1.0 Declaration of opening The meeting was declared open at 7.00pm. The Chairperson advised the committee that Margaret River Swim Squad’s application to become part of the committee had been approved and welcomed them to their first meeting.

Tennis Club: Lights are still a problem in Gloucester Park at night time and we would like to make a note requesting more lighting at night for security. 3/2/16: Lighting will be addressed in the Gloucester Park Master Plan 1/6/16: Proposals in next year’s budget relating to the Master Plan. 3/8/16: This has not been included in the budget however it will remain on long term plan. 1/2/17: Looking at budgeting for basic carpark lighting next financial year (Carpark area Nippers and in between sheds).

175 1 June 2016 The issue of weekend informal parking around Gloucester Park which blocks traffic flow was raised by the Margaret River BMX. All representatives who access Gloucester Park on the weekend were asked to hold a discussion within their clubs reminding members to ensure that a thoroughfare is left to ensure traffic flow around all facilities. 3/8/16: Will remain until Gloucester Park Master Plan fully implemented.

188 7 June 2017 7/6/17: Football Margaret River would like ROM to investigate the possibility of some sort of screen/mesh at the north end of eastern pitch where the blue Nippers Oval sign is located. Many balls roll down the road to the car park towards Wallcliffe Road. It is a safety hazard for the kids chasing balls in the dark down the road. 24/7/17: An email has been sent to stakeholders to organise a site meeting. Replacement of fencing in this area is staged within the Gloucester Park masterplan for the 2018-19 budget. 2/8/17: Football Margaret River have requested a temporary fence be installed until the 2018-19 budget item is finalised.

2/8/17: Margaret River Bowling Club request that they be kept in the loop in relation to the removal of asbestos from the Cultural Centre as it will greatly affect their operations.

2/8/17: Margaret River Rugby to Margaret River High School – There was a parent information night at which Andrew put up schematics for buildings at the school. Can these be made available for sporting committees to view? Martin Keen – I will have to follow up with the Department of Education to see if the plans can be distributed. There is an expectation that the facilities will be a shared space.

7.0 Reports from Shire Officers and Delegates

7.1 Recreation Centre Operation Update – Dylan Brown Upcoming Programs and Operations

The Margaret River Underwater Hockey Club has their annual rumble coming up this weekend (5-6 August 2017)

The Centre will be hosting a preseason NBL fixture between the Perth Wildcats and the Adelaide 36ers on Sunday, 3 September 2017. The Centre is hoping it will be another huge success similar to the game we hosted in 2014

If clubs would like to assist or volunteer on game day, we encourage you to contact us on [email protected]. Any help would be appreciated

We are currently updating the look of the Centre in line with our new branding. Pictures of our progress will be uploaded to Facebook as we move forward

The Tennis Club will be hosting the Tennis West Margaret River Gold AMT tournament, September 23-26. Everyone should go along and enjoy the action

Aquatic Centre

The replacement grandstand has been installed with the works being completed in mid-June

Water clarity and the disinfection rate within the pool has been improved by the ultraviolet disinfection unit that was commissioned and installed in mid-June

Tender document and specifications for the Dehumidifier (air handling system) have been submitted for final approvals. Works are subject to final adoption of the 2017-18 budget

Other major works scheduled this year include a retrofit of shower and tap hardware in all the change rooms. This will encourage sustainable water savings

Outside School Hours Care

Attendance at Before School and After School Care have continued to grow. Before School Care now averages well above 18 students per session with After School Care peaking at 38 students

The Department of Local Government and Communities completed their scheduled facility audit mid-July. We are waiting on their report and feedback

School holidays for July were busy with an average attendance of over 50 children per day

Fitness Centre

Treena McCarthy our newest staff member recently stared at the Centre

A new timetable with fresh and dynamic classes will be commencing in the next few weeks. The official launch date is yet to be announced

Gloucester Park

We are waiting on the response from the Department of Land and Environment for the clearing permit for the Lower Western Oval

Design works for the placement of the field are currently on hold pending the outcome of the clearing permit

A new fence has been installed and levelling of the dog exercise /overflow car park has been finalised in anticipation for the Lower Western Oval project commencing

Sports Stadium

The Centre recently celebrated Norma Guthrie’s 35 years of service to the Shire Recreation Centre. Norma is currently on annul leave until her retirement date mid-September. I would like to acknowledge her commitment and the time that she has gifted to many of the sporting clubs in

this community. Initiatives such as KidSport would not have been possible without her dedication. Thank you Norma

Tegan Overton has taken on the Acting Recreation Coordinator role at the Centre. Tegan will be looking after court sport bookings and can be contacted via email: [email protected] or [email protected]

The social sports competitions are running well with Basketball, Netball, Tri sport and Volleyball all in season

Netball is in the last months of their season and we are getting ready for the transition to Basketball

Finally yet importantly, I would like to thank the clubs for working towards making bookings easier. As we move forward with development of the ovals and the increase in bookings, having clubs communicate their intentions/fixtures in advance helps us ensure all clubs get a slice of the action on Gloucester Park.

8.0 General Business

8.1 Update on the Margaret River Youth Precinct – Nigel Anderson Nigel Anderson, Manager Human and Community Services provided the committee with an update on the Margaret River Youth Precinct Project. Please see attachment 8.1.1. Convic the successful tenderer will be onside next week to confirm the staging of the works and determine how the site will be managed during the construction. The Shire hopes to keep the Zone Room operational during the construction, utilising fencing and gates to close sections of the area off. In an effort to keep kids off the site we are looking at options such as setting up a viewing platform and possibly uploading drone footage of the construction onto the website. The committee’s main concern was ensuring there was enough car parking for the facility.

8.2 Rapids Landing District Open Space – Nick Logan A brief update and draft concept plans on the proposed design of the Rapids Landing District Open Space was provided to the committee by Nick Logan, Manager Planning and Development. Please see attachment 8.1.2 – CONCEPT PLANS ONLY The Manager Planning and Development confirmed that the oval will sit on Shire land and will jointly managed by the Shire and the Department of Education. The main points of discussion included:

The final size of the oval will be determined by the buffer zone required for the recycled water that will be used to irrigate the site. The buffer zone is determined by the level of treatment and the final quality of the water. There are constraints around the distance dwellings and the school can be from the treated water and the grass cannot go all the way to the edge of the buffer zone

It is currently anticipated that the oval will be slightly larger than the Nippers Oval

The oval construction was included in the school construction contract and it is anticipated that it will be completed 3 months prior to the opening of the school in February 2018. Cricket nets will be included as part of the oval delivery

There are currently no lights included on the plan so it may be suitable for junior sport on the weekend and for training

The plans show staged works such as parking areas, play areas and change rooms witch will be completed as budget’s allow

Access to the facilities can be negotiated with the Principal of the school as it is intended to be a shared space

Once the main user groups of the facility has been determined, clubs may be able to jointly apply for a CSRFF grant to assist with the construction of the change room facilities

It was confirmed that the development of the Rapids Landing School Oval site and the redevelopment of the Lower Western Oval are different projects and the budgets have no impact on each other

8.3 Updates from the clubs

8.3.1 Hawks Cricket Club We recently held our AGM and all the positions are now filled

The club has imports from various points around the globe coming in this year

Progress is steady on the shed and the net construction and we will have an update for you at the next meeting

We are struggling to find space for our pre-season preparations

8.3.2 Football Margaret River Spoke with Plugger tonight and asked if we can have the

Western Oval a week earlier and he advised that yes there would be no problem with that

We will be able to store the new shed in the club rooms when it arrives as I’m am sure that this will not be a problem

Juniors are going well

Men doing particularly well

There is a game tomorrow night under lights

The most eastern pitch has been extended to make it a full size FIFA pitch

The western end is just holding up

We have had a problem with white lines being marked today. The club will go over it with yellow but there was no communication about the marking and it may cause issues/confusion

Junior games on Saturday will continue

8.3.3 Margaret River Netball Net Set Go was started in week 2 of this term. It is entry level

netball and it will run for 8 weeks

We have had to call off games due to inclement weather and leaks in the courts

We have been rescheduling games on training days to make up for lost time. As the courts get busier this may become a problem

Everything else is going well

8.3.4 Margaret River Underwater Hockey Peter McGovern has just come back from a two week competition

in Tasmania with three juniors from the under 19’s team. This year they won the silver medal and we are very proud of their achievements

We have a strong junior development program

The SW region has produced seven out of the 12 plays that make up the national team

There is a beginners program starting up on 18 August for four weeks occurring every Friday

Our main annual fundraiser will occur this weekend and we hope to get 50 competitors

On Sunday we have a juniors day

Historically as a club we have been lucky and not charged for lane fees only pool entry. There is talk of introducing an hourly $9.50 fee per lane. If this was introduced the club would be insolvent within a month as we train three nights a week for up to two hours. Families of club members are also charged for facility entry. We would like to discuss fee exemptions, waivers, reductions with the DCCS and the ROM in addition to potentially moving towards a facility hire agreement.

Colin Clark – Well done to the squad and the club for the silver medal.

8.3.5 Margaret River Junior Football Three junior teams are moving towards finals

Training to continue until September

8.3.6 Arts Margaret River There are several large shows coming to Margaret River

including an author talk with Rusty Young about his book Colombiano which explores child soldiers in Colombia

The Cinema runs three nights a week: o Once a month there is a special screening for families o Friday is general exhibition o Sunday night is art house movies o Copies of the movie program are available for collection

8.3.7 Margaret River Primary School There is a major focus on cross country running and triathlon

training

Triathlon training started last year however we only managed to get an actual date to hold the event in this year’s calendar

Three weeks training will culminate in the event on the 25 August around the Gloucester Park Precinct

Cross country running and inter-school will occur in September

8.3.8 Augusta Margaret River Football Association We have had a few wins in the league

The Colts are going well

The Reserve’s numbers are down

I would like to thank Norma for her contribution to Gloucester Park the Recreation Centre and as a athlete prior to getting involved in administration. Thank you very much for all of your contributions to sport throughout the years

8.3.9 Margaret River Bowling Club The new surface will be installed when it stops raining

Ever Green have advised the project will be delayed to end of August/ September depending on weather

We hope it is completed before the end of the season

The old surface will go in the car park west of the bowling club

8.3.10 Norma Guthrie I would like to thank everyone here and the clubs for their support

over the years

I’m on leave however will still be around as I officially finish on 12 September

8.3.11 Shane Bacskai The Shire will be purchasing a Toro Reel Master 7000 D (slide

show shown to the committee) which will improve the cut for a finer surface. It is light and easy to turn which will increase ground coverage

We will be keeping small tractor for fertiliser spreading

We have invest a lot of money on the Lower Western Oval and we need to keep it in top condition

There has been a bit of damage out on the oval. Please watch kids and tell them not to go sliding/stomping through the mud. It is impacting on the surface

We are trying to keep off the surfaces at the moment

Drains are running on all the ovals with drainage

Nippers is the wettest oval this year

8.3.12 Margaret River Little Athletics The Parkwater oval in Cowaramup is a mess

Shane Bacskai: We are looking at costings for drainage

We are currently in the winter break

We will recommence at the beginning of Term four

Hope to hold a muster at the end of Term 3 for new members and generate more interest off the back of Ninja Warrior

8.3.13 Margaret River Senior High School Everything is going well

The field looks like a swimming poll

This year’s Winter Carnival will be held in Bunbury

There have been lots of changes with sports facilities and the school has been allocated more space for gymnasium

During the construction of the facility additional pressure will be put on the existing facilities for the up to two years until construction is complete

This morning I formally acknowledge Lilly McGovern, Emma Horrick and Natalie Iredale at assembly for their sporting achievements. The school tries to engage students in the sporting community and being recognised by their peers for their achievements is very positive. If you have any kids competing or achieving great things let me know and I will make sure they are acknowledged among their peers

8.3.14 Margaret River Rugby Apologies to Gary I wasn’t aware of line marking that occurred, I

will follow it up

All is going well

We had our first lost the other weekend in a long time

The club has secured a home grand final on the 26 August

We have a home game this weekend on Western Oval kicking off at 3pm. Come along to support us

Gary Leigh: I will organise a key so you can get change rooms

8.3.15 Margaret River Tennis Club The club is working on upgrading the facilities including works to

the paving and fencing

We are hosting a Pro Tournament 23-26 September. A banner will be erected and it is open for public viewing

Currently in the off season with the new season starting the first week of October

Pablo Gomez will replace Simon as our qualified coach and he is looking at doing the job full time. He would like to get involved in school communities. The junior program improved last year and we want to continue on that trajectory

Is there funding available for club facility improvements and how do we access funding?

8.3.16 Margaret River Pony Club We will have four members attending the state Dressage

Championships in Perth at the end of August

Ongoing works on grounds continue as we are always seeking to improve our facilities

Thank you to Shane for coming out to advise us on how to improve our grounds

We have our major competition this year booked in for 7-8 October on the Lower Western Oval. I will catch up with Cricket and Soccer talk about facilities

8.3.17 Margaret River Swim Squad The club has 35 regular swimmers now

The squad session times and how they are run, have recently been modified. There is now a development group and open group

We seem to be adding 2-3 swimmers each term

We want to start participating in Swim WA events

The facility still lacks dive blocks which makes it difficult for the squad to practice without them

Everything else is going well

8.3.18 Cr Ian Earl The SRAC will be dissolved in October due to the Council elections with the current term expiring on 21 October. Thank you for your attendance, participation and keep up the good work. The Instruments of Appointment and Delegation for each committee are currently being reviewed and a Review of Committees report will go to Council on 13 September. We anticipate that the Sports and Recreation Advisory Committee will be reinstated.
