1 Brief Introduction
Asian Development Bank (ADB) loaned Lanzhou Sustainable Urban Transport
is the first municipal project funded by ADB in Lanzhou. The Loan and Project
Agreements were signed on 30 March 2010, and became effective on 14 July 2010.
June 2012, ADB approved an extension of the loan closing date by 1 year to 30 June
2016; and in June 2016, ADB approved further extension of the loan closing date to
December 2017.
The project consists of four outputs: (i) construction and reconstruction of 33.8 km of
urban roads including BRT facilities and NMT lanes; (ii) advanced traffic management;
(iii) an advanced environmental monitoring system, including air quality sensors; and
(iv) capacity building. All the LAR are induced by the civil works for road construction,
so the monitoring and evaluation reports focus on the output 1, urban roads
construction including BRT facilities and NMT lanes.
Original scope of the Project covers (i) construction of 12 roads with a total length of
22km, (ii) improvement of 7 roads with a total length of 11km, (iii) construction of the
underground comprehensive pipe trench with a total length of nearly 16km, (iv)
construction of a Bus Rapid Transit BRT corridor with a total length of 13km, which
starts from Renshoushan Park in Anning District and ends at Lanzhou West Railway
Station, (v) the construction of dedicated public transport lane.
As of 31 December 2016, among the 19 roads construction which comprised of the
Output1, 7 reconstructed roads and 7 new roads are completed, 3 new roads (511#,
516#, 530#) are under construction, 2 new roads (510#, 574#) are cancelled from the
Project. Due to project delays, ADB, EA, IA and the PMO agreed to change the civil
work packages. Therefore, some section of 511#, 530#, 580#(south) are cancelled
from ADB’s scope of project financing, 516# refers to design change and BRT
corridors realignment. The BRT corridors and 4 new stops will follow road 516#,
Mogao Avenue, road 502#, which will not incur any LAR impacts. Although the road
sections are cancelled from the scope of ADB financing, it is still within the project
scope and hence will be monitored and reported in the reports. Schedules for the
commenced land acquisition, house demolition and construction for roads and
resettlement progress are shown in
Table 1-1.
In Figure 2, the blue lines mean the reconstructed roads, the green lines mean the
completed sections of the new constructed road, and the other colored lines mean the
unfinished or cancelled section of the new construction road. The detailed layout of
the roads is in
Figure 1, Figure 2.

2 Overview of external monitoring
The independent external monitoring and evaluation (M&E) on the resettlement of the Project is taken over by Lanzhou Western Investment Co., Ltd. This external M&E report confines to the Output 1, covers the institutional arrangements, progress of resettlement implementation, APs interviews, public participation, grievance redress, etc. The time limit of this round of M&E is December 31, 2016.
3 Monitoring Period
The external monitoring and evaluation agency submitted 1 report annually from 2010
to 2014 (Issue 1 to Issue 5), 2 reports for 2015 (Issue 6 and Issue 7), and 2 reports for
2016 (Issue 8 and Issue 9). The current report (Issue 9) is covered the monitoring
period from July to December, 2016.
4 Monitoring Findings
In this monitoring period, there is no significant achievements in the LAR including land acquisition, house demolition or agreement signature. Only the negotiations between the PMO and the APs are ongoing. Investigation on the sampling APs was conducted by the external M&E agency for feedback on their satisfaction, compensation, livelihood restoration, public participation, grievance redress, etc.
4.1 LAR and Civil Works Progress
a) Road 511-Compared to the last monitoring period, only partial wall of Lanzhou
Sanzhong Industrial and Technology Co. Ltd was demolished in October 2016.
The demolition didn’t impact the production of the company. All the LAR for the
road is completed including the road construction, but for the 100m road without
underground pipeline and pavement..

b) Road 516-There is no land acquisition or demolition in 2016. For the affected
enterprises, the PMO collaborated with the provincial government to negotiate
the relocation terms with Gansu Disable Solider Sanatorium and the family
dormitory; the other enterprises accepted the fact that it’s necessary to demolish
the building for road construction and looking for the relocation sites now. Usually,
the enterprises must find some candidate relocation sites in advance, and then
they can focus on the compensation negotiation, especially the terms on
transition cost which is related to the relocation site, and require the specific help
from the PMO and local government if need. As to Lanhai Yeast Powder Plant,
the owner agreed and received the compensation in October 2016, and promised

to vacate the building once they receive the demolition notice from the PMO. But
the structure have been rented to the Lanzhou Beichen Education Institution
since 2012. The education institution provides remedial courses for the artistic
candidates who prepare for the college entrance exam held on 31 May. For the
affected residential household, the resettlement implementing agency publicized
the policy and negotiates with the APs occasionally. The Aningpu Resettlement
Site will complete and welcome the residents before June 2017 and the APs in
Majiazhuang are willing to move in the resettlement apartments directly to avoid
transition. The progress of residential house demolition will not impact the civil
work of road construction. As of December 31, 2016, road 516 finished 700m
construction in the west section (Road 530 to Zhongbang Ave).

c) Road 530-The road construction only incurs residential house demolition in
Anningpu Sub-district and the APs hold the same attitudes with those APs in
Road 516. The other important issue is that there’re 3 oil pipes relocation must be
completed prior to the north section of road construction. The relocation of oil pipe
commenced on 6 October 2016, and is estimated to end in May 2017. The south
section of road 530 (Beibinhe W Road to Road 516) finished before 2015 and will
conduct labelling and greening after the north section is completed in December
2017.

d) Road 580-With the rapid development of Anning District, the planned demolition
quantity in Kongjia’ai increased and the difficulty in LAR led to the cancellation of
south section (Beibinhe W Road to Jianning E Road) of road 580. The other
section (Jianing E Road to Road 511) of road 580 got completed in December
2016 and is incorporated in the municipal road network.

4.2 Resettlement sites
The Anningpu Resettlement Site owned by Anningpu Sub-district Government, is
designed to construct 1.09 million m2 building to relocate the APs induced by any
construction project in Anningpu. The site construction is divided into 2 stages by the
Zhongbang Ave, the first stage (east part) and the second stage (west part). The first
stage includes 8 buildings and expected to relocate 5779 persons of 1806 households
with a construction cost of 0.62 billion RMB. The layout and actual progress of the
resettlement site can be seen in Figure 9. The first stage of the resettlement site built
by Gansu No.7 Construction Group Co. Ltd was planned to implement from
November 2, 2011 to September 30, 2015. The APs induced by the ADB project will
move into 4 buildings (#1, #2, #5, #6) in the first stage resettlement site before June
2017. As of December 31, 2016, all the APs were allocated the units and got the keys
to decorate their apartments. Besides, the first stage incudes 24637 m2 commercial
shops to lease and is expected to bring dividend to the APs.

4.3 Public Participation
The external monitoring and evaluation agency interviewed the APs including the
persons in transition, those relocated, the residents nearby and the cadres in the
relevant government departments. All the interviewees express their support to the
road construction and the transportation facilities improvement which will bring long
term benefits to their living and work. Regards to the APs in transition or those who
have not yet signed the agreement, they are fully aware of the compensation policy
and received the notice from the officials in resettlement implementing agency timely.

They wish the Aningpu Resettlement Site speed up the construction and equipped
with plentiful public services. For the APs who have relocated in the resettlement sites,
they’re satisfied with the current living status, except the APs in Liujiapu Resettlement
Site consider to improve the quality of water supply and heat supply in the high floors.
The PMO have inquired the Liujiapu Sub-district government on the situation, and
explained that the shortage of pressurization equipment slowed down the water
supply and heat supply (hot water cycle in the radiator system) to the residents in the
high floors. The government will increase the pressurization equipment in the mid
2017.

In terms of the GRM, the PMO did not receive any complaints in 2016. Also, due to a
very limited progress in LAR and construction. It’s found that another mechanism of
grievance and redress is popular and convenient for the public, which is the bulletin
boards system (BBS) in the website of Lanzhou Municipality Government. For the
rapidly development of internet technology and facilities, the population of internet
users, such as smartphone users increased among the urban and rural area.
Therefore, a credibility BBS on public participation, which is operated by a high-level
government become an important and popular service for the governance. There are
2 topics on the LAR issues posted in the bulletin boards during 2016.

5 Conclusions and Suggestions
There is no obvious LAR progress in 2016 but some good facts state that the LAR and
civil work will make a great progress in 2017. These facts include the increased inputs
and efforts from the local government, the nearing completion of Anningpu
Resettlement Site that APs can move in soon, the nonstop negotiations with the
enterprises narrow the disagreement and so on. The change in engineering design,
slow land acquisition and demolition caused delays in the civil works and it’s found
that the impediment factors are from the non-residential entities while the residential
APs are willing to be relocated.
The resettlement policies have been implemented strictly and fairly. The
compensation rates are higher than that in RP and the implementation is in
accordance with the policy framework. Furthermore, the compensation disbursed to

the APs conformed to the agreements by bank card.
The livelihood of the APs is well restored. All the affected areas are in the core region
of Anning District with great population, more job opportunities and booming
economic activities. The APs can easily convert to the off-farm work from agriculture
with their willingness. Besides, the resettlement sites are located in advantage region
with great commercial potential, the APs can benefit from the distributed dividend
from the shop lease. The improved road network including BRT will facilitate the APs
and reduce the transport cost to working and living areas. The relocation apartments
are of a good quality compared to the houses that were demolished.
The PMO must cooperate with the traffic and construction bureaus to manage the
partially finished section of the road efficiently to avoid any potential risk to road users
and residents. For example, no more driving practice without admission in the partially
finished road because of the unskilled driving that may incur accidents.
