These community plans which are intended to guide responsible development of neighborhoods in Districts 4, 8 and 9, had not been updated since 1987. The City’s Planning Department staff conducted over 35 community meetings to receive input and recommendations on various goals and incentives for the Community Plans. Key issues, goals and incentives: Balanced, sustainable communities Village and District and transit corridor future transit-supportive growth Additional residential units to support additional retail and commercial services Increased higher wage employment opportunities Enhanced multi-modal improvements Additional outdoor spaces, recreation and public facilities I want to be very clear that this is not an affordable housing plan, but long range policy plans for the next 20-25 years. In reality, this new plan is a step in the right direction and the guide to what we want to see and encourage--quality retail options, balanced mixed-income housing, pedestrian friendly infrastructure, additional parks and open space and quality employment opportunities. The updated plans will also reduce the time it takes to build quality development that will serve residents and local business owners. They will help promote areas of the community that have been overlooked for far too long. We must take advantage of this opportunity for progress not only for the residents living there now, but for generations to come. Southeastern and Encanto Neighborhoods Community Plan Updates

This week at City Hall, my fellow Councilmembers and I unanimously approved the Southeastern

and Encanto Neighborhoods Community Plan Updates. These community plans which are

intended to guide responsible development of neighborhoods in Districts 4, 8 and 9, had not

been updated since 1987. The City’s Planning Department staff conducted over 35 community

meetings to receive input and recommendations on various goals and incentives for the

Community Plans.

Key issues, goals and incentives:

Balanced, sustainable communities

Village and District and transit corridor future transit-supportive growth

Additional residential units to support additional retail and commercial services

Increased higher wage employment opportunities

Enhanced multi-modal improvements

Additional outdoor spaces, recreation and public facilities

I want to be very clear that this is not an affordable housing plan, but long range policy plans

for the next 20-25 years. In reality, this new plan is a step in the right direction and the guide

Fight for $15 with United Domestic Workers: What do we want? 15! When

do we want it? Now! I was re-energized with my brothers and sisters at UDW for the Fight for $15 rally. I am right beside you in this fight and we will win together.

My Voice in the Arts San Diego Opera Program: Apply to this FREE program that asks middle and high school students to share their stories, interests and perspectives with a written description of their own personal artistic experience. Once the

submissions are in, the San Diego Opera staff will read it then it’s evaluated by local arts and civic leaders. It will award up to

two participating students in each of the nine city council districts a subscription ticket package for the 2016 season. Application period began Thursday, November 12th and the deadline to submit is Wednesday, December 16th.

Neighborhood Revitalization through Code Enforcement: CIVIL PENALTY NOTICE AND ORDER, ABATEMENT PENALTY NOTICE, & A NOTICE OF VIOLATION: These notices were issued for 2 different properties that are ALL in violation of the

San Diego Municipal Code. The property located at 971 Armacost Road is building a studio apartment inside the required

two car garage and building two new walls in the required garage to accommodate a new toilet. Another location at 5515 Blueridge Street is converting a bedroom into a separate second dwelling unit by modifying the interior layout of the

bedroom. Both houses are notified and ordered to correct all violations. Civil penalties are assessed at a daily rate not-to exceed $2,500 per day per violation and a total maximum of $250,000 per parcel. Be aware of code enforcement
