    2.0 INTRODUCTION

    The South Mine (SM) and South Open Cut (SOC) Waste Relocation Plan (WRP) was prepared by Nobis Engineering, Inc. (Nobis) to describe the work approach for excavating, transporting, backfilling and/or stockpiling SM and SOC mine waste as part of the Phase II Non-Time-Critical Removal Actions (NTCRA) at the Elizabeth Mine Site (Site) located in South Strafford, Vermont. Nobis prepared this Plan for the U.S. Environmental Protection Agency (USEPA) under contract to U.S. Army Corps of Engineers New England District (USACE) through Remedial Action Contract No. W912WJ-11-D-0006, Task Order 0001. This Task Work Plan has been developed based on the December 9, 2011 Statement of Work (SOW) issued by the USACE.

    2.1 Plan References

    2.1.1 Program Work Plan

    Refer to the Program Work Plan (PWP) including Task Work Plan Appendices A through G, prepared by Nobis, for descriptions of the overall project organization, general work approach for the performance of completing the Phase II NTCRA, and the history of response actions and investigations at the Site.

    2.1.2 Accident Prevention Plan, Quality Assurance Project Plan, and Construction Quality Control Plan

    Work associated with the WRP will be conducted in general accordance with the stand-alone Accident Prevention Plan (APP), Quality Assurance Project Plan (QAPP), and the Construction Quality Control Plan (CQC) documents prepared by Nobis.

    2.2 Waste Relocation Objectives

    The final design configuration of the TP-1/TP-2 NTCRA closure design consisting of a permanent cover system is dependent upon the total volume of fill material generated from the SM and SOC waste rock source areas. In order to maximize on-site resources, and minimize importing and off-site hauling, several potential areas have been identified as sources for waste rock to be used as fill. Figure H2-1 shows the approximate locations of the SM and SOC waste rock source areas. Activities associated with waste rock relocation include, but are not limited to, grubbing, chipping of stumps, erosion and sedimentation controls, surface water management, excavation, backfilling (dependent on soil conditions), temporary stockpiling, well abandonment, water quality monitoring, and interim restoration of source areas. Nobis anticipates developing, depleting, and closing one waste rock source area at a time, to the extent practical, to minimize/limit the exposed area. A schedule for this activity is included in Figure H2-2. Chart H2-1 contains an organization chart for the staff and subcontractors required to develop and manage the various waste rock source areas.

    The SM and SOC are located within the Lord Brook watershed. These waste rock source areas discharge to small seasonal streams that flow into Lord Brook (See Figure H2-1). Lord Brook runs along the eastern side of Gove Hill until joining with the West Branch of the Ompompanoosuc River (WBOR) just west of the Route 132 bridge in Thetford. The primary objective is to excavate, transport, backfill, and/or temporarily stockpile waste rock from SM and SOC in TP-1B and TP-2A (as needed) to complete the construction of the cover system over TP-1 and TP-2 (TP-1 and TP-2 are comprised of areas TP-1A, TP-1B, TP-2A, and TP-2B) as part of the NTCRA Closure.

    The objectives of this SM and SOC WRP are to:

    Provide a plan to implement erosion and sedimentation controls in accordance with applicable Best Management Practices to control both run-on and run-off associated with the waste areas;

    Provide a means of controlling and/or retaining run-on and run-off from the SM and SOC;

    Provide a plan to grub SM and SOC waste areas;

    Establish work procedures that will safely and efficiently relocate waste rock from the SM and SOC while minimizing the impact to the adjacent land surface from transportation and/or support structure requirements;

    Provide a plan to backfill (dependent on soil conditions) or temporarily stockpile waste rock on TP-1B and/or TP-2A in a manner that supports final closure objectives for the NTCRA
