The Department of Primary Industries and Regional Development will work

closely with the State's nine Regional Development Commissions to continue to

develop regional Western Australia. The South West Development Commission

is part of the West Australian Government.

Their aim is to make the South West region an even better place to live, work

and invest.

They do so by partnering with communities, government, business and industry

to identify and support projects that benefit the region.

Developing the region's economy and improving quality of life are key areas of

focus.

With the aim of creating a region of excellence, the Commission delivers services

in three key areas:

Infrastructure: develop distance neutral infrastructure that is linked to world

opportunities and respects our environment.

Industry and Business: support a broad internationally engaged industry base

that is business ready and Asia capable.

People and Place: seek to develop a region of first choice, building population

and improved amenity. They drive and support agendas that promote cohesive,

vibrant and engaged communities.

The Commission aims to maximise local job opportunities by attracting new

business and industry to the region, while helping existing business and industry

The Hon. Alannah MacTiernan MLC

Minister for Regional Development; Agriculture and

Food; Minister Assisting the Minister for State

Development; Jobs and Trade

The Minister served in the State Parliament from 1993 to 2010.

As Minister for Planning and Infrastructure from 2001 to 2008, Ms MacTiernan

was responsible for major projects across the State including the Mandurah rail

line, the Forrest Highway, the Geraldton port and rail expansion and the

Armadale town centre and Champion Lakes developments.

In 2011 she was elected Mayor of the City of Vincent and in 2013 was elected

as the Member for Perth to the Federal Parliament, where she became Shadow

Parliamentary Secretary for Western Australia and Deputy Chair of the Joint

Standing Committee on Northern Australia.

After Ms MacTiernan decided not to recontest Perth in 2016, she was invited to

re-join WA Labor in the Legislative Council.

After being elected in 2017, she was appointed Minister for Regional

Development and Agriculture and Food and Minister Assisting the Minister for

State Development, Jobs and Trade.

The Minister is committed to creating economic opportunity in our regional areas

as well as bringing WA's agricultural sector into the 21st century through

innovation and a focus on investing in science.

Nick Belyea

Chair, South West Development Commission

Nick has extensive high-level experience in aviation, tourism and transport, in

both the public and private sectors. He spent nine years as CEO of the Broome

International Airport and worked at the Department of Transport for ten years

overseeing aviation, rail, port and freight policy.

Craig Dawson

General Manager – Operations, Talison Lithium Pty Ltd

Craig Dawson has more than 30 years’ experience in the Australian and

international mining industry with a proven track record in the development and

operation of small to large scale mining operations. He has a broad range of

skills encompassing areas ranging from mine development, operating system

development, contract and contractor management, financial management,

strategic planning and team development.

During his career Mr Dawson has held senior operational positions at a number

of highly successful mid-tier and global mining companies as well as corporate

roles including as Managing Director of Northern Mining Limited, Managing

Director/CEO of Noble Mineral Resources and CEO of Orinoco Gold Limited.

Mr Dawson has a degree in Mine Engineering and Associate Diploma in Mine

Surveying from the West Australian School of Mines and an MBA from the

University of Western Australia. He is a member of the Australasian Institute of

Mining and Metallurgy (AusIMM) and a Graduate and Member of the Australian

Institute of Company Directors.

He joined Talison Lithium as General Manager Operations in 2018.

Tony Girgis

Managing Director and Chief Executive Officer, Brownes

Tony commenced his career in finance with General Motors Holden, as a

Financial Analyst. During his initial career in finance, Tony held chief financial

officer roles in private and public companies.

Tony transitioned his career to the role of chief executive officer when he was

appointed as the inaugural Managing Director & CEO of Huntsman Surface

Sciences UK Limited in 2001 in the UK.

He subsequently returned to Australia and headed a number of manufacturing

companies across a number of industries including chemicals, plastics

packaging, automotive, engineering and dairy processing.

Tony joined Brownes in March of 2015 as Managing Director & CEO to prepare

the company for divestment from private equity firm Archer Capital. Brownes

was successfully sold in 2017 to Shanghai Ground Food Tech.

He has a turn-around and business improvement background including strategy

development and execution, business Integration and divestment.

Tony holds a Bachelor of Economics, and an MBA.

Bradd Hamersley

General Manager and Chief Executive Officer, Harvey

Water

Bradd was appointed to the role of General Manager of Harvey Water in May

2017.

He grew up in the Wheatbelt before moving to the South-West in his teens, his

career has taken him around Australia before retuning ‘home’.

Prior to joining Harvey Water, Bradd spent 13 years with the diversified

construction contractor, John Holland Pty Ltd. As Construction Manager, Bradd

was responsible for developing bids, PPPs and managing projects across

Victoria, Tasmania, South Australia and New Zealand for contracts ranging from

$200k to $1.3bn.

Nicole Lockwood

Independent Chair, Westport Taskforce

Nicole Lockwood is the Chair of the Westport Taskforce after being appointed

in 2017. Founder and Director of Lockwood Advisory, Nicole provides strategic

advice to government and the private sector in the areas of urban renewal,

infrastructure, freight and digital enablement.

Nicole is the Chair of the Freight and Logistics Council and MNG surveying,

Deputy Chair of the Leadership WA Board and a Board Member with Water

Corporation, Internet of Things Alliance and Infrastructure Australia.

Before starting Lockwood Advisory, Nicole was a Director of the Management

Consulting team at KPMG in the areas of Public Sector and Infrastructure. Nicole

resided in the Pilbara for seven years until 2012 as Chairman of the Pilbara

Development Commission, a member of the WA Planning Commission, a

Director on the Horizon Power board and a Councillor at the Shire of Roebourne.

She was the Shire President from 2009 to 2011.

Nicole’s experience as a Lawyer includes work in private practice, at the Office

of the Director of Public Prosecutions and as the Principal Solicitor of the Pilbara

Community Legal Service. Nicole is passionate about government reform,

regional and economic development and the creation of thriving communities.

She has a Bachelor of Laws as well as Bachelor of Business (Environment) from

Notre Dame.

Ian Telfer

Chief Executive Officer, WA Plantation Resources

Ian Telfer has worked in the Forestry Industry since graduating from University,

primarily working in the south west of WA, being currently based in Bunbury and

living in Donnybrook.

Ian has been in an executive management role for 18 years, initially General

Manager then appointed as CEO in 2014 and remains active in industry,

community and NFP organisations including:

• President, Forest Industries Federation WA (FIFWA);

• Director, Australian Forest Products Association (AFPA);

• Chair, Bunbury Wellington (now Geographe) Economic Alliance;

• President, Pathways SW;

• Chair, Investing in our Youth;

• Chair, St John Ambulance Donnybrook sub centre;

• Rotary – Bunbury Leschenault.

Ian is passionate about the future opportunities for wood fibre. Forests and wood

meet just about every core human need. And we can keep on meeting these

needs because we can regrow our forests by replanting trees to replace what

we harvest. Ian has a strong interest in regional economic development, industry

growth and the very real connection between economic growth and our

responsibility to actively support all in our community.

Jason Waters

Chief Executive Officer, Synergy

Jason has served as the CEO of Synergy since January 2014 and prior to that

he was the CEO of Verve Energy for two years.

Synergy is Western Australia’s largest electricity generator and retailer with a

diverse range of power generating assets located throughout the South West

Interconnected System and has in excess of one million residential and business

customers.

Jason holds a Bachelor of Engineering and a Graduate Diploma of Business

from Curtin University and has a background in engineering, power system

planning, energy trading and fuel contract negotiation and management with 27

years’ experience in the energy sector.

Duncan Anderson

Managing Director, South Regional TAFE

Following a career in the Australian Army spanning 15 years, Duncan Anderson

joined South West Institute of Technology as Managing Director in 2013.

When the institute amalgamated with Great Southern Institute of Technology in

2016, Mr Anderson was appointed Managing Director of the bigger organisation

– South Regional TAFE.

Campuses are located in Bunbury, Albany, Busselton, Collie, Denmark,

Esperance, Harvey, Katanning, Manjimup, Margaret River, Mount Barker and

Narrogin.

The college has the expertise, resources and facilities to offer high-quality

vocational education and training to individuals and businesses.

In addition to delivery of state-funded training under profile, the college offers

apprenticeships and traineeship training, workforce training and assessment and

articulated pathways to university, as well as training international students in a

range of courses at the Bunbury, Albany and Margaret River campuses.

At the end of 2017, South Regional TAFE had 171 qualifications, 22 accredited

courses and 27 units of competency on its scope of delivery with the Training

Accreditation Council of Western Australia. Students totalling 10,474 enrolled in

courses during 2017, when the college delivered more than 2.33 million student

curriculum hours (SCH).

The college strives to remain the first choice for training by regional industry,

organisations and community. It focuses on client and industry relationships,

supporting local business for growth and job creation.

Duncan is passionate about regional economic development and holds the

position of Chair of Regional Development Australia – South West.

In this role, Duncan has been intimately involved in the finalisation of the Blueprint

– a strategic visioning for the South West Region. Additionally, he has

established a nationally leading partnership with Regional Development

Tasmania for the betterment of both regions’ economies.

Duncan is actively involved in the veteran community as a board member of the

Returned and Services League Western Australia.

Rebecca Ball

Acting Chief Executive Officer, South West Development

Commission

Rebecca has 20 years of experience in senior advisory and management roles

in both public and private sectors in Australia and overseas. She was most

recently the Executive Director at the Office of Multicultural Interests, and a

member of the corporate executive of the Department of Local Government,

Sport and Cultural Industries. Her previous roles have included State Director

WA with Austrade Perth; Trade and Investment Commissioner Indonesia with

Austrade Jakarta and Trade Commissioner South Asia with Austrade New Delhi.

Lyn Farrell

Dean, Edith Cowan University – South West Campus

Lyn is currently the Dean of Edith Cowan University South West Campus where

she is engaged in developing relevant educational opportunities for people of the

South West and responding to the skills development and workforce needs of

the region. She has spent the majority of her adult life living and working in

regional Western Australia where she has been involved in education and

training. She has held key roles in community and industry committees and

educational forums that focus on improving the economic and social capacity of

the community. Lyn strongly believes in the benefits of tertiary education and

has a focus on providing learning pathways for people from diverse

backgrounds.

The 2011 census data shows the percentage of the population in the Bunbury

LGA holding Bachelor Degrees is 8.8% compared to 13.5 % for Australia as a

whole. Lyn would like to see a considerable lift in the educational attainment

levels across the South West. Keen to provide opportunities for people in the

South West to achieve higher-level qualifications in order to take up the

employment opportunities of the future, Lyn believes there needs to be visionary

strategy to ensure achievement of necessary skills development and educational

attainment levels are met, this will support regional populations to benefit from

new and emerging employment opportunities.

In 2017, Lyn chaired the Health and Education Sector Committee for the Greater

Bunbury growth plan, as part of the broader Regional Centres Development Plan

for WA. As Chair, Lyn was involved in leading a group of key stakeholders to

develop transformational initiatives to support growth in the region through to

2050. A vision of a Healthy Region where communities develop using guiding

principles that support healthy lifestyles was developed. There was also the

recognition that growth in digital technology, which provides virtual environments

for trade and learning, needs to be complemented by providing opportunities for

social interaction.

Kathy Keay

Director Training Services – Great Southern campus,

South Regional TAFE

Having started her working life as an apprentice hairdresser, Kathy has a long-

standing appreciation for vocational education and training for the benefits to

individuals and communities, and for sustaining the economy.

Skilling people to become the workers and business operators of the future

underpins Kathy’s philosophy of ensuring accessibility and high quality of training

for all who aspire to it.

Since qualifying, Kathy worked as a hairdresser before joining the TAFE college

in Albany 22 years ago as a hairdressing lecturer.

She also employed apprentices in a building-industry business, which she

owned with her husband for 30 years.

Kathy has held positions at WA state level in the areas of policy and compliance,

with a large private training provider and the Training Accreditation Council.

She is a member of the Great Southern Innovation Committee and as a strong

advocate of vocational education and training, she works closely with high

schools throughout the region.

Chris McNamara

Chief Executive Officer, Bunbury Geographe Economic

Alliance

Chris has been involved as an economic and regional development practitioner

in three States of Australia and Internationally within the ASEAN region for over

25 years. With many years at CEO and Director level, in the Public, Private and

NFP sectors his experience has provided him with a ‘toolbox’ full of practical

solutions for business and regional success. Chris has developed diplomatic and

political expertise within Australia and internationally and has led several trade

missions on behalf of government. He has formal qualifications in Business

Management, Psychology, Tourism and leadership and is a qualified gemologist.

Chris has been CEO and GM of business, economic and community

development organisations in several urban and regional areas of Australia. He

has also held a number of board member roles across Victoria and Queensland.

Currently CEO of Bunbury Geographe Economic Alliance, (BGEA) a partnership

of Industry and local Government in South West Western Australia. BGEA drives

economic development regionally in a partnership approach engaging with

government to attract business and regional investment, grow the regional

economy and foster business growth and confidence.
