During 2019, there has been an increased interest from Pro-ISIS groups in the development of CBRNE threats and the implementation of attacks. This presentation will focus on the evolving threat (Opportunistic, Chemical, Biological, Radiological/Nuclear, and Explosive) and how you, as responders, must evolve in your response capabilities to meet these threats. Responders will learn to conduct a risk assessment for known infectious diseases and unknown pathogens using medical intelligence, dispatch information, scene size up, and patient signs and symptoms. Based on the risk assessment, responders will implement the appropriate level of rish-based precautions including PPE selection, safe work practices, and disinfection. Topics will include infectious disease precautions (IDP) levels, infectious disease risk assessment, and disinfection tactics and considerations.

Intelligence Analyst Description: The Pennsylvania Criminal Intelligence Center (PaCIC) will provide a description
of the fusion center, its mission and resources that are available to assist the private sector. PaCIC will also provide an overview of the 2020 Pennsylvania Threat Assessment. The briefing will include known threats within the Commonwealth, intelligence gaps, and the role of the private sector in filling those gaps.
ADVANCES IN SECURITY TECHNOLOGY Speaker: John Maffey, M3T Corp. & Warren Eldredge, Yarnell Security Description: It seems that this area changes so quickly that it is hard to keep up with the latest
technology. For example, cameras purchased just a few years ago are quickly becoming obsolete and are replaced with higher resolution and smarter ones. Is your security system doing what you had in mind? Is your system integrated with other security equipment? This session will have two security subject matter experts explain the latest advances in security technology so you can determine the best applicability to your organization.

cases. The briefing will include an overview of the Threat Credibility Evaluation and the FBI / JTTF roles and responsibilities and response and subsequent investigation.
AUTISM AWARENESS Speaker: Kate Hooven, Autism, Services, Education, Resource & Training Collaborative
(ASERT) Resource Center Description: From 2009 to 2014, the Pennsylvania Autism Census found that the number of
Pennsylvanians with autism spectrum disorder (ASD) receiving services increased from nearly 20,000 to over 55,000 individuals. The number of individuals with autism who had contact with the juvenile and criminal justice systems also has increased. While the location, circumstance and outcomes are

different in each case, there is an underlying theme in each incident - a call for training for law enforcement and justice system professionals on how to identify and interact with individuals with autism.
This workshop will address autism training needs in three areas:
• Statewide data from the PA Autism Census and the Statewide Autism Survey of Justice System Professionals.
• Clinical overview of Autism Spectrum Disorder including core deficits and Symptoms.
• How to practically apply information about Autism Spectrum Disorder when performing as a justice system professional including: arrest, transport, intake, interviews, obtaining samples, appearing in court and more.

government, and public safety have had a history of making mistakes that caused catastrophic damages. Those who lost their lives or were critically injured because of an emergency event should NEVER be forgotten - they should be memorialized by being a part of the solution for YOU to be able to avoid similar circumstances. YOU can never learn enough about how to properly address hazards, risks, and threats. Don’t let ignorance or sloppy behavior make YOU a victim of a mistake. BUILDING AND MAINTAINING EFFECTIVE RELATIONSHIPS WITH VOLUNTEER
FIRE COMPANIES – A SEMINAR FOR LOCAL GOVERNMENT OFFICIALS
Speakers: Jerry Ozog, MPA, EFO, Executive Director Pennsylvania Fire & Emergency Services Institute, Harrisburg, PA Description: Most local governments have to interact with volunteer fire companies. Those
officials - elected or appointed - may hold tremendous power over the organization. Too many times volunteer fire companies only communication with local government is at budget time or when a crisis occurs. Positive relationships with public officials are essential to providing the best possible service to your community. This session will identify why unclear expectations between public officials and leaders of emergency service organizations can lead to problems. Solutions to those problems may be easier than expected. As they say, it’s all about relationships.

CAN WE TALK? EFFECTIVE COMMUNICATIONS DURING ROADWAY EMERGENCIES
Speaker: Todd Leis, Traffic Incident Management Coordinator, PA Turnpike Commission Description: Secondary crashes are a leading cause of injuries and deaths to emergency
responders working at roadway incidents. In 2019, 44 emergency responders were killed, and thousands of other responders injured at roadway incident scenes. Effective communications, increased situational awareness and utilizing a unified command approach to roadway incidents lead to safe, efficient clearance of the roadway and less time being a target for “D” Drivers (Drunk, Drugged, Drowsy, Distracted or just plain Dumb). This session will look at techniques and best practices for highway safety for you and your crew.

Quarantine Station Description: This workshop will provide an overview of the Philadelphia Airport Quarantine
Station and their daily activities. These include animals and animal products that enter the United States under CDC regulations. Case studies will be used to support key points.
CHINESE ESPIONAGE & U.S. SECURITY Speaker: Professor Nicholas Eftimiades, Penn State University Description: This session will discuss the various modes of espionage used by the Chinese
and the cultural perceptions that justify it. The modes of espionage range from traditional espionage to covert actions. This includes economic espionage and Chinese efforts to steal trade secrets and intellectual property. It will highlight the various organizations that conduct open source and clandestine intelligence for the Chinese, covering the methods and tactics used by the Chinese intelligence services. Finally, this session will show the real impact that Chinese espionage has on the US economy, national security, and governance.

DISASTER RELEASED EXPOSURE ASSESSMENT AND MONITORING (DREAM)
AWARENESS Speaker: Dr. Tim Davis, MD, MPH, U.S. Public Health Service (retired)

Description: This training course provides knowledge and experience in assessing,
monitoring, and tracking health effects among emergency responders and community members before, during, and after a disaster. These effects can occur from exposures to chemical, biological, radiological, nuclear, and explosive, and other hazards. The course trains attendees on disaster epidemiologic tools developed by the U.S. Agency for Toxic Substances and Disease Registry (ATSDR) and the Centers for Disease Control and Prevention’s National Institute for Occupational Safety and Health. These tools combine Emergency Responder Health Monitoring and Surveillance (ERHMS)™, Assessment of Chemical Exposure (ACE), and Epi CASE (Case Assessment Symptom and Exposure). Additional training includes disaster response and a class exercise.
EMERGING TRENDS AND ISSUES: LIQUEFIED NATURAL GAS Speaker: Gregory Noll, CSP, CEM – SCTF Senior Planning Specialist – Special Projects Description: The domestic “energy renaissance” is bringing numerous changes and
advancements in U.S. energy security. These advancements have also brought new challenges and changes to the emergency preparedness community, including the increased transportation of natural gas, NGL’s and LNG.. This workshop will review the observations and feedback presented as part of the US DOT / PHMSA Town Hall Meeting on the Proposed LNG Transportation by Rail held in late 2019.

HOW CAN GIS SUPPORT YOUR INCIDENT / EVENT Speaker: Steve Gochenaur, Lancaster County GIS Drew Purzycki, Lebanon County GIS and SCTF GIS Working Group Vice-Chair Description: SCTF has invested significant resources to both update and provide common
GIS capabilities across the eight SCTF counties. This workshop will focus on regional efforts and activities pertaining to GIS and how these resources can support special event planning and incident response. In addition, lessons learned from the integration of GIS personnel into the SCTF Incident Management Team structure will be reviewed, including maps and data, using GIS data in your maps, Arc Collector and Dashboards.
HUMAN TRAFFICKING Speaker: I/A Krista Hoffman, PA Governor’s Office of Homeland Security Description: Trafficking in persons is a serious crime and a grave violation of human rights. In
addition, it provides funding and support for violent extremism. Criminal groups utilize various funding streams to fund and support their members and activities. This workshop will cover the ways that criminal groups use human trafficking victims and revenue. By recognizing and investigating human trafficking, law enforcement and public safety agencies have another avenue for countering violent extremism.
LEADERSHIP, ENGAGEMENT AND MAKING A DIFFERENCE Speakers: Gregory Noll, CSP, CEM – SCTF Senior Planning Specialist – Special Projects Description: If your life was a movie, what would the end of the movie be like? When your
family and friends sit around the kitchen table and talk about you, what will they say and how will they remember you? What was your impact? Did you leave things better than you found them? In simple terms, did you make a difference?
Being able to lead and to influence change at any level within your area of responsibility can be both challenging and overwhelming. At the end of the day, how can you make a difference? This workshop will look at those "buckets" that directly influence your leadership and ability to engage your peers. The six buckets that will be focused upon will include character, leadership, priorities, mentorship, team building, engagement and collaboration.

LEADERSHIP IS NOT A BLACK SWAN EVENT Speaker: Duane Hagelgans, J.D, CSP, SCTF Public Information Officer; Associate
Professor, Millersville University - Center for Disaster Research and Education Description: In Emergency Management and Disaster Preparedness, we have all been
exposed to what some label as Black Swan Events, those unexpected disasters. However, Emergency Managers cannot hide behind the label Black Swan as an excuse for poor, or a lack of leadership. Our Leadership vacuum must be filled with True Leaders as we face disasters of every type in alarming numbers, from wildfires, to earthquakes to active killer events. In order to be a leader, people must want to follow you. Today, with five generations in the work force, emergency management educational opportunities exploding, new technological advances and disasters occurring on a daily basis, the Art of Leadership is Essential. Predictable is preventable, there are no Black Swans in Leadership.
LITHIUM BATTERIES: THE GOOD, THE BAD AND THE UGLY Speaker: Chief Don Abbott (retired), Command Emergency Response Training and Project
Mayday Coordinator, Glendale, AZ Description: This workshop will provide background information on lithium battery storage and
their related problems. Topics will include information that should be secured to make them safer for both the community and emergency responders, current fire and safety codes, and decision-making to develop strategies and tactics for a lithium battery incident. Case studies will be provided, including causes of runaway thermal incidents.
OCCUPATIONAL SUICIDE PREVENTION Speaker: Chaplain Steven Calvert, Coppell (TX) Fire Department Description: This workshop will identify and describe issues related to potential suicides
among Emergency Service workers. Recognition of these symptoms and the initiation of appropriate actions among all personnel may reduce the incidence of suicide associated with the Emergency Services workers, families and friends. Reaching epidemic proportions, these issues can be recognized, identified and acted upon before tragedy ensues. This session applies across all Task Force responder disciplines.

OPTIMIZING HUMAN PERFORMANCE IN HIGH-RISK INDUSTRIES Speaker: Jason C. Brezler, LT – FDNY and Major, USMCR Leadership Under Fire Description: Leaders and operators in high-risk industries commonly navigate complex
problem sets where favorable outcomes demand optimal human performance under pressure. Leaders and operators function in a time-competitive and resource constrained environment where uncertainty, ambiguity, friction and risk are pervasive. High-risk public and private industries have made great strides in advancing their understanding of the physical sciences as they relate to the operational environment but have neglected the scientific disciplines that inform leaders on human performance.
This presentation explores human and mental performance resources, concepts and practices which have been programmatically implemented by elite sports teams, military special operations communities and more recently the Fire Department of New York (FDNY). Leaders are introduced to best practices in optimizing human performance through a comprehensive cycle of command that includes the phases of preparation, execution, reflection and learning. This program also includes a candid segment on mental health that examines anecdotal and empirical evidence which offers an increasingly optimistic view on man’s resilience to stress.

Description: The PA Pipeline Emergency Responders Initiative (PA PERI) was recently
established to “Advance the ability of Pennsylvania emergency responders to manage pipeline emergencies through improved training, cooperation and communication with pipeline operators.” This workshop will provide an overview of the PA PERI concept of operations, and its vision for enhancing emergency responder / pipeline operator relationships and capabilities.
THE PATH TO A SELF-SUSTAINING EXERCISE PROGRAM Speaker: Richard Hamm, MEP - SCTF Exercise Program Coordinator SCTF Exercise Working Group Members Description: This workshop will review the critical steps employed pre, trans, and post
exercise, which contribute to a successful exercise program. Exercise planning successes and areas for improvement will be examined and discussed. An overview of our Exercise Working Group (EWG) process will be presented and a number of successful members from around the region will be present to share

Our discussion will include production of planning deliverables. These documents support exercise collaboration, planning, execution, and post exercise follow up and are a requirement for grant program funding. SCTF Policy guidance that outlines the steps required for Homeland Security Grant Program funding of exercises will be summarized.

PIO LESSONS LEARNED FROM THE PITTSBURGH SYNAGOGUE TRAGEDY Speaker: Chris Togneri, Public Information Officer, Pittsburgh Public Safety Department Description: On October 27, 2018, a gunman opened fire in a Pittsburgh synagogue, resulting
in the death of twelve and injuries to an additional seven. The incident was the deadliest attack on the Jewish community in the United States. This workshop will focus upon the public affairs and information management aspects of the incident, with an emphasis upon lessons learned.
PROJECT MAYDAY: LESSONS LEARNED Speaker: Chief Don Abbott (retired), Command Emergency Response Training and Project
Mayday Coordinator, Glendale, AZ Description: PROJECT MAYDAY is a comprehensive study of mayday responses, incidents
and prevention. The project has compiled over a thousand mayday scenarios in its database, which is focused towards the root causes and response to “mayday” activities. QPR SUICIDE PREVENTION TRAINING Speaker: Jayne Miller Description: Question, Persuade, Refer (QPR) training provides the audience techniques in
suicide prevention. This is an awareness level without certification. Based upon nationally recognized, evidenced based training, this workshop is an engaging presentation that provides very foundational and comprehensive information on the prevention of suicide. It also covers some of the aspects of mental health signs and symptoms.

and skills that can increase the survivability of victims. This workshop focuses on those “Stop the Bleed” skills that are critical in the survivability of victims. Focused towards law enforcement and emergency responders, topics will include an overview of BATH assessment, self aid / buddy aid concepts, and wound packing skills. Skill stations will be included.
SCTF ACTIVE SHOOTER INCIDENT MANAGEMENT (ASIM) COURSE Speakers: Gary LeGore, SCTF Planning Specialist – Criminal Justice
Members & Instructors, SCTF Integrated Response Working Group Description: This course is designed for a mixture of LE, fire and EMS participants to teach
participants how to manage the first hour of an active shooter response. It is based on a model developed by C3 Pathways (C3Pathways.com) and delivered regionally. The course utilizes a combination of lecture and game/board play to teach course concepts. The course introduces a number of terms/concepts that are often new or unfamiliar to course participants (Ambulance Exchange Point, Incident Staging).

Description: This session will focus on knowledge transfer about several new and updated WebEOC boards and how SCTF County users are making use of the boards. During the past year, several new boards have been developed and added to the SCTF WebEOC. This session will be of interest to WebEOC users within the SCTF region as well as people outside the region or from State Agencies who would like to learn more about the range of boards (applications) that are available for managing incidents and other county / SCTF activities in the region.

Description: The use of small Unmanned Aircraft Systems (sUAS) in the public safety
community is growing exponentially. With the proliferation of sUAS into mainstream operations across multiple disciplines, public safety agencies at all levels of government are looking to harness the tremendous capabilities of sUAS to support their respective operations. Since sUAS operations require specific policies and procedures to support their use, appropriate equipment, and trained operators, the cost for each agency to stand up their own internal capability is prohibitive, especially for agencies which don’t envision using sUAS on a regular basis. The SCTF UAV Working Group has developed a regional program to leverage state and local resources and develop standard training and operational policies. This panel will consist of Working Group members, as well as representatives from surrounding jurisdictions and organizations with existing programs, and will focus on existing programs and the Working Group’s progress to date.

international trade and travel while keeping terrorists and weapons of terror out of the United States. CBP officers also enforce customs, immigration and agricultural laws, and prevent the illegal trafficking of humans, narcotics and other contraband into the U.S. The speaker will provide an overview of CBP activities at the Philadelphia Port/ Airport relating to Agro-Terrorism, “One Health” and Emergency Management. The session will include case studies of activities that could roll over into emergencies/ responses for local Emergency Management and Agriculture.

U.S. Custom & Border Patrol, Philadelphia, PA Description: Building upon the partnership between dogs and humans, the CPB detector dogs
are a key tool for screening passengers and cargo to prevent the introduction of harmful plant pests and foreign animal diseases from entering the U.S. The CBP “Beagle Brigade” is a team of beagles and their human handlers who, as part of the U.S. CBP, inspect luggage at U.S. airports searching for agriculture products. For this session, a team of CBP Handlers and Agricultural Specialists with working Beagles from the Philadelphia Station will present information and a demonstration to share the important role that agriculture plays in CBP’s overall mission and in the U.S. economy.
