The financial burden is just one of the many reasons the BOC takes exam security seriously. The BOC exam costs the BOC hundreds of thousands of dollars each year for test development, item writing, professional fees and secured testing centers. When an exam or exam questions are compromised, the BOC loses thousands of dollars in recreating the exam or exam questions. It is not uncommon for certification organizations to require cheaters to pay for new exams or exam questions to replace the material that was compromised.

Hello to all, and welcome to the Spring 2008 Certification Update. The BOC continues to diligently serve its mission to the public as well as Certified Athletic Trainers (ATs) and other constituents. To that end, I want to open this letter with a reminder that a key initiative for the BOC is to make sure that lines of communication are open and available for all constituents. While the BOC Board of Directors and staff members have enjoyed the opportunity to present and visit with ATs as we have attended each of the NATA district meetings, we know we do not reach everyone. Please take time to read through this update, visit our website at www.bocatc.org and make sure your contact information is up-to-date and accurate with the BOC. If you have questions, please do not hesitate to call the BOC office in Omaha.

In looking ahead on the year, I would like to share a couple highlights from your Board of Certification…

Patrick Olsen, ATC, from Seattle, • Washington, has joined our board as an Athletic Trainer Director-Elect. He has been participating in board discussions since November 2007 as part of his leadership development and will be fully vested on to the board in July 2008. We are excited to have Patrick’s leadership on the Board of Directors. On a side note, we are preparing to elect a new Athletic Trainer Director this fall, as Scott Street, ATC, will be entering his last year on the board. If you are interested in serving on the Board of Directors, please contact the BOC.This past year, we successfully transitioned • our national certification exam from paper and pencil to a computer based medium. Candidates are now completing a fully integrated computer based exam that evaluates their cognitive, practical application and clinical decision making abilities. Sample multiple-choice and hybrid questions are available to view on our website, and I would strongly encourage all ATs and candidates to review the questions. In addition to the sample questions, we have also updated the self assessment tools that are available. Information on the self assessment exams is provided later in the update.Under the leadership of Clint Thompson, • ATC, and members of the Role Delineation and Research Committee, we have undertaken the process of developing the sixth Role Delineation Study (RDS). The

RDS is reviewed every five years and is a process that allows for a thorough examination of the current domains and tasks of the profession of athletic training – what is more commonly known as scope and standard of practice. This is a critical document for the BOC in that it serves primarily as the blueprint for the certification exam as well as for directing continuing education. The committee is completing the preliminary work for a panel discussion in the fall; then, the validation process will be out for review by ATs. If you are asked to participate, please accept the opportunity.Continuing competence is a critical element • to athletic training practice and another area the BOC administers. Some changes you have seen over time have been process oriented, but the BOC is also vested in trying to implement “Best Practices” in assessing continuing competence among ATs. Dave Berry, ATC, and members of the Task Force for Continuing Professional Education are continuing the work initiated by William Pitney, ATC, et al. to determine if our current practices related to continuing education relate most effectively to public protection and if they take in to consideration the well understood principles of adult learning theory. Their research is not a “sprint” but rather a “marathon” as they begin their investigative process.

In conclusion, the BOC Board of Directors and staff regularly examine the processes inherent to our mission, but also look to position the BOC for the future. We are fortunate to have individuals in our office who are passionate about the BOC and also to have athletic training professionals, such as yourself, who are dedicated to the profession and your patients. In closing, I would like to thank all of the volunteers who dedicate their time and expertise to help us achieve our mission. Security ViolationsIn some instances, fellow students may be a good resource for learning about questions on previous exams. This is not the case when preparing for the BOC exam. It is illegal and unethical to recall (memorize) and share questions that are on the BOC exam. As stated, during exam registration, candidates are required to sign a confidentiality statement attesting to their intent to keep the contents of the exam confidential. As such, candidates may not solicit questions or discuss items that were on previous exams with other BOC candidates or individuals who hold the ATC® credential. Recalling questions from the exam and sharing them with anyone else violates the confidentiality agreement and federal copyright laws. The BOC will prosecute violations of this agreement. Violation of the confidentiality agreement is also a violation of the BOC Standards of Professional Practice, which can result in suspension or revocation of certification from those who have earned it or suspension or denial of eligibility for future exams for candidates found to have violated their confidentiality agreement.

There are many different ways to cheat on an exam. Some commonly used methods for cheating include:Brain dumps – when a cheater completes the exam and exits the facility, he/she writes down all the questions he/she can • recall from the examPhysical theft – there are cheaters who use scratch paper during the exam, write down questions on the paper and slip it • in their pockets when exiting the examCamera phones• Text messaging• Audio recordings•

What is the BOC doing about exam security?Due to the high stakes of cheating and compromising an exam, the BOC utilizes the services of Caveon™ Test Security. Caveon is the first test-security firm to offer protection against test piracy and cheating. Using proprietary detection services, Caveon identifies breaches, offers remediation services to halt and prosecute abuses of sensitive exam information and provides prevention services to help secure testing programs from further compromise. Simply stated, Caveon is dedicated to providing services to protect the BOC’s investment in exam development.

Caveon helps the BOC improve the security of our testing practices with their sophisticated patent-pending Data Forensics and Web Patrol tools, which will give evidence of where, when and who might be compromising our exams. They give us the confidence that our exams are safe.

Currently, the BOC contracts with ACT Centers throughout the US. Once the exam candidate arrives at a testing center, he/she is instructed to put all belongings in a locked locker or room and is not allowed to bring anything in to the highly secured exam room. The exam room is monitored by a staff attendant and several cameras.

The BOC exam is a highly valid and reliable exam contracted through CASTLE Worldwide™. CASTLE uses Proctored Assessment System (PASS), which is a proprietary software hosted exclusively by CASTLE Worldwide for delivery to the nationwide ACT Center™ network. The exam environment is highly secured with a lockdown environment protecting the computer based exam. The lockdown environment isolates the exam from other programs on the screen and restricts access to features that might introduce security risks.

Caveon advises exam candidates to shy away from any individuals who want to share exam questions or who try to sell “remembered questions.” Thirteen students from UCLA were implicated in question stealing and sharing when the American Dental Association found their names next to “remembered questions.” “As a result of an investigation last year, the UCLA students face having their passing scores from a 2006 exam session voided and being barred until 2009 from retaking the test, according to documents.”

If you feel that you need help in preparing to take your exam, you are not alone. A large majority of BOC exam candidates take the online self assessment exams in preparation for the actual exam. There are other study aids out there, but the BOC only endorses the self assessment tools available on the BOC website. They are housed on the same driver as the national BOC exam and written by our own content experts.

Truly, honesty is the best policy.

This is a summary of the BOC’s talking points for this year’s district meetings.

The BOC is truly grateful for the volunteers who offer their time and expertise to the BOC. If you would like information about becoming involved with the BOC, please contact the chair of the Nominating Committee, David Regier, ATC, by emailing [email protected] or call the BOC staff at (877) 262-3926.

2007 was the second year of staggered continuing education (CE) reporting. Certified Athletic Trainers (ATs) with a last name beginning with H-O (per BOC records in November 2005) were required to report their CE for 2006-2007. ATs who were certified prior to 2006 and whose last name on record in November 2005 began with P-Z must report CE for 2006-2008 by December 31, 2008.

The BOC has an online reporting service for all ATs called ATC Online™. Some of the tasks that can be completed using ATC Online™ include:

Enter CE via the internet• Make address changes• View your CE history• Print your CE transcripts for employers and state regulatory agencies•

The paper reporting system is still available; however there is a $25 processing fee for paper submissions.

In October, Patrick Olsen, ATC, of South Kitsap High School was elected to the BOC Board of Directors. Patrick’s 3-year term will begin immediately following the July 2008 board meeting. Patrick will replace outgoing Athletic Trainer Director Sara Brown, ATC. Congratulations to Patrick, and thank you to Sara!

There will be another AT Director election in early fall. Individuals interested in submitting their name to the Nominating Committee must download and complete the application available on the BOC website and submit it to the BOC with a current résumé before the July deadline.

The transition to computer based exams has been very successful. All candidates are encouraged to complete the sample exam questions and hybrid item tutorial available on the BOC website. The BOC has prepared these sample items to familiarize candidates with the look and feel of the computer interface and its navigation tools.

The BOC will start the process for the sixth edition of the Role Delineation Study later this year. A representative panel of practicing ATs will convene during the last half of 2008. More information will be announced on the BOC website and in the next Certification Update.

The BOC sends important information regarding the BOC certification via the USPS and email to all ATs and other BOC stakeholders. It is imperative for the BOC to have your current contact information at all times; therefore, the BOC recommends using a year-round address as your primary BOC address. Often, ATs use a work address and mail does not reach them through the work “mail rooms.” The BOC encourages you to use a home address to Be Certain.™ you receive all BOC correspondence.

Please keep the BOC informed of mail and email address changes. Although we share information with the NATA, the BOC needs to hear from you personally to ensure we have a valid address for your certification records. Also, please check your spam and junk mail files and set them to accept email from our email system – anything from @bocatc.org.

The BOC staff and Board of Directors want to again thank all of our volunteers and request that you continue to read all of the materials on the BOC website, in eblasts and in the Certification Update.

The exam is being administered at ACT Centers during 2-week testing windows. Candidates who need to retake ANY section of the BOC will retake one SINGLE exam via computer based delivery at an ACT Center. The exam will no longer be administered in sections. The exam has been “integrated” in to one 4-hour exam.

ACT will send each registered and paid candidate an email approximately three (3) business days after the exam registration deadline date. The email will include a link, username and password. Candidates will utilize this information to log in to ACT to schedule their exam site, date and time.

Candidates may need to add [email protected] and [email protected] to their list of approved senders so important messages do not get sent to their spam folder.

New BOC Self Assessment Exams

The BOC offers online self assessment exams to students preparing for the BOC certification exam or Certified Athletic Trainers seeking an assessment of their continuing education needs. Content experts who develop the BOC certification exam wrote the questions in these self assessment exams, which will help to determine areas of strength and weakness in athletic training for future study or to identify continuing education needs.

The self assessment exams are available via the internet 24 hours a day, 7 days a week. You will have one year from the purchase date to complete a self assessment exam once you have paid and established a username and password. NOTE: You will not be allowed to go back to the self assessment exam after you have submitted it for scoring.

Immediately after you take a self assessment exam, you will receive your score and brief diagnostic information detailing your areas of strength and weakness at the domain level. For best results, you are advised to concentrate your study efforts or continuing education on the content areas where you demonstrated weakness rather than to focus on a specific question or problem that gave you trouble. The content areas of the self assessment exams are comparable to those of the actual certification exam; however, the items included in the self assessment exams will never appear on a future certification exam.

Certified Athletic Trainers (ATs) with a last name beginning with H-O (per BOC records in November 2005) were required to report their continuing education (CE) for 2006-2007. As of May 8, 2008, 8,765 out of 9,343 ATs required to report in 2007 had completed the reporting process. A remarkable 99% of ATs submitted their CE reports online using ATC Online™.

The quickest and easiest way to submit CE is through the BOC website. Just log in to ATC Online™ to enter and track CE. Please note that there is a $25 processing charge for all paper submissions processed by the BOC. There is no cost to use ATC Online™.

In October 2007, the BOC billed its annual certification fee. As of May 8, 2008, 7,408 ATs had paid the fee. 477 individuals were suspended for non-payment of the certification fee. Every AT is required to pay an annual certification fee, which is an administrative fee that supports the activities required of the BOC. Fee payments are collected by one of the following methods:

NATA members: if membership dues are current, the certification fee is included in your membership dues (i.e., the • NATA pays the fee to the BOC)Non-member of the NATA: an invoice for the current year is mailed directly you in October•

The 2008 certification fee will be $50. The BOC works hard to keep costs to a minimum, and this is the first fee increase in more than ten years. Invoices for the annual certification fee will be mailed in October. A $20 late fee will be charged if the BOC does not receive your payment by the December deadline.

The Professional Practice and Discipline Committee (Committee) is responsible for the oversight and adjudication of the BOC Standards of Professional Practice, which consist of the Practice Standards and the Code of Professional Responsibility. The Committee has jurisdiction over all BOC Certified Athletic Trainers (ATs) and both current and prospective BOC exam applicants. The BOC Standards of Professional Practice and Professional Practice and Discipline Guidelines and Procedures can be viewed on the BOC website at www.bocatc.org.

The following is a summary of the violations that were reported and decided by the Committee in 2007:6 ATs were found guilty of taking action(s) that lead to or may have lead to a conviction; 5 of the 6 were for sexually • based offenses involving minors, and all have had their certification revoked (Code 3.11)29 cases involved ATs who were found guilty of practicing without a state license for a period of time; as a result, all • were issued private censures (Code 3.2)67 candidates provided false information on their exam application (Code 3.7)• 1 AT was found guilty of practicing fraudulent business practices (Code 6.2)•

The following violation was reported and decided by the Committee in January 2008:1 candidate was found guilty of cheating on the BOC exam; the candidate was suspended from taking the BOC exam • for a period of time and required to complete an ethics course (Code 3.8)

If any member of the public (Certified Athletic Trainer, employer, consumer, etc.) feels that an individual has violated one or more of the BOC Standards of Professional Practice, he/she can file a complaint. A complaint form can be found on the BOC website at www.bocatc.org. All complaints should be made in writing to:

It is very important that ATs are able to recognize BOC Approved Providers when looking at advertisements or attendance certificates. The Children’s Hospital of Philadelphia has been a BOC Approved Provider since October 2007. This conference was designed for individuals involved with pediatric sports-related concussion injuries, including physicians, school personnel, coaches, Athletic Trainers, first responders, occupational therapists and physical therapists. My experience with working with the BOC has been exceptional. Course ObjectivesAt the conclusion of this activity, participantsshould be able to:

· Define concussion and the prevalence of concussion in sports activities.

· Describe medical aspects of concussion—short and long term effects.

· Describe current standards and tools for sideline assessment.

· Review initial concussion assessment and basic emergency guidelines.

· Identify functional consequences of concussionsin academic settings.

· Describe best practice for safety and preventionof concussion, including proper head gear.
