R 340.1783 Temporarily approved teachers of students with disabilities

MDE may grant an approval when:

• A person holds a valid MI teaching certificate

• The employing superintendent certifies that the district conducted a search for a fully qualified person and that no certified teacher who holds full approval or endorsement for the position was available at the time of the assignment.

• A person must be accepted into the appropriate Michigan university/college program of training matching the category of assignment prior to signing the approval request form.

Differences Between an Approval and Permit

• Approval:– Teacher must hold a valid

MI teaching certificate– Teacher must be enrolled in

appropriate endorsement area

– Position does not need to be reposted at the end of the year if candidate has taken the required course work to receive continuing temporary approval

• *Permit: (3 types)– No Teaching Certificate

required; – Requires minimum number

of credit hours to be completed to apply for permit

– Permits are only valid for the school year in which they are requested

– Reposting of position required, check with Karen Taylor from the Office of Professional Preparation

R 340.1799g Transition coordinator; requirements.Rule 99g. (1) Full approval as a transition coordinator shall be granted by the department to a person who meets all of the following requirements:

(a)A bachelor’s or graduate degree in special education or a field related to transition of youth with disabilities into adult life roles. Related fields include, but are not limited to, general and vocational education, vocational rehabilitation, and counseling.

Transition CoordinatorR 340.1799g Transition coordinator; requirements.Rule 99g. (1) Full approval as a transition coordinator shall be granted by the department to a person who meets all of the following requirements:(b) A minimum of 3 years of satisfactory teaching experience in special or vocational education at the secondary level; or a minimum of 3 years of satisfactory employment providing transition-related service to individuals with disabilities between the ages of 13 to 26 years. Transition-related services include, but are not limited to, vocational rehabilitation, employment, counseling, independent living, and mental health. A person with a master’s degree in special education or field related to transition of youth with disabilities into adult life roles shall be credited with 1 year of employment. Cont.

No Child Left Behind Act

• Highly Qualified Teachers:– The NCLBA requires school districts to only assign a

Highly Qualified teacher to teach a core academic subject beginning with fall classes in 2006-2007. The core academic subjects are: English, reading, Language Arts, mathematics, science, foreign languages, the arts (music. visual art, dance), history, geography, economics, government/civics). Any teacher who provides direct instruction in a core academic class must be Highly Qualified for the assignment.

– Special education teachers who provide direct instruction (the sole provider of instruction) in a core academic subject must be Highly Qualified to teach the subject.• Additional options available:

– Take and pass the MTTC general elementary test– Identify 18 credits from a master’s program supporting

teaching content to special education students– Complete a specific portfolio available to special education

teachers to cover all content the teacher may be asked to teach to special education students.

• This would apply to persons under Special Education Personnel Approval as defined under Rule 340.1783

Additional Requirements for HQ Special Education Secondary Teachers under an Approval:

• Teachers that have a secondary certificate with endorsements in special education only must:

– Choose one of the options available to secondary teachers to become highly qualified to teach a core academic subject

• Once this step is complete an approval can be done

Timeline for Approval-HQ

• The timeline for meeting this requirement is contingent upon the date of employment. If hired prior to the first day of school in the 2003-04 school year, and working under temporary or continuing temporary approval, the teacher must meet the requirements by the end of the 2005-06 school year.

• All other candidates may only function under a temporary or continuing temporary approval for three years effective on the date of hire for that position within the school district to be considered “Highly Qualified.”
