1. Project description and mandate
The requirement to establish and maintain current policies, guidelines and SOPs is defined in the Strategic Bushfire Management Plan (SBMP), Objective 4: Effective firefighting operations by skilled and supported personnel. The SBMP is a disallowable instrument under the ACT Emergencies Act 2004.
Operational effectiveness, efficiency and safety requirements for Rural Fire Service activities are dependent on a number of factors. These include:
• provision of training for RFS members
• current skills and capability of RFS members to perform their roles
• knowledge, awareness and compliance with policies, standard operating procedures (SOPs) and guidelines by RFS members.
The ESA is responsible for developing and delivering suitable training, policies, SOPs and guidelines to enable and ensure that RFS members volunteer members work safely and in compliance with all applicable guidelines, SOPS and policies.
2. Scope
The scope of the project is to:
a. review current policy and SOP status for RFS
b. ensure website is populated with the most current policy and SOP
c. review framework and division between policies, SOPs and guidelines for RFS
d. plan and identify a structure and workflow for creating, reviewing, publishing and storing policies and SOPs – ensuring consultation with brigades and all relevant stakeholders
e. identify policies and SOPs that need creating, reviewing and/or updating
f. establish a cross-service advice and review panel for creating, updating, reviewing and publishing policies, SOPs and guidelines that apply to all volunteer services

g. prepare a register for RFS doctrine showing dates for doctrine review, compatible with a ‘whole of ESA’ policy register
h. complete the review process ensuring alignment with current policies and standards.
3. Out of Scope
This project will not include:
• a review of the Field Operations Manual or similar documents.
• significant change to components of supporting information.
4. Strategic alignment
The requirement to establish and maintain current policies, guidelines and SOPs is framed by the Strategic Bushfire Management Plan (SBMP), Objective 4: Effective firefighting operations by skilled and supported personnel.
Compliance with legislation such as the Work Health and Safety Act 2011 needs to be ensured.
The audit of the ACTRFS Safety Management System conducted by the Justice and Community Safety (JACS) Directorate Injury Protection team identified areas of non-compliance and provided recommendations for SOPs.
The doctrine of the Australasian Fire Authorities Council (AFAC) is regularly reviewed and updated and forms an Australian standardised approach. RFS staff currently contribute to the development of AFAC doctrine. RFS doctrine needs to align with AFAC doctrine.
JACS Directorate has policies relating to review of policies and SOPs. As part of JACS Directorate, ESA and RFS need to work within this framework.
5. Project deliverables
a. Review current policy and SOP status for RFS
• List current status of SOPs on G drives and website.
• Identify current versions.
• Identify drafts in progress.
b. Ensure website is populated with the most current policy and SOP
• Update website with current version of SOPs.
c. Review framework and division between policies, SOPs and guidelines for RFS
• Consult with RFS staff and selected volunteers on framework for policies, SOPs, training materials.
• Develop draft framework and consult as above.
• Finalise framework.
d. Plan and identify a structure and workflow for creating, reviewing, publishing and storing policies and SOPs – ensuring consultation with brigades and all relevant stakeholders
• Ensure organisation of G drive storage so that current (approved) and draft SOPs are identified and stored, with duplicates removed to archive.

• Prepare draft workflow for creating, reviewing (including consultation with brigades and other stakeholders) and publishing SOPs and policies in RFS.
• Conduct consultation on workflow, finalise and publicise.
e. Identify policies and SOPs that need creating, reviewing and/or updating
• Work with RFS staff and SMEs to identify SOPs that need reviewing only – i.e., their content does not require significant change.
• Work with RFS staff and SMEs to identify SOPs that need major revision.
• Work with RFS staff and SMEs to identify SOPs that need to be created.
f. Establish a cross-service advice and review panel for creating, updating, reviewing and publishing policies, SOPs and guidelines that apply to all volunteer services.
• Work with RFS, F&R (for CFU) and SES staff and COs to identify policies, SOPs and guidelines that are cross-service.
• Work with stakeholder representatives to review existing policies, SOPs and guidelines relevant across services to develop unified policies, SOPs and guidelines.
• Work with stakeholder representatives to develop a process/system for reviewing, updating and publishing cross-service policies, SOPs and guidelines.
• Prepare documents as required and ensure individual policies, SOPs and guidelines are replaced.
g. Prepare a schedule for creating, reviewing and updating policies and SOPs
• Work with RFS staff and SMEs to prioritise review of policies, SOPs and guidelines.
• Prepare a schedule that includes adequate but strict consultation time and goals for approval and publication.
• Develop a SharePoint register for storing doctrine, showing due dates and issuing reminders for review, compatible with a ‘whole of ESA’ policy register.
h. Complete the review process
• Work through on a priority basis, all the policies, SOPs and guidelines.
• Ensure that all products align with current policies, standards (AFAC) and legislation.
• Conduct adequate and appropriate consultation.
• Ensure that approvals and publication are completed in a timely manner.
6. Timeline
Initial analysis of website and G: drive contents has been completed.
The remaining work is expected to take 6 months elapsed time, to allow sufficient time for review of current SOPs, development of new or updated content and consultation with brigades and other stakeholders.
7. Outcomes
1. An agreed process for reviewing, updating and publishing RFS doctrine.

2. A set of doctrine for RFS that complies with best practice and current standards and legislation.
3. Information published on the ESA website that is current.
4. Centralised filing system for RFS doctrine.
8. Benefits
On completion, the review of RFS doctrine will provide assurance to the ESA Commissioner, the ACT Government and community that best current practice is in use for RFS operations for management of bush and grass fires in the ACT.
9. Budget
Existing resources from within ESA will deliver this project.
10. Key risks and issues of significance
The key risks are:
• Inadequate resources available or allocated to provide information and review
• Subject matter experts unable to provide input
• Lack of engagement by key stakeholders
• Insufficient consultation
• Delays through operational demands, especially as project is taking place through the bushfire season.

This project is to review the RFS doctrine, update it as necessary and put it into a form where it can be easily maintained in the future.
2. The difference between SOPs, SOGs and Service Standards
A Standard Operating Procedure (SOP) is a set of (step-by-step) instructions compiled by an organisation that describes the activities necessary to complete tasks in accordance with legislation, standards and organisational policies. SOPs aim to achieve efficiency, quality output and uniformity of performance while reducing miscommunication and failure to comply with necessary regulations, standards and policies.
A SOP is a MANDATORY procedure that must be followed.
A Standard Operating Guideline (SOG) is similar to a SOP, except it is a guideline. If content in a SOG is defined by legislation or mandatory actions, it should be a SOP.
Guidelines are general, non-mandatory recommendations.
A Service Standard defines the criteria required to perform a successful professional service operation. It relates to a focus on quality of service, ethics, behaviour (code of conduct) and accountability.
An SS is a requirement for employment or volunteer membership.
3. Overarching standards
A key part of the review is to ensure that our doctrine implements current standards and is compliant with relevant legislation and ACT Government (JACS and ESA)) policies.
As part of the review, SOPs will be reviewed against the current relevant AFAC Guidelines, Work Health Safety Act 2011 and other relevant legislation, and in keeping with the JACS Policy Review Policy.

1. New numbering system
All RFS doctrine will now have a three-part numbering system that immediately identifies the category, type of document and document number.
Level 1 - Categories
1. Administration Management 2. Operational Management 3. Service Management
Level 2 – Document type
Instead of all doctrine being incorporated into standard operating procedures (SOPs), different document types have been established, as follows:
1. A Service Standard defines the criteria required to perform a successful professional service operation. A service standard is a requirement for employment or volunteer membership.
2. A SOP is a mandatory procedure. 3. A Guideline is similar to a SOP, except it is a guideline with recommended, non-mandatory
behaviours.
For, example, under 3. Service Management, the Service Standard for Code of Conduct and Ethics of RFS Members is number 3.1.1. The next service standard is 3.1.2, Rank and Insignia, etc.
Status of review
All doctrine that relates to brigade activity will be circulated to brigades for review and input, unless no changes are deemed to be necessary after internal review.
Some documents relate to RFS HQ activities only and are not distributed to brigades for comment.
