But before sharing data we need :
- Data (and even more: up to date data)- Tools (interoperability)- Collaboration between data producers- Political agreement
And if possible, all together !
At the beginning (2005) we have decided to priorize :
- Collaboration between data producers- Build the technical system (server / clients / databases / networks)
And in a second time, progressively :
- Work on the data- Build the political understanding

- Many working groups, which now deal also with data quality- Publication of a magazine which is widely distributed- Data producers are proud to have their data in the system
