Drum roll, please...2015 Change Campaign Shatters Previous Record
nd whatever you ask in prayer, you will receive, if you have faith.” — Matt. 21:22Last year, you were informed that Children’s Homes, Inc. was losing a significant source
of revenue that had totaled more than $625,000 since December of 2003. The funds were dividends we received from our liability and property insurance provider and were based on the premiums of those insured in the group verses the claims that were paid.
At that time, you were told that Children’s Homes, Inc. was facing a big year of growth in 2016 and that we needed to do our best to recoup this lost revenue in order to move forward with our plans to care for more hurting children.
My suggestion to bridge the gap was to make a bigger push for people to participate in our annual Change for Children campaign. While a goal of $300,000 had already been set for the 2015 campaign, it seemed probable that the campaign could surpass that goal to press toward a much higher goal.
The campaign year started off strong with the first annual ArkansasGives online giving event in April. Our donors were very generous and at the end of the day, Children’s Homes, Inc. had received more than $26,000. With bonus dollars, the total jumped to $30,371. Those funds were earmarked for Change for Children and were a great first step toward our goal.
From that point forward, more and more people continued to give. On top of the many churches who already participated in Change for Children, new congregations joined the campaign, which only added more fuel to a fire that was growing day-by-day.
As we closed 2015, we couldn’t help but be a little anxious to see the official results of the campaign. It is with great excitement that I announce to you the 2015 Change for Children campaign collected a record-shattering $379,968. The previous record of $300,127 was set in 2013. Ironically, the monies received over our initial goal of $300,000 almost equaled the largest dividend amount we ever received in a single year.
This takes me back to the passage from James that started this article: “And whatever you ask in prayer, you will receive, if you have faith.” We all prayed fervently throughout the course of the 2015 campaign year. We asked God to give our supporters the desire to help us reach our goal of caring for more children. We asked in prayer. We had faith! Through God and you, we received!
Before going any further, I must say “Thank You” to everyone who heard our cries for help and who came to our rescue. Because of your generosity, Children’s Homes, Inc. will be able to move forward with our plans to help alleviate the child welfare crisis that hurting children and families are facing around the United States.
Whenever another hurting child is provided a loving, Christian home, you will be honored. Whenever another family is able to be reunified because of the programs that are in place here to help them heal, you will be remembered. Whenever another child is able to sleep in peace or not go hungry, you will be praised.
With the success of our 2015 Change for Children campaign still fresh on our minds, please allow me to encourage you to help us keep the fire going during 2016. This year will be an exciting year as we work toward our goals of caring for more children.
However, it will also be a year of uncertainty due to issues facing our country. As you are well-aware from all the debates, commercials and incessant media coverage, this is a presidential election year. Between now and November, we will all be bombarded with arguments and reasons for why we should vote for one candidate or another. Sadly, we will be held hostage to all the rhetoric coming from both sides.
It reminds me of the reason many children come to be a part of the family at Children’s Homes, Inc. The parents are fighting and the children are caught in the middle living in uncertainly and having to bear all the burdens.
As I have already done many times this year, please let me remind you that the children who come into our

family don’t really care who will reside at 1600 Pennsylvania Avenue. They only care that they will have food to eat, clothes to wear, a warm bed in which to sleep and the love of Godly people who see them as God sees them – precious in His sight.
Thankfully, we don’t have to rely on the government to provide all of these needs to the children. We have God, and we have you.
You will have many opportunities to help us again in 2016. We will remain prayerful that you will take advantage of those opportunities when they are presented to you. Obviously, the 2016 Change for Children Campaign is already underway and going strong. Below are a couple of other upcoming ways you can be actively involved in this ministry:
• April 2nd: Casting for Kids Bass Classic at Lake Norfork (see the related article in this issue of Spectrum).
• April 7th: Second Annual ArkanasGives Online Giving Event (all proceeds will go toward the 2016 Change for Children Campaign – see advertisement below).
Many other ways to help will arise between now and the end of 2016. We will do our best to make you aware of those needs through our church visits, upcoming newsletters and social media outlets like Facebook and Twitter.
Some of these needs will be unexpected, as has already been the case this year. We are currently working to raise funds to help with the dental and orthodontia needs of two young ladies. One young lady had to get a crown. The other young lady needs braces. These two procedures will total nearly $6,000.
We have faith God will send the people to cover this unexpected expense, as well as all the others we will encounter this year.
Please remember Children’s Homes, Inc. this year as you pray, serve and give. We honor our heritage of caring for God’s hurting children through His people. You have demonstrated your love for us many times and in many ways. Again, we ask in faith that you continue to allow God to use you for the sake of His children. They need to see God, and they will see Him through you.

Though the weather was still relatively warm for late November, the sudden appearance of Santa hats, which most of those in the picture donned, set us all well on our way to acquiring the Christmas Spirit. Within a week, whether we had that spirit or not, our Christmas season was off and running.
On Dec. 3, about 25 of our children in care visited the Forrest L. Wood Crowley's
Ridge Nature Center in Jonesboro, Ark. The kids had an option
of working on three different Christmas-themed crafts — several kids couldn't choose so they completed all three. Then the group toured the facility, watched a film and had the chance to pet an owl. One addition this year, the kids were able to help with and watch feeding time for all the Center's animals.
On the following Saturday, Dec. 5, we had two events going on. Our children in care from the Paragould campus travelled to Goodman Oaks Church of Christ
in Southaven, Miss., for our first official Christmas party of the year. The children sat with Santa for pictures and received their first round of presents. Meanwhile, over in Searcy, Ark., we held our Christmas Party/training session for parents in our Foster Care/Adoptive Care program. While their parents were training, the children played games and visited with Santa.

s Spring approaches, thoughts turn to warmer weather and the welcome return of outdoor activity. One particular event marks that return this year, as Children's Homes, Inc.'s sixth
annual Casting for Kids Bass Classic falls on April 2 at Lake Norfork near Mountain Home, Ark.
Children's Homes, Inc. Director of Development Gary Cupp sees the early April date as advantageous in several respects.
"Our date this year seems to be right on target for getting more participants," Gary said. "We’ve gotten positive comments from our anglers that the timing is right for a couple of reasons. Reason number 1: The fish are ready. Under normal conditions, bass will start spawning in early April which usually translates into more and bigger fish. Reason number 2: The fishermen are ready. Winter cabin fever has hit it’s peek, the weather is typically improving and people are ready to get on the water to try their latest piece of equipment or lure, or just get the dust and cob webs out of their boat. You will not find a pessimistic angler in early April!"
This year's event will mark the sixth year of the tournament, which benefits Children's Homes, Inc. In the tournament's six-year existence, CHI has cultivated a solid base of fishermen and sponsors that can be counted on to participate every year. Gary said he has every reason to believe the bulk of our past participants are eager to hit the lake again.
"We’re anticipating our 6th annual Bass tournament to be our best yet," Gary said. "We get messages daily from former participants wanting assurance that they are on our mailing list to receive a registration form when we distribute them. For me, that’s a great indicator that we’re doing something right, and we have great potential for growth."
After five successful tournaments, Gary said the tournament has also earned a reputation for being efficiently and effectively managed.
"Our participants are always complimentary of the way it’s run and organized and this is all credited to our volunteers and staff who are so dedicated to making sure we get all the bases covered before, during and after the tournament. We have fantastic, loyal and generous sponsors who support our mission and that translates into every fishermen walking away with some great products and prizes, even

information and some even help keep the fish alive, healthy and ready to be placed back in the lake. They are always excited and happy to have a job where they are involved. Most importantly, our fishermen have the opportunity to see beyond the competition and look into the eyes of those who will ultimately be recipients of the event. In the end, our children are the true winners of the tournament."

clipping the codes off of their grocery products is too much trouble, here's an eye-opener.
In 2015, housemoms purchased the home decor pictured on this page with funds earned from redeeming Best Choice scan bars. Though most housemoms chose lamps, there was a wide variety of items, including rugs, candles, and baskets. The only items not pictured are barstools purchased for Family Home 8, which will remain boxed up until the construction of the new Family Home 8 on our William and Vacle Olive Ranch property.

s 2015 came to an end, we received great news concerning The IRA Charitable Rollover. The following is an article written by William R. Gustoff, President of Legal Division
Thompson & Associates:The IRA Charitable Rollover was renewed for 2015, and this
time Congress made it permanent! For nearly a decade, we in the philanthropic world found ourselves in a ritual of begging for scraps and crumbs at the year-end tax extenders negotiating table every year or two. The object of our appeal was the “IRA Charitable Rollover” and seeking at least temporary extensions of the popular charitable giving option. Our biennial begging ritual ends now thanks to the newly enacted Protecting Americans from Tax Hikes Act (“PATH Act”)!
A Little BackgroundThe IRA Charitable Rollover first became law as part of the
Pension Protection Act of 2006. Since its initial enactment, Congress renewed or extended the provision five times (sometimes retroactively) so that it has been effective for every year since 2006. The year-end scramble to lobby for including the IRA Charitable Rollover as part of tax extenders negotiations, and the questionable retroactive application of the provision in some years made planning difficult and limited the utility of the otherwise popular giving technique.
The IRA Charitable Rollover once again expired at the end of 2014, and we found ourselves in the sadly familiar territory of watching most of the year pass with no action on renewing it. While most of us in the philanthropic sector harbored cautious optimism the IRA Charitable Rollover would again be extended retroactively, we also pushed for an extension through at least 2016 and, if possible, making it a permanent part of the law. The PATH Act did just that, and our nearly biennial ritual of begging for a renewal of the IRA Charitable Rollover is at an end for the indefinite future!
The PATH Act (H.R. 2029) was a bill to consolidate appropriations for fiscal year 2016 and to make permanent several tax provisions that were part of the ongoing extenders negotiations over the past several years. The House passed the PATH Act by a vote of 381-109 on Dec. 17, 2015, the Senate passed it by a vote of 65-33 on Dec. 18, and President Obama signed it into law later that same day.

directly from certain taxpayers’ individual retirement accounts to qualified charities without income tax consequences. The requirements and restrictions are as follows:
• Age Requirement. Only individuals who are at least 70½ years old at the
time of the gift may utilize the provision.• Limited to IRAs. Not all tax-deferred retirement accounts
qualify. In fact, the law allows this provision to be used for only individual retirement accounts (“IRAs”). Section 401(k) plans, section 403(b) plans, and other tax-deferred retirement plans do not qualify; however, some people may be able to roll such a plan into an IRA and then make a charitable gift.
• Rollover Cap. Each taxpayer may utilize the IRA Charitable Rollover by transferring up to $100,000, per tax year. Thus, a married couple could transfer as much as $200,000 under this provision, if each spouse had at least $100,000 in their IRA.
• Qualified Charities. Not all charities are eligible to receive a tax-free IRA Charitable Rollover gift. Only “public charities” under Sections 509(a)(1) and 170(b)(1)(A) of the Internal Revenue Code will qualify. Private foundations, donor advised funds, and supporting organizations do not qualify.
• Direct Transfer Required. A taxpayer may not withdraw funds from an IRA and then give the money to charity. Distributions must be made directly to the public charity from the IRA by the IRA Administrator and not be directed through the account owner.
• No Goods or Services Received. The taxpayer may not receive any goods or services in exchange for the IRA Charitable Rollover. Thus, this provision may not be used to fund a Charitable Gift Annuity or a Charitable Remainder Trust. The donor should be given documentation indicating no goods or services were received in exchange for the gift.
The effect of a qualified IRA Charitable Rollover is that the money distributed from the IRA to the charity will not count as income for the donor, but it may count toward the donor’s annual required minimum distribution. The donor will receive no income tax deduction, but he or she will be in the same position or better because the distribution will not count as income in the first place.
Who Benefits from the IRA Charitable Rollover?Not everyone who meets the requirements will actually

A ring for Christmas
With the assistance of some very generous donors from the Missouri Street (West Memphis) Church of Christ, Stormily, a junior at Crowley's Ridge Academy, was able to purchase a senior ring. Stormily was pretty excited and thankful for the assistance with the purchase. Children's Homes, Inc. is quite fortunate to have so many donors who are ready and able to help us with occasional expenses such as this ring.

Recently honored
Children's Homes, Inc.'s staff Christmas Party on Dec. 9 served as the perfect setting to honor three individuals. James Balcom and his wife Charlene were presented with the Champions for Children award for their many years of service at Children's Homes, Inc. They were originally to receive the plaque at Homecoming but were unable to attend. James and Charlene are pictured above visiting with current employees. The party was also a good place to honor Wayne Matheny, who served as a houseparent at one point and most recently as the mechanic for CHI's fleet of vehicles. Wayne announced his retirement in September. Maintenance Supervisor Perry Baker thanked Wayne for his service and presented him a wall hanging commemorating his time at CHI.

In our Fall 2015 issue of Spectrum, we advertised our need for a Bush Hog-style rotary cutter for use on our Emmett Smith Farm. be in just as good a position if they take their required minimum distributions and then claim the deduction on Schedule A for the charitable gift. But for other taxpayers, the IRA Charitable Rollover can be very beneficial. Those most likely to benefit include:
• Generous Donors. Charitable deductions cannot exceed 50 percent of a taxpayer’s adjusted gross income in any one tax year. Taxpayers who make significant charitable gifts will benefit from the rollover because this strategy falls outside of the charitable deduction percent limitation.
• Taxpayers in States that Tax Income. Several states with their own income tax structures do not permit a state income tax charitable deduction, but they base state taxable income on federal adjusted gross income. The IRA rollover may allow those taxpayers to lower their state income tax liability.
• Nonitemizers. Taxpayers who make charitable contributions but do not itemize deductions generally lose out on the benefit of deducting charitable gifts. Because the IRA Charitable Rollover allows the taxpayer to exclude the IRA distribution from income, the taxpayer saves income tax on this amount.
• High-Income Taxpayers. Those donors who have large incomes sometimes find themselves phased out on certain deductions, including those for charitable gifts. The IRA Charitable Rollover garners the full benefit for the donor because it never counts as income in the first place.
• Those Subject to AMT. Certain itemized deductions can cause a taxpayer to become subject to the federal alternative minimum tax (AMT). The AMT aims to ensure that high income taxpayers pay a minimum amount of income tax and limit
their use of itemized deductions. The IRA rollover allows a taxpayer to lower taxable income without an additional deduction.

Once you have finished meeting with Frank you will have peace of mind and a comprehensive estate plan recommendation that tells your story and reflects your values. World Christmas Party on Dec. 8 on our campus. The children enjoyed a nice meal and again sat in Santa's lap and received even more presents.
On Dec. 9, all Children's Homes, Inc. employees gathered for a staff meal and party. At the close of the time of fellowship, the employees exchanged gifts, all of which fell in the category of inspirational or encouraging. Many an inspirational plaque was received.
On Dec. 10, the employees of Frito-Lay in Jonesboro hosted a party. The children had pizza, received more presents and posed with Santa. As is usually the case, the group was accompanied by Chester Cheetah, who proved every bit as popular as Santa, presents and pizza.
On Dec. 12, employees and children in care were treated to a holiday performance by the Ridgeview Mennonite Church Youth Group
from Jonesboro. We blocked out pretty much
an entire day on Dec. 13 for our grand finale to the Christmas season, the party thrown by Missouri Street (West Memphis, Ark.) Church of Christ. We started following morning church services and enjoyed a large lunch with the group. Then the children played some icebreaker games to get things started and then played some elaborate games, including
Human Hungry Hungry Hippos, a race that involved wrapping a participant in plastic wrap and a Magic Carpet race. We then ended the day with a joint worship service.
All of the parties and fun were a product of the care and generosity of hundreds of supporting churches and donors. We thank each and every person who contributed to yet another fine Children's Homes Christmas.

Thanks to all who participated in the 2015 "Save the UPC bar scanning codes" from Best Choice and Campbell products. These are ongoing projects so I encourage you to continue to help us in 2016 and to ask your friends, relatives, neighbors, and congregations to help in these worthwhile and inexpensive projects to help the children in the family home.
This past year we surpassed the amount raised from Best Choice UPCs in 2014, which was $1,470. I sent two boxes with 60,000 Best Choice UPCs in 2015 for a total of $1,830. That was fantastic! Maybe this year we can reach $2,000.
We are still "banking" the Campbell/Labels for Education UPC bar scanning codes and will order from their catalogue soon. And remember, we cannot use labels from Always Save products.
