MAIN PROBLEMS DURING THE PREPARATION OF THE APPLICATION DOCUMENTS

Regarding the preparation of the documents:- Update of the “Cost-Benefit Analysis” – with the recommendations of JASPERS:update of investments cost and recalculation of the e conomic indexes of the Project.- Specification of socio-economic benefits – with the recommendations of JASPERS: new values of parameters for calculation of benefit s.- Change in oil price and other costs during the last year.

Regarding the financing:- Insufficiency of the resources by OP ”Transport ”: high tender price; increase of the

labour expenses, materials and products for the perio d 2007-2008.Decision 1- Re-launch tender for selection of contractors in April - August 2008, resulting in a reduction of the cost by 42 mln. Euros ;

Decision 2: Аdditional resources amounting to 61 mln. Euros by Sofi a Municipalityfor the funding gap between the tender price and EC grant.

Loan by EIB amounting to 105 mln. Euros for next stages o f the Sofia Metro Extension.
