1. Welcome and Opening Remarks
Chair Gary Koen welcomed the members at 10:04 am.
2. Introductions
In attendance were Junieth Arana, Keith Carson, Bob Christensen, Dave Dungan, Miguel Hidalgo,
Jaimie Johnson, Chair Gary Koen, Eduardo Koenig, Craig Marston, Bret Maxwell, Vice Chair Ray
McDonald, Greg Namoff, Axel Rodriguez, Maria Salgado, SERC TTF Rep Steve Shaw, Gregory
Thompson, Alvaro Tonanez, Irene Toner and SoFlaLEPC Coordinator Manny Cela. Also present
were Mathew Currie, Rolando Otero, Toni Wagner, Alfred Reid, Willie Bouie, Haddy Rojas and
Lottie Brown. Excused were Niel Batista, Planning Sub Chair Eric Borbe, Troy Johnson and Howard
Vollovick.
3. Previous Meeting Summary
Greg Thompson moved the minutes from the previous meeting, which were seconded by Greg
Namoff and approved unanimously.
4. Subcommittee Reports
Training Subcommittee (Manny Cela)
Coordinator Manny Cela reported that eight representatives from hazmat teams in South Florida
were sponsored to attend the HazMat Training Symposium in Daytona Beach in January. Included
in that group were members from the Fort Lauderdale Fire Rescue HazMat Team, enrolled in the
hazmat competition for the second year. The Hollywood Fire Rescue HazMat Team, which was also
scheduled to compete, was unable to secure travel permission from their Command. Although
individual members from the Miami-Dade Fire Rescue HazMat Team did attend, they were also
unable to secure authorization to compete as a team. On hand at the meeting were Chief Steve
Shaw/Ft. Lauderdale FR and Lt. Alvaro Tonanez/MDFR, who briefed the members on their
experiences at the Symposium. Both were highly complementary.

Coordinator Manny Cela briefed the members on upcoming training, including two OSHA
HAZWOPER Refresher classes scheduled for the Broward EOC on March 17 and 18. These classes
are targeted primarily for Broward County EP&GM personnel. There have also been conversations
with the Broward HazMat teams regarding the same Chlorine Training that was offered last year in
Miami-Dade.
Mr. Cela reminded the members that there would be two sessions that same afternoon of E-Plan
How-to-Comply Training being presented by FDEM personnel. This training was targeted primarily
at Section 302 Facilities in the District.
Planning Subcommittee (Eric Borbe, Chair)
The Planning Subcommittee suspended activities this year in support of Exercise Planning.
Exercise Subcommittee (Manny Cela)
The first Exercise Planning Meeting was held on November 18, 2015. Mr. Cela reminded the
members that there would be a second Exercise Subcommittee Meeting immediately following this
meeting.
5. Membership Changes (Manny Cela)
There were no membership changes scheduled for this meeting.
6. HazMat Emergency Response Plan Update (Miguel Ascarrunz, Chair)
The 2016 HazMat Plan update process is underway. Chair Ascarrunz will soon contact our partner
agencies soliciting their assistance in updating their respective portions of the Plan. All edits need to
be provided no later than mid-May in order to bring the updated Plan to the May 25 meeting for
approval by the Committee.
7. SERC Thomas Yatabe Award and Certificates of Appreciation
Chair Koen asked Chief Steve Shaw to come up to be congratulated as this year’s recipient of the
Thomas Yatabe Award. Also congratulated were Capt. Tony Trim and Lt. Al Tonanez, both from
MDFR, as the SERC Certificates of Appreciation winners. Lt. Tonanez was on hand for the
congratulations.
8. SoFlaLEPC Coordinator Report (Manny Cela)
Coordinator Manny Cela reported that there would be an Exercise Subcommittee meeting
immediately following this meeting. Also, two sessions of the FDEM E-Plan How-to-Comply
training were scheduled this same afternoon in the Conference Room. A copy of the reported hazmat
incidents in the District from December 2015 to February 2016 was included with the agenda. Mr.
Cela provided the members with information of upcoming USCG activities in the region.

Mr. Cela briefed the members on Operation HeatShield, the regional fullscale exercise held February
6 over eight venues in Miami-Dade. Although not an LEPC-sponsored event, Mr. Cela served as
Planning Coordinator for the event.
There was a discussion regarding any interest on the part of the members in purchasing SoFlaLEPC
Logo polo shirts. Mr. Cela indicated he would make some inquiries and report back to the
Committee.
9. Members Comments and Presentations
Toni Wagner, with the Department of Labor OSHA, presented a report on the April 1, 2015 Viesel
Fuel Facility biodiesel fire. Matt Currie, with DHS and CFATS, was also on hand and briefed the
members on this program.
10. Upcoming Meetings
The next meeting of the South Florida LEPC will take place May 25, 2016 in Hollywood.
11. Adjourn

Summary
Should your first responders approach the scene? If you don’t know what is burning, then you will not know what
actions to take. If you do know what is burning, but do not have the resources and capabilities to safely handle the
situation, what should your actions be. If you know what is burning, and do have the resources and capabilities on hand,
should you approach the scene if the tanks have been burning for some time?
First responders must survey the scene of any emergency to determine if the scene is safe to approach. This decision is
particularly important for the Incident Commander. If you are the officer in charge of the first unit on the scene, then
you are the Incident Commander until relieved by a senior officer.
So everyone must be aware of the hazards and what risks those hazards present. Regardless of what is burning you
must have the knowledge of what it is and what it can do in order to operate safely.
LNG is not new. It has been used around the world for many years but most first responders have not had any reason to
be anywhere near it in the past. That has now changed as many vehicles will be fueled with this super cold product and
it may also be transported on our roads and rails.
Knowledge is the key to safety. This class is designed to introduce the first responder to LNG and give some guidance in
safely operating at emergencies involving LNG.
Instructor
The class is conducted by Tom Guldner who, as the President of Marine Firefighting Inc., has been training mariners and
first responders about LNG for over 15-years. His 30+ years of experience in structural and marine fires and
emergencies has allowed him to create hours of training programs dealing with marine fires and LNG. Mr. Guldner is a
retired Lieutenant of the New York City Fire Department’s Marine Division and is a Principal Member of the NFPA
Technical Committee on Merchant Vessels. His company, Marine Firefighting Inc., is involved in consulting and training
mariners and land based firefighters in all aspects of marine firefighting. Their classes are both informative and
entertaining.

All meetings of any collegial public body of the executive branch of state government or of any collegial public body of a county, municipality, school district, or special district, at which official acts are to be taken or at which public business of such body is to be transacted or discussed, shall be open and noticed to the public and meetings of the legislature shall be open and noticed…
Chapter 286.011(1), Florida Statutes All meetings of any board or commission of any state agency or authority or of any agency or authority of any county, municipal corporation, or political subdivision, except as otherwise provided in the constitution, at which official acts are to be taken are declared to be public meetings open to the public at all times.
(1) Meetings of public boards or commissions must be open to the public;
(2) Reasonable notice of such meetings must be
given; and (3) Minutes of the meetings must be taken.
The purpose of the Sunshine Law is to ensure that decisions by public bodies are made in an open forum accessible to members of the public. Myers v. News‑Press Publishing Company. Inc., 514 So.2d 408 (Fla. 2nd DCA 1987).
“Decisions” are official action which may include, but are not limited to:
* Recommendations * Discussions * Deliberations
¨ Any board or commission of any state agency or authority or of any agency or authority of any county, municipal corporation or political subdivision. (i.e. collegial bodies)
¨ Applies equally to elected or appointed boards or commissions.
¨ Advisory Boards. See Town of Palm Beach v. Gradison, 296 So.2d 473 (Fla. 1974); Wood v. Marston, 442 So.2d 934 (Fla. 1983); and Lyon v. Lake County, 765 So.2d 785 (Fla. 5th DCA 2000).
¨ The Judiciary and the Legislature. See Locke v. Hawkes, 595 So.2d 32 (Fla. 1992) and AGO 83-97 (1983).
¨ Fact-finding Committees (strictly for the purpose of information gathering and reporting). See Cape Publications, Inc. v. City of Palm Bay, 473 So.2d 222 (Fla. 5th DCA 1985).
¨ Private Organizations
