Paul has gained significant industry experience over the last 25 years. He manages CH Group’s building product/systems certification team and is responsible for the technical application and interpretation of the building code, and related standards, across the company. Paul has experience in the private building surveying sector in the Northern Territory and Victoria. He is a qualified Building Surveyor and has been involved in the approval and construction of buildings throughout Australia for compliance with the BCA and building legislation. He served as a member of the Victorian Building Appeals Board between 2006 and 2013.Paul has undertaken many assessments of Aged Care Facilities for compliance with the Commonwealth Department of Health & Ageing Certification Instrument. Immediately prior to joining CH Group he was Technical Manager for the product development team at CSIRO where and was responsible for CSIRO Building Products and Systems Appraisals Scheme, Acoustics Testing laboratory, Surfaces and Finishes Testing laboratory, Waterproof Membrane Testing laboratory, Hydraulics Systems Testing laboratory and Fire Safety Engineering team. He has represented Australia on the World Federation of Technical Assessment Organisations (WFTAO). Paul has also been the Manager Technical Development for the Australian Building Codes Board (ABCB) in Canberra. He managed ABCB teams developing the Building Code of Australia (BCA) in respect of access for people with disabilities, aged care buildings (Class 9c requirements), essential services and construction in flood prone areas. He represented Australia at several Inter-Jurisdictional Regulatory Collaboration Committee (IRCC) Meetings. As part of his role at the ABCB Paul has studied and critiqued building codes from many countries including New Zealand, Japan, Canada and USA.

David is a Principal with Arup, based in Melbourne and leads a team of 45 Fire Safety and Risk Engineers through five offices across Australia and Singapore. David has considerable experience with performance based fire safety design and its application to the built environment, having spent considerable time delivering projects in Hong Kong, Singapore, USA and Australia. David has been involved in the fire safety design on numerous Australian and international projects, with an interest in building structures and their resistance to fire, high-rise building evacuation and the developing role of building sustainability in fire protection. David is currently a member of the Building Appeals Board in Victoria, Treasurer for the Australia Society of Fire Safety and a Director of the Society of Fire Protection Engineers, and is accredited to practice in all States and Territories of Australia.

Dr. Jonathan Barnett is an internationally recognised fire safety expert. His specialty is in the analytical modelling of structural fire performance, fire dynamics, smoke movement, and occupant egress. He brings the comprehensive knowledge in the industry to apply a balance of practical engineering, first-principles analysis and critical thinking to design the right concepts at optimal whole-of-life cost. Currently the Technical Director for Olsson Fire & Risk, Jonathan was with the Center for Firesafety Studies at Worcester Polytechnic Institute in the United States for 28 years where he taught and conducted research in fire engineering. He is a Fellow in the Society of Fire Protection engineers and on the national board of the Society of Fire Safety.

Donald P. Bliss is the vice president for field operations at the National Fire Protection Association, Quincy, MA. He oversees NFPA’s International Division, Government Affairs and NFPA’s Field Operations in the U.S. and Canada. NFPA is a worldwide leader in fire, electrical, building, and life safety. The mission of the international nonprofit organization founded in 1896 is to reduce the worldwide burden of fire and other hazards on the quality of life by providing and advocating consensus codes and standards, research, training, and education. NFPA develops more than 300 codes and standards to minimize the possibility and effects of fire and other hazards. "Clinton has worked in the fire protection industry for the past 13 years and is currently Director General Manager of Coopers Fire, specialising in active smoke and fire barriers. He is a current committee member of FP/018, TAC/018, TAC/019 and a member of SFS, SFPE. Clinton has been involved in providing design advice, procurement, installation, commissioning and maintenance of fire curtains and smoke curtains at projects across Australia and New Zealand such as Sydney Opera House, One Shelley Street, Brisbane and Sydney International Airports. Clinton is manufacturer trained at Coopers head office in the UK with an engineering background. Wilhelm Harnisch is the Chief Executive of Master Builders Australia, which is Australia’s leading industry association representing the $200 billion building and construction industry that directly employs over one million people. Wilhelm, prior to his appointment as CEO, was Deputy and Chief Economist. Wilhelm has been with Master Builders for 22 years. He has extensive building industry experience, particularly in the area of economics and public policies. He has worked in both the public and private sectors. Dr Yaping He is a Senior Lecturer and Director Academic Program at School of Computing, Engineering and Mathematics, University of Western Sydney. He is heading the School’s postgraduate construction programs including Fire Safety Engineering, Building Surveying and Bushfire Protection. Dr He has vast experience in fire safety engineering research, education as well as consulting. Dr He contributed to the development of the Australian Fire Safety Engineering Guidelines and the International Fire Engineering Guidelines. He also published two book chapters and more than 70 refereed journal and conference articles. He is the 2011 recipient of the Jack Bono Award by Society of Fire Protection Engineers.

PETER JOHNSON Fire scenarios for fire safety design and analysis - A policy or regulatory decision or designer's choice Thu 21 Nov (Day 2) – Strategic Stream – 11:05

Peter Johnson is a Principal and Fellow at the global consulting firm of Arup. He is currently based in Melbourne but has had an international career over 35 years in fire safety engineering and design of buildings and transport infrastructure, as well as fire research, education and standards writing. Over the past decade Peter has been heavily involved in fire engineering and risk assessment projects associated with rail tunnels, stations and rolling stock, as well as airports and road tunnels. He also has a strong interest in performance based building code development and professional practice issues. He is a Member of the National Fire Protection Association in the USA. He is also a Fellow of the Engineers Australia and the US based Society of Fire Protection Engineers, and is currently a Board Advisor to the Fire Protection Association, Australia. Peter is also a Fellow of the Australian Academy of Technological Sciences and Engineering (ATSE).

Stephen Kip has 30 years work experience in the building industry from apprenticeship level through to specialist, professional consulting roles in the inspection, supervision and co-ordination of major construction projects, and research and regulatory development schemes. His experience as a building surveyor in local government and the private sector have provided him with a clear understanding of the expectations, relationships and responsibilities of both divisions of this category of practitioner. With subsequent experience in regulatory development, he has liaised with senior government personnel and formed a close working alliance with the Office of the Parliamentary Counsel and the Minister for Planning and Local Government. Stephen’s most recent experience as a business director, practicing fire safety engineer and part-time lecturer has exposed him to the design side of the building industry and the training needs and expectations of students.

Bill started in the construction industry 40 years ago, during which time he has worked in all aspects of the industry from apprentice to project manager. He began Prime Pumps Pty Ltd over 30 years ago, growing the company from a local service provider to a national operation. Bill is actively involved in the fire protection industry exemplified by his membership and previous chairmanship of the FPA Australia’s Technical Advisory Committee on Fire Sprinkler and Hydrant Systems, Tanks and Fixed Fire Pumps (TAC 489). He has been involved in the development of AS2118, AS2419, AS2941 and AS1851. He has been a Director of FPAA for four years and currently holds the position of Treasurer. Christopher Summers is a former National President of the Australian Institute of Building Surveyors and was previously the NSW State President for 7 years. Christopher is a qualified Building Surveyor with a Graduate Diploma in Applied Science (Building). He spent 21 years in local government before establishing his own business in 2000 based in Port Macquarie. His business has been associated with a large range of residential, commercial and industrial developments throughout NSW, primarily as a building and access code consultant. In addition to his AIBS activities, Christopher has also been a member of numerous government and industry working groups and has presented numerous industry papers and workshops ranging from BCA compliance issues, regulatory reform, fire safety upgrading, access and legislative implementation. In 2007, Christopher was engaged by the NSW Department of Planning to develop the new state wide Exempt and Complying Development Codes SEPP. He was then engaged by the Building Professionals Board (BPB) to assist with the introduction of accreditation of local government building surveyors. Most recently, Chris was engaged by the BPB as the Board’s Access Consultant to assist with the implementation of the Premises Standards within the NSW legislative framework and has also undertaken a role with the BPB to provide advice and develop a strategy to expand and improve the building certification system in NSW. Anthony Stagg has been involved in the fire protection industry in Australia since 1994. For the past 18 years Anthony has specialised in the design and commissioning of special hazards fire protection system including all clean agent gaseous suppression systems. Anthony holds a Diploma in Applied Science (Architectural Technology), Diploma in Fire Technology from Swinburne University as well as a Post Graduate Diploma in Fire & Risk Engineering from Victoria University. Anthony has been the recipient of the Harry Marriott Award selected by the Fire Protection Association of Australia for work and studies in Fire Technology. Through Anthony’s career he has held many technical product management positions associated with suppression systems and has held representative positions on several Australian Standard committees. Anthony is also heavily involved with industry technical sub committee’s specifically focused on special hazard suppression systems. For the past 2 years Anthony has been the the authorised trainer for Retrotec Incorporated who specialise in enclosure integrity testing. Anthony is responsible for training technicians to ensure they understand the procedures for enclosure integrity testing according to Annex E or AS ISO 14520. Anthony now is a director of Fire Protection Technologies who are the largest independent supplier of special hazards fire protection products.

Brett Staines is the Technical Development Manager for UTC CCS Fire and Security Products and provides technical support, for UTC CCS companies, including Chubb, Kidde and their customers. Brett’s role encompasses aspects of product development, application engineering, training and participation in industry and Australian Standards technical committees for a range of fire related products and systems. Brett has an honours degree in Mechanical Engineering and a strong background in Special Hazards Fire Protection having been involved in the fire protection industry in a variety of roles for over 23 years. Brett joined Chubb in 1995 and prior to that was employed by Caltex Australia as the Fire Protection Engineer and Fire Chief at their Sydney refineries. Brett is the Chairman of the Special Hazards Fire Protection Committees for both the Fire Protection Association of Australia and Standards Australia and is a Board Member of the Fire Protection (ODS & SGG) Industry Board. In 2008 Brett was inducted as a UTC Fire & Security Fellow and in 2009 he received the A.V. Viscogliosi Award for “Excellence and Outstanding Service to Fire Protection”. Most recently, Brett has received patents for his work in developing an inerting system for the protection of ATM’s from explosive gas attacks by enterprising thieves.

Graeme joined the Brisbane Metropolitan Fire Brigade in March 1975 and has been a fire-fighter for 37 years with 30 years as an Officer or Senior Officer. Attended, or been the commanding officer at all types of major fires and other emergency incidents including industrial, commercial, domestic and high rise building fires as well as various hazardous materials incidents. He has been the officer in charge of various bush & wildfire incidents as a: Station Officer, Sector Commander, Incident Controller, Regional coordinator and as the State Operations Coordination Controller. He has also been the Officer in charge of senior officers and incident management teams deployed into other states during escalating bushfire emergency situations. Graduate of the Institution of Fire Engineers, holds a Diploma of Front Line Management, Graduate Certificate in Executive Leadership, Diploma of Command & Control in Emergency Management and has participated in a Masters program in Government Policy. Past member of the Fire Protection Industry Board of Queensland (FPIB) and a past member of the Executive Committee of the Fire Protection Association of Australia (FPAA) Qld branch and past Vice President and current Director on the Fire Protection Association’s national Board. He has also attended as a member of the Confederation of Fire Protection Associations – Asia meetings. He has been a Queensland Fire Service representative on the Australian Fire Authorities Council’s (AFAC) Community Safety Group and was Chair of that council’s Built Environment Committee. Professor Thomas is an Honorary Professor at the Centre for Environmental Safety and Risk Engineering (CESARE) at Victoria University in Melbourne, Australia. He was Director of CESARE from 1999 to 2010. In this role he was responsible for research related to fire safety engineering and for graduate courses in fire engineering and performance based codes conducted by CESARE. Prior to this appointment he was for twenty years with the BHP Melbourne Research Laboratories where he was responsible for engineering research. He helped initiate and was involved in the Warren Centre project on Fire Safety and Engineering that led to the adoption of performance based design for buildings in Australia. He is particularly interested in the use of risk based approaches to design for fire safety in buildings and in the influence on the level of fire safety in buildings of human behaviour and activities. He has been involved in fire engineering research and design for fire safety in buildings for over 30 years.

Professor José L. Torero is the Head of the School of Civil Engineering at The University of Queensland. He is a leader in the field of Fire Safety Engineering where he specializes in the behaviour of fire in complex environments such as forests, tall buildings, novel architectures, tunnels, aircraft and spacecraft. He holds a BSc for the Pontificia Universidad Católica del Perú (1989), and an MSc (1991) and PhD (1992) from the University of California, Berkeley. Jose is a Chartered Engineer (UK), a fellow of the Royal Academy of Engineering (UK) and the Royal Society of Edinburgh. Jose joined The University of Queensland in 2012 following appointments as the Landolt & Cia Chair in Innovation for a Sustainable Future at Ecole Polytechnique Fédéral de Lausanne, BRE Trust/RAEng Professor of Fire Safety Engineering at The University of Edinburgh, Associate Professor at the University of Maryland and Charge de Recherche at the French National Centre for Scientific Research.

Hank is the Principal Manager of the newly formed DHS Fire Risk Management Unit, who leads the development of a state-wide fire safety culture in Department of Human Services and is responsible for managing the delivery of all Fire Risk Management (FRM) related services required to maintain all the department’s properties; safeguarding of people from illness and injury due to fire, and compliance with relevant Acts and Regulations, Codes and Australian Standards. Hank is a registered Building Surveyor and builder, and has practiced as an independent building expert and Regulatory Consultant in both state, municipal and private sectors for over the 28 years, providing consulting services to the building industry on all aspects of building code, regulation and control and fire safety, he has also been a municipal building surveyor and mediator. Hank was one of the first independent building experts to be appointed for both the Victorian Civil and Administrative Tribunal (VCAT) and the Building Commission to undertake investigations of buildings and works with respect to compliance with the building contracts, Building Code of Australia, Australian Standards and building practitioners. Hank has also presented papers at Engineers Australia, Society of Fire Safety - International Conference and to local governments and private industries on regulatory compliance and Fire Risk Management and he has also been a lecturer at various Universities’ on Building Regulations and construction. Hank has also served on numerous Australian Standards committees and is still a current active Technical consumer member; he has undertaken further postgraduate studies in Fire Risk Management and Engineering as well as project management.

LINDSAY WALKER The government perspective on recognition schemes Thu 21 Nov (Day 2) – Strategic Stream – 15:35

Lindsay Walker is the Acting Executive Director of Building Codes Queensland within the Queensland Government Department of Housing and Public Works. His role includes overseeing the recently implemented red tape reduction initiatives for homeowners and the building and construction industry. Lindsay has a Bachelor of Commerce and Laws from James Cook University and a Master of Laws from Queensland University of Technology.. Prior to 2006, Lindsay practiced in the area of criminal law, culminating in four years with the Queensland Crime and Misconduct Commission investigating major organised crime. Lindsay changed direction in 2006 and joined the then Office of Urban Management where he directed a number of legislative reform projects. In 2009, Lindsay took up the position of Director of the Reform and Legislative Services Branch within Building Codes Queensland, where he was responsible for legislative reform projects. Notably, Lindsay lead the team that implemented the final stage of the reform program to improve fire safety in residential care buildings. Part of this reform included the introduction of the Queensland Development Code MP 2.3 – Fire Safety in Residential Care Buildings in 2011. Overall, 926 buildings were assessed by local government, private building certifiers and officers from Building Codes Queensland. This was both a challenging and fulfilling project for Lindsay. He and his team worked closely with industry and local governments to improve the standards of fire safety in residential care buildings for some of the most vulnerable members of the community. In his current role Lindsay represents the Queensland Government on the Australian Building Codes Board and is responsible for providing advice to the Queensland Minister for Housing and Public Works in relation to all building code issues, including fire safety.

CAMERON WATKIN The use of intumescent paint to improve passive fire protection to heritage buildings Wed 20 Nov (Day 1) – Technical Stream – 16:20

Cameron is CAP Coatings’ Operations Manager - coming originally from a trade background and has since spent 6 years in the passive fire industry developing the CAP Coatings fire rated intumescent paint system for use in the Australian market. He has been instrumental to the success of CAP Coatings’ testing programme at CSIRO and has developed the CAP system which has been approved for use on a variety of substrates in Australia and New Zealand. Cameron works with Local Government, architects, fire engineers, builders and certifiers in the specification, application and certification of intumescent coatings which provide practical cost effective alternatives to replacing ceilings and walls in older buildings. This is having an increasing acceptance in the fire upgrade and Heritage markets.

Nathan Fire Safety Engineering Team Leader at CSIRO. As a fire engineering professional, he provides fire safety consulting for both the building construction industry and the rail sector. Nathans 12 + years with CSIRO have also included fire safety research and testing focused on materials flammability, transport fire safety and bushfire research. During this time he set fire to trains, houses, fire trucks and various buildings. He has also provided hot smoke testing for various road and rail tunnels. Nathan and a team of collaborators have recently spent many long hours undertaking hot smoke experiments in car parks with performance based impulse fan ventilation systems and is keen to share the outcomes from these experiments.

Matthew Wright joined FPA Australia in October 2010 in the position of Chief Technical Officer to co-ordinate and develop the associations technical involvement across legislation, codes, standards and other related technical activities. Matthew holds a Bachelor of Technology in Building Surveying and has held Building Surveying positions in local government and leading private practices. This building surveying background has provided Matthew with exposure to a broad spectrum of building types including, domestic, residential, commercial, industrial and healthcare and application of various technical requirements. Matthew is a registered building practitioner in the Building Surveyor-Unlimited category in Victoria. Immediately before joining FPA Australia, Matthew spent six years at the Country Fire Authority where he was responsible for structural fire safety matters associated with the built environment based at CFA Headquarters. Matthew’s position at CFA allowed him to focus on fire safety interests and provided access to key industry stakeholders. During this time he also completed a Graduate Certificate in Performance-Based Building and Fire Codes and Graduate Diploma in Building Fire Safety and Risk Engineering. In 2009 Matthew was appointed to the Building Appeals Board in Victoria, an independent statutory body established by the Building Act 1993 to hear appeals, disputes and provide determinations regarding application of the Victorian Building Act and Regulations.

Chris joined FPA Australia as a Senior Technical Officer in October 2011 after 10 years with the Country Fire Authority in Victoria, a role that included managing a team responsible fire safety in the building, planning and dangerous goods areas. This included the auditing of fire safety measures in buildings to determine compliance with installation and maintenance requirements. Chris has experience in the maintenance of fire protection systems and equipment as the former owner and manager of a small fire protection maintenance company. One of Chris’ key roles is to provide technical support on the maintenance of fire protection systems and equipment.
