charanka substation is owned by Gujarat Power Corporation Ltd and provided on 07-05-2011 for construction of 400/220/66 kV substations for evacuation of power generated from Charanka Solar project. Land for Sankhari substation is provided by Govt. of Gujarat on 04-11-2011 for construction of 400/220/66 kV substations to facilitate power evacuation from Charanka Solar project. Jangral Substation is existing substation, where land acquisition is not required. Only 2 Nos. 220 KV feeder bays need to be constructed.

As the land is provided by GoG, hence there is no land acquisition and resettlement. Approval from Chief Electrical Inspector (CEI) will be taken at the time of commissioning of substation.

Supply & erection of 400/220 kV 315 MVA transformers, 400 kV Bus reactors and 220/66 kV 100 MVA transformers for Substations,

For charging of Transformer, approval of Chief Electrical Inspector (CEI) is required.

Approval from Chief Electrical Inspector (CEI) will be taken at the time of commissioning/ Charging the Transformer.

About 99.62 kms of 400 kV double circuit transmission line from the solar park to Sankhari,

Most feasible route selection considering all environmental & Social parameters, availability of logistics support during construction, operation and maintenance of transmission lines and specific geographical condition to construct the lines, relevant topographic maps and walkover surveys, etc. The angle points taken are minimum and only as per requirement.

400 KV transmission line:

400 KV transmission line package is awarded to M/s Gammon India Ltd. Date of commencement of 400 KV transmissions Line is 09.10.2013. Forest approval is obtained and submitted to ADB on 04.09.2015. In monitoring period i.e. from 1st Nov 2014 to 30th April 2015, 41 Nos. of tower foundations, 53 Nos. of tower erection and 15.485 route Km. of tower stringing have been completed.

Railway, Forest & Road clearances is required accordingly.

220 KV transmission line:

Contract for 220 kV double circuit lines package has been awarded to M/s L&T Ltd. In monitoring period i.e. from 1st Nov 2014 to 30th April 2015, 18 Nos. of tower foundations, 32 Nos. of tower erection and 36.750 route Km. of tower stringing have been completed. (Cumulative- 302 Nos. of tower foundations and 302 Nos. of tower erection and 93.710 route Km. of tower stringing have been completed).

About 96.13 kms of 220 kV double circuit transmission line from the solar park to Jangral,

3. Compliance status with the environmental and social loan covenants

For Substations purpose, Only Government waste lands have been considered, which does not involve any acquisition of private/ agriculture land. Hence, there is no land acquisition or involuntary resettlement. For Transmission Line purpose, the route alignment passes through shrub lands, cultivated and abandoned fields. No land acquisition is required for placing transmission towers. After placing transmission towers, land is given back to land owners. Hence there is no Land acquisition or resettlement involved in the project. However, for tree clearance/crop compensation/way leave etc, a provision of Rs 5,00,000 per kms has been provided in bidding documents of Tower package and bids were invited under ICB. The same would be paid to the affected farmers towards loss in agricultural production as per assessment of local Revenue officer in line with provision laid down in Point No. 5 & 6 of Clause No. 68 of The Electricity Act, 2003. * GETCO / Contractor will ensure all measures and requirements of original and updated IEE, EMP & RP at the time of execution of project.

tower erection and 36.750 route Km. of tower

stringing have been completed.

GETCO executed portion of 14.52 Km of 220 KV

transmission line from Charanka to Jangral by its

own fund and created a temporary evacuation system

for charanks solar park. Subsequently, ADB funded

220 KV transmission line is reduced to 96.13 Km.

Due diligence report for mentioned 14.52 Km portion

of 220 KV transmission line was submitted on

28.07.2015 for ADB approval.
