1. General
This specification defines the technical requirements for a mobile power cable testing and fault
location laboratory, including vehicle.

Together with the proposal, the bidder shall submit the following documents:
2.1. Complete questionnaire (Annex A of this specification), filled-in by an authorized
representative of the manufacturer. In case of negative answer/s to one or more of our
requirements, please attach a document specifying alternative solutions.
2.2. A certificate issued by an authorized certification body demonstrating that the manufacturer
has a Quality Management System (QMS) meeting the requirements of the latest version of ISO
9001 or other equivalent standard, at the date of submission of the proposal, as specified in
paragraph 12.1 of this specification. The indicated scope of activities should cover the scope of
supply required by the tender.
2.3. A reference list which confirms at least 10(ten) years of experience during last 15 years
preceding the last date of the bids submission, in manufacturing and supplying power cable
testing and fault location laboratories for power cables, signed by an authorized representative of
the manufacturer. The list shall contain the total quantities supplied each year and the names of
the purchasers.
2.4. Full technical proposal for mobile power cable testing and fault location laboratory, including
internal fittings in the vehicle (laying of cable ducts, internal lining of insulating wood flooring, a
bench for the operator, internal lightning, etc).
2.5. Full technical data of operating instructions, maintenance, repair, calibration and safety
instructions written in English, including detailed electrical circuits, wiring and mechanical
drawings including the integration between them and a proposed spare parts list for the repair and
calibration of each instrument in the vehicle.
2.6. Full technical data of environmental requirements for operation and storage, such as
temperature, humidity, vibration and shock resistance of the testing and fault location equipment.
2.7. Detailed manufacturer catalogues which includes the proposed systems. All the proposed
items shall be mentioned in the catalogues. The catalogues shall specify the manufacturer's
catalogue number for each proposed item.

2.8. Complete drawings (including dimensions) for the proposed equipment.
2.9. The acceptance test program to be performed by the supplier after the completion of the
installation of the equipment.
2.10. A proposal for a training course at the manufacturer’s plant, for 2 (two) technicians from
I.E.C. The duration of the training course shall be 5 working days. The proposal shall specify the
learning program and the time schedule for each day. The learning program shall include work
methods, operation, maintenance, and repair and safety instructions.
2.11. A proposal for a training course in Israel at I.E.C. facilities for 5 (five) technicians from
I.E.C. The duration of the training course shall be 2 working days. The proposal shall specify the
learning program and the time schedule for each day. The learning program shall include work
methods, operation, maintenance, and repair and safety instructions.
2.12. A detailed list of critical and first priority spare parts which will be supplied together with
the vehicle.
2.13. A proposal for repair and maintenance services in Israel for all the testing equipment
installed in the vehicle (including the mobile testing and fault locating instruments in the vehicle)
during the warranty period.
2.14. The bidder shall submit a written undertaking signed by an authorized representative of the
manufacturer undertaking that a service call and repair of a breakdown will be carried out in israel
within 120 hours after being called in, during the warranty period,and up to 10 years from the date
of delivery of the vehicle including the laboratory.
2.15 The documents in annexure "BB".
3. Warranty and service
3.1. Warranty for all the equipment other than the vehicle shall be valid for a period of at least 3
years from date of delivery.
3.2. The supplier shall be under obligation to maintain and supply all spare parts for the ordered
equipment for a period of at least 10 (ten) years after the date of supply of the equipment to the
I.E.C. A detailed spare part list (including prices) for all the proposed equipment has to be
attached to the proposal.
3.3. The supplier shall submit a proposal for repair and maintenance services in Israel for the
complete testing equipment (including equipment for locating interferences and all other testing
equipment) during the warranty period.
3.4 All proposals for repair services shall be on a “per call” basis (not global).
3.5. A service call (including the repair) shall be responded to within a maximum of 120 hours.

4. Demonstration of the proposed testing and fault locating equipment
4.1 During the technical stage of the bid the I.E.C. reserves the right to request from the
equipment manufacturer to demonstrate, at its plant and at its expense, the operation of all the
proposed equipment in the presence of I.E.C’s representatives. The operation shall include
detailed explanations of the operation, maintenance and work methods of each instrument,
including an on site demonstration.
4.2 The bidder shall allow IEC, not later than 10 weeks from the final date for the submission of
technical proposals, to conduct a practical test either locally or overseas (in countries to which
IEC workers can travel) of the laboratory proposed by it and this for the purposes of a practical
and operational evaluation. The date and place of the test will be mutually determined by IEC and
the bidder. The conduct of the practical test shall be at IEC's discretion. IEC reserves the right to
include the test conclusions in its technical evaluation.
5. Acceptance test and training courses
5.1 Acceptance test
5.1.1. After completion of the installation of the testing equipment in the vehicle, the
manufacturer shall perform at his plant an acceptance test.
5.1.2. The procedures of the acceptance test shall be in accordance with the acceptance test
program submitted by the manufacturer during the bid's technical stage and approved by the
I.E.C.
5.1.3. The manufacturer shall perform all the required procedures of the acceptance test in the
presence and under the supervision of the I.E.C. representatives at the manufacturer's plant.
5.1.4. The manufacturer shall notify the I.E.C. at least 45 days before starting the acceptance tests,
of the date on which and address at which the acceptance test will be performed.
5.2 Training courses
5.2.1. It is the manufacturer responsibility and for his account to perform a 5 (five) day training
course for 2 (two) technicians from I.E.C., at the manufacturer’s plant.
5.2.2. The training course shall be performed on the purchased laboratory after the completion of
the installation of the testing equipment on the vehicle.
5.2.3. The manufacturer shall notify the I.E.C. at least 45 days before starting the training course,
of the date and the address where the training course will be performed.
5.2.4. The proposal for the training course shall be submitted together with the bid proposal. The
proposal shall specify the learning program and the time schedule for each day. The learning
program shall include work methods, operation, maintenance, repair and safety instructions.
5.2.5. It is the manufacturer’s responsibility and for his account to perform a 2 (two) day training
course for 5 (five) technicians from the I.E.C., in Israel, at I.E.C. facilities. A proposal for the
training course shall be submitted together with the bid proposal. The proposal shall specify the

6. Van
6.1. The van (vehicle) shall be purchased directly by the power cable testing and fault location
equipment contractor and shall be supplied to the I.E.C. with the equipment properly installed and
ready for operation.
6.2. The van shall comply with the Israel Transportation Ministry requirements and shall be
licensed to operate on Israeli public roads.
6.3. The mobile laboratory shall be supplied to the I.E.C. (north district) site in Haifa within 8
months from the commencement of the order.
7. Testing and fault location equipment
7.1. General Requirements
7.1.1. The van shall be equipped with a three-phase system.
7.1.2. The system shall be assembled from separate instruments (test instruments, surge generator,
burn down instrument, etc.).
7.1.3. The selection of instruments shall be performed using a manual air insulated switch.
7.1.4. The power cable test van shall be able to perform:
� Low and medium voltage commissioning test;
� Outer sheath tests on medium and high voltage power cable after laying and covering with
sand;
� Pinpointing fault location on low and medium voltage power cables;
� Pinpointing fault location on the outer sheath of medium and high voltage cables;
� Power cable tracing on all voltage levels with direct and inductive coupling methods;
� Identification of de-energized power cables on all voltage levels with direct and inductive
methods;
� Identification of live low voltage power cables.
� Pinpointing fault location by scope at a distance of 3 meters from the laboratory
connection point.
� Revealing cable length by scope for a cable length of 20 meters

7.2. General Requirement for equipment installation
All the testing and fault location equipment shall be shock proofed or constructed in shock
absorbing design.
7.3. Technical Requirements
7.3.1. Commissioning Tests
� D.C. testing up to at least 50 kV (minimum 2 mA).
7.3.2. Outer Sheath Tests
� Testing medium voltage cables up to 10 kV.
� Maximum measuring current: 10 mA.
� The instrument shall have a 1 µµµµA resolution scale.
7.3.3. Fault Location Instruments
7.3.3.1. Basic TDR instrument
� Preserving method of arc at the fault point: arc reflection method / stabilizing/SIM
� Breakdown voltage - 32 kV (at least).
� Current impulse coupling method: impulse current method.
� Voltage impulse coupling method: Voltage oscillating method.
� Basic TDR method.
� Propagation velocity (V/2): 20-150 m/µs.
� The TDR instrument shall have a color monitor with stable display even while using a
generator or while the data on the screen updates. . The displayed information shall be
well visible in sunny outdoor conditions.
� The data displayed on the TDR screen could be stored on media, if desired.
� A dedicated software shall be supplied together with the TDR in order to maintain a
database which will include:
• date of test
• source and destination of the cable being tested
• cross section of the cable being tested
• notes and comments
� There will be a possibility to compare between the stored reflected waves on a computer
without the need of the TDR instrument.
7.3.3.2. Shock discharge generator
� Up to at least 32 kV.
� Minimum energy: 2000 J
7.3.3.3. Cable burn down instrument
� Maximum burn down voltage: min 15 kV.

7.3.3.4. Outer sheath pre-locating instrument.
� Power consumption: 500 VA.
� The instrument shall include a receiver with amplification capability and step voltage
probe.
� The instrument shall be able to be removed from the van and be operated independently.
7.3.3.5. Cable tracing system - 2 sets are required.
� The system shall contain separate transmitter and receiver that shall be able also to trace
and locate power and communication cables by inductance.
The system shall work on several frequencies (e.g. 8kHz, 29kHz , 33kHz, 44kHz
and passive frequencies 50Hz)
Output power - transmitter – at least 11 watts.
� This system shall work on the following modes:
• Direct connection to the tested cable.
• Inductive coupling by transmitter tongs.
• Induction of audio frequency by loop antenna.
• Depth evaluation of cables and metallic pipes.
� The clamping tongs shall be suitable to contain three single core medium voltage power
cable in a trefoil formation .
� The system shall be portable and equipped with rechargeable (AA or D) batteries
� The instruments shall be able to be removed from the van and operated independently.
� The system shall be portable and packed in a case (or similar) with handles.
� The transmitter shall be packed separately in a case(or similar) with handles.
� The receiver shall be packed separately in a case(or similar) with handles.
� The receiver shall have a display with illuminating option.

7.3.3.6. Cable identification system
� Shall contain an impulse generator, an identification tongs and a receiver with connection
leads and clips.
� The impulse generator shall deliver impulses up to a peak current value of at least 60 A.
� The impulse generator shall deliver impulses by two options:
• by direct connection
• by inductive coupling
� The clamping tongs shall be suitable to contain three single core medium voltage power
cable in a trefoil formation (the required diameter is at least 125 mm)
� The generator shall be portable and equipped with rechargeable (AA or AAA) batteries
and shall have an option to be connected to an external 220V power supply.
� The system shall be packed in a case with handles.

7.3.3.7. Surge Wave Receivers - 2 sets are required.
� Acoustic and magnetic receiver for pinpointing fault location by measuring the time
delay between the magnetic pulse and the flash-over acoustic noise.
� The instrument shall be equipped with background noise filter.

7.3.3.8. Winston bridge
A portable Winston bridge for pinpointing, pre-location and sheath testing, 100V-10KV
shall be included.

7.4. Safety Devices and Accessories
7.4.1. The power cable test van shall be equipped with safety devices that shall prevent
operating any instrument of the test van in case of:
� Opening the back doors.
� Disconnecting the earthing rod.
� High value difference between the potential of the van earthing and the potential of the
earthing of the tested power cable.
� Dangerous voltage level between the van chassis and earth.
7.4.2. An emergency push button shall be installed in the cable test van. By pressing this
emergency button, the power cable test van will be shut down until its mechanically releasing.
The emergency push button shall be installed near the entrance door of the test van working
area.
7.4.3. In order to operate the van instruments an operational key switch has to be operated.
7.4.4. The cable drums shall be installed at the back of the van.
7.4.5. The test van shall be operated by connecting it to the mains supply (230 V AC, 50 Hz)
and by connecting it to an independent A.C. power source (230 V A.C, 50 Hz) with an output
power of at least 7 kW PTO which shall be installed in the van and shall be operated by the
van engine. Switching between the mains supply and the independent power source shall be
done by a manual switch.
7.4.6. The test van shall contain the following indications:
� voltage
� current
� operating frequency
A warning shall be given in case of over voltage or deviation of frequency of more than 5%.
7.4.7. The mains supply cable shall be flexible and protected, 70m long and rolled on an
electrical/manual driven drum. Its cross section shall enable the operation of the test van at full
load without any voltage drops. The mains supply cable shall be connected to an Israeli
standard socket or by secure crocodile tongs (such us MC-FSA20 K - L) connected to bus bar.
7.4.8. The test van instruments shall be connected to the cable being tested by three single core
MV flexible cables, with at least 55 m long (for each cable) but not more than 60 m, which
shall be rolled on an electrical driven drum inside the van. Its cross section shall enable the
operation of the test van at full load, without any voltage drops. The cable endings shall be
connected with crocodiles.
7.4.9. The test van shall be equipped with a special device which enables the earthing of all the
three phases of the cable to be tested and unearthing each phase by manually switching.

7.4.10. The cable test van shall be earthed by copper cable, 25 sqmm., 50m long. Electrical
copper connections shall be installed on the cable at intervals of 3 meters. The cable shall be
rolled on an electrical/manual driven drum.
7.4.11. Connection of the outer sheath test instrument to the tested cable shall be made by 50 m
cable that shall be rolled on an electrical/manual driven drum.
7.4.12. The test van shall be equipped with an automatic HV discharge system. A discharge rod
shall be mounted on the HV area of the test van in order to enable discharging of HV devices.
7.4.13. Operational indication lamp shall be mounted at the HV compartment of the van. The
indication lamp shall be visible from the outside of the back doors (before opening) and also
from the inside of the van.
7.4.14. Selection of instrument shall be done by a manual switch, air insulated, that will have
the option to earth the cable.
7.4.15. The test van shall be equipped with 2(two) 3 phase insulation tester (Megger BM 400/2
or equivalent) -500V/1KV,one should be fully integrated into the system and the second one
must have access to the tested cable via connectors in operator desk .
7.4.16. The test van shall equipped with a notebook computer

7.4.17. In case that the instruments contain a computer, it shall be supplied with an English
version (Hebrew enabled) of operating system and with a Hebrew/English compatible
keyboard.

7.4.18. 6 (six) electrical sockets shall be mounted, 3 (three) sockets will be mounted in the
working compartment and 3 (three) sockets will be mounted in the H.V. compartment close to
the rear door. The sockets shall be water protected upon the Israeli standard IS 32. (220V). The
six sockets shall be in addition to the sockets required for the electrical instruments in the van.
7.4.19. All the sockets and plugs of the van and the instruments shall be according to the Israeli
standards.
7.4.20. A folding bench for the operator shall be mounted at the working compartment. A
storage sliding drawer shall be installed underneath the bench. Opening direction of the drawer
shall be towards the working compartment entrance.
7.4.21. A small locker shall be installed in the working compartment in order to store small
equipment (receivers, headphones, etc.).
7.4.22. A small maps/drawings reading table shall be mounted in the working compartment.
7.4.23. At least 6 storage sliding drawers shall be installed in the working compartment,
under the table (height: 4x30cm + 2x20cm).the drawers shall be lockable
7.4.24. At least 12 storage sliding drawers shall be installed in the HV compartment (height:
1x30cm + 11x20cm). the drawers shall be lockable 7.4.25. The final design of the drawers in the HV compartment shall be approved by the
I.E.Co. after the notification of the award.
7.4.26. A portable generator with stabilizer (220V, 5kVA) shall be supplied together with
the test van. 7.4.27. A professional 36 pieces, metric socket set, 1/4" drive shall be supplied. 7.4.28. A professional 22 pieces, metric socket set, 1/2" drive shall be supplied. 7.4.29. A basic tools set shall be supplied.
7.4.30. 2 (two) fire-extinguishers (such as Helon 1211) shall be mounted in an easy to be
reached place. The minimum net weight shall be 5kg.
7.4.31. Internal Lighting
In the driver's cab, in the working compartment and in the HV compartment internal lighting
systems shall be installed, such that they will provide the best illumination to all parts of these
compartments. The systems shall contain PL (220 V AC) lamps and 12 V DC bright lamps
(3x220V + 2x12V lamps in the working compartment and 3x220V + 2x12V lamps in the HV
compartment).
The lamps shall be of standard types.

7.5. Spare parts
The contractor shall supply together with the test van all the critical and first priority spare
parts. A detailed list of the spare parts must be attached to the technical proposal and submitted
in the first stage of the tender.

7.4. Safety Devices and Accessories
7.4.1. The power cable test van will be equipped with safety devices that shall prevent
operating any instrument of the test van in case of:
