The Rockaway Beach 2010 Comprehensive Plan Southwest Missouri Council Of Governments 901 S. National * Springfield MO 65897 * (417) 836-6900 The City of Rockaway Beach Planning and Zoning Commission adopted the City’s first Comprehensive Plan since its founding and incorporation in 1917. The Rockaway Beach 2010 Comprehensive Plan was unanimously adopted by the Planning and Zoning Commission led by Chairperson Harriett Leenerts on November 29, 2010. The Plan was developed and prepared by Southwest Missouri Council of Governments (SMCOG) in collaboration with the Planning and Zoning Commission. The Plan is a goal oriented document that sets forth objectives and strategies to achieve a vision of the future based on needs identified by residents and property owners through community surveys, public meetings, and studies conducted over a two year period. Citizens of Rockaway Beach have voiced the goal to make Rockaway Beach a vibrant community with a sustainable economy—a community that is a safe, attractive, and welcoming place in which to live, work, visit and invest. The intent of the Plan is to take Rockaway Beach into the twenty-first century by providing the necessary guidelines to promote the community’s livability as well as economic and environmental sustainability. Homeland Security Regionalization Program

This program has increased in activity. Not only have our responsibilities increased, but the Office of Homeland Security (OHS) is trying to catch up the Fiscal years, so while our office was still purchasing for FYs 08 and 09, the Region D Homeland Security Oversight Committee (RHSOC) had to approve projects to submit to OHS for FY10.

On October 20, the RHSOC held their 2nd Annual Meeting in the E*plex at the Ozark Empire Fairgrounds. We had a wonderful turn-out and all the equipment that has been purchased with Homeland Security funds was available for public viewing. Staff from OHS from Jefferson City were there to meet and report to the guests. During the RHSOC quarterly meeting, members who had finished their terms were rotated off and new members came on.

Most major purchases have been completed with FY09 funds. We are now using funds allocated for CERT (Community Emergency Response Team), IST (Incident Support Team) training and the FTE positions. The grant is to be completed by 6/30/11, however, due to purchase savings that have to be reallocated and not knowing the final payments for the FTE positions, we will request an extension to the end of December.

We are receiving approximately $53,000 less in funding from OHS for FY10 - $842,688.40.

Transportation News From SMCOG

SMCOG transportation Planner, Dan Watts, served on the enhancement scoring committees of both District 7 and District 8. District 8 had $1.527 million available for its non-metropolitan area and District 7 had approximately $1.9 million available. District 7 had twenty-seven enhancement applications totaling nearly $5 million. This year’s enhancement process is notable due to constrained time frame for projects to be designed and completed. Projects are to be designed by the fall of 2011, and subsequently constructed beginning in 2012. For District 7 the funded projects include:

Joplin-Newman- Newman road Sidewalks & Bike Lanes

Neosho- Bike/Pedestrian Trail, Phase 2

Clever R-V Schools- Trail, Phase II (partially funded project)

The Safe Routes to School program is designed to provide a safer environment for children walking or bicycling to school. The program enhances public awareness for improving safety for children, but also to improve walking and bicycling conditions for kids. Safe Routes to School introduced a new infrastructure funding grant cycle that will be open from February 1, 2011 to April 15th, 2011. This round of funding, the Safe Routes to School Program has received $1.6

million for the entire state of Missouri. This amount may increase depending on the passage of a continuing resolution. Schools, state, city, or county agencies may apply to improve infrastructure. Projects must be located within 2 miles of a k-8 school. Projects can include:

sidewalk improvements

traffic calming and speed reduction improvements

pedestrian and bicycle crossing improvements

on-street bicycle facilities

off-street bicycle and pedestrian facilities

secure bicycle parking facilities

traffic diversion improvements in the vicinity of schools

SMCOG staff will be initiating phase one of a sidewalk inventory project that will cover all cities and towns above 1,000 in population and outside the Ozarks Transportation Organization. In the SMCOG region this includes 28 towns. The initial phase will include a survey to be sent out to town mayors and councilman. Additional elements to be included in the sidewalk inventory are still being determined. This project will be part of our MoDOT work plan beginning in FY12.

City of Buffalo Tornado Safe Rooms

The City of Buffalo Multi-Purpose Community/Tornado Safe Room located at the Dallas County School District High School has been completed. It will be used as the high school practice gym as well as a community safe room. It was funded with money from the FEMA Hazard Mitigation Grant Program, with a match from the Dallas County School District. Total cost of construction was $1,678,482 with FEMA covering $1,088,658 of the cost. The ribbon cutting ceremony was August 17, 2010.

The City of Buffalo received a Pre Disaster Mitigation Grant in the last part of 2009 for a tornado safe room for the Dallas County School District’s Mallory Elementary School. A tornado in 2008 had missed the school by 3 blocks and the City and school saw a need to protect their children. FEMA funded $474,165 to go toward the safe room with the match by the Dallas County School District. The total construction cost is $649,111. The safe room will be used as a gymnasium for the school. Construction began in November and has moved along quickly. The wall panels were erected during the holiday break at the end of December 2010.
