l^ass: Encoded one-day punch pass valid for up to 8 trips on buses, trolleys, subwaysand subway-clcvated vehicles. Pass is not valid for Regional Rail travel.

Transportation passes may be used for a limited or unlimited number of rides during the validperiod. Use is restricted to the individual for whom the pass was purchased. In order lo controlusage, prevent misuse and expedite inspection by our operating staff, all passes are subject todesign requirements and constraints, which will be discussed, in greater detail in the next section.

SEPTA fully enforces the proper and legitimate use of passes and promotes pass usage by ourriders. In order to do .so, SEPTA:

• Uses a surface and subway-elevated fare collection system with magnetic stripe readcapability which promotes easy access for customers, provides accurate accounting of passusage, and eliminates the illegitimate reuse of passes by multiple riders.

• Utilizes different pass face designs with various artwork and graphics. Routine artworkchanges facilitate recognition of validity by operating personnel as well as discouraging thefraudulent use of passes sold in prior periods.

SEPTA'S pass program has and will continue to undergo significant changes throughout thecontract term. Consequently, SEPTA will require proof to its satisfaction that the contractorpossesses the ability to meet routine a.s well as special requirements which will be explained ingreater detail throughout the remainder of the specifications.

2.0 SCOPE OF SERVICES

2.1 SEPTA requires the services of a contractor to produce its annual requirement ofall passes in monthly installments as well as installments to be determined bySEPTA. All passes will be produced in accordance to the criteria set forth inthese specifications. (Refer to Attachment I for estimated quantity' detail)

2.2 To permit access to SEPTA's various systems, all encoded passes provided underthis contract must have a magnetic stripe on the back of the pass in addition toother parameters as discussed in the Physical Characteristics and Parameterssection.

2.3 Contractor will be responsible for receiving artwork via CD and producing allnegatives necessary for the printing of all pass types. Original artwork provided tothe veiidoi' by SEPTA must be returned lo SEP'fA 30 days afier the effective date

2.4 Contractor will be directly responsible for all aspects of the production andencoding of passes, and the control, security and delivery of the same to Sl iFTA'sdesignated location(s) within the city of Philadelphia. No part of passproduction will be allowed to be performed by a subcontractor.Subcontracting shall be limited to the purchasing of components and goodscompleted prior to the manufacturing process.

2..S SF'.PTA will stipulate pass quantities and designs for each regular shipment ofMagnetically Encoded passes approximately 10 weeks prior to the scheduleddelivery date of the shipment. (See Attachment II)

2.6 Contractor must keep strictly confidential, all infomiation regarding pass designand encoding while providing this information to employees on a nccd-to-knowbasis only.

2.7 Contractor is responsible for reviewing design selections and makingrecommendations for changes which will avoid duplication or conllicts in color,design and/or encoding of each pass type or with recent pass installments.

2.8 Prior to commencing production runs, the Contractor will provide 2 sets of pre-production color proofs of each pass type, front and back, for SEPTA review andapproval f/ samp/e of each type of pass). If acceptable, approval will be given toContractor within 7 calendar days. If unacceptable, re-proofs will be requiredwithin 24 hrs. of notification

2.9 Throughout the duration of the contract, SEPTA may require the creation ofpasses in conjunction with or above and beyond the normal installment ofmonthly and weekly passes.

2.10 Lead time for passes will follow the schedule to be set forth by SPiPTA.However, certain events may arise where SEPTA will require a much .shorter leadtime. Contractor will be expected to meet these deadlines. These passes will berequested as SEPTA deems necessary. Quantities for these passes will be basedupon what SEPTA deems necessary.

2.11 Due lo the nature of the production processes surrounding SEPTA's passes,unexpected changes and reproofs are often necessary and must be completed andapproved within extremely small expanses of time in order to meet deadlines.The Contractor must be capable of meeting such deadlines.

4.0 PHYSICAL CHARACTERISTICS and PARAMETERS

4.1 Maenetically Encoded Passes

All Magnetically Encoded Passes shall be of normal credit card size andcomposed of polyester material equivalent to White Melinex 339 with amagnetically encoded stripe on the pass back. The passes shall be free of alldefects which impair their in-service performance and appearance and shall befree of frayed, torn or creased edges.

4.1.1 Environment

Pass material shall meet all requirements of this specification when used withinthe following environmental limits:Xempcrature: -10 through +120 degrees FahrenheitRelative Humidity: 97% maximum non-condensing

4.J.2 Dimensions: The measurements for Magnetically Encoded Passes shall be asfollows:

Width; 2.125 +7- .005 inches

Length: 3.375 +/- .030 inches

4.1.3 Dimensions (Magnetic Stripe)Width of magnetic stripe on the back of the pass shall be at minimum 0.375 and atmaximum 0.39 +/- 0.005 inch. The location of the magnetic stripe shall bepositioned at 0.623 +/- 0.020 inch from tlie bottom edge of the pa.ss to the top ofmagnetic stripe.

4.1.4 Curl

The curl of the pass shall not exceed the following values measured in a plane:1. Axis of curl parallel to long dimensions 0.079 inch2. Axis of curl parallel to short dimensions 0.079 inch

4.1.5 Magnetic Stripe ParametersOne continuous (single) magnetic stripe shall be applied to the pass. No portion ofthe magnetic material shall separate from the pass stock during normal handling01- use. The average peak-to-peak surface irregularities of the magnetic surfaceshall not exceed 0.10 mil.

4.1.6 Material

The magnetic stripe shall be composed of high coercivity (HiCo) materialconforming to ISO 7811-6. The magnetic material surface shall not be more than0.6 +/- 0.1 mil on the top of the pass surface and shall not be below the passsurface.

4.1.7 Magnetic Oxide CharacteristicsIntrinsic coercive force shall be a minimum of 2,750 oersteds. The remnant fluxshall be .2 maxwells +/- 15%.

4.1.8 Signal-Amplitude LevelsRead Signal Amplitude levels shall be within the range 125% (max) and 110%(min). The read signal amplitude level variance shall not deviate more than 15%and shall be consistent.

4.1.9 Bit-To-Bit .Jitter

The minimum Bit-To-Bit Jitter shall not exceed 3% with an average of less than0.85%.

4.1.10 Modulation

Average modulation shall fall within the acceptable range of 5% - 6%. Ushall nolexceed 6%.

4.1.11 Encoding StandardEncoding .standard shall be ISO Track 2, BCD character format and reversedirection.

4.1.12 Encodin*; Technique/Characteristics'I'wo-Frcquency (F2F) Encoding Techniques shall be utilized with an average bildensity of 75 bits/inch. ISO Track 2 shall be utilized exclusively for encodinginformation. The encoding Track 2 width shall be 0,25 +/- 0.005 inches. Specihcencoding format will be provided to the Contractor by SEPTA after Nolice-to-Proceed (NTP).

4.1.13 Pass Misreads

SEPTA tracks pass misreads on a daily and monthly basis. SEPTA's standard ofacceptable misread levels falls within the range of 1% - 2%. Adherence to theabove mentioned magnetic characteristics will ensure proper reading of allMagnetically Encoded Passes on SEPTA's fareboxes and turnstiles and maintainmisread levels at their current level of acceptability.

4.1.14 Sequential NumberingContractor will ensure sequential numbering for the encoded serial numberswithin the range stipulated by SEPTA. This will enable SEPTA to determine theexternal serial numbers based upon the encoded number and vice versa.

4.1.15 Pass Material

• Polyester Material: Encoded passes shall be made of polyester materialequivalent to White Melinex 339 with protective coatings over the magneticstripe and printed surfaces as required by durability specifications. SignaturePanel shall not have any coating which prevents customer from signing passwith a normal ball point pen etc. Passes shall be free of holes, brittle areas,residual chemicals, etc.

• . Contamination: Passes and any material added to the pass shall be composedof materials that will not contaminate the devices that stripe, encode or readthe encoding. All printing inks, solvents, adhesives used for security stripes,etc. must be compatible with one another so as not to produce a chemicalreaction that would result in the passes reacting to one another when stored fora period of time in their normal wrappings, i.e. passes sticking together.

• Environment: Passes will have proper read capability after being dipped inwater and gently blotted. This simulates passes exposed to rain andsubsequently swiped through the card reader. Passes will not smear whensubjected to a combination ofmoisture and moderate rubbing.

• Fiammabiiitv: When exposed to an open flame, passes shall be slow burning -approximately 10-12 inches per minute. The Average Time of Burning (ATB)and Average Extent of Burning (ABB) shall be measured in accordance withASTM D568.

4.4 Encoded One Day Convenience Passes & Student Convenience Posses

All One Day Convenience Passes shall be composed of 80 lb. Gloss Cover twosides. All passes shall be free of all defects which impair their appearance andshall be free of frayed, torn or creased edges.

4.4.1 Dimensions

4.4.H Pass Material

• Paper Material: Encoded One Day Convenience Passes shall be composed ol"801b. Gloss Cover, two-sided malcrial with protective coatings over printedsurfaces as required by durability specifications. Passes shall be free of holes,brittle areas, residual chemicals, etc.

• Contamination: The pass and any material added to the pass including allprinting inks, solvents, adhesives, etc. mu.st be compatible with one another soas not to produce a chemical reaction that would result in the passes reactingto one another when .stored for a period of time in their normal wrappings, i.e.passes sticking together.

• Environment: Passes will not disintegrate after being dipped in water andgently blotted. This simulates passes exposed to rain and subsequentlyflashed. Passes will not smear when subjected to a combination of moistureand moderate rubbing.

4.4.12 Curl

The curl of the pass shall not exceed the following values measured in a plane:-1. Axis of curl parallel to long dimensions 0.090 inch2. Axis of curl parallel to short dimensions 0.090 inch

4.4.13 Adhesion

Ten (10) passes, complete with graphics, shall not adhere to each other whenstacked on a flat surface for 24 hours at 113 degrees Fahrenheit with an appliedpressureof one pound per squareinch.

4.4.14 ToxicityThe components of the pass shall be certified by the contractor to be non-toxic tohumans and domestic pets, whether by contact, injection, ingestion or inhalation.

4.5 Encoded One Day Independence Passes (One-Person/Familv)All One Day Independence Passes shall be composed of 80 lb. Gloss Cover, twosides. All passes shall be free of all defects which impair their appearance andshall be free of frayed, torn or creased edges.

4.5.1 Dimensions

The measurements for One Day Independence Passes are as follows:

Length: 4.0"Width: 2.75"

5.3 Serial Number

All encoded passes are identified and controlled with a consecutive numberconsisting of up to 6 digits. Numbers for each pass type and/or period within anin.stallincnl will be assigned a .specific range to be determined by SKPTA. fhecolor used to imprint the .serial number will provide sufficient contrast to thesurrounding surface to facilitate readability. The text and color of ink used for all passtypes will differ (will be specified by SEP'VA for each shipment ofpasses). Theapplication of the magnetic stripe shall not interfere with any back graphics orvice-versa. Backwording will differ for each pass type: weekly for weekly passesand monthly for monthly passes, etc.

5.5 DurabilityPass durability should be such that passes are able to withstand normal usage bythe patron over the entire valid period without fading or otherwise losing theirvisual recognition or magnetically encoded characteristics.

5.6.1 VariabilityTo provide maximum security and to prevent misuse, the color designs of all passtypes will vary with each installment. A sufficient range of design options will beavailable to SEPTA in order to eliminate the need to reuse same/similar colors or

designs, including the fluorescent spectrum.

6.0 GRAPHICS and DESIGN CHAl^ACTERISTICS II

6.1 Encoded One Day Passes (Convenience/Independence)septa's Encoded One Day Passes are subject to certain conditions or limitationswhich dictate their construction and design. Graphics and design requirements forall passes are as follows:

6.3 Serial Number

The text andcolor of ink used for all pass types will diffe.f and will be specified by SEPTA.Backwording will differ for each pass type based upon the event for which thepass will he used.

8.0 PASS REQUIREMENTS

In addition to the criteria specified in Sections 5.0, 6.0, and 7.0 (DesignCharacteristics and Graphics I, II, III), the contractor will comply with thefollowing specifications detailed in this section.

8.1 Passes

8.1.1 Contractor shall provide services to meet SEPTA's requirements forMagnetically EncodedTransPasses^ TrailPasses, StudentPasses, UniversityPasses, and Encoded One Day Passes in installments to be determined bySEPTA. The approximate quantities of which are listed in Attachment I.

8.1.2 SEPTA is not bound to any quantity and reserves the right to alter or varyquantities in accordance with its requirements. Pass quantities for eachinstallment will be provided concurrently with the designs.

8.1.3 SEPTA is not bound to any quantity and reserves the right to alter or varyquantity, design, encoding, backwording • and/or other physicalcharacteristics of any or all pass types within the term of the contract andwill coordinate with the contractor to effect such change without penalty orany additional cost to SEPTA.

8.1.4 Contractor must ensure that the quantities delivered to SEPTA are in exactcompliance with the amounts ordered. Contractor will submit reports ofproduction overruns at the time of pass delivery. All pass overruns andproduction scrap along with all appropriate documentation will be shippedto SEPTA along with its regular delivery.

8.2 Padding/Wrapping/Packaging - Passes8.2.1 Magnetically encoded passes will be wrapped with clear plastic in

quantities of exactly ten (10) passes. Encoded One Day IndependencePasses will be wrapped with clear plastic in quantities of exactly five (5),twenty (20), and one hundred (100) passes. One Day Convenience Pa.s.seswill be wrapped in clear plastic packs in qiianlities of exactly five (5),twenty (20), and one hundred (100) passes. The breakdown of theserequired quantities within a shipment will be provided by SEPTA duringorder piacemenl.

8.2.2 The last pass in each pack will be turned outward in order for the serialnumber to be clearly visible on both sides of the pack. For magnciicallyencoded passes, the magnetic stripe.s should not be in direct contact withone another.

8.2.3 Encoded One Day Independence Passes will also be ordered in pads oP^Othat are bindcti with a padding gine that are not to be wrapped. The lastpass of the individual pads do not need to be turned outvvard.

8.2.4 VVitliin each installment, passes will be segregated by type where applicableand packed in sturdy cardboard boxes.

8.2.5 Shipping boxes will be secured with nylon straps or an equivalent tamperproof warning tape to prevent opening during transport.

8.2.6 Hach box will be appropriately marked or labeled to identify the pass typeas well as serial number range of passes contained and the period of passescontained.

8.2.7 Contractor will ensure that the contents of all boxes will be securely packedto prevent any damage to passes/cards while in transit.

9.0 DELIVERY

9.1 Contractor will be re.sponsible for the delivery and unloading of pass, card and/orsticker shipments to SEPTA designated ]ocation(s) within the city of Philadelphia.All shipments MUST be delivered DIRECTLY to the delivery site. The currentdelivery site is:

9.2 SEPTA reserves the right to change delivery location(s) within the City ofPhiladelphia without penalty or additional costs and will notify the contractorshould such a change become necessary during the contract term.

9.3 Contractor or his agent will be responsible for the full face value (.sale price) of allpasses until receipt is verified by SEPTA up to the limits specified in theInsurance Requirements included in the Bid documents.

9.4 Monthly installments of Magnetically Encoded Pa.sses must be received bySFTTA according to the attached schedule (See Attachment II). For example,passes for February 2015 will be delivered no later than November 13, 2014.Delivery of Encoded One Day Passes will be determined at the lime of orderplacement. All passes must be delivered la the specified location by a direct, nonstop courier service. No deliveries will be made on weekends or holidays.

0 SECURITY-QUALITY AvSSURANCE/OlJALlTY CONTROL

10.1 The contraclor will be responsible for the security of the passes while in hispossession and be aware that passes are a transportation boarding instrument withan intrinsic value in great excess to their unit cost.

10.2 All ri.sk of loss or damage to the passes or any part thereof, prior to receipt bySEPTA, shall be the sole responsibility of the contractor. Contractor will bebound to make good any loss or damage at his own cost. All terms and conditionsof the contract as detailed in these specifications shall be applicable and earnedout at no additional cost to SEPTA.

10.3 Contractor must ensure that the highest level of security be afforded to the designand encoding of all pass types produced and that this sensitive information be heldin the strictest confidence within the contractor's organization.

10.4 Contractor must ensure that all passes printed have been properly accounted forand shipped to SEPTA's designated location(s). Contractor will submit reports ofoverruns at the time passes/cards are delivered. All pass overruns and productionscrap, along with all appropriate documentation will be shipped to SEPTA alongwith that installment of passes.

10.5 Contractor will provide SEPTA with control records indicating the total quantityand serial number range of passes produced and shipped for each pass type as wellas the quantity and serial numbers of all passes pulled from the production run.This information will be forwarded or e-mailed to SEPTA at the below address,separate from the installment to which it refers.

10.8 Any costs incurred by SEPTA personnel or its agents in correcting defectiveconditions within any installment of passes will be the responsibility of thecontractor. SEPTA will provide detailed information supporting .such claim forreimbursement.

10.9 Colors, designs, and encoding for all passes will be determined at the solediscretion of SEPTA and will be kept in the strictest confidence by the contractor.Conlractor is expected lo review such designs and make suggestions to improveappearance and/or avoid duplication ofprevious pass installments,

10.10 Contractor will agree that in the event the material(s) used to produce pas.sesbecomes incompatible with pass security as defined by SEPTA, SEPTA reservesthe right to cancel the agreement at no additional cost beyond payment for passesdelivered or in progress prior to tlie date of cancellation.

10.11 Contractor agrees to permit SEPTA representatives to conduct on-site inspectionsof the production facilities and allow access to all internal control documentationor related records at any time determined by SEPTA throughout the duration ofthe contract.

10.12 At the conclusion of production of each installment, SEPTA will retain ownershipof all artwork and plates, or require their destruction. Contractor will provide acertificate of destruction or ship such materials to SEPTA should SEPTA so elect.

10.13 Contractor must perfonn Quality Assurance/Quality Control (QA/QC) inspectionprior to shipping the encoded passes to SEPTA and ensure that all passes complywith the specifications. The QA/QC inspection records shall be provided toSEPTA on request.

10.14 In order lo facilitate QA/QC procedures prior to shipment, SEPTA will provideContractor with 1 farebox and an additional Turnstile Card Reader. This

equipment should be used to swipe a minimum of 5% of each shipment ofencoded passes to ensure that all pass parameters as well as pass misreads are keptwithin the acceptable ranges stipulated by SEPTA.

SPECIAL CONSIDERATIONS

11.1 in order lo meet SEP'lVWs requirements, contractor may anticipate during theduration of the contract, temporary and/or permanent changes to the Scope ofServices. Requested changes may include but arc not limited to the following;

• Change to Backwording Text: Consistent with changes to tariff regulationsand conditions for use and sale, the text formal of the wording on pass backsmay be altered.

• Exnansion or Reduction to the Quantity of Passes Required: It may becomenecessai7 to increase or reduce the quantity of passes required based uponridership changes (Pass quantities listed in Attachment I are estimates only).

11.2 SEPTA will not be charged for any of the .special considerations in excess of thebase unit cost specified in the contractor's bid.

12.0 SPECIFICATION CQMPLJANCE

12.1 In the event that the Contractor fails to comply with a requirement detailed in thisspecification, resulting in any defect with the deliverable product, the Contractorwill be required to correct and/or replace the defect with the deliverable productwithin 72 hours of notification. (Also see Section 10.7)

12.2 In the event that the Contractor fails to correct the defect with the deliverable

product within 72 hours of notification, SEPTA may seek reimbursement in theamount of the costs incurred by SEPTA as a result of such defect in thedeliverable product. SEPTA will utilize actual labor rate(s) to calculate suchcosts. SEPTA will provide sufficient supporting documentation and/or physicalexamples for all claims against the Contractor. Defects with the deliverableproduct include but are not limited to the following:

• Indistinct, misapplied and/or missing front/back text design and/or counterfeitrecognition feature

• Missing, erroneous, unintelligible and/or incorrect magnetic encoding

• Out of sequence .serial numbers

• Mixed pass types within a shipment

12.3 Late Delivei7

BILLING METHODS

Contractor will forwarci an invoice (hard copy) to SEPTA's Revenue OperationsDepaitmenl after delivery and SO'TA acceptance of each installment of passes.Invoices must detail the quantity of passes delivered by month, type, unit price,extended price and total installment cost.

BID SUBMITTAL INFORMATION

Along with all required documentation as specified by SBPTA's Procurement andContracts Department, the successful contractor will be required to submit thefollowing materials and/or information as proof of its ability to meet SBPTA'sspecification requirements within 3 calendar days from the dale of bid opening.

14.1 Samples of the rnaterial(s) from which SEPTA's passes will be produced.

14.2 A written response including all of the following:• A brief history of the Contractor's finn

• Applicable experience in providing passes in the ground transportationindustry with a minimum of two (2) references which SEPTA may contact forinformation pertaining to the contractor's expertise. References must be pastor current clients of the firm.

• SEPTA reserves the right to identify and obtain references with whom theContractor has conducted business in addition to those supplied by theContractor.

• A description of the methods which the contractor intends to employ in orderto ensure quality control, inventory control, security, and timely delivciy of allpasses produced.

• A description of the methods to be utilized to transport the pass and stickerinstallments to SEPTA facilities.

TEST AND EVALUATION OF SAMPLE PASSES

Subsequent to the bid opening and prior to award, the successful low bidder willbe required to provide an assortment of passes of each of the following pass typesto SEPTA for evaluation at no additional charge to SEPTA. The sample passesmu.st be provided to SEPTA within 14 calendar days of notification.

All pass samples provided will be identical in every aspect to the material,construction, and features which the contractor intends to provide under thiscontract.

SEPTA will perform tests and procedures on the pass samples, as it deemsnecessary in determining compliance with the specifications and compatibilitywith SEPTA's pass readingequipment.

Contractor will be afforded every reasonable opportunity to remedy any or alldefects identified with its passes during the evaluation period. Within 7 calendardays of receipt of said samples, SEPTA will make a determination of PASS/FAIL.In the event that defects are discovered, bidder(s) will be granted a maximum of10 calendar days in which to address these defects.

Should SEPTA determine that the Contractor's sample goods, production/controlmethods or any method employed by the Contractor are non-compliant withSEPTA's specifications and requirements for this contract, SEPTA shall have theright to request samples from the second lowest responsive bidder, with noobligation to Contractor.
