Republicans agreed to end military occupation of the South, if Southern Democrats supported HayesThis is called The Compromise of 1877.

Whats controversial about the election: Hayes does not win the popular voted, and is granted the win by an Electoral Commission in the Electoral College. Hayes was a Republican, and Southern Democrats were insistent that their candidate (Tilden) had been cheated. In order to gain support for Hayes election, Republicans agreed to end military occupation in the South. They also made promises to help the South develop industrially and in terms of railroad transportation while these two promises would never come to pass, troops were removed from the South shortly into Hayes first term. When troops left, many Republican political and social leaders left the South as well, which opened the door for Southern Democrats to resume control and redeem the South. This is the beginning of Jim Crow.7
