Employment Guarantee Act: The Basic Idea

The National Rural Employment Guarantee Act 2005 is a law whereby: (section 3) any adult who is willing to do unskilled manual work at the minimum wage is entitled to being employed on local public works within 15 days of applying.

Roles and Responsibilities- DoP• Divisional Nodal Officers to facilitate linking of

villages and attached habitations with the P.O. • Map the BOs under each SO • BPMs to accept applications for A/c opening and

forward S.O. on date of receipt itself • SPMs to open the accounts and issue Pass Books

in time.• Intimate account numbers to Project Officers for

incorporation in the NREGS records

• SPM will ensure crediting of wage-amounts of NREGS accounts and send intimation of credit to each of the BPMs concerned without waiting for the clearance of the cheque.

• Disburse the amount to all the wage earners within the prescribed time.

• The Divisional Nodal Officer to watch receipt of weekly / fortnightly wage lists and the cheques for the wage amount ensure immediate credit into the SB accounts.

Roles and Responsibilities- DoP

Payment of wages through Post Office What special arrangements to be made for conveyance

of cash for NREGS payments? Meticulous advance planning keeping in view the local

conditions and security aspects by Remitting cash in the cash bag on the same day or

through special carrier from HO (clearly indicating the mode of transport)

By authorizing the SPMs to draw sufficient cash from the nearest cash office (another SO)

Make above arrangements keeping in view the requirements of each SO & its BOs.

Consumer Price Index• MoU is signed by DoP , CSO & MOSPI for using

Postal Network for the collection of data on prices of consumer commodities in selected villages for the compilation of CPI.

• Role of DoP – – Survey & Identify shops & outlets in villages – Submit the data of shops & outlets identified to CSO– Collection of prices of consumer commodities every

month– Uploading the collected data to NIC.

STATISTICS TO BE COLLECTED TO ASSESS THE CPI

• To assess the CPI, a Market Survey is to be undertaken.• The forms prescribed for the market survey & CPI are

given below:

Form 1 : Identification of markets and details of

shops /outlets

Form 2 : Details of item specifications and prices

Form 3 : Details of items under Pre determined Survey

PROCEDURE TO BE FOLLOWED BY INDIA POST

• A list containing names of villages identified, pertaining to a postal circle, where the price index data have to be collected is informed.

a) After collection of data the filled in forms have to be brought to a nearby identified Sub/ Head Post Office. The details are to be uploaded through a web portal.

b) The post offices identified for the purpose of uploading the collected data from the village should be easily accessible from the village where data is collected.

RESPONSIBILITIES OF INDIA POST

• Perfect matching between Form 1 and Form 2 needs to be ensured i.e. items for which markets/ shops/ outlets have been selected in Form 1, item specifications, unit and observed quantity should be finalized for all such items in Form 2 and vice-versa.

• Complete coverage of items (village-wise) to be ensured as per consumption habits of the village population.

• Entries in block 1 of FORMS 1&2 i.e. identification particulars of village, should be correctly copied from the sample list.

• Unit and observed quantity should be as per purchasing habits of the village population.

• Specifications must be complete i.e. information must be recorded against all the mandatory heads pertaining to the selected items ‘others if any’. The optional specification head ‘others if any’ may be used to record any other characteristic of the selected item which may help for better identification of the item or it may contain local name of the item.

• For all the Seasonal items falling under vegetables/fruits/woolen clothing etc., which may not be available at the time of Market Survey, markets/shops and specifications etc., need to be finalized for all such items now itself.

• Only numeric information should be recorded under price column of FORM 2 i.e. 25.00 only and not Rs.25-00.

• Name of the popular Items consumed by villagers under ‘others’ category appearing in various sub groups like ‘other rice product’, ‘other wheat product’, ‘other milk products’ etc., should invariably be recorded otherwise it would be difficult to collect price data in respect of all such items in future.

• For items like biscuits/salted refreshments/ prepared sweets etc., item finalized/ variety of the item should be indicated under the head ‘others if any’ under specifications so as to clearly identify the items for future price collection.

• Where-ever education/medical services are provided free of cost for the population of the selected village, instead of leaving these items blank or indicating free, some private schools/clinics where villagers are going for education or taking treatment should be selected for pricing.

• All partially filled- in items are required to be updated for each village.

• If an item is not available/not consumed by the village population NA/NC may be recorded under remarks column.

Following points may be ensured before downloading the prices :

• Reasons for significant variation (more than 10%) in the prices are reported in remarks col. 9 in code(s).

• Previous two months prices are reported for the cases where the special code is other than ‘0’.

• Prices of common consumption items fixed for the selected village are invariably reported.

• Items for which prices reported as ‘NA’ need to be thoroughly checked.

• Ensure recording of special code and establishment/shop code for all the items for which current month prices have been collected.

New Pension Scheme• Nodal Office• DoP has established a Nodal Office that has

been registered with the CRA (Central Recordkeeping Agency) as POP. The Nodal Office is functioning from CEPT, PTC Mysore

• The Nodal Office gets the registration of POP_SPs (PO) done with the CRA & communicates the Registration No to the PO concerned.

Registration of POs as POP_SP• The post offices identified for carrying out NPS

transactions are called POP_SPs (Point of Presence _ Service Providers)

• POP_SPs have to be registered with the CRA (Central Recordkeeping Agency) – one time.

• A pre-requisite for the POP_SP registration is that the Postal Division concerned has to capture the mandatory details of the POP_SP in the ‘India Post Info Site’ (Link available under Quick Links on India Post Home Page). ‘NPS Details’ option under the menu ‘Post Office Related’ has to be used.

Registration of POP_SP• The Nodal Office communicates the POP_SP

details to the CRA & gets the registration number, which is communicated to the PO concerned.

• The PO has to enter the Registration No in the Meghdoot Point of Sale (Supervisor Option – ‘My Office’ menu --- ‘Environment’ option).

• One more number – FC Code also needs to be entered. (More details on Facilitation Centre will follow)
