In 1993 the American Nurses Association (ANA) declared May 6-12 as National Nurses Week . This is a time to recognize and celebrate nurses for their positive impact on America . The celebration ends on May 12 because that is Florence Nightingale’s birthday .
The 2019 National Nurse’s Week title is: “4 Million Reasons to Celebrate .” Think about the reasons you should celebrate because of your accomplishments, how you have provided education to patients, families, groups, and communities, and how you have made a difference at your work place . ANA hosted a free webinar on May 8 from 1-2 pm EDT . There is also a resource toolkit for nurses, businesses that employ nurses, and organizations to utilize to celebrate and promote National Nurses Week .
October 6-7, 2019, is the celebration of the SDNA Convention, which will be hosted by District 4 in Aberdeen, SD . The title of this year’s convention is “Nurses Connecting Communities .” District 4 has exciting topics and presentations for the convention . We are also inviting students ages 11, 12, and 13 to be creative to define “A Nurse is… .” The students will create an educational poster, educational display, or photography to define what each believes what “A Nurse is…” We are providing monetary prizes for the first three places . Marlys Volzke, the Chair of the convention has done an exceptional job developing the guidelines and dispersing the information to area schools . This project is one way nurses can connect communities, but working with the youth and encouraging them to become nurses . There will be more information about the topics, presenters, and other specifics about the convention in the August SD Nurse .
This year my five (5) year presidential position will come to a close . I would like all members to consider becoming involved in SDNA by becoming an officer . Someone from the Nomination Committee will be contacting all members to run for office . President and vice president represent SDNA at the ANA Membership Assembly held every year in June . This is also a time to meet with legislators in Washington, DC, attend the ANA meetings, workshops, and meet nurses through the United States . At the ANA Membership Assembly a list of nurses who have expired are listed in a book and the names scroll continually on a screen during the membership assembly . Please make sure you provide names of nurses in your communities who have expired over the past year to Eric . Email him at contactus@sdna .org .

Member
Approximately 107 brave prairie souls reside in the “tiny” hamlet of Fulton, SD, including Kassie Marek, a 2018 South Dakota Nurses Foundation Scholarship recipient . “No offense taken if you have no idea where this is as many do not,” Marek remarked . The geographical reference for fair Fulton is 43 .7247° N, 97 .8237° W .
For Marek, most of her life has been lived in a small twelve-mile radius of Fulton, SD . In 2002, she graduated from Hanson High School in Alexandria, SD, seven miles southeast of Fulton . Marek then traveled twelve miles west of Fulton to attend Dakota Wesleyan University (DWU) in Mitchell and graduated with an Associates Degree in Nursing . Today she is still driving to Mitchell as a Nursing Educator in the LPN program at Mitchell Technical Institute (MTI) while pursuing a Master’s in Nursing Education (MSN) at Grand Canyon University, Phoenix, AZ ., an online leap of 1,403 .3 miles . Her goal is to complete the MSN and teach at MTI in the RN program .
In her fifteen years in nursing she has worked in the Neonatal Intensive Care Unit (NICU), Maternal-Fetal Medicine, Emergency Room (ER), Labor and Delivery, Pediatrics and now postsecondary nursing education . As a faculty member at MTI, Marek prepares and teaches content in the “specialized areas of Maternal-Newborn and pediatrics, in conjunction with fundamentals of nursing practice .” She added, “I also help facilitate approximately two to four simulations each semester and supervise multiple clinical experiences with students over the twelve-month program .”
In the classroom or in the community, nursing is a life changer for Marek . “I have gained far more in return from nursing, more than I ever could have imagined,” she said . “I have always felt compelled to help others, and nursing has allowed me that opportunity .”
Marek added, “Nursing has taught me life lessons . It has shown me what compassion looks like during the darkest times, has provided me with relationships, sometimes with complete strangers who I now call family, challenged my knowledge and skills to become better, and has taught me selfless servitude for others .” Relationships are what nursing is all about . “Some people come into your life as blessings, and some come into your life as lessons .”
One of those blessing people who inspired Marek was Mother Teresa “because of her outlook on life and her compassion for all humanity .” She continued, “Some of my favorite quotes are from her . ‘Kind words can be short and easy to speak, but their echoes are truly endless .’”
Marek’s philosophy “to always stay humble and kind” reflects the Saint’s . Mother Teresa believed humility was the mother of all virtues . Mother Teresa said, “If you are humble nothing will touch you, neither praise nor disgrace, because you know what you are . If you are blamed, you will not be discouraged . If they call you a saint you will not put yourself on a pedestal .”
Mother Theresa is not the only influence in Marek’s life . She reflected, “To be honest, it would be very unfair to pick just one person who influenced my nursing career as so many people have impacted me .” Her gratitude embraces nursing instructors, the organization “that took a chance on a new nursing grad,” physicians, nurses, and patients . Her heart bursts with gratitude .
Additionally, these professional relationships open up a world of diversity and change . “There is such diversity in the patients you care for, those you work with, diversity in the ever-changing world of medicine, and the diverse opportunities nurses have to grow .” She elaborated, “You can be anything, a nurse practitioner, a flight nurse, a CRNA (Certified Registered Nurse Anesthetist), a midwife, specialize in nursing informatics, research, nursing education, and the list goes on and on .”
If Marek’s world is founded on relationships, diversity, and change, the fountain in the middle of her garden springs forth through family fun! “We are a family full of crazy, beautiful chaos, and never a dull moment,” she stated . Marek and her college sweetheart and husband of thirteen years, Chris, have four children . They are twelve-year-old daughter Reese, nine-year-old son Rhett, six-year-old son Rhoen, and two-year-old baby daughter Rollins . This gregarious lively bunch dwells on the farm/farmhouse Marek grew up in .
“We live and breathe baseball and softball in the summer, and “every other sport, every other season .” 4-H is a significant part of the routine as well . “We help our Reese and Rhett care and feed their beef calves .”
She added, “It is my cherished, selfless family and a supportive spouse that make balancing work and family manageable .”
When she captures some alone time, it is spent listening to music and running “preferably both at the same time .” She successfully completed her first half marathon in 2018 . Gardening is another form of relaxation . “There is something so refreshing about getting dirty!”
A significant and not surprising influence on Marek’s zest for life and fun could be the relationships, diversity, and change she experienced in her own family growing up . “My family embarked upon the amazing journey as a foster family . Our household went from me, my parents, and two younger brothers, to the addition of sometimes one child up to four children at one time,” she said . “My parents have been fostering for twenty years; they started when I was twelve years old . We have been home and family for close to 90 children . This is what inspired my journey to become a nurse .”
Marek is quick to advise those considering nursing as a career . “It’s not easy; otherwise everyone would do it . But it will be the best challenge of your life .” And her final word for nursing students is “Don’t hesitate to apply [for an SDNF Scholarship] out of fear of failure . It takes a village of support and the South Dakota Nurses Foundation sees your potential and value to the profession of nursing .”
Since the foundation formed in 1999, the goal has been to award a scholarship to recipients who demonstrate SDNF purposes of leadership in practice, education, and scholarship . South Dakota Nurses Foundation awards three or more scholarships a year and has awarded forty scholarships for a grand sum of $45,750 .00 . During each legislative session, members of the Government Relations Committee (GRC) meet weekly to discuss bills of interest to the SDNA . The GRC consists of a geographic representation of politically active nurses from across the state . The GRC reviews each bill introduced to determine if SDNA will take a position on the bill . These decisions are driven by the Legislative Agenda of the SDNA . The five basic tenants of the SDNA Legislative Agenda are to support: professional nursing practice, access to quality and affordable health care, public health, occupational and environmental health, and human rights . The full version of the Legislative Agenda can be found on the SDNA website www .sdnurses .org .
The 2019 Legislative Session was the first for Governor Kristi Noem and many new legislators . The combination of a new administration and these new legislators made for a noticeably different atmosphere in the legislative process . The new players brought new ideas and new perspectives, but at times, were at odds with past processes and traditions . These changes had positives and negatives for the process . There were improvements made in areas because of fresh perspectives on issues and opportunities to do things differently, but the legislative process, itself, was much slower than in previous years . Committee calendars were slow to clear, leaving little time for hearings on some issues . Experience should help remedy this for next year .
There were 463 bills and 45 resolutions introduced during South Dakota’s 2019 legislative session . SDNA reviewed and tracked all these bills and resolutions but focused on those that impact nurses and your patients . SDNA also tracked the appropriations process, which provides funding for all state government programs, including healthcare providers .
SDNA supported House Bill 1224 to require health care facilities that perform mammography to inform mammography patients on breast density . SDNA joined
other healthcare providers in supporting this patient information bill . The bill requires a patient to be informed of breast density following a mammogram so the patient can be an active participant in determining next steps for prevention and risk management . House Bill 1224 was unanimously supported by the House of Representatives and the Senate and signed into law by the Governor . The bill becomes law on July 1st .
SDNA also supported House Bill 1262 to make an appropriation to reimburse certain health care professionals who have complied with the requirements for certain health care recruitment assistance programs . This program provides tuition reimbursement for healthcare providers in rural communities . Certified nurse practitioners and certified nurse midwives are eligible to participate in this program . House Bill 1262’s program funding covers reimbursement for four physicians, one dentist and two physician assistants . While there was not a reimbursed certified nurse practitioner or certified nurse midwife in this year’s reimbursement, SDNA’s continued support of the program helps ensure there will be funding available when there is an eligible nurse enrolled in the program .
SDNA supported Senate Bill 118 to establish certain provisions regarding advance care planning . Senate Bill 118 provides for a Medical Order for Scope of Treatment (MOST) directive as part of the advance care planning options for a patient . There were amendments to this bill during the process to accommodate perspectives on the patient’s and caregiver’s options in executing the planning document which are reflected in the final version of the legislation . SDNA, the South Dakota State Medical Association, AARP, the Alzheimer’s Association – South Dakota Chapter, SDAHO and the Presentation Sisters were among the proponents of Senate Bill 118 . Senate Bill 118 passed the Senate 30-3 and passed the House of Representatives 38-25 . Governor Noem signed the bill and it becomes law on July 1st .
Unfortunately, House Bill 1088 failed in the Senate . House Bill 1088 proposed to prohibit the use of certain
electronic devices while driving . SDNA has been a long-time supporter of legislation on this topic to help reduce the number of fatalities associated with distracted driving . House Bill 1088 passed the House of Representatives 40-30 but failed in the Senate when the floor vote tied at 17-17 . A motion to reconsider the bill in the Senate failed 14-17, defeating the bill for this year .
The Legislature passed a $4 .87 billion budget for fiscal year 2020 . The budget included a 10% increase for nursing home Medicaid rates, along with $5 million in one-time funding for nursing home innovation grants to address the nursing home closing crisis . The budget also included an average 2 .5% increase for Medicaid providers .
Session always reminds me of how lucky we are to have such engaged and passionate members . I want to say thank you to the SDNA Board of Directors, the SDNA Government Relations Committee and especially to the GRC chair, Carrie Clausen Hansen, for their time and passion for the nursing profession .
I would also like to thank each nurse and nursing student that participated in the legislative process, whether you responded to the SDNA Action Alerts and contacted local legislators, or you attended Nurses Day at the Legislature and talked with your legislators at the Chili Supper . Legislators love to hear from nurse constituents . Thank you for your participation and for representing nurses .

Greetings fellow nurses . Spring really is on the horizon and I hope when you read this the snow is gone . As I write this, another snow storm closed down the state and many of us spent much of the week in a blizzard . Thank you to all the nurses, other health care workers, emergency personnel and electric linemen who worked hard caring for people needing care and those impacted by the storm .
Recently, I spent about 24 hours with a group of High School students who participated, and young leaders who planned, a mock legislative session . It was held at our state Capitol on a Friday afternoon and Saturday . I was so greatly impressed by these young people, their knowledge of the process, the mock bills about real issues that they developed and how they articulated their beliefs about why South Dakota needed to explore these issues . In this short time, they shared time in Caucus writing bills, as well as Committee and Legislative floor discussions on those bills . I was energized and humbled as I spent time with them . Several current and former legislators and candidates for office were also a part of the event . I was excited to see several young (<40 year old) leaders who are passionate about serving South Dakota in their local or state government . Our future looks bright .
Several of these young people had also volunteered with campaigns last cycle, even when they could not vote . We can all learn lessons from these young leaders . The lesson of being involved and seeking to learn more about a process that is so important in our country . The lesson to step forward, bring your energy and ideas to a process that you believe in . The lesson to step up and support those you believe in and the lesson of being willing to try, even when it’s hard .
We had an interesting year in this 2019 SD Legislature . Many of you know this from reviewing our weekly Legislative Updates . Nurses, Lobbyists and citizens
worked hard to educate our legislators on key health care, human rights and social justice issues . We were not successful in everything, but did make a positive impact on some important legislation and assisted in moving it forward .
I want to extend my thanks to our Government Relations Committee members for their dedication to the policy development and review process . Weekly meetings can be a challenge but many made it every week so we were able to work with our lobbyists and determine our position on proposed bills . My deep appreciation also goes to our contracted lobbyists . Their daily presence at the Capitol is critical for us being able to actively participate in the legislative process .
There is important activity happening in our national capitol as well . ANA Policy Leaders are actively working with House and Senate members on several issues . At the most recent bi-monthly meeting with those of us from the state associations, we learned about proposed and/or introduced legislation regarding APRN prescriptive authority for Home Health and Hospice admissions, Title VIII funding, nursing workforce violence prevention and much more . There is a lot to keep up on and our national association has been busy with our new Congress . You can be more involved with that as well . Visit our ANA website and sign up for ‘Capitol Beat’ which will keep you abreast of nursing issues being worked on in Washington D .C .
As always, I leave you with my ‘typical’ statement regarding politics, healthcare and our legislature . You may not like policy development or politics and want someone else to be involved instead of you, but EVERY year, legislators in Pierre and Washington DC, who are not nurses, make decisions that impact nurses, their patients and their workplace . Make sure they have as much information as possible to convince them to make the RIGHT decision . You have a critical voice . Please use it .

Rookie of the Year Award Criterion: • The nominee must have been an SDNA member for
at least one year, but not longer than three years .
DISTINGUISHED SERVICE AWARD acknowledges specific contributions and achievements of an individual or group and provides formal recognition of SDNA member(s) singled out by colleagues for accomplishments in a given field of endeavor . District 1-3 conducted a membership drive at Regional Health’s Nurses’ Day event on May 1st . At our vendor booth, we discussed the advantages of being an ANA and/or SDNA member as well as legislative bills from this last year’s session that SDNA’s Government Relations Committee supported or monitored . Additionally, we displayed information about South Dakota Nurses Foundation (SDNF) along with SDNF note cards for sale . We also gave away many wonderful door prizes! Hopefully, we will get several new members as a result! We have started work on convention for 2020 as it will be held in Rapid City on October 4th and 5th that year at the Ramkota, so please mark your calendars now . I realize that is quite a ways in the future, but we hope to see many of you there!

District 4 ReportDistrict 4 hosted a Welcome to the Profession breakfast
for Presentation College graduating nursing students on April 24th . That evening members met at The Flame Restaurant for dinner and meeting .

District 4 meetings have primarily been focused on planning the 2019 SDNA State Convention . The theme, “Nurses Connecting Communities,” will have something for everyone . Many areas of nursing will be represented in a variety of current topics .
A pre-convention event is being planned for young people considering a career in nursing . Take a look at the “A Nurse Is…” contest and share the information with a potential future nurse . Encourage students to participate and explore the nursing profession .
The convention keynote speaker will be Laurie Benson, Executive Director, Nurses on Boards Coalition . As nurses on the frontline in healthcare in our schools, hospitals, long term care facilities, clinics, veteran services, community health, and many many more, we have a unique insight and ability to raise awareness of health related needs . Laurie is passionate about values based leadership and innovation and will bring her message of “what is possible into the now,” in a way that benefits and elevates everyone involved . She will inspire and empower nurses both personally and professionally as leaders to improve health .
Learn how the Bright Start Nurse Family Partnership Home Visiting Program serves the community of underprivileged families in South Dakota . The evidence-based curriculum, and specially trained nurses provide education and guidance to improve pregnancy outcomes, improve infant/toddler growth and development, and self-sufficient healthy families .
Bonnie Wierenga is the author of Magnifying Your Days: Inspirational Devotionals for Grieving . Her personal and professional experience will give insight on how to integrate spiritual care of patients and families touched by nurses each day .
The VA Health Care System will be represented by a team of highly trained nursing professionals . The team will discuss many of the most current healthcare services provided to military veterans . Access & Types of Appointments; Battlefield Acupuncture and the recently signed Mission Act will be highlighted in the presentations .
Nancy Hartung will share current information on diabetes treatment and education . Nancy provides Diabetes education locally as the Aberdeen Sanford Diabetes Educator, staff nurse at Camp Gilbert which provides a safe camping experience for children living with and managing type 1 diabetes . She has served internationally as a diabetes educator with a medical mission team in Nicaragua .
Sanford Director of Pharmacy, Ashley Hansen, will share information on the present-day topic of the Opioid crisis . Along with the presentation there will a demonstration on the administration of nasal Narcan .

District 8&9 ReportApril 26th, District 8/9 officers and representatives
provided a breakfast for Brookings SDSU seniors to welcome them to the profession of nursing . Recruitment for the South Dakota Nurse’s Association and a short informational session was held . Students were encouraged to search for their respective state Nurse’s Association on the internet . Those who plan to work in South Dakota were instructed on how to find our South Dakota Nurse’s Association Facebook page and “like” it . District 8/9 has its own Facebook page, so feel free to “follow” us online for nursing news and short educational posts .

District 10 ReportDistrict 10 hosted the spring conference on Saturday,
April 27 . Topics included drugs of abuse identification, non-pharmacological pain management tips, suicide and drug addiction, and much more . We had about 35 people in attendance and the speakers were very well received . Please save the date of Saturday, April 4th for our annual Spring Conference . More news on this to come . The student nurses from District 11 have had an eventful spring! On February 22nd and 23rd, the SDSNA annual convention was held at “The District” in Sioux Falls . The convention was hosted by Augustana University Student Nurses’ Association . At that convention, Brinkley Lyon, a USD Vermillion, was honored as the Outstanding Student Nurse of South Dakota for 2019 .
Brinkley Lyon, a senior nursing student from USD Vermillion, was the 2019 Outstanding Student
nurse of South Dakota.
Also, at the convention, Jeff Wanner won the “Leadership in Nursing” Scholarship .
Jeff Wanner, MMC nursing student, was awarded the Leadership in Nursing Scholarship at SDSNA
convention in Sioux Falls February 23, 2019.
Student nurses from USD displayed their work at the Research Day on Monday April 29 . Mount Marty graduate and undergraduate student nurses presented their work at the MMC Research Day on Thursday, April 25th .

DUTIES OF THE PRESIDENTa . The President shall:
1 . Serve as the official representative of SDNA and as its spokesperson on matters of policy and positions;
2 . Preside over meetings of Membership, the Board, and the Executive Committee;
3 . Serve as ex-officio Member of all SDNA committees, except Nominations Committee;
4 . Direct the activity and supervise performance of SDNA’s Chief Executive Officer;
b . The President may delegate duties to another Board Member as necessary and appropriate .
DUTIES OF THE VICE PRESIDENTThe Vice President shall:a . Assume the duties of the President in the President’s
absence or at the discretion of the President;b . Succeed to the office of President for the unexpired
term if the office of President is vacant;c . Assume other duties as assigned .
DUTIES OF THE TREASURERThe Treasurer shall:a . Monitor SDNA’s fiscal and financial affairs;b . Provide reports of SDNA’s financial status to
the Membership, the Board, and the Executive Committee;
c . Provide for the receipt, deposit, and disbursement of all SDNA funds;
d . Ensure sound, accurate, timely management of SDNA books, accounts, and record-keeping procedures, processes, and systems;
e . Ensure compliance with applicable ANA, governmental, and grant financial management and reporting requirements .
The SDNA Board of Directors meet four times a year, with all meetings but the SDNA Annual Convention being teleconferences: February, April, July, and October, during the SDNA Annual Convention (site varies yearly) . The president and the vice president are also the SDNA’s designated delegates for the American Nurse Association’s Annual Membership Assembly and are required to travel to Membership Assembly in Washington DC in June every year; those costs are covered by the ANA .
CONTINUING NURSING EDUCATION COMMITTEE
a . This committee shall be composed of four members . Three members will be elected in accordance with ARTICLE X for 4-year terms . No member may serve more than two consecutive terms . One member who actively practices in academia and/or continuing education and who has a baccalaureate or higher degree in nursing will be Board-appointed as Lead Nurse Planner (LNP) for a 4-year term . The LNP may be re-appointed for an unlimited number of terms .
b . This LNP shall be responsible for:1 . Providing oversight and guidance in managing
the SNDA-Approved Provider Unit;2 . Assurance that the ANCC Commission on
Accreditation standards and guidelines are utilized in planning continuing education activities for nurses;
3 . Serving as a resource for Districts, Members, and others on CNE activities and issues .
4 . Identifying and guiding the members of the planning committee to do the following: develop educational objectives, ensure quality of the educational event including appropriate presenters, resolve any conflicts of interests for all CNE .
5 . Remaining current on CNE criteria . c . The committee shall be responsible for: determining
structural capacity, educational design, and quality outcomes for the provider unit based upon evaluation of SDNA data .
NOMINATIONS COMMITTEE a . The Nominations Committee shall be composed
of five members, all of whom are elected by the members-at-large to two year terms in accordance with Article X;
b . Two members will be elected in odd years and three will be elected in even years;
c . The individual receiving the highest number of votes in that election cohort will serve as chair during the second year of their term;
d . Members of the Nominations Committee shall not be eligible to run for election as a Member of the Board, as a District President, nor as a Delegate to ANA Membership Assembly, nor for election to the Government Relations Committee;
e . The Nominations Committee shall be responsible for duties in accordance with ARTICLE X Section 2 .
