ADDENDUM TO REQUEST FOR PROPOSALS #15-STA-520 TO PROVIDE
COMMUNICATIONS and MARKETING SERVICES
AMENDMENT No. 2 A. Clarification to the RFP procurement schedule:
Interviews for top ranking firms will most likely be held the week of June 8 rather than June 1. B. Questions submitted during the Pre-proposal Meeting of April 16, 2015.
1. Does STA actively encourage splitting the contract between firms?
STA response: STA is neutral.
2. What is your current budget for work under this contract? Will there be a separate budget for communications services or is that a part of the budget?
STA response: Work performed under this contract is included in the overall Communications and Marketing budget. The 2015 budget is: Media $250K Production $200K Website: $70K Research $25K Concepts $8K 3. Does STA expect to expand its communications and marketing budget?
STA response: No.
4. Why is STA seeking a new contract?
STA response: Our guideline is a maximum contract length of 5 years.
5. Is STA open to new products and services?
STA response: Yes indeed.
6. How should the portfolio materials be presented?
STA response: All materials should be on 8.5” x 11” paper. Screen shots may be used for visual materials. A portfolio may be included in the electronic copy of the proposal if it does not conform to this size. Digital links to websites, video, interactive solutions, etc. may be provided in the proposal as appropriate.
7. What employee communications methods are in use at STA?
STA response: Methods include weekly presentations emailed to all employees and viewable on break room monitors, printed flyers, departmental newsletters, emails, quarterly employee meetings and postings in common areas.
8. Why is it important to communicate with employees?
STA response: We want employees to feel engaged and supported by STA. Most of our employees are coach and van operators who represent STA to the public. They need accurate information about STA to answer questions from the public. These and other employees are not “at a computer” during their work day. STA uses “secret shoppers” to evaluate our service. We also have employee recognition programs and awards.
9. Is the contractor responsible for media buying?
STA response: The contractor is responsible for media buying, with direction from STA.
10. What is the current platform?

11. What duties are handled in-house versus out?
STA response: Under the direction and guidance of STA, contractor responsibilities will include internet development and design services including content management integration, e-commerce development and support services and online systems integration development.
12. Does STA have an over arching web plan for the next few years?
STA response: Yes, we plan to continue to leverage technical advances to provide the best internet services to our customers and community stakeholders.
13. May we have the results of the community perception survey?
STA response: Yes. Please see the attached PowerPoint presentation.
14. May we see the last winning proposal?
STA response: Yes. Please see the attached PDF document.
15. Page 8, Number 7, paragraph below the scoring criteria mentions that you may request an oral presentation. It also goes on to say "The above evaluation criteria will be used to score Proposers following the interview phase. Original scores will not be carried forward”. If you do interviews and our original scores are not carried forward, are they using the above criteria for both phases (written and oral)? Or are there different criteria for each? STA Response: All Proposals will be scored using our criteria in the first stage. The top scoring firms will be invited to make a presentation to the committee. At the presentation, committee members will score each company again, using the same criteria.
16. Page 8, Number 9 & Page 16, Price Proposal Submission — Page 8 states that we have to keep the same rate for the first three years, so on the price proposal submission form, do we just repeat the same numbers from year 1 in year 2 and year 3?
STA Response: The prices proposed for years 1, 2 and 3 are at your discretion, but shall not change. Only years 4 and 5 may be adjusted per the CPI-U.
17. Can vendors or agencies not on the invite list submit a proposal? If not, can those on the invite list partner with an agency or vendor not on the list?
STA Response: Any firm may propose. However, if we do not have them on our distribution list, they may not receive amendments when they are distributed. Any firm may partner with any other firm.
18. Who will be on the decision making committee for the Marketing & Communication Services contract(s)?
STA Response: The Communications Department, the Director of Planning, the Director of Operations and the Purchasing Manager.
C. The following firms were represented at the pre-proposal Meeting of April 16: This Addendum is hereby made a part of the Contract Documents to the same extent as though it were originally included therein. All Proposers shall acknowledge receipt and understanding of this addenda by completing the information required in Attachment C, Acknowledgment of Amendments, and returning the signed page with the proposal on or before the proposal due date.

Informed Funding Support Question
“STA receives the majority of its funding from a local, voter-approved sales tax of 0.6% of one cent, or six-tenths of a cent, which amounts to 6 cents on a $10 purchase. State law allows communities to use up to
nine-tenths of one cent for public transit. Because of the decrease in sales tax revenue during the last seven years since the recession, which required STA to reduce service and take other cost saving measures,
additional funding is needed to maintain the current level of bus and Paratransit service, as well as fund the STA Moving Forward plan. Therefore, the STA Board of Directors is considering a ballot measure to ask voters to consider an increase of three-tenths of a cent of local sales tax, increasing STA sales tax funding to nine-
tenths of a cent, as state law permits, or 9 cents on a $10 purchase.
STA plans to devote about half of the funding to maintain the existing transit system, primarily for scheduled bus and van replacements, and about half of the funding to grow and improve transit service throughout the
region in the following three categories.
Improving basic service with extended hours, expanded service to new areas, and new commuter routes from Liberty Lake and South Spokane,
Providing more passenger services including new and enhanced park and rides, transit centers, shelters, bike racks and lockers, and
Two high performance transit routes providing higher frequency service, from earlier in the morning to later at night with improved stops and stations on the Cheney Corridor, and on the Central City Line which will run from Browne’s Addition to Spokane Community College via Downtown Spokane and the University District.
This plan is estimated to increase annual bus ridership by more than 3.4 million rides by 2024; more than a 30% increase over today.”
