“Who” is SHOA?

•  Purpose — SHOA Exists to… •  Foster the development and growth of amateur ice hockey by

providing trained and impartial officiating services to amateur hockey organizations operating within the SHOA area of responsibility.

•  Assist in the character development of youth hockey players by instilling the ideals of citizenship, sportsmanship, fair play, and sacrifice through participation in competitive hockey.

•  Provide adult leagues and players with a fair and orderly playing environment.

•  Recruit and train interested individuals to provide skilled and impartial hockey officiating services.

•  Provide appropriate support services to its members, to include training, game scheduling, collecting agreed to fees from subscriber organizations, and making payment to individual members on behalf of such organizations.

Code of Professional Conduct

Game Assignments

•  Policy — Each member is responsible for obtaining his own game assignments.

•  Send email yourself •  Make & return phone calls yourself •  Maintain proper records in Arbiter •  Parents should not be involved •  Keep a calendar!

•  The scheduling system (Arbiter) is a web-based electronic system.

•  SHOA has designated schedulers for specific rinks and programs.

•  Schedulers communicate by email •  Send games through Arbiter •  Accept or Decline games in Arbiter when offered

Game Assignments

•  Members are encouraged to seek assignments to as many rinks as possible

•  Need to gain experience with other teams, coaches, parents — Avoid “homesteading”

•  Members should avoid seeking games that could present the appearance of a conflict of interest

•  If you are a Coach or Player, not a good idea to officiate in any game involving any team in your own league

•  Not a good idea to officiate in any games with relatives involved.

•  Members are not obligated to accept any assignment proposed by a Scheduler.

Game Assignments

•  “Brokering” of games is strictly forbidden and subject to fines.

•  Selling assignments for a fee •  Bartering assignments •  Accepting assignments for more than one rink at

the same time • Does not include substituting officials •  Accepting assignments at more than one rink

without appropriate allowance for travel and dressing time

• Overscheduling, and then “Dumping” undesirable game(s)

Game Assignments

•  Procedure

•  An official who does not carry out an assignment or obtain a substitute will be charged with a “No‑Show.”

• When an assignment has been exchanged for, it is the responsibility of the official who is GIVING the assignment away to contact the affected Scheduler and to request permission to make the change.

•  Good idea for both officials to notify the scheduler

• Until the Scheduler makes the change in Arbiter, you are responsable for the game.

•  Bona Fide emergencies will be dealt with on a case-by-case basis.

• USA Hockey Level (1 through 4)

• General Rule — Give assignment to official who is at least your equal

•  Talk with the Schedulers if you’re not sure.

Game Reports

•  SHOA officials are obligated to provide both a verbal report and written report anytime a serious or notable incident occurs.

•  Serious misconduct by Player or Coach

•  Assessment of a Game Misconduct or Match Penalty

•  Any unusual occurrence or circumstances •  Injuries, Fan incidents, Blackout, Weather

•  About as important as on-ice performance!

Game Reports

•  Submission of a game report must be called into the Vice-President of Operations as soon as possible, but absolutely must be within 48 hours.

•  Call Bud Sterling 703-298-2036 (Cell) •  Submit Game Report Online at shoarefs.org (Members Only Section) •  When in doubt and for procedural questions, call Bud

•  Match penalties are to be called in within 24 hours.

•  Assaults on Officials are to be called in within 24 hours AND an additional report must be filed online at www.southeastrefs.org within 24 hours.

Game Reports

•  Game reports must be clear and concise.

•  Answer: Who, What, Where, When, How, and Why.

•  Stick to the facts, do not add opinions.

•  Reports should be written by senior official.

• Match penalties require ALL game officials to write a report.

• Get a copy of the Scoresheet at the Rink •  Provides Basic Game Facts •  Do NOT wear your referee jersey outside of the room

or the ice.

No-Show Procedures

•  Officials are to be at the rink 20-30 minutes prior to the game start time • Officials are responsible for preceding the teams

onto the ice before warmups and games

•  Officials are considered a no-show if they arrive to the ice after 1/2 way through the 1st period (time on the clock)

•  Officials will notify scheduler if they no-show ASAP

•  If you work a game alone (a “Solo”), call the scheduler ASAP

•  If you can, call before the game starts

No-Show Procedures

•  Schedulers will report the “No-Show” to the Director of Officiating Standards.

•  Director of Officiating Standards will conduct an informal investigation.

•  To determine the reason for absence.

• Was it excusable or non-excusable.

•  If non-excusable, it will result in disciplinary action up to and including fines and suspension.

Game Fees and Reimbursements

•  Getting paid for games worked is a good thing!

•  Official will make sure that record of Games Worked in Arbiter is always correct

•  Keep a record outside of Arbiter as well.

•  Treasurer will pay each official once per month based upon records in Arbiter.

Game Fees and Reimbursements

•  Treasurer shall pay each official on or about the 20th of each month.

•  Dues - Each official shall pay the Association annual membership dues

• Will be deducted from the first payment following the approval of the yearly budget, with the amount approved by the membership.

•  Individuals under the age of 16 are exempt from paying the annual dues.

Game Fees and Reimbursements

•  It is a good idea to keep track of your games outside of Arbiter as well.

•  7% Administrative fee - pays for SHOA’s operating costs. •  Training, Evaluation Initiatives, Outside Services

and Board Compensation.

• What happens when you get to the rink and one or more of the teams doesn’t show up?

•  Call your scheduler. •  Get Paid.

Tax Records and Reports

•  SHOA is a tax-exempt, not-for-profit organization.

•  If an official receives more than $600 / year in compensation from officiating games through SHOA, they will receive a form 1099 during January of the following year.

•  Each member should consult with a tax advisor for specific deductions available to him/her.

•  Potential items for deduction •  Skate sharpening •  Laces •  Equipment (sweater, trousers, shin/elbow pads,

helmet, whistles, skates, etc..) •  Tolls •  Telephone expenses •  Mileage (special cases)
