Agenda notes for 87th Meeting of the Operation

Coordination Committee of SRPC to be held at Bangalore on 11th September 2013

1. Confirmation of the Minutes of the 86th Meeting of OCC held on 13th August 2013

2. Monthly Outage Plan

2.1 ISGS/CGS: Generating Units

a) Shut Down Proposals for September & October 2013 (Annexure-2A).

b) Shut Down carried out during August 2013 along with reason for deviation if any.

2.2 ISTS/State Sector Transmission Elements

a) The proposals for outages of Transmission elements received from various utilities would be posted on SRPC website.

b) As per the NLDC outage procedure, the outage proposals for the subsequent month were to be submitted by 3rd of each month. Constituents to furnish the outage proposals for October 2013 by 3rd September 2013. (Formats in which outage proposals required to be furnished is at Annexure-2B).

c) Constituents are requested to furnish the information about the shut down carried out during last month against shutdown approved and also information regarding unapproved/emergency shutdown in their respective system.

d) State utilities to furnish shutdown proposals for transmission elements for September 2013 - March 2014.

3. Operation of the Grid in September & October 2013

a) Schedule of Hydro and Thermal Generation.

b) Details of anticipated assistance from other sources including bilateral assistance.

c) Anticipated Consumption

d) Shortfall/Surplus if any and how the same is proposed to be met.

e) Loss of Generation due to fuel shortage- Action plan for meeting their demand and short fall by constituents.

4. Review of the Power Supply Position /Inflows Constituents may furnish the reasons for deviation:

a) Actual with respect to anticipated (MW & MU) for availability and requirement.

b) Generation variation category wise with respect to MoP targets/LGBR figures.

c) Inflows to major reservoirs: Actual w.r.t. 10 year moving average and w.r.t. same month last year.(MU)

5. Issues for Deliberation 5.1 Sudden change in load by Beneficiary Regional Entities in SR

SRLDC vide letter dated 23rd August 2013 had refered under clause 1.5 attention that there had been number of instances of violation of IEGC clause 5.2(j). Some of the critical instances where change in load was more than 100 MW had been also listed. MS, SRPC vide letter dated 26th August 2013 requested all concerned that action may please be arranged so that IEGC clause 5.2(j) is compiled with and any sudden change in demand by more than 100 MW is avoided.

The action taken in this regard may intimated.

5.2 Over voltage settings of 400 kV lines

In earlier OCC/PCCSC Meetings the matter regarding over voltage settings of 400 kV lines in the Region was discussed. To ensure that critical trunk lines in the Region do not trip on over voltage at the first instant, it was felt necessary to have some gradation w.r.t. voltage and time. Updated scheme was circulated to constituents for implementation. Status update.

5.3 Issues related to NTPC Stations.

5.3.1 Talcher Stage II Units trippings on account of SPS:

GM(OS), NTPC vide letter dated 22nd August 2013(Letter Copy at Annexure-5 A) informed that Talcher Stage II Units had experienced a number of trippings on account of SPS & for reasons not attributable to the station. In view of this NTPC requested for a review of SPS scheme considering the following points:

a) Implementation of the latest SPS scheme with only unloading provision.

b) Deactivation of SPS scheme when generation is less than 1000 MW i.e. two units are under S/D.

c) Time frame for total elimination of the SPS scheme for Talcher II.

5.3.2 Talcher Coal related issue

The coal shortage issue and sharing of coal availability as per the CERC order dated 23.08.2013 between Talcher Stage I & II.

5.4 Under injection by MEPL (Item no 14 (a) of enclosed SRLDC letter dated 27/08/2013)

5.5 Procedure for Outage Planning by NLDC

In the 85th OCC Meeting it was noted that the approved procedure for Outage Planning was awaited.

5.6 Implementation of RRF Mechanism

CERC had issued orders approving RRF procedure by NLDC which was to be implemented from 15th July 2013.

5.7 GRM operations of Talcher-Kolar Link

In the 86th OCC meeting KPTCL informed that 2nd set of reading would be taken by M/s PRDCL. Status update may be furnished by KPTCL.

5.8 NPC/Implementation of Enquiry Committee The second meeting was held on 16th July 2013. The following issues had been deliberated in the NPC meeting.

5.8.1 Implementation of measures to prevent Grid Disturbance

A. Third party Protection Audit:

In the Second NPC Meeting, the following was deliberated:

CEA would be seeking supplementary information from the States shortly on the DPRs submitted by them to bring some uniformity therein.

It was agreed that the DPRs received from the States would be treated as approved from their respective managements.

As per the consolidated DPR submitted to MoP funding from PSDF has been proposed as 20% keeping in view the amount parked in PSDF. This may vary depending upon the amount approved by MoP/PSDF Management Committee and CERC Regulations for PSDF were also in the process of review.

It was decided that the States would immediately take up renovation and up gradation of protection system including switchgears at their substations as mentioned in their respective DPRs without waiting for the funds from the Centre. As the funds become available from PSDF, the same would be distributed to the States as per the guidelines /regulations in force.

In the Special TCC meeting held on 21st August 2013, it was noted that 20% funding proposed from PSDF was felt to be inadequate by the states. States also brought to attention the acute resource crunch being faced by them. The amounts required for renovation and up gradation works had not been factored in the ARR projections furnished to the respective SERCs. The utilities thus requested that the 20% funding proposed be kindly reviewed by CEA and requested that the same be modified to 100% funding. This would ensure completion of the schemes and ensure grid security in shortest possible time. SRPC & SRLDC stated that renovation and up gradation works should be taken up immediately by the utilities without linking the same to any funding etc, since they were required functionally.

B. Reactive Power Planning

In the Second NPC Meeting, it was decided that all States would carry out reactive power planning not only transmission level but also at distribution level and prepare schemes to maintain voltage profile as per relevant Regulations/Standards. The schemes would be forwarded by the States to the Power System Wing of CEA under intimation to the NPC Secretariat at the earliest. Further, execution of the approved schemes would be taken up by the States without waiting for funds from PSDF.

In the Special TCC meeting held on 21st August 2013, it was noted that all the constituents observed that they would rework the scheme including distribution level and would apprise their management in this regard. They stated that full funding should be made through the PSDF.SRLDC and SRPC stated that the schemes should be taken up without linking it to any funding etc.

C. Ensuring proper functioning of UFRs and df/dt relays In the Second NPC Meeting, it had been decided that all SLDCs and RLDCs would upload the details of feeders to be tripped through the UFRs and the expected load relief at different frequency levels in their respective States/Regions on operations of UFRs. It was also decided that RPCs would send inspection report of healthiness of UFR and df/dt regularly on a quarterly basis to NPC Secretariat.

D. Islanding schemes In the Second NPC Meeting, CEA had requested all the RPCs to submit the details of progress of preparation/approval/execution of islanding schemes to NPC Secretariat regularly on fortnightly basis.

In the Special TCC Meeting held on 21st August 2013, it was noted that S1-S2 islanding scheme was to be completed by August 2013. Other islanding schemes would be completed by October 2013.

5.8.2 Reporting the Status of implementation of the recommendations of the Enquiry Committee

Status as on last day of the month to be forwarded by 3rd day of the following month, and that as on 15th of the month to be forwarded by 17th of the month All the constituents were requested to furnish timely status updates.

5.8.3 Review of Zone 3 Philosophy In the Special TCC meeting held on 21st August 2013, it was noted that PGCIL had reviewed and implemented revised Zone-III settings for inter-state lines wherever required. MS I/c, SRPC had informed that complete information had been communicated to PGCIL.

5.8.4 Ring Fencing of Load Despatch Centers

In the Second NPC Meeting, it was decided that inputs in regard to status of implementation of Pradhan Committee Recommendations for ring fencing of the SLDCs would be collected by the RPCs from the States and forwarded by the RPCs to NPC Secretariat every month.

In the Special Meeting held on 21st August 2013, this issue was discussed and constituents expressed their views on the same. It was noted that ring fencing had to be adopted in totality so as to achieve desired autonomy.

5.8.5 Implementation of CEA Regulations

In the Second NPC Meeting, it had been decided that as a first step, all the power utilities be sensitized on CEA Regulations through workshops in regional fora. After completion of awareness phase, the violations of CEA Regulations could be discussed and minuted in RPC meetings and persistent violations could be reported to Hon’ble CERC by CEA/RPC for perusal/reference :

MS I/c, SRPC informed that CEA/RPC would be creating awareness on CEA Regulations through Workshops as per the directives. The following Regulations are available on the CEA website:

CEA (Measures relating to Safety and Electricity Supply) Regulations, 2010

CEA (Grid Standards) Regulations 2010

CEA(Technical Standards for Construction of Electrical Plants and Electric Lines) Regulations 2010

CEA (Installation and Operation of meters) Regulations 2006 and (Amendment) Regulations 2010

Furnishing of Statistics, Returns And Information

5.8.6 Number of Stages for AUFLS

In the Second Meeting, NPC decided to implement AUFLS with four stages of frequency viz. 49.2, 49.0, 48.8 & 48.6 Hz in all the Regions. SRPC was also requested to follow the above four stages of frequency as the SR Grid was also going to be synchronized with NEW Grid soon.

In the Special TCC Meeting held on 21st August 2013, all the constituent States agreed to implement AUFLS with four stages of frequency viz. 49.2, 49.0, 48.8 & 48.6 Hz. As a first step towards the same, setting on feeders of current stage – I & II would be changed to 49.2Hz and 49.0Hz within two weeks. The setting of Stage – III will remain as it is till the procurement of additional relays required to adopt four stages of setting.

5.8.7 Methodology for determination of quantum of load for AUFLS in different regions

In the Second NPC Meeting, all the Members of NPC as well as POSOCO agreed that the quantum of load shedding for NEW grid under AUFLS as worked out in the agenda was in order and the same could be communicated by NPC Secretariat to all the RPCs for implementation with load shedding quantum rounded off to the nearest ten. Same methodology could be adopted to determine the quantum of load shedding at four stages of frequency based on the power number for SR grid and communicated to SRPC for implementation. It had also been agreed that the entire AUFLS scheme would implemented in a maximum period of three months by all the RPCs.

Based on the communication received from CEA vide letter dated 6th August 2013 (Annexure-V B), State-wise Break-up of the UFR quantum (Annexure-V C) to be provided at each stage was presented. It was decided to implement the first two stages by 7th September 2013 and the balance stages would be implemented by 15th October 2013. It was also noted that the balance feeders would be kept intact at the original set points.

5.8.8. Implementation of Demand management Scheme (IEGC 5.4), Grid Security Expert System and Demand Estimation

Issues raised by RPCs would be taken into consideration or clarified by PGCIL to the satisfaction of the constituents at the time of detailed discussions for fine tuning of the schemes at the level of RPC. The issue might be referred to NPC later on if considered necessary by the RPCs.

In the special TCC Meeting held on 24th June 2013, the following was agreed:

i) All the States would furnish the data to POWERGRID (LD&C, Gurgaon) within one week time.

ii) Issues like grouping, differentiation in ADMS and GSES could also be raised for seeking clarity.

iii) One to one meeting to be carried out by POWERGRID at the State Head Quarters at an early date.

iv) Subsequently a common meeting could be held at SRPC Bangalore for finalization of the scheme.

v) SRPC would address a communication to Secretary, CERC expressing that the scheme was under preliminary discussion stage. Detailed Engineering could thus only be carried out after thorough deliberations with State Utilities. Subsequently only the scheme could be implemented.

vi) The concern about the State Utilities would also be put up to NPC.

Meeting with APTRANSCO in this regard had already taken place. Status

update by PGCIL/ Constituents.

5.8.9 Training and Certification of System Operators

NPC opined that certification of System Operators be made mandatory through amendment of relevant regulations notified by CEA and CERC.

NPTI would be conducting a one week (6 days) training program on “ Power System Reliability” at Corporate Office Faridabad and PSTI Bangalore. Six batches had been planned from August 2013 to January 2014.

Nomination on Training Program on Power System Reliability had been sought.

5.9 Present Generation level at RTPS Unit VIII KPCL may furnish the current/expected level of generation. 5.10 Energy Generation data Management from Renewable Energy Sources

Energy Generation from RES connected to Grid is being collected by CEA from SLDCs from April 2012 onwards. It had been decided that CEA would bring out a monthly report of RES containing data of generation in MU from RES Month-wise, State-wise, Sector-wise and Category-wise etc including details like Peak Generation from RES, time of occurrence etc. In this regard, CEA had already requested SLDCs to nominate Nodal Officers for the above purpose. It was noted that only few States had responded. A meeting was held on 31st May 2013 with Nodal Officers to discuss this issue. CEA requested to put this issue as an agenda item of OCC. Another meeting with the Nodal Officers was scheduled to be held in SRPC, Bangalore on 31.08.2013.

5.11 Stranded Capacity

In the 83rd MS I/c, SRPC informed that a Committee headed by Chairperson, CEA

with two JS from MoP as Members to explore the possibility of utilizing Stranded Capacity had been set up. Two meetings had already taken place. Report had been made.

5.12 Upcoming generating stations

a) Vallur Unit 2 declared COD on 25.08.2013.

b) Availability of Kundankulam Generation. Expected date of first synchronization-system readiness.

c) NLY TS2 – Expansion, Mettur- Stage II, Unit 1 & NCTPS-Stage II Units – expected date of commercial operation and ATS Lines.

d) Declaration of COD by NTECL without complying the details as per Annexure-19 of Operating Procedure.

5.13 Islanding Scheme: Priority for Railways in the matter of Restoration of Supply

In the 86th OCC meeting as noted that preliminary meeting was held by APTRANSCO & TANTRANSCO will Railway officials. KPTCL, KSEB,& ED, Puducherry had been requested to get in touch with railway official.

5.14 Pollution Mapping of Southern Region

In the 85th OCC Meeting it was noted that in the 22nd Meeting of SRPC held on 18th May 2013 at Bangalore the committee had concurred for Pollution Mapping in SR and for one time reimbursement of project cost(Rs. 3 Corers) to PGCIL from the beneficiaries. SRTS II, PGCIL informed that two coordinators were required from State Transco and requested to furnish the details of coordinators within seven days under intimation to SRPC. APTRANSCO & TANTRANSCO have furnished the details of the co-coordinators.

Status to be discussed.

5.15 Performance Audit on supply and pricing of Natural gas

SRPC vide letter dated 02.07.2013 had forwarded to all the constituents a copy of letter dated 11th June 2013 received from Ministry of Power regarding Performance of Audit on supply and pricing of natural gas. Audit had sought some information as mentioned in the enclosed letter. Vide reminder letter dated 29th July 2013 Director (GM) had requested that the material/information on the above subject may please be furnished immediately as the matter was pending for a long time.

APTRANSCO had furnished the details. Other utilities are requested to furnish the required information.

5.16 Technical Minimum of Generators in Southern Region

In the Special Meeting held on 25th July 2013 to deliberate on RGMO/MVAR absorption issues it was agreed to discuss Technical Minimum of Generators. In the 86th OCC Meeting MS, I/c had suggested that all generators may furnish their

Generators are requested to furnish the same.

6. GRID FREQUENCY

6.1 High frequency a) High Frequency Grid Operation.

b) High frequency excursions violation 5.2 (j) of IEGC.

c) Under drawl during load change over.

d) Status review of implementation of staggered load change over within the constituents, moderating own generation, Surrendering of ISGS power in advance and other actions by Regional Entities to avert high frequency excursion.

7. VOLTAGE PROFILE

7.1 Low Voltage a) Low voltage at Bangalore, Trichur, Palakkad, Cochin,

Thiruvanathapuram and Udumalpet Substations

b) Action to avert low voltage profile.

c) Details of Capacitors installed in August 2013. Details of the healthy/faulty capacitors to be furnished.

7.2 High Voltage

a) High voltage at Vijayawada, Nagarjunasagar, Hyderabad, Gooty, Karnool, Khammam, Vemagiri, Hiriyur, Guttur, Raichur, Kaiga and Narendra.

b) Status of commissioning of Bus Reactors, Line Reactors and SVCs as agreed in the Standing Committee meeting.

c) Absorption of VARs by generators.

d) Status Review of implementation of Tap changes as per Special Meeting held on 25.07.2013 & 21.08.2013

7.2.1 Status of Bus/Line reactors commissioning at Guttur

a) Bus Reactor: KPTCL may inform about the action taken for the installation of the Reactor.

b) Line Reactor: It was suggested to KPTCL that they may consider shifting of 50 MVAR reactor from Hoody Substation to Guttur.

It was emphasized by SRLDC that Guttur should have both bus and line reactors. KPTCL may update.

7.2.2 High Voltage issue at Kaiga/Hassan It was agreed in the Special TCC meeting held on 24th June 2013 that higher capacity reactor requirement at Kaiga and additional reactor at 400 kV Hassan Substation would be recommended to the Standing Committee. MS SRPC vide letter dated 20th June 2013 had communicated to NPCIL in this regard.

7.2.3 System Security Measures Tripping details for all the schemes for the month of August 2013 to be furnished.

7.3 U/F Relays Scheme a) Status of Implementation of UFR. Non availability of Load for mitigating

the contingency.

b) UFR Operation and realization of required quantum.

States need to furnish the Action Plan for implementation of the same. Status review of implementation of AUFR on the newly identified feeders.

In adequate Operation AUFRs on 06.08.2013 and Grid operation in alert condition due to tripping of all Srisailam units and Sharavati all units tripping on 18.08.2013-Annexure V-B.

c) As per clause 9 (2) of CEA (Grid Standards) Regulations, 2010, all constituents shall submit a detailed report of operation of UFR/ Operation at different frequencies to SRLDC and SRPC on daily basis.

d) States to furnish Substation details (address along with contact person mobile/phone numbers) where UFR& df/dt were installed. List of feeders connected to the relays along with their loads should also be furnished.

7.7 Status review of action for grouping of loads (IEGC clause 5.4.2 (e))

7.8 Tripping Details/Reports are not being communicated as per IEGC Regulations. Trip Analysis Reports along with supporting information in line with IEGC Regulation 5.9.6 (a) to be furnished.

In the 86th OCC Meeting it was agreed that all tripping related information would be uploaded in SRLDC web based program. In case program is not functioning it would be sent to the following E-mail addresses.

FIR would be furnished within 10 to 20 minutes of the incident. Detailed trip analysis report along with EL and DR and remedial measures would be furnished within 24 hours in line with IEGC/CEA regulations.

8 SPECIAL PROTECTION SCHEME 8.1.1 Status of SPS under implementation

8.1.2 Status of Contingency Plan by TN to overcome variability of wind generation

In the meeting held on 7th June 2013 at SRPC, Bangalore TANTRANSCO agreed to implement SPS for tripping of one ICT at 400 kV Tirunelveli and Madurai and necessary details of the scheme would be furnished within 15 days. TANTRANSCO had also agreed to take up the LVRT settings and Reactive Power Compensation issues with wind generators. Study of SPS requirement in the contingency of tripping of any one of the 230 kV lines terminating at Tirunelveli etc. was also to be undertaken. In the meeting held at Kudankulam on 22nd July 2013 the urgent need for having the scheme was emphasized on the view that wind generation was currently at a high level coupled with injection from KKNPP.

TANTRANSCO to expedite and keep SRLDC/SRPC updated on the progress.

9. SCADA & COMMUNICATION ISSUES-ROLES

a) Pending SCADA field inputs under ULDC scheme.

10. Physical and Cyber Security/Crisis Management Plan/Black Start ProcedureStatus update on Crisis Management Plan(C&DMP) of Power Sector is to be furnished every quarter. The information regarding Cyber Security was to be furnished to Chief Engineer, DPD, CEA, Sewa Bhavan, New Delhi-110066. Report on Physical Security, other Mock Drills for CMP, Mock Drill for Black Start Restoration was to be furnished Chief Engineer, DMLF, CEA, Sewa Bhavan, New Delhi-110066. A copy of the reports was to be sent to SRPC Secretariat ([email protected] and [email protected]). The practices being followed in respect of Cyber Security/Physical Security/CMP/Mock Drills w.r.t. Black Start was also required to be communicated. The issue was taken up with the utilities vide letters dated 25th June 2013 and 15th July 2013 & 18th July 2013
