10TH NATIONAL QUALITY CONCLAVE

DR. RAVI P. SINGHSecretary General (QCI)

Dr. Ravi P. Singh is the 4th Secretary General of Quality Council of India and joined the organization on 29 September 2014. Dr. Singh served IGNOU as the Director of Regional Services Division and then as the Senior Regional Director in Delhi before joining this position. Dr. Singh was formerly the founder Vice Chancellor of Sharda University at Greater Noida.

AMITABH KANTSecretary (DIPP)

Amitabh Kant is presently posted as Secretary, Department of Industrial Policy and Promotion (DIPP) – Government of India. He is responsible for formulation and implementation of industrial policy and strategies for industrial development, monitoring the industrial growth and performance of specific industrial sectors, formulation of Foreign Direct Investment (FDI) Policy and Promotion and facilitation of FDI, Policies related to Intellectual Property Rights (IPRs) in the fields of Patents, Trademarks, Industrial Designs and Geographical Indications. He is also responsible for promotion of Productivity, Quality and Technical Cooperation.

ADIL ZAINULBHAIChairman (QCI)

Adil Zainulbhai is a mechanical Engineer from the 1977 batch of IIT-Bombay and a post-graduate from Harvard Business School. He is currently President of HBS’s alumni association in India. He retired from McKinsey India as its chairman after 34 years with the legendary consulting firm, 24 of which were in the US. He joined McKinsey in 1979 straight out of HBS; he set up the Minneapolis & Minnesota office and later led the McKinsey office in the US capital of Washington D.C., helping clients across sectors as diverse as telecommunications, consumer electronics, energy, banking, infrastructure, and healthcare.

NIRMALA SITHARAMAN Minister of State (I-C) for

Commerce & Industry

Smt. Nirmala Sitharaman is the Minister of State (Independent Charge) for Commerce and Industry. She joined Bharatiya Janata Party in 2008, and was made a member of the National Executive. She was nominated as party spokesperson in March 2010, from when she has been a full time party worker. Smt. Nirmala Sitharaman was inducted in the Union of India’s Cabinet in a Government led by honb’le Prime Minister Shri Narendra Modi on 26th May 2014.

DR. ARUN BHADRA THAPAWHO Representative to India

Dr. Arun Bhadra Thapa is the Director Family health, Gender and Life Course at WHO SEARO. He did his Master’s Degree in Public Health, majoring in infectious disease epidemiology, from University of Hawaii as an East West Center Fellow. He worked for the Ministry of Health, Government of Nepal for 12 years.

R. MUKUNDANChairman (NBQP)

Ramakrishnan Mukundan is the managing director of Tata Chemicals Limited (TCL). An engineer from IIT Roorkee, he joined the Tata Administrative Service (TAS) in 1990. Mukundan is an active member in several industry forums like Indian Chemical Council, AMAI, FAI, FICCI, CII and BCCI. He has in the past served with ACMA, past President EUICCI and AMAI. He is the Chairman of CII Western Region Council and heads the Manufacturing Committee at BCCI.

HARI TANEJADL Shah Trustee

H. K. Taneja is a marine engineer by profession. He graduated in marine engineering from DMET in 1956. Early part of his career was spent at sea as a shipboard engineer on foreign-going ships where he rose from a junior engineer to Chief Engineer from 1956 to 1962. Thereafter, he served with Jayanti Shipping Company Ltd as a Superintendent Engineer supervising building of new bulk-carriers in Mitsubishi Shipyard in Nagasaki, Japan

DR. SOMIL NAGPALSenior Health Specialist

World Bank

Dr. Somil Nagpal is a Health Specialist with the World Bank (South Asia Region) since 2009 and is based at the New Delhi office. Immediately prior to this, he was deputed by the Government of India to the IRDA, where he was responsible for setting up and leading the specialized health insurance unit. Earlier in his career, he has also served the Indian Ministry of Health, the National Commission on Macroeconomics and Health and the WHO. He has been associated with several Government, regulatory and industry committees in the realm of Health Insurance and is on the advisory board of FICCI. He has also been a Board member of the National Accreditation Board for Hospitals and Healthcare providers (NABH).

DR. NANDAKUMAR JAIRAMChairman, NABH

Dr. Jairam is the Chairman, National Accreditation Board for Hospitals and Healthcare providers and Chairman & Group Medical Director of Columbia Asia Hospitals. He is a former Professor and Head of the department of surgery at St. John’s Medical College & Hospital, Bangalore. He has served as Medical Director of Mallya Hospital - Bangalore, where he was a consultant surgeon for many years.

VIJAY KUMAR MEDIRATTAEx-SG, QCI

V K Mediratta was appointed as the first Secretary General of Quality Council of India in 1998. During his tenure at Quality Council of India, he established the National Accreditation Board for Certification Bodies (NABCB), National Accreditation Board for Personnel and Training, which was later renamed as NABET. At present he is working as an independent professional in the fields related to Accreditation, assessment and evaluation of UNFCCC CDM projects.

MAJ. GEN. (DR.) PAWAN KAPOOR

Chairman Accreditation Committee NABH

Maj Gen (Dr.) Pawan Kapoor is an alumnus of Armed Forces Medical College Pune and a Postgraduate in Hospital Administration from All India Institute of Medical Sciences, New Delhi. He has done DNB in Health and Hospital Administration, MPhil in Defence Strategic Management, Masters in Management Sciences from Osmania University and MBA from IGNOU with specialisation in Human Resource Management. He has held several coveted appointments in the Defence Services that include Commanding Officer of a hospital, Training Officer and Directing Staff in AMC Centre and College, Director (HR) in office of DGAFMS, Head of Department of Hospital Administration at AFMC, Pune, Deputy Director of Medical Services in Jammu and Additional Director General of Medical Services (Health, Professional and Informational Services). He is currently Addl Director General Armed Forces Medical Services (Human Resources) in the Dte Gen of Armed Forces Medical Services. He has been decorated with Chief of Army Staff Commendation thrice and Vishisht Seva Medal once for dedication to the services beyond the call of duty. He has also been the recipient of His Order of the Royal Emblem from the Sultan of Oman while on deputation with Oman.

DR. R. K. TYAGI President Designate

Aero Society of India, Ex CMD HAL

Dr. R K Tyagi is the former Chairman of Hindustan Aeronautics Limited and the current President Designate of the Aeronautical Society of India. Dr. Tyagi served as Chairman and Director of Hindustan Aeronautics Limited since March 2, 2012 to 31 Jan 2015. He also served as the Chairman of the Board and Managing Director of Pawan Hans Helicopters Limited (PHHL) from May 2007 to February 2012.

DR. SARITA NAGPALPrincipal Advisor, CII

Dr. Sarita Nagpal graduated in Physics from IIT Delhi in 1976 and followed up her graduation with a Ph.D in 1982 in Electrical Engineering. She taught at Pune Engineering College in the Department of Instrumentation and Control for a year. She then joined Schlumberger in Dubai where she worked as a Log Analyst till 1986. On returning to India, she taught Physics at St. Xaviers’ College for a year before joining CII in October 1989. From 1989 till 2006, Sarita Nagpal has been involved with the Quality Movement in the apex business association, CII and contributed to setting up CII’s first centre of Excellence on Quality. Since 2004, she has helped in setting up the Visionary Leaders for Manufacturing Programme, a flagship programme under the aegis of an India-Japan cooperation to benefit Manufacturing & SMEs.

DR. H R NAGENDRAChancellor

Institute of Trans Disciplinary Health Science of Tech

After completion of his PhD from IISc, Dr. Hongasandra Rama Rao Nagendra moved to NASA Marshall Space Flight Centre, USA as Post-Doctoral Research Associate in 1971. He returned to Vivekananda Kendra in 1975 to pursue human engineering as against mechanical engineering. In search of reality, Dr. HR Nagendra found that the modern science has only touched the physical and creation has many subtle and causal dimensions which ancient Seers of India had fathomed, realized, documented and time tested for its usefulness. So he jumped into this wis-dom contained in Upanishads of Yoga and spiritual lore. He was fascinated by the teachings of Swami Vivekananda who brought out this great wisdom in modern terminology and urged to combine the best of the West with the best of the East. Later on, he was asked by the UGC to bring the wisdom of Yoga to University campuses and the VYASA had 9 campuses in which Yoga centers were established. With the success story growing further the UGC accorded a deemed-to-be University status in 2002 to S-VYASA for which he became the first Vice Chancellor. He has been the guiding force behind the VYASA movement.

RAMESH K. PANDEY Jt. Dev. Commissioner, MoMSME

Ramesh K Pandey is a member of the Indian Forest Service (IFS) and known for his Works in the field of protection, conservation and management of biodiversity and natural resources in India. Currently he is the Joint Development Commissioner (MSME), Ministry of Micro, Small & Medium Enterprises. He has been instrumental in implementation of policy and programmes in the field of Green growth and Sustainable Development, Productivity enhancement ecosystem in MSMEs and Zero Defect Zero Effect manufacturing and ZED Certification.

Paul Grizzell is the President of Core Values Partners, Inc., a consulting firm that helps organizations focus, align, and accelerate their performance excellence efforts through effective use of the Baldrige or EFQM Frameworks. Paul focuses on helping organizations identify and address their strengths and opportunities for improvement in a manner that drives performance improvement. He has helped many Baldrige, EFQM, and other quality award recipients on their performance excellence journey.

Paul has worked with many organizations that are state and national Baldrige Award recipients. He is a contributing author to Insights to Performance Excellence, An Inside Look at the Baldrige Award Criteria, published by the American Society for Quality.

DR. G. N. SINGHDrug Controller GOI

Dr. G.N. Singh is the Secretary-cum-Scientific Director of the Indian Pharmacopoeia Commission and has been discharging the functions and duties of Chief Scientific and Executive Officer. He is holding additional charge of the Drugs Controller General of India, Ministry of Health and Family Welfare, Govt. of India since 21st February, 2012. Dr. Singh did his Graduation, Master’s and Doctorate degrees in Pharmaceutical Sciences from Indian Institute of Technology, Banaras Hindu University. He did his MBA from the University of Hull, UK. He has a long research and administrative experience of 24 years in the field of drugs and pharmaceuticals. He has authored and published about 110 Research Papers in leading journals and periodicals. He has been Guide for Master’s and Doctorate student’s in Pharmaceutical Sciences.

PROF. JAYANTA K. DAS Director, NIHFW

Prof. Jayanta K. Das took over as Director, National Institute of Health and Family Welfare, New Delhi, on February 24, 2012. He is an expert in the field of Public Health and Health Management. His area of further specialty is Hospital Administration. Prof. Das obtained his MBBS from Maulana Azad Medical College, New Delhi, and M.D. (CHA) from National Institute of Health and Family Welfare, University of Delhi.

DR. S. K. SALWAN Chairman, Armament Research Board, DRDO

Dr. S K Salwan is a Technology leader, holds Doctorate Degree in Mechanical Engineering from Indian Institute of Technology Bombay with excellent Academic Records. He has been the founder member of Integrated Guided Missile Development Programme (IGMDP) of Defence Research under the leadership of Dr. APJ Abdul Kalam. He has established, from inception, of high technology missile centre RCI at Hyderabad, an example of excellent integration of science, environment and value systems.

Dr. Phyllida is a Medical Doctor and Public Health Specialist. She has worked in WHO for 20 years. Her experience includes advising on ways to improve health service delivery and stewardship in low and middle income countries and work on aid and development effectiveness in Health.

THOMAS VOTSMEIER Head Personnel Certification

Body, DGQ

Thomas Votsmeier is the director of the personnel certification body of DGQ Since 2007 and DGQ representative and active member / head of the certification scheme developing group of the European Organization for Quality (EOQ). Thomas Votsmeier studied spacial and environmental planning at the University of Dortmund. He started his occupational career 1989 at the city of Wiesbaden as head of the environmental impact assessment department.

Dr. Nigel H. Croft is recognized as one of the world’s foremost experts in quality management and conformity assessment of management systems. He has been actively involved in Quality Management since 1974, when he began his career in the British steel industry as a student apprentice. Within the standards development arena, Dr. Croft has been involved in ISO/TC176 (the ISO Technical Committee responsible for the ISO 9000 series of standards) since 1995, currently serving as Chair of SC2, the subcommittee responsible for the ISO 9001 and ISO 9004 standards. During her career, Gayathri has seen many firsts – she piloted the first revenue accounting and e-challan system in CBDT Mumbai, contributed to the foundational structures of the National Centre for Biological Sciences, and designed the initial blueprint for a focused Government practice in Ernst & Young India. Gayathri Kalia has also contributed to apex policy making bodies such as the National Advisory Council and the Planning Commission on strengthening public service delivery.
