40 hours per week, Monday to Friday, 8:30 A.M. to 5:00 P.M.

STATEMENT OF DUTIES:

The Development Assistance Specialist (Development Finance) will seek to leverage development funding through effective engagement with the private sector on development transactions in USAID/India's priority sectors. S/he will coordinate closely with other donors, host governments and investment partners and will be responsible for identifying, developing and closing "deals" while integrating lasting developmental impacts through appropriate implementation, monitoring and evaluation. Broadly, the incumbent will be responsible for: i) providing Mission and Embassy staff with expert advice and guidance on engaging with the private capital community and designing strategies and projects that effectively leverage philanthropy and private capital; ii) leveraging the Development Finance (DF) investment network to build new partnerships and develop capital market transactions; and iii) being a leading voice on development finance issues and sharing knowledge, insights and best practice within USAID and the development finance communities. The position will be based in USAID/India's Center for Innovation and Partnership (CIP) and the incumbent will report to the CIP Office Director and/or his/her designee.

The incumbent's responsibilities include:

a. Private Sector Outreach The incumbent identifies potential alliance partners and develop relationships with private investors, businesses, corporations, foundations, NGOs, and other non-traditional development organizations through formal and informal outreach, personal contacts, and networking. S/he works to develop and implement strategies for effective outreach to private investors and other potential alliance partners. The aim is to: invest alongside development resources on key USAID goals and objectives by identifying potential alliance partners; develop relationships that may lead to future investments in key areas of priority to US AID/India; link the Mission

with relevant global and regional resource partners; and, develop relationships that may lead to future partnerships. The incumbent identifies relevant (financial) resources both within the Mission and the marketplace, and seeks ways in which they may be leveraged to address USAID goals and objectives. S/he conducts needs assessments in advance of targeting most potential partners. S/he may also opt for "targets of opportunity" to meet Mission goals and objectives through "cold calls," personal contact, and networking when circumstances warrant. The incumbent works to develop an understanding of the primary entities that shape the Indian development finance market, and to become knowledgeable about where financial resources are situated, and to provide strategic planning for launching new programs with alliances. S/he works with Mission staff, the private sector, the Commercial Section of the Embassy and/or US Consulate, local Chambers of Commerce, and others to adapt alliance strategies for current economic and commercial circumstances. S/he also identifies other donors/stakeholders in India or the region involved in or appropriate for alliance building with private companies that USAID may want to join or contribute to. Within CIP, the incumbent works to: create and manage tools that promote and share Indian alliance-building best practices; establish databases for tracking contacts to be shared with stakeholders across targeted sectors and/or regions within India; identify additional resources (brochures, presentations, websites) needed to promote alliance-building in India; and, link with other Indian and regional resources for building, managing, negotiating, and promoting investment to USAID development objectives.

b. Technical Assistance The incumbent, individually or as a member of the CIP Office, facilitates the technical aspects of building development finance opportunities, including: applying mapping tools to identify opportunities and to gauge risk; assisting with due diligence research on proposed partners; working with Regional Office of Acquisition and Assistance to facilitate formal agreement processes; assisting with the drafting of Memorandums of Understanding and other procurement issues; and, linking the assigned Technical Office, and the Mission, with development finance resources, such as through internet resources, and USAID/Washington. S/he facilitates information sharing and investment development between potential partners and technical offices. S/he provides consistent communications to Mission staff through regular reports, conferences/staff meetings, status updates on outreach efforts, etc., and seeks other methods to further development finance opportunities in India. The incumbent works with Mission Communications Specialists to document and publicize alliances and partnerships, including achievements and impact on development goals and objectives. S/he serves as conduit for information requests and expressions of interest of potential alliance partners that initiate contact with USAID/India.

c. Development Finance Monitoring and Evaluation and Reporting The incumbent works closely with the CIP team, assigned Office's monitoring and evaluation point of contact, and, the monitoring and evaluation (M&E) Team, to develop monitoring tools appropriate for application to current and future alliances, including assessment tools, key indicators, effective performance measures, and accurate program element measurements. S/he ensures that activities are appropriately documented through required reporting and regular updates given to USAID stakeholders and external development partners, including the annual and quarterly, reports, portfolio reviews, annual budget, congressional presentations, briefs, and talking points. Together, the CIP team creates and manages tools that recognize excellent private sector engagement efforts throughout the Mission and the region. The incumbent is expected to spend a minimum of 25% of their time in the field. During this time, s/he will visit

with current USAID Implementing Partners (IPs) associated with the Technical Office of assignment, and with the IPs of other Technical Offices as appropriate in order to save Temporary Duty funds, and to look for opportunities for forging partnerships and development finance opportunities between existing and potential partners. During field trips, the incumbent will coordinate his/her activities with the appropriate US Consulate Commercial Office for the region of travel, and if appropriate, visit the Office if located within a reasonable distance of the site destination. In addition to informing IPs and other stakeholders on USAID goals for alliance and partnership development, the incumbent is expected to work to improve US Consulate awareness of, and opinion regarding, such USAID activities in the region.

d. Training and Capacity Building As a member of the CIP, the incumbent works to increase the capacity ofUSAID/India staff, partners, and stakeholders to build and promote DF opportunities. This includes assisting in arranging for and/or presenting training for USAID staff and partners in the latest techniques for building and managing partnerships, customizing materials as appropriate for application to local training and outreach efforts, etc. The incumbent leads outreach efforts in the assigned Technical Office, providing guidance, assistance, and/or training to Contracting Officer's Representatives/Agreement Officer's Representatives (CORs/AORs) and other staff members on methods to engage and negotiate with the government and the private sector. The incumbent assists in relationship management (trouble-shooting) for new and for ongoing partnerships, provides up-to-date information and resources to the assigned Office on how to best establish strategic development finance opportunities in concert with the Corporate Social Responsibility community, to include an economic-based and/or for-profit, and therefore potentially more sustainable, strategy (i.e., from philanthropy to a core business strategy). As part of the CIP team, the incumbent distributes news relevant to alliance building on current events ( such as the financial crisis) to CORs/AORs and other USAID staff members, and to private-sector partners and other stakeholders. The incumbent works to continually sensitize USAID/India staff to increased investment-building activities and how best to manage them. As assigned, s/he will propose establishment of cross-sectoral Working Groups - either general in nature or targeted to a specific region or upon another cross-cutting circumstance.

AREA OF CONSIDERATION: The position is open to Cooperating Country Nationals, which means an individual who is an Indian citizen or a non-cooperating country citizen lawfully admitted for permanent residence in India.

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION: a. Education: Completion of a University Degree in a field relevant to development assistance and/or development finance, investment banking, private equity and/or consulting, such as Business Administration, Business Management, Public Administration, International Finance, International Law or another area of study appropriate to the assignment.

b. Experience: A minimum five years of progressively responsible professional-level experience in performing project design, program/project planning, and/or implementation work in the area of development finance, investment banking, private equity or consulting is required. At least two years of this experience must be in a developing country setting, and/or in planning, development, and implementation of programs for other donor organizations, or Indian public or private sector institutions.

c. Language Proficiency: Level IV (Fluency) of speaking, reading, writing in English and Hindi required.

d. Job Knowledge: The incumbent must have the knowledge of the major issues affecting development finance and partnership development as related to USAID programs, as they are implemented in all geographic regions in India, or the ability to quickly gain such knowledge, is required, including technical, social, and cultural aspects. A demonstrated knowledge of the concepts, principles, techniques, and practices of Government oflndia (GOI) policies and programs in the sector is required.

e. Skills and Abilities: An entrepreneurial, goal-oriented approach to assistance; proven ability to work independently with minimal supervision or guidance; strong interpersonal skills to establish and maintain strong contacts with counterparts both inside and outside ofUSAID and in order to explain USAID objectives and procedures as well as U.S. Government legislation relating to development assistance; operational and management skills, computer skills including ease and skill in using word processing programs, email, databases and spreadsheets; ability to conceptualize both strategically and programmatically; ability to work effectively with mid- and senior-level public and private sector officials from the GOI and IPs; ability to work effectively in a team environment, and coordinate well with others; ability to develop effective and collaborative manager-to-manager relationships with IPs; excellent writing skills in order to develop presentations, reports, etc.; diplomacy, tact, cultural sensitivity, and team participation skills in order to establish and maintain effective working relationships within the Technical Offices and within USAID/India, and with the Indian public and private sectors; excellent organizational skills and the ability to multi-task and stay organized in a complex, frequently changing environment; demonstrated advanced analytical skills and problem solving, as well as the ability to effectively manage stress and conflict, is required.

NOTES:

Probationary Period: CCN employees currently serving their probationary period or with less than one year of USG service are not eligible to apply. Employees who have moved to a new position (any time after completing their initial probationary period) are required to be in their present position for not less than one year before applying for another USG position.

Compensation: The selected individual will be compensated in accordance with the Local Compensation Plan for Cooperating Country National employees.
