LocationThe site is situated on Dugard Way, a no through road accessed off Renfrew Road. The site is between Kennington to the south and Elephant & Castle to the north east, within the London Borough of Lambeth. Elephant & Castle is undergoing a large scale regeneration. Projects include Elephant Park – a major mixed-use development creating 2,500 new homes. The scheme will deliver the largest new park in central London. Other schemes include the redevelopment of Elephant & Castle Shopping Centre commencing in 2018, and Skipton House a large scale mixed use scheme including office, retail and leisure space alongside 400 new residential units.

The site is located approximately 480 metres from Tesco Express on Kennington Park Road. A number of further retailers and leisure amenities are located in Elephant & Castle. More independent artisan offerings nearby include The Artworks pop-up food market and community workspace, and Mercato Metropolitano offering 4,180 sq m (45,000 sq ft) indoor food market.

The site is exceptionally well served by public transport as indicated by its PTAL rating of 6a. Elephant & Castle to the north east provides regular overground services into London Blackfriars (3 minutes), London St Pancras (15 minutes) and out of London to Kent and Surrey. Underground services via both Northern and Bakerloo lines provide connections into London Waterloo (3 minutes), Bank Station (5 minutes), and Piccadilly Circus (8 minutes) Source: National Rail / TFL. The site is well served by multiple bus routes operating along Kennington Lane (A3204) and Kennington Park Road (A3).

The site is bound to the west by existing residential houses fronting onto Renfrew Road, residential properties fronting Brook Drive to the north, new build residential scheme on George Mathers Road to the east, with Wilmot House Water Tower, and further new build residential apartments to the south boundary of the site.

DescriptionThe site is L shaped and extends to approximately 1.75 acres (0.71 hectares) The site is occupied by a number of existing buildings.

The site currently comprises Masters House in the southern portion of the site. This was originally constructed as Lambeth Workhouse in 1870, forming part of Lambeth Hospital for a number of years. The Grade II Listed building is now is now occupied by the Cinema Museum. Two further Victorian buildings, Gate House and Gate Lodge, are also located at the south entrance to the site off Dugard Way. Gate House is let to the Cinema Museum, whilst Gate Lodge is currently vacant.

The former Woodlands Care Home occupies the north section of the site. The site was formerly occupied by Lambeth Hospital until its closure in 1976 and the care home was constructed on-site in 1995. The building has been vacant since 2013 as it is now surplus to vendor’s requirements. A disused car park occupies the area immediately adjacent to the nursing home.

PlanningThe site falls under the jurisdiction of the London Borough of Lambeth and forms part of the Renfrew Road Conservation Area. Masters House is a Grade II Listed building.

A pre-application was submitted in June 2016 with proposals for the redevelopment of the site. The proposed scheme seeks the provision of 94 total units (83 x new build apartments, 8 x new build terraced houses and the renovation of 3 x existing buildings.)

TechnicalThe site is located above the Northern Line tunnel exclusion zone. This runs south east to the north west across the site approximately 16.4 metres below ground level. Consultation with Transport for London will be required during the design and development process. Any proposed development would have to include a structural exclusion zone.
