1 Introduction
1.1 General Purpose and Objective
1.1.1 The purpose of this Special Event Management Plan (SEMP)
is to meet the requirements of Condition A10 Special Events as contained within the
Minster’s Determination MP 06_0232 Mod 5 for the Southern Highlands Regional
Shooting Complex (SHRSC).
This plan should be read in conjunction with the Operational Environmental
Management Plan (OEMP) and the Emergency Management Plan (EMP) also
prepared for the SHRSC.
This SEMP is to address the requirements of the World Association 1500 (WA 1500)
World Championships to be held at the SHRSC from 7-14 September 2019. The WA
1500 World Championships was bid for to the World Association in 2017. In 2018 it
was awarded by the World Association to Australia and then by Pistol Australia to
NSW at the SHRSC. This was won over a bid to hold it in Victoria at Yarra Pistol Club.
Although expected competitor numbers are small (100-150 competitors), this is a
very prestigious event for the NSW Amateur Pistol Association (NSWAPA) to host as
opportunities like this only occur around every 10-15 years as they are shared around
the affiliated countries and their area/states.
1.2 Statutory Approvals
1.2.1 Project Approval
The operation of the SHRSC was approved under the Environmental and Assessment
Act 1979. A full copy of the Approval MP 06_0232 and any modifications can be

1.2.2 Relevant operational conditions for this event A7 Hours of Use – Outdoor Ranges
(a) All outdoor ranges shall not operate for more than 4 four days in any week, Mondays to Sundays (ie. there shall be no shooting on any outdoor range for at least 3 three days a week). The hours of use of the outdoor ranges on these 4 four days shall be between 10 am and 5 pm each day. No shooting is permitted on any of the outdoor ranges after 5 pm, except for Special Events (refer to Condition A10). (b) Shooting on public holidays is not permitted except for Special Events (refer to Condition A10). A9 Firearm Noise Limits The noise from firearms or use of the site must not exceed LZpeak 75 dB at the following locations: (a) at the south-western end of Rocky Waterholes Road, Hill Top (representing the existing residences at 1, 2 and 4 Rocky Waterholes Road); and

(b) at Nattai Road, Hill Top, adjacent to the western entrance to Wattle Ridge Farm (representing the existing residence). The assessment of noise compliance from the Southern Highlands Regional Shooting Complex shall be undertaken in accordance with the EPA’s Target Shooting Ranges: Application Note for Assessing Noise Compliance (2015). A10 Special Events (a) Up to three Special Events can be staged at the shooting complex each year. Special Events may be held on public holidays. (b) At least 60 days prior to the commencement of any Special Event, a Special Event Management Plan must be prepared and submitted to the satisfaction of the Secretary. Unless otherwise agreed to by the Secretary in writing, the Management Plan must: (i) include evidence of community notification; (ii) justify any variation to the conditions of this approval; (iii) include a Traffic Management Plan endorsed by Council; (iv) include details of the events schedule, number of competitors and complaints management; and (v) any additional mitigation or management measures required to address noise, traffic or other environmental impacts. (c) A Special Event Management Plan must be finalised and approved prior to the commencement of the event to which it relates. (d) At least one week prior to the commencement of any Special Event, the proponent must notify the community via a notice published in the local newspaper outlining the days and hours of the event, where the Special Event Management Plan can be viewed and how complaints can be made through the methods outlined in Condition E6. (e) A copy of any approved Special Event Management Plan must be placed on the proponent’s website prior to the commencement of the event.
1.3 Variation to Conditions The Office of Sport have sought approval to vary the hours of use and days of use as permitted under A10 Special Events. The Project Approval defines a “Special Event” as (an event that may result in the variation of Condition A6, Condition A7 and /or Condition A8 of the approval, in so far as it relates to that event, with respect to the days or hours of use or an event that occurs on a public holiday.)
1.3.1 Variation to hours in use
Vary Condition A7 (a) - Hours of use, from 10am – 5pm to 9am – 5pm for the period Saturday 7th September 2019 – Saturday 14th September 2019.
Moving the start time to 9am will result in competitors arriving at the range to
compete at approx. 8am. This will result in traffic movement around Hill Top being
complete prior to school activity.

Daylight hours for September are forecast to be 6:03am – 5:42pm. The construction
of the range and configuration of the event allows for only 33 shooters on the line at
a time as a space is required between each competitor on the target line. There are
seven matches plus the team’s event to be conducted in five days. Each match can
take up to 2 hours due to the requirement to move the targets to varying distances
whilst the shooter remains under the acoustic shelter. The additional hour of shooting
will allow the expected number of participants to be able to complete their matches.
1.3.2 Variation to days of use
Vary Condition A7 (a)– Hours of use, from 4 days a week for the Special Event to a period of 7 days to allow for days of the Special Event period, Monday 9th September 2019 – Saturday 14th September and one day of normal operational use Sunday 15th September 2019.
To host such an event on the limited 33 positions will require several days of competition and practice. The Australia Team and volunteers will compete along with the practice on Monday & Tuesday, so they are available to assist in running the event Wednesday – Saturday.
o Bump in of event overlay and range set up on the 50m range, will be Friday 6th September. There will be no shooting on any ranges on Friday 6th September.
o Practice Saturday 7th- 10th September o Competition 11th – 14th September o 14th September – Normal Club activities will be occurring on the 800m and
500m ranges 10am – 5pm o 15th September - Bump out of event overlay and setup, 50m range o 15th September - Normal Club activities will be occurring on the 800m & 500m
range 10am – 5pm 6 days of the approval is for the World Championships and one day for normal operational club activities on the 800m & 500m ranges only. The Saturday 7th & Sunday 8th fit within normal operational days of the week preceding the event. The range will only be open on these two days of this week, not four, to reduce impact of noise on the residents. The 500m and 800m ranges will only commence shooting at 10:00am for their Club activities.
1.4 Number of Events and Timing of events
As of August 2019, the Office of Sport have no applications for further Special Events.
This is the only Special Event to occur at the Complex in 2019. This special event is not
on a public holiday and has been scheduled in early September to be away from Tulip
Time activities in and around the Southern Highlands in late September and October

1.8 Community Notification SHRSC have notified the residents of Hilltop of this event via an advertisement in the Illawarra
Mercury and Southern Highlands News dated 24 January 2019. A further notification has been
placed within the Hilltop Bakery and community notice board.

2 SHRSC Location and Description
2.1 Site Location and Description The SHRSC is within the Wingecarribee Local Government Area (LGA) near the village of Hill Top,
approximately 11 kilometres north of the town of Mittagong and approximately 110 kilometres
southwest of Sydney. Mittagong is located within the Southern Highlands of New South Wales at the
southwestern extent of the Greater Sydney Region.
The SHRSC occupies approximately 16 hectares of Lot 100 DP 1088254. The area occupied by the
range and associated facilities was cleared in accordance with the Conditions of Approval. The
remaining 1,020 ha has been retained in its existing condition as a vegetation buffer zone and also
acts as a safety zone for the SHRSC.

3 Event Details
3.1 Event Details Event: WA1500 World Championships
Date: Practice = 7-10 September 2019
Competition = 11 – 14 September 2019
Bump in: 6 September 2019. No shooting. Delivery of marque, portable toilets etc. Setup of
tables and chairs, signage, computers etc.
Gates Open: from 7:30am each day
Event Start: 9am each day
Event Finish: 5pm each day
Bump out: 15 September 2019. No shooting on the 50m range, collection of portable toilets,
pull down marque, pack up and put away any other portable structures.

WA1500 Match events all start from the holster. A current Pistol Australia holster accreditation is
mandatory for all shooters participating in these events.
As the Australian body affiliated to the World Association Precision Pistol Competition 1500, Pistol
Australia provides an international ‘career pathway’ for shooters. Commencing in 2007 Pistol
Australia has sent teams to World Championships every year.
The WA1500 Match events are very similar to Service Pistol events as these, and a number of other
Service Pistol type matches around the world, share common ancestry.
WA1500 Match Events
The WA1500 international rules include;
150-Shot events:
•Revolver 1500 – open class revolver, max. 6″ barrel (calibre .32 or larger). Pistol 1500 – open class
pistol, max 6″ (calibre 35 or larger)
60-shot events (the 60-shot course of fire is as for Match 5 from the 150-shot events)
•Distinguished Pistol Match – “light-modified” standard pistol max 5″ (calibre .35 or larger).
•Distinguished Revolver Match – standard revolver max. 6″ barrel, (calibre .38).
•Open Match pistol or revolver, also electronic sights, red dots etc. (as far as allowed by law).
48-shot events
•Standard Revolver 4″ Match – standard revolver, max 4″ barrel, (calibre .38)
•Standard Revolver 2.75″ Match – standard revolver max. 2.75″ barrel, (calibre .38) – Note that
these revolvers are not permitted under Australian legislation.

3.4 Competition and Range Details The 2019 WA1500 World Championships, is to be held at the Southern Highlands Regional Shooting
Complex (SHRSC), 430 Wattle Ridge Road, Hill Top, between Saturday 7 and Sunday 14 September
2019. This event is expected to attract approximately 150 patrons to the site, predominantly
international and national athletes and associated family and friends and other shooting community
members. There will be 4 days of practice where competitors will attend sporadically and 4 days of
competitions where competitors and spectators will adhere to a program. It is anticipated that there
will be approximately on average 50 cars, and up to 10 mini transporter vans conveying patrons to
the event per day during competition. All the above will be parked on site.
The event will be held on the 50m range. The 50m range configuration allows for 33 competitors to
shoot simultaneously across ranges 2-5 underneath the acoustic shelter. The target frames will be
moved from 7 yrds to 50 yrds throughout each match. The 500m range will be available for
competitors to sight in their firearms during the event.
Planning for this event has involved several key agencies;
The planning committee consisting of the management team at SHRSC, NSW Amateur Pistol
Australia and Pistol Australia. Pistol Australia have taken the lead as their event and Mr Noel Harrod
is representative for Pistol Australia. Pistol Australia is responsible for organising all operations
involved with competition management, as well as catering for the non-government VIPs.
The Venue Management, SHRSC, NSW Sport and Recreation, Office of Sport part of the Stronger
Communities cluster is responsible for co-ordinating all traffic and emergency services on site for the
day. The SHRSC has arranged signage on site to assist in directing vehicle movements. The SHRSC is
also responsible for all site management, including event staff, cleaning, waste management, co-
ordinating parking, course maintenance and management of government VIPs.
3.5 Accreditations All competitors will be required to register their attendance and present their Firearms Licence or
International Visitors Shooting Permit to the match organiser on their first day of attendance. They
will also have their firearms inspected for safety and compliance with the rules and Australian
Firearms Legislation. Once this has been checked and registered into the Office of Sport system,
competitors will receive an accreditation pass.
3.6 Parking Tickets Parking tickets will be provided for Competitors and government officials. Staff, referees and
volunteers will utilise the 500m parking area.

4 Precinct Activities
4.1 Event activations/precinct activity During the weekend days (8-9 and 15-16 September) SHRSC will still be operating as normal on the
500m and 800m ranges. This will have no impact on the event on the 50m range.
5 Other related activities
5.1 Filming/Photography Pistol Australia have engaged with Fuzzy Media and Michael Westdorp to conduct the following
activities in relation to filming and photography:
• Photography – competitors and event in general
• Filming - Interviews with the competitors and live streaming the competition itself
• Drone – Photography and film of the event
The footage and photos will be used to promote the venue, the sport of shooting and the event itself
to a variety of audience demographics including local, national and international.
A film and photography agreement has been filled in and the drone has been included in the risk
assessment.

7 Venue Regulations GENERAL RULES
a. All shooters (including club members) must report to the Office of Sport office on arrival, sign-in and pay fees. You must present your current Firearms Licence when signing-in.
b. All Range Officers (including club members) must report to the Office of Sport office on arrival and present their current Firearms Licence when signing-in.
c. All other entrants, including visitors and trades persons, must report to the Office of Sport office on arrival and present their current and approved form of photo ID (e.g. drivers licence) when signing-in.
d. By signing-in your proof of identity documents will be scanned and collected for the purposes of complying with law enforcement requirements. Information will be held in accordance with the national and the NSW legislation Privacy Act 1988.
e. All shooters must be under the supervision of a non-shooting Range Officer. f. All persons must obey the instructions and directions of Shooting Complex staff or Range
Officers. g. Children must always be accompanied and be under the direct supervision of a responsible adult
at all times when on-site. h. Anyone considered to be affected by alcohol or drugs will not be permitted on the range. i. No person may enter or leave the Complex with a loaded firearm. j. No person may handle a firearm while on site, unless they hold a current and appropriate
category of Firearms Licence or have completed a P650 declaration and are under the supervision of a Shooting Complex staff member or and approved Club Range Officer and have signed-in appropriately.
k. No visitor may go beyond the spectator safety barrier unless accompanied by a Shooting Complex staff member or Range Officer.
l. All potentially hazardous situations must be reported immediately to the Range Officer or Shooting Complex staff.
m. Shooters and visitors should familiarise themselves with the location of the First Aid equipment and evacuation procedures.
n. Firearms must not be left unattended at any time unless locked in a vehicle. Firearms found not appropriately attended or secured will be unloaded and removed from the range and secured by Shooting Complex staff.

SOUTHERN HIGHLANDS SHOOTING COMPLEX RANGE RULES a. The red flag must be flying at the gate and on the stop butt during shooting. b. Only approved calibres and loads may be used on the range in accordance with the NSW
Firearms Registry Shooting Range Approval. Any queries regarding approved calibres and loads should be referred to Range Officers.
c. Only approved matches and appropriate targets may be used in accordance with the Firearms Registry range licence.
d. No firearm may be loaded until the Shooter is in place at the firing line and directed to do so by a Range Officer.
e. At all times, while loaded, the firearm shall point down range. f. At all times, while loaded, the firearm shall be under the control of the user. g. When not at the firing line, the firearm must be unloaded at all times. h. At the completion of shooting, the firearm must be immediately unloaded. i. No person may touch a firearm belonging to another person without that person’s express
permission and must be appropriately licensed. j. No person on the firing line shall touch a firearm (or any part of a firearm) whilst any other
person is forward of the firing line. k. All personal belongings must be stored away from the firing line. l. All malfunctions must be reported immediately to the Range Officer. Dropped and misfired
rounds are to be disposed of in the yellow marked hazard bins. m. Hearing protection must be worn while shooting is in progress on all ranges. n. Eye protection must be worn when shooting handguns (excepting air pistols). o. Covered footwear must be worn on the ranges whilst shooting is in progress. p. All wildlife is protected and cannot be injured in anyway. Any wildlife within the Complex must
be reported to the Complex staff for appropriate removal and re-location. q. Smoking is prohibited within the Complex unless it is done in the “designated smoking areas as
signposted”. r. Domestic animals are prohibited anywhere within the grounds of the Complex. s. Overnight storage of firearms and ammunition anywhere at the Complex is prohibited unless
approved by NSW Police and the Secretary of the Department of Planning and Environment as part of an approved special event and confirmed by the Office of Sport.
t. Camping or staying overnight anywhere at the Complex is prohibited, unless approved by the Secretary of the Department of Planning and Environment as part of an approved special event and confirmed by the Office of Sport.
u. During the fire season, the range is closed on days declared Severe, Extreme or Catastrophic Fire Danger as defined by the Rural Fire Service. The Complex Manager may close the range if these conditions are forecast or at any other time determined as unsafe.
RIFLE RULES a. Shooters can prepare their single shot rifles for shooting behind the firing line if they have a
safety flag inserted into the rifle. This includes:
• Putting on cheek pieces
• Adjusting the stock
• Putting the firearm together

• Putting on sights
• Adjusting the firearms between stages. b. Assembly of rifles with magazines is not permitted at the rear of the range. Assembly of rifles
with magazines must be done at the firing line. c. Any cases containing rifles must be secured in a vehicle or be at the firing line with the shooter
or secured to the range with a safety cable to prevent theft. If you do not have a safety cable, please secure additional firearms in a vehicle.
d. Cleaning of rifles may be done on the bench behind the shooters. Firearms must be cleared by a Range Officer and the bolt removed prior to moving to a cleaning bench. Firearms must be directed away from other persons whilst cleaning.
e. If rifle racks are used, all rifles must be cleared and magazines and bolts removed. f. All firearms are to be cleared and safety flags inserted before going forward to change targets. g. Whilst target changes are taking place all shooters are to remain behind the designated line. h. Red light indicates that there is danger and the range is in use. i. Green light indicates the range is safe and shooters may go forward and change targets. PISTOL RULES a. Pistols must be taken to the firing line in a bag, case or box. b. Any cases that contain a pistol or pistols must be in the bay with you, or secured to the range
with a safety cable to prevent theft. If you do not have a safety cable, please secure additional firearms in a vehicle.
c. Cleaning of pistols can be done in the designated safety area. d. Shooters may only draw from the holster if they have a current holster accreditation card
appropriate for the match they are competing in. e. Holstered firearms may not be worn in the carpark. f. No loaded magazines are permitted on belts whilst in the carpark. POST SHOOT PROCEDURES Collect spent brass and any other rubbish and place in the marked recycling or rubbish bins
In addition, the following activities are strictly prohibited within the Venue without prior written
permission from Venue Management:
• The collection of money;
• The sale or hire of any goods or services;
• Conducting amusements, entertainment, venue tours, personal training or performances;
• Participation in, or organisation of, any protest, march, demonstration or public meeting;
• The display or distribution of any advertising or political material;
• Commercial filming (whether cinematic or video) or photography, including drones;
• The erection of any structures such as marquees, awnings etc;
• The distribution or use of balloons or stickers;
• To erect, place or affix any banners or signage within the Venue or on any Venue infrastructure;
• The use of any public address system including a hand-held megaphone;
• Teaching any person how to drive a car or ride a motorcycle;
• The operation of motorised model aircrafts, boats or cars; and
• Conducting any kind of survey of visitors to the Venue.

SPEED LIMITS
• The speed limit for all motor vehicles is 20kph.
MOTORISTS
Motor vehicles at the Venue:
• Must remain on semi sealed roads and be driven in accordance with all signs; Must be parked in designated parking areas in accordance with signs, not on any other areas
including any grassed areas, unless directed by a Venue authorised person.
8 Mitigation Measures 8.1.1 Environmental
Environmental management is controlled in accordance with the SHRSC Operational Environmental
Management Plan (OEMP)

Waste:
The SHRSC has two waste bins on site, one for general waste and one for cardboard. This will reduce
the amount of waste to go to landfill.
The Office of Sport have engaged the services of VDG cleaning to clean toilets and ranges. They will
also check that no rubbish has blown into nearby bushlands daily.
Pistol Australia has offered once fired targets fee to local clubs who can collect them from the range
after competition finishes. This promotes recycling and reduces waste.
Ammunition:
All competitors will collect their empty brass casings as they reload their own ammunition. There will
be no brass to collect on site.
Incidents:
Environmental incidents and non-compliances with environmental licences or development approval
conditions are required to be recorded and tracked as per 4.5 of the SHRSC OEMP. Incident response
and notifications ensure that:
• The environmental impact is minimised and cleaned up/rehabilitated as soon as reasonable and
feasible
• All relevant stakeholders, including regulators, are informed of the incident in a timely manner
• Mitigation and management measures are identified and implemented as appropriate to prevent
recurrence.

8.1.2 Noise
The firearms use in this event are 9mm, .38Super, .357 or 38Special. The loads used are Minor
Power Factor. This means that there is a minimal amount of powder loaded to reduce recoil, thus
reducing noise. Noise testing has been conducted on a quarterly basis since the opening at SHRSC,
this testing has included the known nosiest calibre. That has been 9mm jacketed Hollow Point
rounds. In each test the range has passed the noise testing restrictions and there is no impact on
residents or the surrounding areas. The next test will be conducted in August 2019.

8.1.3 Traffic A traffic management plan has been developed by SHRSC and submitted to Wingecarribee Shire
Council who have advised as there is no impact on the town there is no need for the traffic
management plan to go to their Traffic Management Committee to be approved.

9 Management of Complaints The Office of Sport has established a community complaint/enquiry service for the Shooting
Complex

All complaints are handled in line with the Office of Sport’s Complaints Handling Policy
The policy requires that the receipt of complaints is acknowledged promptly and assessed and
prioritised in accordance with the urgency and/or seriousness of the issues raised. If a matter
concerns an immediate risk to safety or security the response will be immediate and will be
escalated appropriately.

The policy includes a three-tiered complaint system:
• Level 1 – Informal resolution
• Level 2 – Formal resolution, which includes a four-step process. If the customer is not satisfied with
the formal resolution, a level 3 process can be instigated
• Level 3 – External review options
Customers making complaints will be informed about the process, expected timeframes and of the
progress and reasons for any delay.
All complaints will be acknowledged within five working days.
