Any proposal received later than the specified time, whether delivered in person or mailed, shall be disqualified.

The evaluation criteria specified herein will be used to determine which of the proposals provide the best quality for SBISD at the most economical cost. SBISD reserves the right to request post-proposal modifications, including best and final offers. SBISD reserves the right to accept or reject any or all proposals, to waive all technicalities, and to accept the proposal(s) that is determined to be the most favorable to SBISD. Recognizing that there are important considerations other than price, SBISD may not necessarily award to the lowest Proposer.

Proposals must be effective for ninety days following deadline for the receipt of proposals.

S C O P E OF P R O P O S A L

It is the intention of the Spring Branch Independent School District to establish an Annual Contract for Installation and Repair of LAN, Video, Security, Intercom and Telephone Cabling.

Estimated annual expenditure for this contract is approximately $200,000.00. This estimate, however, should not be construed to be a guarantee of either minimum or maximum quantities as purchases are dependent upon need and available funding.

The contract will be for a period of one (1) year, July 1, 2007 through June 30, 2008, with the option to renew annually for an additional two (2) years, if the renewal is agreed to in writing by both parties.

The Technology and Communications Systems shall consist of the Data/Telecommunications System and devices, the Intrusion Detection System and devices, the Access Control System and devices, the Video Surveillance System and devices, the Cable Antenna Television System and devices and the Intercom System and devices.

A pre-proposal conference is scheduled on March 21, 2007 @ 10:00 a.m. in the Data Communications Theater, 10670 Hammerly Blvd., Houston, Texas 77043.

One original and two (2) copies of the proposal shall be submitted by the proposer to the Director of Purchasing.

The award of contract will be based on several criteria, including but not limited to:

Price – Overall pricing must be competitive. Hubbell Certification – Bidder must provide proof of current of Hubbell Premise Wiring

Certification. The certification enables SBISD to acquire a 25 year warranty on data cabling projects.

100% Proposal – Contractor submits a price for every item on the proposal form. This allows SBISD to have a single vendor perform all cabling work.

Products Match Specifications – Every item on the proposal form meets the requirements of the specifications. This ensures the vendor can perform all cabling work to current specifications.

Local Business – Bidder must have a fully functioning facility within 50 miles. This ensures SBISD receives timely response to work requests.

1.0.0 GENERAL TERMS AND CONDITIONS FOR PROPOSALS

1.1.0 APPLICABILITY – These conditions are applicable and form a part of the contract documents in each equipment and/or service contract and a part of the terms of each purchase order for items of equipment and/or service included in the specifications and proposal forms issued herewith.

1.2.0 WITHDRAWAL OF PROPOSALS will not be allowed for a period of 90 days following the proposal opening.

1.3.0 SPECIFICATIONS may be those developed by the Using Department or by the Manufacturer to represent items of regularly manufactured products.

1.3.1 DISTRICT SPECIFICATIONS have been developed by the Using Department to show minimal standards as to the usage, materials, and contents based on their needs.

1.3.2 MANUFACTURER’S SPECIFICATIONS (Design Guide), Whenever an article in this proposal is defined by description as either a proprietary product or by using the name of a manufacturer, the Proposer is encouraged to offer an item which is equal in quality, durability and in full compliance with our Specifications. If the term “equivalent, alternate or equal” is not inserted it shall be implied. The specified article or material shall be understood as descriptive, not restrictive.

1.4.0 QUESTIONS concerning this proposal shall be addressed to the Director of Purchasing, SBISD.

1.5.0 PROPOSALS SHALL BE SUBMITTED ON THESE FORMS. Deviations to any Conditions and/or Specifications shall be conspicuously noted in writing by the Proposer and shall be included with the proposal.

1.6.0 SEALED PROPOSALS ONLY ARE ACCEPTABLE. FAXED PROPOSALS will not be accepted by SBISD since the fax process does not provide for the delivery of a sealed proposal.

1.7.0 REQUIRED ADDENDA will be issued by SBISD Purchasing Department to all those known to have received a complete set of proposal documents.

1.8.0 QUANTITIES REQUIRED are substantially correct. The District reserves the right to purchase additional quantities above that stated at the same unit price unless otherwise specified by the Proposer.

1.9.0 DELIVERIES required in this proposal shall be freight prepaid F.O.B. destination and proposal prices shall include all freight and delivery charges. For shipments designated on the purchase order to the SBISD Central Warehouse, delivery hours are 7:00 a.m. to 3:00 p.m. NO DELIVERIES WILL BE ACCEPTED AFTER 3:00 P.M.

1.10.0 WARRANTY CONDITIONS for all supplies and/or equipment shall be considered manufacturer’s minimum standard warranty unless otherwise agreed to in writing. Proposer shall be an authorized dealer, distributor or manufacturer for the product. All equipment proposal shall be new unless clearly stated in writing.

1.11.0 SAMPLES, when called for, shall be submitted with the proposal per instructions set forth in the Special Terms and Conditions.

1.11.1 ADDITIONAL SAMPLES needed for a proposal to be evaluated properly shall be delivered within (5) working days from the time the vendor is notified by the Purchasing Department.

1.11.2 SAMPLE ITEMS from the successful Proposer may be retained for the purpose of determining that the quality and workmanship of the delivered items are comparable to the sample.

1.12.0 THOSE WHO DO NOT PROPOSE are requested to notify the SBISD Purchasing Department in writing if they wish to receive future proposals. Failure to do so may result in their being deleted from our prospective Proposer list.

1.13.0 EVALUATION OF PROPOSALS takes into account the following considerations: price, quality, suitability for the intended use, probability of continuous availability, vendor’s service, safety record, and date of proposed delivery and placement. It is not the policy of the SBISD to purchase on the basis of low proposals alone.

1.14.0 DISCLOSURES By signing this proposal, a Proposer affirms that he/she has not given, offered to give, nor intends to give at any time hereafter any economic opportunity, future employment, gift, loan, gratuity, special discount, trip, favor or service to a public servant in connection with the proposal submitted.

1.14.1 PROPOSER SHALL NOTE any and all relationships that might be a conflict of interest and include such information with the proposal.

1.14.2 By signing this proposal, a Proposer affirms that, to the best of his/her knowledge, the proposal has been arrived at independently, and is submitted without collusion with anyone to obtain information or gain any favoritism that would in any way limit competition or give them an unfair advantage over other Proposers in the award of this proposal.

1.15.0 FUNDING OUT CLAUSE. Any contract for the acquisition, including lease, of real or personal property is a commitment of the District’s current revenue only:

1. The District retains the continuing right to terminate the contract at the expiration of each budget period during the term of the contract.

2. The contract is conditioned on a best efforts attempt by the District to obtain and appropriate funds for payment of the contract.”

1.16.0 ALL CONTRACTS AND AGREEMENTS between Merchants and SBISD shall strictly adhere to the statutes as set forth in the Uniform Commercial Code as last amended in 2002 by the American Law Institute in the National Conference of Commissioners on Uniform State Laws. Reference: Uniform Commercial Code, 2001 Official Text, or latest.

1.17.0 CONTRACTS FOR PURCHASE will be put into effect by means of a purchase order(s) executed by the Director of Purchasing after proposals have been awarded.

1.17.1 Any additional agreements/contracts to be signed by SBISD shall be included with the proposal.

1.17.2 Prices for all goods and/or services shall be negotiated to a firm amount for the duration of this contract or as agreed to in terms of time frame.

1.17.3 Tax Exemption: SBISD is exempt from payment of taxes under Chapter 20,Title 122A, Revised Civil Statutes of Texas, for the purchase of tangible personal property.

1.18.0 ASSIGNMENTS AND SUBCONTRACTING: No part of this order may be assigned or subcontracted without the prior written approval of SBISD. Payment can only be made to the Supplier named in this order.

1.19.0 TERMINATION OF CONTRACT. It is understood that the District retains the option to terminate this Agreement for any reason at the end of each contract year without pecuniary risk or penalty or at any point during the contract term with evidence of just cause. The District agrees that it will provide written notice of termination no later than thirty (30) days prior to the end of the contract year or for just cause. The termination will become effective and this Agreement shall terminate thirty (30) days following written notification of intent.

1.20.0 CONFIDENTIAL INFORMATION OR TRADE SECRETS (Government Code, Article 252.049). If any of the information is considered to be confidential or a trade secret belonging to the Proposer and, if released would give advantage to a competitor or Proposer, that information should be filed with the proposal in a separate envelope marked “ CONFIDENTIAL – DO NOT DUPLICATE WITHOUT PERMISSION”.

1.21.0 VENDOR NON-PERFORMANCE. If at any time, the vendor fails to fulfill or abide by the terms and conditions or specifications of the contract, SBISD reserves the right to:

1) purchase on the open market and charge the vendor the difference between contract price and actual purchase price, or

2) deduct such charges from existing invoice totals currently due, or

3) Cancel within thirty (30) days written notification of intent and remove the vendor from the active proposal file for a period of time not less than one (1) year.

4) Re-bid the service/product.

5) Award to next lower responsible Proposer, if accepted by same.

1.22.0 OTHER REQUIREMENTS. Any problems or discrepancies that are not covered by the above requirements should be directed to the Director of Purchasing for a determination or clarification prior to any action taken on said problem or discrepancy. If the Contractor fails to make such request, no excuse will thereafter be entertained for failure to carry out the work in a satisfactory manner.

1.23.0 PROPOSAL DOCUMENTS. Proposals shall be submitted by the Proposers in triplicate; one (1) original and two (2) copies, marked as such.

2.0.0 SPECIAL TERMS AND CONDITIONS

2.1.0 LABOR AND MATERIALCONTRACTOR shall furnish all supervision, labor, special tools and test equipment, including calibrated enhanced category 5, category 6, and fiber optic, transportation, insurance, material and supplies necessary to complete the project.

2.1.1 Contractor shall use skilled trained personnel, supervised and directly employed by the contractor, no temporary, contract or day labor permitted.

2.1.2 SHORT TERM WORKERS ASBESTOS NOTIFICATIONPRIOR TO the commencement of any installation or repair all repairmen and installers shall examine and sign the AHERA management plan to insure that no asbestos contained building material that may be present is disturbed in compliance with Environmental Protection Agency - 40.CFR.763.84 (d).

2.2.0 PURCHASE ORDERSWhen SBISD desires the CONTRACTOR to perform SERVICES, SBISD will process a PURCHASE ORDER outlining the number, type, length, and location of desired installation. Each PURCHASE ORDER will reference this contract. The SERVICES specified in a particular PURCHASE ORDER are hereafter referred to as the “PROJECT”.

All PROJECTS will be completed in accordance with the SBISD cabling specifications in 7.0.0. Work will be started not less than two (2) weeks from date the PURCHASE ORDER is issued.

2.3.0 CHANGES OR MODIFICATIONS TO THE PURCHASE ORDERRequests for changes to the PURCHASE ORDER will be submitted to SBISD Purchasing Department by the SBISD Manager of Data Communications.

2.4.0 COMPLIANCEAll SERVICES will be rendered in compliance with applicable federal, state, and local statutes, laws regulation, rules, ordinances, directives, PURCHASE ORDER(s) and codes, including but not by way of limitation, the Fair Labor Standards Act and the Occupational Safety and Health Act.

2.5.0 WORK HOURSWork hours normally are between 7:00 a.m. to 6:00 p.m., Monday through Friday. Work outside of these hours must be coordinated three (3) days in advance with SBISD Project Manager or his/her designee. Work outside of the normal hours will be at no extra charge to SBISD.

2.6.0 COST OF SERVICESCost of SERVICES will be in compliance with the accepted proposal. Special circumstances such as mechanical obstructions, installations which may result in a City building code problem, and asbestos containing materials shall be brought to the attention of the project Manager by the Contractor before any work begins.

2.7.0 DRAWINGSUpon completion of the PROJECT, the CONTRACTOR shall provide SBISD with an electronic copy on CD’s of the technical drawings in AutoCAD version 14 or newer, showing the “as built” layout on the PROJECT on SBISD’s premises.

2.0.0 SPECIAL TERMS AND CONDITIONS, continued

2.8.0 Single Video Outlets (See item 7.7.0) shall not be interpreted as base band video for purposes of this specification. This cabling shall be CATV-RF Video rated. It shall be plenum rated RG 6 and the signal strength at the wall outlet shall be between +3 dbmv to +7 dbmv.

2.9.0 WARRANTYThe CONTRACTOR shall warrant installation for a complete PROJECT for a period of 365 DAYS from the final project acceptance date, unless otherwise stated in the appendices. This warranty shall cover all workmanship and material provided. The CONTRACTOR’S sole duty and SBISD’s exclusive remedy for CONTRACTOR’S breach of the warranty will be limited to the expeditious and timely correction of the unworkmanlike installation and/or the repair or replacement of any defective materials.

2.10.0 CUSTOMER SUPPORTThe Vendor shall provide timely and accurate technical advice and sales support to SBISD. The Vendor shall respond to such requests within one (1) working day after receipt of the request.

Upon request the CONTRACTOR shall meet with SBISD designated personnel weekly to discuss current projects. The CONTRACTOR shall supply weekly written status reports of current projects. The CONTRACTOR is required to make an on-site survey of every project for the purpose of providing a quote for each project. This will all be considered part of the service, and should come at no extra charge to SBISD.

If the CONTRACTOR is not meeting expected installation and repair timelines, additional contractor personnel shall be assigned to projects.

2.11.0 PROGRAM SUPPORTThe Vendor shall provide free training to SBISD staff regarding products and services supplied by the Vendor.

2.12.0 EVALUATION OF PROPOSALSA technical committee will review and evaluate all proposals and make a recommendation to the SBISD Board of Trustees for recommended award of contracts. The evaluation will be based on the following criteria: Quality of product line offered Quantity of line items available that are used by participating agencies Customer support Suppliers demonstrated ability to perform Pricing

2.13.0 ADDENDA TO RFP. SBISD reserves the right to revise and amend the specifications prior to the date set for the opening. Respondents are requested to clarify any ambiguity, conflict, discrepancy, omission or other error(s) in the RFP in writing and request modification or clarification desired. Revisions or amendments, if any, will be made by issuing an addendum. Every effort will be made to send addenda issued to the parties who have been furnished a copy of the RFP. All questions must be received in writing by the Director of Purchasing no later than noon on March 28, 2007. No addenda will be issued later than April 3, 2007, except an addendum withdrawing the proposal.

2.14.0 ASSIGNMENTS AND SUBCONTRACTING may not be made without the prior written approval of SBISD. Payment can only be made to the awarded contractor.

2.15.0 PRICINGThe Vendor shall provide pricing to SBISD that is the lowest pricing available to similar customers and the pricing shall remain so throughout the duration of the contract. The Vendor shall promptly lower the cost of any product provided to SBISD following a reduction in the manufacturer's or publisher's direct cost to the vendor.

SBISD must be named as an Additional Named Insured and subrogation against the District must be waived. Awarded vendor(s) shall deliver certificates of insurance to SBISD Purchasing Department, Attn: Director of Purchasing & Contracts, 1031 Witte Road, Building E, Houston, Texas 77055-6016, after receipt of notification of award.

SBISD must have 30 days written notice of policy cancellation or change.

The insurance carrier must be an “A+” rated carrier.

The coverage afforded by the carrier will be primary over any other applicable insurance.

2.17.0 EMPLOYEE SOLICITATIONSSBISD and vendor agree that during the term of this agreement that neither party will directly solicit, induce, or attempt to induce any of the other party’s employees to leave the employment of the other party. This provision does not, however, restrict an employee of either party from exercising his/her individual rights to apply for any vacant position(s) with the other party.

2.18.0 SUBMITTALS REQUIRED TO BE SUBMITTED WITH THE PROPOSAL:

2.18.1 Specifications for all products listed in your offering.

2.18.2 Warranty Statement for all products offered with a description of the method of providing warranty service.

2.18.3 Reference list of at least five (5) customers for similar projects/services completed within the last three (3) years. Please include contact person and telephone number for each reference.

2.18.4 Certified financial statements for the past three (3) years.

2.18.5 Methodology by which proposer intends to complete projects.

2.18.6 One original and two (2) copies of the proposal shall be submitted by the proposer to the Administrator of Purchasing.

7.0.0 SPECIFICATIONS

CABLING SPECIFICATIONS:

Main Distribution Facilities (MDF)

A room dedicated to the function of the Network Operation Center (NOC) has been established in each school. This location will house the MDF (Main Distribution Facility) for all cabling systems and network electronics and the location for equipment used for centralized network services such as servers, routers, and modems. This room shall be in a central area of the school and if possible within 270 feet of all rooms in the school. It must have adequate HVAC, security and accessibility.

The MDF must be of adequate size to support two (2) full size 19” cabinets, wall space to support peg boards for the termination of voice, and floor space for desk and wall racks for additional network equipment. The MDF has been utilized to connect together all IDF’s required to network an entire school. The special case of this configuration is that all network locations are within 270 feet of a single room, in this case the MDF becomes the IDF as well.

The demark for external or internal communication service providers (SBC, video, intercom, etc.) may and usually is located in another part of the facility. It may be necessary to establish cabling between the MDF and these other demark areas. Cabling independent of the MDF has been run directly from these demark areas to sites within the facility.

MDF to IDF Relationship

Each MDF will utilize fiber to connect to the IDFs.

A determination will need to be made for each school within the district as to where the MDF has been located and how many IDFs are required.

MDF and IDF requirements are to be specifically designed for the needs of each school; however, all of these facilities require a minimum defined space, electricity, security, accessibility and HVAC.

All data has been terminated to the MDF or an IDF. Voice has been terminated on peg boards located on the wall of either the MDF or in an alternate location. Video has been terminated at the headend on peg boards, or at the video distribution rack.

Intermediate Distribution Facility (IDF)

Each school may require one or more Intermediate Distribution Facilities (IDF). An IDF will be required when distances between classroom and MDF exceed 270 feet. IDF(s) shall be selected and organized to be minimum in number while still reaching all locations to be wired. Therefore careful selection and planning are required to minimize cost and configuration of IDF(s). If IDFs are required, it is the responsibility of the district to define the specific locations. The use of only a single MDF would be ideal; however, realistically because of size and design considerations, IDFs (Intermediate Distribution Facilities) will generally be required

The IDFs minimum size and space will be a half-size 19” wall mounted cabinet. The exact size depends on the school and the needed electronics of that facility.

MDF and IDF requirements are to be specifically designed for the needs of each school; however, all of these facilities require a minimum defined space, electricity, security, accessibility and HVAC.

TECHNICAL SPECIFICATIONS

General Specifications

The cable system in each school must follow all of the district’s guidelines for communications infrastructure as described in this bid including all appendices. The technical specifications listed below include information for cabling a SBISD facility for intercom systems, voice systems, video systems and data systems. Not all projects will include all of these cabling requirements. Each project will have a specific project plan for that cable installation.

Contractor is to implement a physical plant infrastructure in all SBISD facilities that will facilitate, enhance and integrate the use of multiple technologies throughout the school for both administrative and instructional purposes. Contractor will assure that all cabling installation will integrate into the schools’ overall cabling systems and that the project follows the districts’ goals and objectives.

Contractor is required to understand the budget constraints which are facing the schools, and to deliver the key components in the highest quality fashion within these projects and to provide complete and thorough connectivity within the schools in the most cost effective manner. The cable plant of a school shall be considered as a facility improvement and is a long-term asset; therefore, careful consideration shall be made before compromising on the quality of the actual cable or cable design.

Contractors are responsible for the functionality and implementation capabilities of installed systems. Contractor is to ensure installed systems meet or exceed all IEEE specifications for 1000BaseT, 1000BaseF, and other applicable specs. The data cabling system must conform with the IEEE 802.3 1000BaseT design and technical specifications and must meet the TAI/EIA-568 (or SP-2840) standards for Enhanced Category 5 wiring installation. All UTP shall be installed according to the TIA/EIA-606 standard regarding color codes, labeling and documentation. All video cable shall be plenum rated RG 6, aluminum shielded cable only.

Contractor Equipment

The Contractor will each provide all of the required equipment associated with performing the cabling functions of SBISD. The following equipment/tools/facilities shall be provided by Contractor in conjunction with the cabling portion of this project.

MDF Staging

The MDF for SBISD has been identified and located within each school. Within this area the SBISD has one (1) cabinet to house the new electronics equipment in the MDF. Each cabinet consists of a 19” eight (8) foot tall cabinet with a smoke glass front door and vented rear door. The cabinet is lockable to secure access to cabling and electronics. The cabinet has been utilized to house the fiber optics and copper patch panels from the IDF locations. Additionally, this cabinet will house any network electronics for backbone network connections. If additional patch panels are required for future installations the Contractor shall provide them.

IDF Specifications

The location of each Intermediate Distribution Facility (IDF) for each school is marked on floor plans available at SBISD for contractor review. Each IDF has been configured identically in terms of setup, labeling schema utilized and connection of electronics, this includes both existing and new IDFs. Existing IDF will need to be re-configured to match new IDFs so that SBISD will have a uniform standard throughout the building. Note that some IDF locations may also be the MDF for that particular school. Power, air conditioning and other requirements for the IDF are included as part of the pre-installed portions of this project. IDFs are to be configured as follows:

A 1/2 or full cabinet shall be mounted in each IDF. All cabling shall be routed neatly and tie wrapped within the cabinet.

A 10 foot service loop shall be utilized within the ceiling for all cabling routed to the IDFs.

Access into each IDF will be via conduit or raceway if provided in the school. If not, cable paths into the IDF shall be by structured, documented pathways and secured by “J-Hooks” or ”tie-raps” as part of the installation portions of this project.

A cabinet shall be provided in each IDF. The 19” free standing cabinet shall be secured with 3 feet of space in both front and rear. The 19” wall mounted cabinet shall have 1 foot clearance on the latch side, 2 feet clearance on the hinged side, and 3 feet clearance in front. The cabinet may be wall mounted if required because of space limitations.

Enhanced category 5 patch panels are required for cable termination and shall be mounted within the cabinet. Cable termination on the rear of patch panels shall conform to enhanced category 5 specifications.

Two different patch panels will be required for each IDF location. One patch panel has been dedicated to horizontal cable plant - the wiring coming back to the IDF location from the classrooms. It shall be mounted within the new cabinet and labeled appropriately. The second patch panel shall be dedicated to the vertical cable plant - cables utilized to interconnect IDFs and MDFs. It shall be mounted within the new cabinet and labeled appropriately. Patches to activate network drops have been made between the front of the two patch panels. Wiring management loops and runs shall be deployed to manage patches between the panels.

Provide electronic documentation in AutoCAD version 14 or newer format of all patch panels and IDF cabling including:Location of all network cablingMicrosoft Excel Spreadsheets of each drop and its label patch panel location.

All patch cords for both the workstation to the network connection and the IDF/MDF cross connects shall be Enhanced Category 5 RJ45-to-RJ45 stranded patch cords.

Contractor is responsible for performing routing of cabling and connections in a neat and orderly manner so as to allow the easy expansion of the system.

Data Cabling

New Enhanced Category 5 UTP copper cabling is to be installed from each identified Intermediate Distribution Facilities (IDFs) to the appropriate identified administration office or classroom drop location. Floor plans will identify each network drop location and has been marked with a black triangle. Floor plans additionally will identify each IDF.

Data Copper Cabling Specifications

The Enhanced Category 5 cabling has been utilized and terminated as a 1000BaseT ethernet connection and will use Enhanced Category 5 RJ-45 connectors. The contractor shall be responsible for the following associated with the cabling to be installed within the facilities:

All cable installed in new facilities has been installed in a cable tray or raceway system throughout the building.

All data connections shall be within 2 feet of electrical outlets. No data cable shall be located within electrical conduit. No data cable shall be pulled with and tie wrapped to electrical cable. No data outlet is to be installed unless it is located beside an electrical outlet without prior approval of SBISD Telecommunications Department.

All cable installed in existing facilities must be installed in a structured, orderly design with all cable pulls following accessible, defined pathways with “J-Hooks” or ”tie-raps”.

No exposed cable will be allowed in the cable installation. Cable shall be installed in the walls, EMT tubing, EMT pipe, rigid pipe, panduit or cable trays.

Fiber Optic Cabling

New fiber optic cabling may be installed from each identified Intermediate Distribution Facility (IDF) to the Main Distribution Facility (MDF). IDF and MDF locations are identified on floor plans available from SBISD for review.

Fiber Optic Cable Specifications

New fiber segments from each IDF has been run back to the MDF and has been terminated in a cabinet mounted enclosed fiber rated box for use in building the network backbone. Fiber Optic cable will conform to the following specifications:

All cable installed in new facilities shall be installed in a cable tray or raceway system throughout the building.

Fiber Optic cable will utilize installed conduit to gain access to the IDFs when available. If no conduit is available, contractor will supply and install conduit or utilized armor clad sheathed fiber upon approval of SBISD contract manager.

All Fiber Optic cable will gain access to the MDF cabinets where it will be terminated in a cabinet mounted enclosed fiber rated box.

Cable shall be multimode, graded index with glass core and glass cladding.

Cable will have a core diameter of 50 microns.

Cable shall be designed for dual window operations at optical wavelengths of 850 nm and 1300 nm.

Minimum fiber bandwidth shall be 160 Mhz-km at 850 nm and 500 Mhz-km at 1300 nm.

Documentation of Fiber Cabling

The Contractor shall be required to provide SBISD documentation of the fiber cabling as installed in each location. This documentation shall be compiled into a master document which shall be provided to SBISD in electronic and hard copy form. Documentation shall consist of the following:

Voice Copper Cabling

New enhanced category 5 UTP copper cabling is to be installed from each identified Intermediate Distribution Facilities (IDFs) to the appropriate identified administration office or classroom drop location for voice purposes. Floor plans will identify each voice drop location and shall be marked with a triangle. Floor plans additionally will identify each IDF.

Trunk cable shall be installed between the IDFs and the MDF for the telephone cable system. New trunk cables shall be directly terminated to an enhanced category 5 patch panel that is mounted in the network cabinet.

When replacing existing voice cable, termination points shall be in prior cable location. The voice cable in the IDF and MDF shall be terminated on 66 blocks mounted on the wall.

Horizontal and vertical cable shall be terminated on separate blocks on different peg boards.

The MDF or IDF shall be equipped to support the telephone switch or PBX for the school. The requirements for the telephone system are based on the districts’ design for supporting telephone services.

Video Cabling

All schools shall have support for video distribution to the classroom. New coax RG-6, plenum rated, aluminum shielded cabling shall be installed to the appropriate identified classroom drop location for video purposes. Floor plans will identify drop location and will be marked with a square with TV inside. Note that all drops identified must conform to Section 76.605 of the Cable Television & FCC Technical Standards.

The video network shall support cable programming distribution and media retrieval systems to all classrooms. Specific locations for 2-way video conferencing, amplifiers and associated equipment, and distance learning shall be identified in the schools and the video network shall support these services at the specified locations.

Intercom System

The intercom systems currently installed in most schools operates on plenum rated 4 conductor 22 gauge shielded twisted pair cable indoors, and plenum rated 4 conductor 20 gauge shielded twisted pair cable outdoors. These intercom systems are generally independent, stand-alone systems with speakers in the classrooms and a control system in the office. Each room should have an independent cable that supports the speaker, as well as a call switch or intercom phone.

When replacing existing intercom cable termination points shall be in prior cable location. Replaced cable should be completely removed.

All new cables should be tested for continuity prior to connection to intercom system.Security and System Cabling

The security systems currently installed in most schools operates on 18 gauge 6 stranded conductor cable which are foil shielded with a drain wire, the insulation is plenum rated type CL2P. The individual conductors for this cable are color coded red, green, black, white, blue and brown. Other cables are 18 gauge /2 stranded conductor with CL2P plenum rated insulation, and others are 22 gauge/4 solid conductors unshielded with CL2P plenum rated insulation. These security systems are generally independent, stand-alone systems with detectors throughout the buildings and a control system which is remotely monitored.

Raceway and Conduit

Where required by code or as deemed necessary by SBISD all cable shall be in run in conduit. The conduit shall be at a minimum 1” with fill not to exceed 40% of interior diameter. The type of conduit for application shall be EMT for interior runs, rigid for exposed exterior runs and PVC for underground or high moisture areas. The conduit shall be mounted per City of Houston Code and National Electrical Code standards.

Management Information Systems - A class of software that provides managers with tools for organizing and evaluating their department. Typically, MIS systems are written in COBOL and run on mainframes or minicomputers. Multiplexer - A communications device that multiplexes (combines) several signals for transmission over a single medium. A multiplexer is sometimes called a "mux". A demultiplexer is required to complete the process by separating multiplexed signals from a transmission line. It shall be the Contractor's responsibility to verify actual conditions by walking the site, reviewing the Specifications and Drawings, and to advise the System Designer, in writing, of any conditions that may adversely affect the work. The drawings are accurate as of the date of production, however, due to dynamic site conditions the Contractor must identify any changes that may affect the Bid Response. If any necessary changes are discovered, the Contractor shall immediately notify the System Designer for resolution prior to any change in the design or scope or any resultant claim for additional compensation.

2. The Bid Response shall fulfill the intent of the Specifications and Drawings to the satisfaction of the Owner and the System Designer to qualify as an acceptable bid.

B. Bid Response Form:

1. The Contractor shall list unit prices for all of the equipment installed in the format shown in section 7.0.0. The Contractor shall submit these forms with the Bid Response. The Unit Pricing shall be the basis for the costing of any changes to the system.

C. Prior Approvals:

1. Any substitution proposed by the Contractor for catalog numbers, manufacturers, model numbers, and items followed by the designation "or approved equal", shall be approved subject to the following provisions.

a. All substitutions must be approved by the System Designer in writing. For this purpose, the Contractor shall submit a type written list containing a description of each proposed item to be substituted no later than twenty-one (21) calendar days prior to the bid opening date. Provide sufficient data, drawings, samples, literature, or other detailed information that shall demonstrate to the System Designer

Page 39 of 95that the proposed substitute is equal in function, quality and appearance to the specified equipment, devices, or material.

b. At least fourteen (14) days prior to the bid opening date, an addendum shall be issued listing the manufacturer's products which have been approved for substitution. Any products or manufacturers not listed in the Specification or the Addendum will not be allowed. Such approval does not relieve the Contractor from the requirement to comply with the Specifications and Drawings. The Contractor shall be responsible, at the Contractor's sole expense, for any changes resulting from the Contractor's approved substitutions which affect other part of the Contractor's own work or the work of others.

2. Failure of the Contractor to submit proposed substitutions for approval in the manner described above and within the time prescribed shall be sufficient cause for disapproval by the Owner of any substitutions otherwise proposed.

1.06 QUALITY ASSURANCE:

A. Equipment Standards:

1. System and all components shall be brand new stock from manufacturer.

2. All electronics shall be 100% solid state.

3. System and all components shall bear a U.L. Label.

B. Bidder Qualifications:

At the time of bid, the bidder shall:

1. Have manufactured, supplied or installed at least three (3) other systems of similar size, complexity, and general operation as the systems described in these specifications. The bidder shall furnish in writing to Spring Branch Independent School District proof of compliance with this paragraph at the time of bid.

2. Hold all legally required Texas State Contractor's licenses necessary to accomplish the installation and activation of the described system at the facilities indicated. The Contractor shall submit copies of licenses to the Project Manager prior to the start of work

3. Hold all legally required state registrations to meet local requirements for submittal drawings.

4. Have a local office within fifty (50) miles of the project site staffed with factory trained technicians who have experience on systems of similar complexity and function as the systems described in these specifications. These technicians shall be fully capable of system engineering support, installation supervising, system start-up, and providing the Owner with training and service on both hardware and software for the systems specified.

5. Certify complete and total compliance with the provisions of these specifications by letter or submittal of the bid response forms, signed by an

Page 40 of 95officer of the corporation, or a principal if other ownership is currently existing. In addition, the letter or forms shall include a complete listing of exceptions, if any.

1.07 SUBMITTALS:

A. Requirements - At Bid Submission:

1. Initial submission - four (4) copies of the following:

a. Submit paragraph-by-paragraph specification review.

b. Submit proof that all system components and cables are U.L. Listed.

c. An equipment list with names of manufacturers, model numbers, and technical information on all equipment proposed. Clearly mark exact model number proposed to be installed. Each item shall also be keyed to block diagram.

d. Product technical information sheets for each principal components in the proposed system, including cable, wire, terminal marking, and wire marking material.

e. Certification from the manufacturer stating that the system Contractor is an authorized distributor or installer of the proposed system.

f. A statement listing every technical and operational parameter wherein the submitted equipment varies from that which was originally specified. If the submitter fails to list a particular variance and his submittal is accepted, but is subsequently deemed to be unsatisfactory because of the unlisted variance, the submitter must replace or modify such equipment at once and without cost to the Owner.

2. At initial submission, submit a separate Unit Price List for each Specification Section.

B. Requirements - After Acceptance of Bid:

1. Prior to beginning the Work, submit four (4) copies of the following for approval:

a. Markings: Provide sample wire marking, panel label, zone label, terminal strip numbering and terminal strip identification styles and typical test as outlined in the IDENTIFICATION AND TAGGING Section of this Specification.

b. Point-to-Point Detail Drawings and Equipment Schedules: The Contractor will furnish Point-to-Point Detail Drawings and Equipment Schedules to the Owner. The Contractor shall submit any proposed revisions to the Point-to-Point Detail Drawings or Equipment Schedules with clear, legible, specific, and reproducible markings of the changes on two (2) copies of the affected Detail Drawings or Schedules to the System Designer for approval. These proposed

Page 41 of 95revisions shall be without cost to the Owner. Drawings that will be installed without revisions do not need to be submitted at this time.

c. Plan of Operations and Project Schedule: Provide a complete plan and schedule of proposed operations. The schedules of all Sub-Contractors, transportation, storage, and all other matters affecting the Work shall be accounted for on the project schedule. Contractor shall revise this schedule on a weekly basis and present the updated version to the Project Manger weekly.

2. No later than thirty (30) days after award of contract, submit for approval each of the following:

a. Operations Manual: Provide one complete operations manual in PDF format on CD for each of the System products being supplied. All exceptions to this manual that shall be provided as a result of special requirements of this Specification shall be identified on an attachment document.

b. The COMMUNICATIONS TESTING SECTION of this Specification provides a framework for testing all aspects of the installed systems. The forms that are included in the Testing specification are appropriate and complete for field points and panels. The forms are designed to be augmented by a software and hardware system test that is specific to the particular system(s) being installed. The submittal below addresses the system hardware and software and not field points or panels.

c. Submit two copies of a written document detailing the test procedures to be followed by the Contractor in evaluating and providing the installed System(s). Include the test forms to be used for each system and for each components of each system. Include all tests required by the equipment Manufacturer and by this Specification. Comply with the requirements stated in the SYSTEM ACCEPTANCE REQUIREMENTS portion of this Section. The Owner's Representative's decision as to testing adequacy shall be final on all items. The test procedure shall become a part of the Contract Documents.

1.08 SYSTEM PROGRAMMING:

A. Program the system per the Owners written instructions.

B. Installer shall furnish programmer (if required for programming).

C. Coordinate programming with the Owner's contact.

1.09 CHANGES:

Before proceeding with changes or claims for extras, Contractor shall provide written notice, secure prior written approval from Spring Branch Independent School District, and substantiate actual cost of each change or claim. The cost or each change shall be based upon the item cost as shown in the Unit Price List and the cost breakdowns provided with the bid response.

1.10 SUPERVISION OF WORK:

A. The Contractor shall personally, or through an on-site authorized and competent representative, constantly supervise the work from beginning to completion and shall, within reason, keep the same workmen and foreman on site throughout the duration of the project.

B. Site Project Manager:

1. The Contractor shall provide a Site Project Manager to interface with all appropriate Sub-Contractors during the installation of the system.

2. The Site Project Manager shall maintain continuing coordination with the Owner Project Coordinator, keeping him abreast of progress and informed on any problems that may develop. This is absolutely essential so that interference with daily facility operations is held to the minimum.

C. Plan of Operations and Project Schedule:

Before beginning work, the Contractor shall submit a complete plan and schedule of proposed operations for approval. The schedules of all Sub-Contractors, transportation, storage and all other matters affecting the work shall be accounted for on the project schedule. The Contractor shall revise this schedule on a monthly basis and present the updated version to the Project Manager.

1.11 PROJECT MEETINGS:

A. Pre-Construction Meeting:

The Contractor shall attend a pre-construction conference to be scheduled after execution of the contract and prior to the start of construction, and shall be prepared to submit and review the Project Schedule, and discuss various aspects of the work and procedures for smooth job progress. The Owner shall identify a Project Coordinator at this time to work with the Contractor.

B. Progress Meetings:

Periodic job site meetings shall be held to review progress of the work and resolve installation problems. Representatives of the Owner, System Designer, and Contractor shall attend. The initial meeting shall include review of all required permits, and shall establish the frequency of meetings at the Owner's option. Meetings should not exceed one per week, except by mutual agreement.

Page 43 of 951.12 EXAMINATION OF SITE:

A. The Contractor shall have visited the site and familiarized himself with all existing conditions prior to submitting his bid and shall be prepared to carry out the work within the existing limitations. Failure or neglect to do so shall not relieve the Contractor of his responsibilities not entitle him to additional compensation for work overlooked and not included in his bid.

B. The Contractor shall confirm the availability of the proper power source for each piece of specified equipment, through site visits and Drawings as necessary. Where proper power does not exist, the Contractor shall identify this situation to the Project Manager for guidance. Should the Project Manager direct the Contractor to provide the necessary power, it should be provided using equipment and methods authorized by the Owner.

1.13 DATA ACCURACY:

Absolute accuracy of information regarding existing conditions cannot be guaranteed. The Drawings and Specifications are for the assistance and guidance of the Contractor and exact locations, distances, elevations, etc., will be governed by actual field conditions. Where variations from the bid documents are required, such variations shall be approved by the Project Manager.

1.14 PARKING:

The Contractor shall use normal facility parking. There will be no parking in unauthorized or landscaped areas. Special arrangements shall be made with the Owner or Project Manager if delivery to specific outside doorways or loading docks is required.

1.15 SECURITY:

A. The Contractor is responsible for complying with all of the Owner's and facility security's requirements to prevent theft or damage to equipment, tools and materials. If any deviation from facility security requirements is necessary, approval for such deviation shall be coordinated with the Owner.

B. The Contractor shall not disclose any confidential information of the Owner. The Contractor acknowledges that such action is highly injurious and can do damage to the Owner. The Contractor will agree to and comply with the standard policies and provisions of the Owner regarding outside Contractors and Consultants.

1.16 UTILITIES:

The Owner will supply facilities at the closest convenient location for Contractor's use. It shall be the responsibility of the Contractor to provide all temporary connection and cables, lighting, light stands and hoses. The facilities shall be used in accordance with all applicable regulations regarding operations, safety and fire hazards of the governmental Authorities Having Jurisdiction, provided they are not used in a wasteful manner.

1.17 PERMITS:

All permits required for the specified performance and completion of the work shall be secured by the Contractor. These permits shall be presented and reviewed at the initial project progress meeting.

1.18 NORMAL WORKING HOURS:

Normal work hours at the facility shall not commence earlier than 7:00 a.m. and shall stop no later than 6:00 p.m., Monday through Friday, unless otherwise approved by the Owner.

1.19 NOTIFICATION:

The Contractor shall not shut off any existing systems. The Contractor shall give the Owner at least seven (7) calendar days notice of any requirements to shut off or interference with existing alarm, regulating, computer or other service systems. The Owner will arrange and execute any shutdown. All work such as splicing, connections, etc., necessary to establish or re-establish any system shall be completed by the Contractor in close coordination with the Owner.

1.20 INTERFERENCES WITH THE OWNER:

Transportation and storage of materials at the facility, work involving the facility, and all other matters affecting the habitual use by the Owner of its buildings, shall be conducted so as to cause the least possible interference, and at times and in a manner acceptable to the Owner. The Contractor shall make every effort to delivery equipment per the schedule required by the project.

1.21 PROJECT RECORD DRAWINGS;

A. Project Record Drawings include all bid drawings and all SUBMITTALS. Any of the Owner backgrounds required shall be obtained at the Contractor's sole expense.

B. The Contractor shall obtain, pay for, keep-up-to-date, and make available to the Owner or its representative, complete blue line prints of the project clearly annotated with "As-Built" data as the work is performed. This data shall include the following:

1. Sleeve locations, individual cable designations, routing of conduit and signal cables.

2. Accurate location of all equipment installed under the specifications.

3. A complete equipment list for each functional area.

4. Complete schedules for all equipment, indicating addresses.

5. Complete Point-to-Point wiring diagrams, including complete terminal strip layout and identification, and wire termination and tagging for all conductors.

6. Provide Detail Drawings for all separately mounted devices.

C. These drawings shall become part of the requirements for progress payments.

D. Upon completion of this project, the Contractor shall transfer all information shown on these drawings to the final set of As-Builts.

E. The Contractor shall submit to the Owner for review the following:

1. The Contractor shall furnish two full-size sets of revised bluelines.

2. The As-Builts shall consist of two copies of the schematic drawings plus Contractor developed Point-to-Point drawings submitted with clear, legible, and reproducible wire markings for each specific location and situation.

3. The As-Builts shall consist of two copies of the Equipment Schedules submitted with clear, legible, and reproducible markings for each specific piece of equipment.

F. After receiving the Owner's comments on the documents submitted in E. (above), the Contractor shall revise field conditions and drawings to reflect these comments and submit the following:

1. One full-size, reproducible set of velum prints at no additional cost to the Owner.

2. Two sets of the As-Builts, Point-to-Point, Detail Drawings, and Equipment Schedules.

G. The final As-Built drawings shall be submitted in accordance with the SYSTEM ACCEPTANCE REQUIREMENTS in this Section.

1.22 WARRANTY:

All equipment shall be covered for the full manufacturers warranty period and systems shall be warranted by the Contractor for a period of one year commencing with the filing date of the Notice of Completion. The Warranty shall cover all costs for warranty service, including parts, labor, prompt field service, pick-up, transportation, delivery, reinstallation, and retesting. A contract for service shall cover the period starting with the first expected activation of each system and shall continue without interruption to cover the period to the end of the one year warranty as defined above. The end of the warranty period shall be handled such that a smooth transition to a maintenance agreement with the Owner can be achieved with no lapse in coverage.

1.23 TRAINING:

Provide four hours of instruction for up to eight persons of Owner's designated staff on operation and maintenance (O&M) of system. Review the typed operating instructions. Provide one copy of O&M manual to each trainee; these copies do not count towards Project O&M manuals. Supplement with training material as required. Demonstrate auto dial-out of alarms. Demonstrate that fire alarm is properly linked and identified. Demonstrate typical alarm from each type of device. Show how to respond and reset panel. Discuss system programming. Show how to change time settings.

1.24 EXTRA MATERIALS:

Keys: Provide three (3) sets of all keys for system cabinets.

2.01 WORK INCLUDED:

All materials listed in PART 2 - PRODUCTS of this Section and on the Drawings shall be provided by the Contractor unless specifically excluded or modified in other portions of this Specification or Addendums.

2.02 MATERIALS:

The following items shall be utilized to complete equipment, wire and cable installations directed by the other Specification Sections. Utilize the make, model or equivalent shown, unless precise directions to the contrary are contained in these Specifications or the Technology Systems Drawings.

A. Terminal Blocks and Patch Panels shall be Hubbell.

B. Connectors, Jacks, and Face-plates shall be Hubbell.

C. Racks, Cable Trays or Wire Ducts shall be Chatsworth (or approved equal).

D. Cable management shall be Chatsworth (or approved equal).

E. All Wire, Coaxial and Fiber Optic Cables shall be CommScope (or approved equal).

F. Wire Markings shall be Brady polyolefin (or approved equal).

G. Testers shall be capable of testing to Category 6 and/or Level 7 parameters.

PART 3 - EXECUTION

3.01 INSTALLATION:

A. This project has a critical path, which must be closely followed in order to meet the completion date. The Contractor shall review the proposed schedule at the Award of Contract meeting and be prepared to staff his work force according to the schedule constraints presented at that time.

B. Aesthetics are an important consideration in this installation. All components shall be installed so as to have aesthetically pleasing results per the Owner. Actual locations of all visible components shall be coordinated in advance with the Owner's Architect.

C. Install, make fully operational and test the system as indicated on the Drawings and in the Specifications. Where information is not available (for bidding purposes only) the worst case condition must be assumed to ensure a complete, functional system.

D. Any interfacing with other systems shall be the Contractor's responsibility under this contract, and the details, both logical and physical, of such interfaces shall be reflected in the Submittals and As-Built drawings.

E. If appropriate, interfaces with the Owner's Data Network or Telecommunications System shall be coordinated with the Project Manager.

F. All necessary back-boxes, pull-boxes, connectors, supports, conduit, cable and wire shall be furnished and installed to provide a complete and reliable system. Exact

Page 47 of 95location of all boxes, conduit and wiring runs shall be presented to the Owner for approval in advance of any installation.

G. Where required and requested by the Owner, provide 120-VAC, 60 Hz power from nearest electrical panel through a junction box, to the system device.

H. Where required, install conduit, cable and wire parallel and square with building lines, including raised floor areas. Conduit fills shall not exceed 40%.

I. All equipment shall be mounted with sufficient clearance to minimize EMI as well as meet all applicable codes and facilitate observation and testing. Securely hand and/or fasten with appropriate fittings to ensure positive grounding, free of ground loops, throughout the entire system. Units shall be installed parallel and square to building lines.

J. Quiet and vibration-free operation of all equipment is a requirement of this installation. Properly adjust, repair, balance or replace any equipment producing objectionable (in the judgment of the Owner) noise or vibration in any of the occupied areas of any building and provide additional brackets and bracing if necessary. Any such additions or changes shall be at no additional cost to the Owner.

K. Installation shall comply with the CODES AND STANDARDS portion of this Section. Where more than one code or regulation if applicable, the more stringent shall apply.

L. Where new equipment or cabling is replacing old equipment or cabling, the Contractor is responsible for removing the old equipment and cabling and doing whatever repair work is necessary to meet standards determined by the Owner. Removal of cabling includes removing the faceplate in the room, patching the hole where the face plate has been removed, removing the cabling completely from the building, removing the cable from the patch panel and removing the appropriate label from the patch panel.

M. Install firestopping, in accordance with local and state fire codes for all penetrations in slabs and fire walls to meet code at the completion of work and prior to final testing demonstration to the Owner.

3.02 WORKMANSHIP:

A. The installation shall be performed in a professional manner.

B. On a daily basis, clean up and deposit in appropriate containers all debris from work performed under the appropriate specification sections. Stack and organize all parts, tools and equipment when not being used.

C. Preparation, handling and installation shall be in accordance with the Manufacturer's written instructions and technical data appropriate to the product specified.

D. All work shall conform to the National Electrical Contractor's Association "Standard of Installation" for general installation practice.

E. At the conclusion of the installation, all work areas, including all panel boxes, shall be vacuumed and cleaned to remove all debris and grease.

F. All necessary back-boxes, connectors, supports, conduit, cable and wire shall be furnished and installed to provide a complete and reliable system. Exact location of

3.03 COORDINATION WITH OWNER

Close coordination with the Owner is vital to achieve a complete, aesthetically pleasing job. The Contractor shall ensure that the Owner is kept fully apprized of job progress.

3.04 CUTTING, PAINTING, AND PATCHING:

A. Structural members shall not be drilled, bored or notched in such a manner that shall impair their structural value. Cutting of holes in structural members, if required, shall be done with core drills and only with the specific approval of the Owner for each instance.

B. All walls that require cutting or repair during the installation process shall be returned to their original condition, including the matching of colors and finishes to the satisfaction of the Owner, and at no additional cost to the Owner.

3.05 WIRE AND CABLE:

A. All wires in exposed areas shall run through thin wall EMT conduit or heavier, or in other approved raceway, unless otherwise noted or accepted. Where a wire run is above a suspended ceiling, its conduit or raceway shall be tied up or clamped (at the Owner’s option) to the building supports and not left to sit on top of the ceiling panels.

B. Any conduit or raceway that is not hidden must have its location and appearance specifically approved by the Owner. If approved, exposed conduit or raceway shall be run in such a fashion as to make it as inconspicuous as possible. Runs should follow existing building lines and should be square wherever possible.

C. After installation, and before termination, all wiring shall be checked and tested to insure there are no grounds, opens, or shorts on any conductors. In addition, all wires between buildings or underground and all coax cables shall have insulation tested with a megohmeter (megger) and a reading of greater than 20 megohms shall be required to successfully complete the test.

D. Where it is cost effective, and, with the written permission of SBISD’s Telecommunications Department, conduits raceways, and junction boxes from more than one detail point may be grouped together only if the physical space allows, the appropriately sized junction boxes are used, and conduits do not exceed the maximum 40% fill. All telecommunications conduits, raceways, and junction boxes shall not be shared by other cabling, even if dividers are used.

E. Run wires continuously from termination to termination without splices. Splices at certain junction box locations are at the discretion of the Owner and the System Designer. Recommendations for splices at these points shall be established with the Owner’s representative.

F. If splices are required, the wire shall be joined with solder, not wire nuts, then taped in an approved manner so as to provide mechanical and electrical integrity. All connections shall be made at terminal boards with full tagging, labeling and documentation. All data cabling shall be installed as a single piece without splices.

G. Wire and cable shall be supported in each equipment and terminal cabinet and in each terminal and pull box in vertical risers and horizontal runs with wire duct and strap-type supports. At any point where wire duct is required for good wire management, whether shown on elevations or not, install appropriate duct. Where terminal boards are used, wire ducts shall be supplied on both sides and at no time shall wires cross over terminal boards. Arrange cables neatly to allow inspection, removal and replacement. Lace cables as required. Spot tie wire bundles with plastic cable ties and securely affix to panels. If screw type terminals are specified, terminal strip connections shall be locking, tongue style, pressure crimp, and solderless spade lug.

H. Visually inspect wire and cable for faulty insulation prior to installation. Protect cable ends at all times with acceptable end caps except during actual termination. At no time shall any coaxial cable be subjected to a bend less than a 6-inch radius. Protect wire and cable from kinks. One pull rope per conduit shall be installed and secured at both ends and left in conduit for future use.

I. Provide grommets and strain relief material at all conduit exit points and where necessary, to avoid abrasion of wire and excess tension on wire and cable.

Page 50 of 95J. Cables above accessible ceilings shall not rest on ceiling tiles. Use Velcro tie wraps

to hold cables. Provide independent support for all communications cables. Support is to be from building structure (do not support from pipes). Communications cables shall not tie off on HVAC supports, all-thread, ceiling grid hanger wire or mechanical piping system.

K. Ground and bond equipment and circuits.

3.06 IDENTIFICATION AND TAGGING:

A. All cables, wires, wiring forms, terminal blocks and terminals shall be identified by labels, tags to other permanent markings in accordance with TIA/EIA-606. The markings shall clearly indicate the function, source, or destination of all cabling, wiring and terminals. All cables and wires shall be identified, utilizing heat-shrink, machine printed, polyolefin wire markers (Brady Type B-32 or equal). Hand written tags are not acceptable.

B. Should a situation arise where the wire tagging format as shown on the drawings cannot be used, a substitute format shall be submitted which complies with the intent to provide documentation that will permit end-to-end tracing of all Technology Systems wiring.

C. All panels shall be provided with permanently attached engraved lamacoid labels with identifying names and functions. All terminal points shall be appropriately labeled. Labels shall be consistent in form, color, and typeface throughout the system and all must contain the name of the system or subsystem as part of the label textual information. Design, color, font and layout shall be coordinated with, and approved by the Owner.

D. No labeling shall be a duplicate of existing labeling, unless otherwise approved by the Owner.

3.07 SITE MANAGEMENT RESPONSIBILITY:

The Contractor shall provide an on-site Project Manager as defined in SUPERVISION OF WORK portion of this Section.

3.08 START-UP RESPONSIBILITY:

A. The Contractor shall initiate System operation. The Contractor shall provide competent Start-Up personnel on each consecutive working day until all Technology Systems are functional and ready to start the acceptance test phase. If the Contractor, in the Owner’s judgment, is not demonstrating progress in solving any technical problems, the Contractor shall supply Manufacturer’s factory technical representation and diagnostic equipment at no cost to the Owner, until resolution of those defined problems. Where appropriate, the Contractor will bring the Systems on-line in their basic state (i.e., alarm reporting, facility code access control, etc.) It is the responsibility of the Owner to provide the specific database information that will utilized for initial system programming.

B. Properly ground each piece of electronic equipment prior to applying power. Properly

ground all shielded wire shields to the appropriate earth ground at the hub end only, not at the remote or device end.

C. Use a start-up sequence that incrementally brings each portion of the system on-line in a logical order that incorporates checking individual elements before proceeding to

Page 51 of 95subsequent elements until the entire system is operational. The basic steps should include:

1. Establish ground planes at the security ERs and hub end of the system.

2. Disconnect power, connect the first device, reconnect power, and verify operational correctness. Repeat until the entire system is verified and operational.

3.09 PREPARATION FOR ACCEPTANCE (PRIOR TO FINAL INSPECTION):

A. All systems, equipment, and devices shall be in full and proper adjustment and operation, and properly labeled and identified.

B. All materials shall be neat, clean and unmarred, and parts securely attached.

C. Anything broken during installation work, including glass, raised flooring and supports, ceiling tiles and supports, walls doors, etc., shall be replaced and properly repaired, and debris cleaned up and appropriately discarded.

D. All extra material as specified shall be delivered and stored at the premises as directed.

E. Test reports of each system and each system’s components and As-Built Project Drawings shall be complete and available for inspection and delivery as directed by the Owner.

3.10 SYSTEM ACCEPTANCE REQUIREMENTS:

A. Before final acceptance or work, the Contractor shall perform and/or deliver each of the following in the order stated.

B. The Contractor shall deliver three (3) composite “System Operations and Maintenance” manuals in three-ring binders, sized to hold the material below, plus 50% excess. Each manual shall contain in appropriately tabbed sections:

1. A statement of Guarantee including date of termination and the name and phone number of the persons to be called in the event of equipment failure.

2. A set of Operating procedures for the overall System that includes all required Owner activities, and that allows for the Owner operation of all attributes and facilities of the System.

3. A section for each specific type of equipment containing the vendor manuals, instruction sheets, and any related literature that cam in the original shipping container for that piece of equipment. Include all warranty cards.

C. Testing:

1. The Contractor shall activate all devices for proper system operation, including supervisory and trouble circuit tests. Similarly, audible alarms will not be activated except on a one-time, coordinated basis, to check the actual sounding devices.

2. A test report for each piece of equipment shall be prepared by the Contractor and submitted to the Owner. This report shall include a complete listing of

Page 52 of 95every device, the date it was tested, by whom and the results. The final test reports shall indicate that every device tested successfully. Failure to completely test and document the tests will result in a delay of final testing and acceptance.

D. As-Built Drawings:

1. After completion of all the tests listed above, and prior to the final acceptance test, The Contractor shall submit the complete As-Built drawings as identified in PART 1 – PROJECT RECORD DRAWINGS.

2. The final As-Built Drawings shall consist on one set of velum prints, two (2) sets of Point-to-Point Detail Drawings, Equipment Schedules, and the complete detailed technical data that was shipped by the manufacturer with all installed equipment.

E. Final Acceptance Test:

The Final Acceptance Test shall demonstrate the installed and activated System’s performance and compliance with System Specifications. However, before this testing can begin the following must have received and reviewed by the Owner.

1. System Operations and Maintenance Manuals

2. System Test Reports

3. As-Built Drawings

3.11 NOTICE OF COMPLETION

A. When the Final System Acceptance Requirements described above including the Final Acceptance Test described above have been satisfactorily completed. The Owner shall issue a Letter of Completion to the Contractor indicating the date of such completion. The Notice of Completion shall be recorded by the Contractor upon receipt of the Owner completion letter. This date of record shall be the start of the warranty period.

Appendix A - COMMUNICATIONS GENERAL REQUIREMENTS

1.02 SUMMARY:

Provide all methods, materials and labor, for communications pathways in accordance with the requirements of this section, the telephone company or communications cabling system installer. All work that relates to the installation of the communications system pathways shall be subject to the inspection and approval of the cabling system installers. Work of this section includes, but is not limited to, the following:

A. The distribution system shall include fully terminated multi-mode fiber optic cable, unshielded twisted pair cables, UTP termination devices, data communications outlets, patch panels, patch cables, cabinets and other incidental and miscellaneous premises wiring system hardware as required for a complete and usable system. In facilities where IDF(s) are noted, each IDF will connect to the MDF with a 12-strand multi-mode fiber optic cable, and each IDF and MDF will connect to the phone system with a 50 pair telephone cable if these do not already exist.

B. Work By Others:

1. Conduit, back boxes, junction and 120 VAC, emergency or back-up power are to be provided and installed by others. Refer to the electrical specifications and drawings for details. Any additional raceway, conduit, junction boxes, 120 VAC power not provided by others, yet required to make the systems operational, shall be provided by Contractor.

2. Network electronics equipment will be furnished by others. The contractor shall coordinate with other system vendors where appropriate to facilitate equipment installation, scheduling, protection of equipment and access to the project site in order to provide the owner a substantially complete project in a timely manner.

3. Telephone switch, telephones and telephone equipment will be furnished by others. The contractor shall coordinate with other system vendors where appropriate to facilitate equipment installation, scheduling, protection of equipment and access to the project site in order to provide the owner a substantially complete project in a timely manner.

1.03 QUALITY ASSURANCE:

A. Regulatory Requirements:

Provide all systems, materials and installation practices in accordance with all of the current and applicable Codes, Rules, Ordinances, Regulations and Standards including the following listed standards as well as those not specifically listed in this specification.

1. NEC: National Electrical Code - 1999, including Article 800 Communications Circuits.

2. Americans with Disabilities Act (ADA): The system shall comply with ADA Accessibility Guidelines (ADAAG) issued under ADA-Public Law 101-336, 1990.

3. Texas Accessibility Standards (TAS): The telecommunications system shall comply with Article 9102, Texas Civil Statutes, The Elimination of Architectural Barriers Act. The system shall comply with TAS issued by the Texas Department of Licensing and Regulation to administer Article 9102.

4. Uniform Building Code (UBC) - 1997, with City of Houston Amendments.

5. TIA/EIA:

a. C. A letter of certification written by the installer that states that the system achieves the appropriate Category performance and is properly installed as recommended by the manufacturer and as described in Project Specifications shall be submitted to Spring Branch Independent School District.

D. If the requirements of these specifications or the Project Drawings exceed those of the governing codes and regulations, the requirement of these specifications and the Drawings shall govern. However, nothing in the Drawings or Specifications shall be constructed to permit work not conforming to all governing codes and regulations.

E. The Contractor shall obtain all required permits and provide copies to the Owner/Architect/Engineer.

F. Bidder Qualifications:

1. At the time of bid, the bidder shall have three (3) years experience in the installation of fiber optic cables, including splicing, terminating and testing. Testing on fiber optic cable shall include single and multi-mode and three (3) years experience in the installation of Category 5E and Category 6 UTP copper cables for voice and data distribution systems, including terminating and testing.

2. The installer must be a certified installer of the Hubbell Premise Wiring MISSION CRITICAL Warranty Program, and must provide a copy of certification with bid proposal. The installer shall be licensed, bonded and shall meet all applicable regulations of the State of Texas and Department of Labor insofar as they apply to this type of system. The proposer shall be a firm normally employed in the low voltage and communications cabling industry and shall provide a reference list of ten (10) large scale projects and contact names confirming successful Category 5E premises wiring system installations. Large scale projects are defined as projects involving five or more buildings with a minimum of 250 Category 5E runs/building.

3. Pre-construction Meeting: The successful Contractor shall attend a mandatory pre-construction meeting with individuals deemed necessary by the owner’s representative prior to the start of the work, to resolve issues such as:

1.04 SUBMITTALS

A. Drawings

1. As-built drawings will include cable pathways, data outlet locations with correct labeling and MDF/IDF locations. The as-built drawings will be prepared using AutoCAD V.14 or later. Provide the owner with one mylar plot of each drawing and two blue line prints of each drawing. Provide the owner with electronic versions of the as-builts on CD’s.

2. Provide the Owner with complete test results stating the signal loss for each fiber in the cable.

3. Provide the Owner with photocopies of all charts from the cable tests.

4. Provide the Owner with a schedule of the cross connections of the final circuit configuration.

5. Provide the Owner with circuit layout diagrams that show the as-built arrangement of strands within each termination cabinet.

B. Product Data:

1. Proof of U.L. listing for each cable as Communications Cable, plenum-rated and U.L. - Classified for category performance.

2. Proposed Enhanced Category 5 test set. Submit proof of TSB-67 Level II rating. Submit test set manufacturer’s information on how to interpret data. Identify test procedures for both Channel and Basic Link. Submit proposed method of testing installation to certify Category 5E compliance.

3. Catalog pages for label maker. Submit actual samples of cover plate label, cable label, and punch block/cabinet labels.

4. Product Literature:

Detailed manufacturer’s product literature for all cable, patch panels, cross-connect blocks, telephone connecting modules, cable supports, cable labels, outlet devices, and other products to be used in the installation. Include samples (when requested by the Owner/Designer) of substitutions for recommended products and the manufacturer’s supporting documentation demonstrating compatibility with other related products.

1.05 WARRANTY

A. Provide an end-to-end performance warranty of not less than twenty-five (25) years. The proposer shall provide the Owner with certification documentation. The performance warranty shall be issued by the manufacturer and shall warrant that ALL Category 5E channel links, including cable, connectors, and connecting hardware, have been tested bi-directionally (end-to-end) using a Level 3 tester, per TSB-67, and that all test results meet and/or exceeds the link and channel performance requirements as specified in the most current TIA/EIA-568-B.2-5 and/or TSB-67 Standard.

B. The warranty will also cover multi-mode fiber optic cabling. Performance testing shall be conducted in accordance with ANSI/EIA/TIA-526-92.

C. The warranty will stipulate that all products used in this installation meet the prescribed mechanical and transmission specifications for such products as described in ISO/IEC 11801 and ANSI/TIA/EIA-568-B.2-5. Quality and workmanship evaluation shall be solely by the Owner/Designer and designated representatives.

D. Provide 25 year Hubbell warranty that the cable, connectors, and connecting hardware products are free from defects in material.

E. The Contractor shall bear the burden to replace or repair any such defective products during the 25 year period at his cost including labor and materials.

PART 2 - PRODUCTS

2.01 WORK INCLUDED:

A. The Contractor will provide, install and test for complete and properly operating systems from the MDF out to individual Stations throughout the building. All equipment shall be properly mounted and completely wired.

B. The Contractor will provide and install all the work area outlets and cover-plates.

C. The Contractor will provide and install all specified Category 5E and Category 6 cabling to station outlets.

D. The Contractor will provided and install J-hooks and Ladder Tray to distribute the horizontal cabling from the closet to the outlet.

E. The Contractor will provide and install a relay cabinet in each IDF for termination of the fiber optic cable, Category 5E, and Category 6 data wiring.

F. The Contractor will provide and install fiber, Category 5E, and Category 6 patch panels in the relay cabinets.

G. The Contractor will provide and install the vertical riser cable tray.

H. The Contractor will provide and install the Riser Cables including Category 3 Multi-Pair and Multi-Mode Optical fiber cables.

I. Ratings:

All products shall be new and brought to the job site in the original manufacturer's packaging. Electrical components (including innerduct) shall bear the Underwriter's Laboratories label. All communications cable shall bear flammability testing ratings as follows:

2.02 MATERIALS:

A. Copper Communications Cable:

1. Provide Commscope Ultra Media Plenum Rated Category 5E or Category 6 (as specified by owner) four-pair unshielded twisted pair (UTP), 24 gauge, copper cable, and cable connectors, in sizes and types indicated.

a. Each cable shall be installed as a single piece without splices.

b. All telecommunications wiring shall be color coded. Maintain color coding consistently through entire facility. Color specified by owner.

c. Mate and match connector materials to factor equipment connectors.

2. Voice Riser Cable:

Backbone UTP Category 3 Multi-Pair-Backbone refers to cables greater than 4 pairs used in backbone distribution. Install 50 Pair Riser from each new IDF to PBX wall in telecom closet or as specified by Owner. Terminate IDF end of 50 Pair Riser on new 48 port patch panel located on the same cabinet as patch panel where new cables are terminated. Terminate phone switch end of 50 Pair Riser on a new 66M150 block in telecom closet or as specified by Owner. Install 50 Pair Riser in existing IDF and MDF where new cabling is installed. Terminate one end of 50 Pair Riser to new 66M150 block in telecom closet or as specified by Owner. Terminate other end of 50 Pair Riser to new 48 port patch panel located on the same cabinet as patch panel where new cables are terminated.

a. Color code shall follow the industry standard composed of 10 distinctive colors to identify 25 pairs (refer to ANSI/ICEA Standards 80-576).

b. When cable sizes larger than 25 pairs are required, the core shall be assembled in units of up to 25 pairs. Each unit shall be identified by a color coded binder. Binder color code integrity shall be maintained whenever cables are spliced.

c. Wrap the core with one or more layers of dielectric material to ensure compliance with the dielectric strength requirements.

d. A uniform, continuous thermoplastic jacket shall enclose the core.

e. The insulation between each conductor and the core shield shall be capable of withstanding a minimum of DC potential of 5KV for 3 seconds.

g. Terminate all voice riser cables on new 48 port patch panel located on the same cabinet as patch panel where new cables are terminated or as specified by the Owner.

h. Terminate all voice 50 pair riser cables from IDF’s to a new 66M150 block on the PBX wall in the telecom closet or as specified by the Owner.

i. Extend a 50 pair plenum (Category 3) line from Demarc into communications riser room or as specified by the Owner.

3. Commscope Ultra Media Cat. 6 UTP Cable:

a. Check specs for Commscope Ultra Media Cat. 6.

b. 24 AWG thermoplastic insulated solid conductors formed into individually twisted pairs and enclosed by a thermoplastic jacket.

c. 0.048" maximum diameter for insulated conductor and 0.25 maximum for complete cable.

d. Breaking strength of 50-lbf minimums.

e. Bending radius shall be a minimum of 2 inches at -20 degrees Celsius without jacket or insulation cracking.

f. DC resistance shall be a maximum of 9.38 ohms at 328 feet and 20 degrees Celsius.

g. The DC resistance unbalance between the two conductors of any pair shall not exceed 5% when measured at a temperature of 20 degrees Celsius.

h. The capacitance unbalance to ground at 1 KHz of any pair shall not exceed 330 pF per 328 feet at 20 degrees Celsius.

i. Length of UTP cabling shall not exceed 270 feet between both termination points.

4. Horizontal UTP Category 5E Cable shall be Commscope

a. Category 5E cable shall consist of 4 pairs, individually twisted.

b. Bending radius shall be a minimum of 2 inches at -20 degrees Celsius without jacket or insulation cracking..

c. All Category 5E wiring shall be Commscope.

5. 100 Ohm UTP Patch Cable:

a. Cables used for patch cords and cross-connect jumpers shall have stranded conductors.

b. The insulated conductor diameter should be in the range of .032 inches to .039 inches and shall not exceed .047 inches.

c. The color code shall match that used for 100-OHM UTP cable.

d. The transmission shall be as shown in the table for 100 Ohm UTP cable except for attenuation. The attenuation for stranded conductors shall be a maximum of 20% greater than the attenuation for copper cables as notes above.

e. The insulation shall be comprised of fluorinated ethylene propylene (FEP).

f. Patch cables and cross-connect jumpers shall be 10'0-0" long for work area outlets. The cable shall have RJ-45 jack terminated on each end. The jack shall match the rating of the cable and work area outlet.

g. Patch cables and cross-connect jumpers shall be 5'-0" long for closets and equipment rooms. The cable shall have RJ-45 jacks terminated on each end. The jack shall match the cable rating.

h. Label all patch cables on each end with cable identification and category rating.

6. Voice Riser Patch Cord:

Supply three (3) foot and five (5) foot RJ11 to RJ11 patch cords as needed for voice riser connectivity.

B. Fiber Optic Cable:

Install Commscope 12 strand Multi-Mode to each IDF from the building MDF. All fiber will terminate into a cabinet mounted fiber optic enclosure in the MDF and IDFs. Fiber will service data connectivity, Internet connectivity and future Video needs.

1. Multi-mode Optical Fibers

a. Multi-mode with a graded index profile capable of operation at 850 NM and 1300 NM.

b. Core: 50 micrometers.

c. Cladding 125 micrometers.

d. Buffered fiber minimum bend radius is 0.75 inches.

e. Numeric Aperture = 0.275±0.015.

f. Attenuation Uniformity: No point of discontinuity greater than 0.2 dB/Km.

g. Tight buffer cables, meet or exceed:

(1) 900m coating diameter.(2) All dielectric cable materials.

h. Loose tubes cables, meet or exceed:(1) 250m coating diameter.(2) All dielectric cable materials.(3) Each buffer tube filled with non-hygroscopic gel.(4) Cable core interstices filled with water-blocking

compound.(5) Buffer tubes containing fibers shall be color coded.(6) Each fiber distinguishable by color coding.

i. The fiber shall comply with:

(1) ANSI/EIA/TIA-492AAAA.(2) U.L. 1666 riser rated with the marking "Type OFNR-

(U.L.)" for horizontal and riser environments.(3) U.L. 910 plenum rated with the marking "Type OFNP-

(U.L.)" for plenum environments.

2. All fusion splices shall utilize standard fiber splice cases, organizer trays, splice trays, etc., as recommended by the fiber cable manufacturer.

3. Optical Fiber Patch Cable

a. The optical fiber patch cord shall consist of 2 fibers of the same type as the fiber cabling and shall meet the optical fiber cabling requirements for attenuation and transmission capacity.

b. Cable shall be tight buffered type.

c. Supply one (1) Two Meter Patch Cord per IDF.

e. Fusion and mechanical splices shall not exceed a maximum optical attenuation of 0.3 dB.

C. Fiber Optic Enclosures:

Furnish and install in the Communications Equipment areas fiber optic connector and splice enclosures per Section 17160 - CABINETS AND ENCLOSURES, Specification Section and the Technology Systems Drawings.

D. Connecting Devices:

1. General:

The connecting devices covered in this section include telecommunications outlets, connectors, transition connectors and cross-connect blocks.

a. Provide connecting devices with a minimum rating equivalent to the wire terminating on the device.

b. All testing for plug and socket type devices shall be tested in a mated state.

2. Cover-plates shall be Hubbell

a. Provide one piece cover-plates for all group mounted devices unless otherwise noted on the drawings.

b. All cover-plates shall be Hubbell, and inserts shall be Hubbell.

c. All work area wall plates shall be 4-port, single-gang cover-plates.

d. Provide blank insert covers for all unused workstation ports.

e. For devices mounted in wireway or system furniture, provide device flush in wireway when possible to maintain cable bend radius. Install device and cover-plate raised on wireway when bend radius cannot otherwise be maintained. Coordinate with equipment manufacturer for installation instructions.

3. Fiber Optic Connectors shall be Hubbell

a. Allow 24 hours after pulling the cable before installing connectors.

b. Furnish and install SC compatible ceramic, heat-cured connectors with 1.0 dB maximum coupling losses per connection pair.

4. 100 Ohm UTP Connectors shall be Hubbell

a. The connecting hardware shall be of the insulation displacement contact (IDC) type.

b. Data: Terminate the 4-pair copper data cable into the 8 position, non-keyed, modular RJ45 jack with the pin/pair assignments wired per T568B. The data RJ45 jack shall be Category 5E or Category 6 rated as specified by Owner.

c. Telephone: Terminate all pairs of the data cable into an 8 position, non-keyed, modular RJ45.

E. Patch Panels:

1. General:

a. The patch panel shall be mounted in either a wall cabinet or a floor cabinet at the location shown on the drawings.

b. Provide panel with quantity of ports as shown on the drawings. All ports shall be provided with connectors.

c. Label all panels.

2. UTP Patch Panels shall be Hubbell

Provide 19 inch rack mountable patch panel with RJ-45 connectors on the front panel and 110 style punch down terminations on the rear of the panel. The RJ-45 connectors shall be of the same rating as the terminating cable. Patch panels shall consist of faceplates pre-assembled with communication port housings and the data station cable shall be terminated on the patch panels. Each patch panel should be installed with Chatsworth Wire Manager .

3. Fiber Optic Patch Panels shall be Hubbell

a. 19" Rack-mountable patch panel with the capacity to terminate 110% of the fiber count for the inside and outside fiber optic cables.

b. Provide fiber patch panels complete with all fiber connectors and couplings on the front and on the rear of the panel.

c. Provide covers for all spare fiber couplings.

F. Relay Cabinets shall be Chatsworth.

a. Provide and install Category 5E or Category 6 rated cable saddles, bridal rings or J-Hooks shall be used to route and support all exposed horizontal cables (cable not in conduit or cable tray) run above the ceiling or upon leaving the cable tray to the outlet location, in open access environments as well as in TRs.

b. Hooks shall be Caddy (or approved equal).

H. Terminal Boards:

1. Material: ¾” Grade AC plywood.

2. Dimension: 4’ x 8’ unless indicated otherwise on the drawings.

3. Finish: Paint all exposed sides and edges of plywood with white or light gray fire-retardant paint finish.

4. Punch-down Blocks: 66M150 blocks, no exceptions.

I. Raceway:

1. Provide insulating bushings on ends of all raceway. Install pull cords in all raceway runs.

9. Telecommunications Grounding Busbars (TGB) shall be ¼” x 2” x 24” long electrotin-plated copper buss bar.

10. Telecommunications Bonding Backbone (TBB) shall utilize AWG #10 insulated copper conductor.

J. Raceway Tape:

1. Tape color shall be orange for telecommunication conduit.

2. Tape width shall be 6” wide.

3. Minimum 4 mil thick.

4. High tensile strength, high stretch type.

5. Detectable metal foil core not required.

6. Tape shall be Carlos high-stretch Marking Tape, TerraTape by Reef Industries, Warning Tape by Vikimatic Sales, Inc. or approved equal.

PART 3 - EXECUTION

3.01 EXAMINATION:

Examine areas and conditions under which communications systems are to be installed. Notify the Spring Branch Independent School District in writing of conditions detrimental to proper completion of the work. Do not proceed with work until unsatisfactory conditions have been corrected in a manner acceptable to Installer.

3.02 INSTALLATION OF COMMUNICATIONS CABLING PATHWAYS:

A. Provide all labor necessary for complete and properly operating communications systems. All equipment shall be properly mounted and completely wired.

B. Install communications systems as indicated, in accordance with manufacture’s written instructions and with recognized industry practices; ensure systems comply with installation and operational requirements of EIA/TIA, NEC and the Federal Communications Commission. Tighten electrical connectors and terminals, including screws bolts, in accordance with equipment manufacturer’s published torque tightening values for equipment connectors.

C. The Contractor shall replace or rework cables showing evidence of improper handling including stretches, kinks, short radius bends, over-tightened bindings, loosely twisted and over-twisted pairs at terminals and cable sheath removed too far (over 3/4 inches).

D. Contractor will coordinate with the Owner’s telephone system installing company to, furnish and install telephone service entrance and the telephone switch. Contractor provides the empty conduit pathway out to property line from the main telephone board.

E. Contractor provides complete system of telephone cabling pathways past the demarcation point. Contractor shall make any requests for Owner information in writing and with at least ten working days for Owner response time included in Contractor’s request schedule.

F. Millwork Coordination: Carefully review Architectural Drawings for millwork and casework at outlet locations. Provide coordination drawing for proposed typical outlet mounting to Architect. Obtain Architect’s approval for mounting height, horizontal/vertical cover-plate, and field cuts in finish materials prior to outlet rough-in.

G. Rough-In:

1. Equipment cabinets shall be assembled and mounted in locations shown on the Drawings and as detailed. Each cabinet shall be securely mounted to a bare concrete floor and braced to the wall with cable tray in accordance with the manufacturer’s instructions and recommendation. Cabinets shall be mounted such that the side rails are plumb. Cabinets shall be grounded in accordance with NEC requirements.

2. Wall mount cabinets will be securely mounted to vertical surfaces in accordance with the manufacturer’s instructions and recommendation. Cabinets shall be mounted such that the cabinet sides are plumb. The cabinet top will be mounted 7 feet from the finished floor. Cabinets shall be grounded in accordance with NEC requirements.

3. Horizontal cable management panels shall be installed directly above each patch panel and below the bottom patch panel. Vertical cable management panels shall be installed on each side of the cabinet. In instances where more than one cabinet is installed in a single location, gangable cabinets will be used as per section 2.02.

4. Cable installation in the Wiring Closet must conform to the Project Drawings. All cabling shall be routed so as to avoid interference with any

other service or system, operation, or maintenance location. Avoid crossing areas horizontally just above or below any riser conduit. Lay and dress cables to allow other cables to enter the conduit/riser without difficulty at a later time by maintaining a working distance from these openings.

5. Cable shall be routed as close as possible to the ceiling, floor or corners to ensure that adequate wall or backboard space is available for current and future equipment. All cable runs within the Wiring Closet shall be horizontal or vertical within the constraints of minimum cable bending radii. Minimum bend radius shall be observed. Cables shall not be tie-wrapped to electrical conduit or other equipment

6. Raceway for telecommunications wiring shall not be shared by any other power or other electrical wiring that is not part of the low-voltage, telephone or communications systems.

7. Outlets shall not be installed back-to-back in the same stud space in a common wall. Provide at least one stud or twelve lateral inches of separation.

8. Telecommunications wiring shall be installed with at least (12) inches of separation from line voltage power wiring on parallel runs. Wiring crossing power circuits shall be at right angles. For metal-enclosed electric light or power or Class 1 circuits, separation may be reduced as described in 1996 NEC 800 (a) (1) (c).

9. Wiring shall be installed away from any surface that may become hot, including and not limited to, hot water piping and heating ducts.

10. Run cables in bundles parallel to building column lines and following corridors as much as possible.

11. Suspend cables at least eight inches above finished ceilings to allow future installation or relocation of light fixtures.

12. Cabling that is staged and waiting to be completed shall be supported at the cable bundle until the cable run is completed and terminated. Cabling that is staged and hanging by the weight of the cable bundle shall be removed and replaced with new cabling.

13. Run cables at least four feet away from any electric motors.

14. Route cable to center of each room before routing down to outlets. Include sufficient cable length in each room to allow outlet to be relocated to any other wall of the room.

15. Include an additional 5 foot service loop at both ends.

16. All telecommunications outlets shall be wired as individual home-runs. Each outlet shall have a separate home-run to the demarcation point between customer wiring and telephone company wiring. Series or daisy chain wiring shall not be used for telephone or data wiring. Each cable shall be a single piece without splices.

17. Provide junction boxes with cover in accessible locations for all telecommunications system wiring, fan-outs, junctions and other terminations.

18. Bend raceway with minimum inside radius of 6 times the internal diameter. Increase bend radius to 10 times for raceway larger than 2 inch size. Provide 10 times bending radius for all fiber optic cable raceway. Provide proper bend for all changes of direction. Pull and splice boxes shall not be used in lieu of a bend.

19. Provide screw terminal blocks properly mounted in NEMA-1 enclosures for all wiring joints and terminations not landing on specific telephone or communications hardware. Provide wring lengths as required so that all such points are in accessible locations.

H. Fiber Optic Cabling:

Furnish and install the fiber optic termination enclosures in each Communications Equipment Area in the conduit enclosures indicated on the plans.

1. Fiber Optic Cable shall be installed in innderduct from fiber patch panels to plenum entrances. Innerduct shall not be installed in plenum ceilings unless it is UL approved plenum rated. Plenum rated Fiber Optic Cable shall be installed in conduit or UL approved plenum rated innerduct in all plenum ceilings.

2. Terminations shall be performed by manufacturer-trained and certified technicians. Terminations shall be made in a controlled environment. The contractor may choose to have the cables assembled off-site, although testing must be completed with the cable in it final installed condition.

3. At each location where fiber cable is exposed to human intrusion, it shall be marked with warning tags. These tags shall be yellow or orange in color, and shall contain the warning: "CAUTION FIBER OPTIC CABLE". The text shall be permanent, black, block characters, and at least 3/16" high. A warning tag shall be permanently affixed to each exposed cable or bundle of cables, at intervals of not less than five (5) feet. Any section of exposed cable that is less than five (5) feet in length shall have at least on warning tag affixed to it.

4. Where a cable leaves its conduit, create a loop that is in excess of a 24:1 ration of coil-to-cable diameter. Remove the outer jacket where the cable enters the termination enclosure. Route the individual cores to their appropriate area and remove the core grouping material. In all cases, provide non-stress loop length in the routing and do not exceed the following bend radii:

Loose Tube: 10" Minimum bend radiusTight Buffered (2-24): 6" Minimum bend radiusTight Buffered (26-72): 12" Minimum bend radius

5. During all phases of construction, coil and hang the fiber well clear of the floor in order to protect the fiber from damage.

6. Utilizes non-stress hanging methods to support the fiber optic cable. Tie-wrap, or other tensioning methods, are not acceptable.

3.03 SERVICE CONDUIT:

A. General: Provide an underground telephone service entrance conduit system. Conduit shall be installed direct buried without concrete encasement from the property line to the main telephone terminal board.

B. Raceway:

1. Provide rigid Schedule 40 PVC conduit except all stub-ups, elbows and changes of direction shall be galvanized rigid steel.

2. All bends shall be formed with large sweeping radius.

3. Provide nylon pull cord in each raceway.

4. Provide insulating bushing at all ends.

5. Leave at least 12" of free pull cord and cap all ends.

6. Provide a pull box at least every two 90° bends and more as may be required by the cable installers. Distance between two pull boxes shall not exceed 150 feet. Pull boxes shall be dedicated to communications cables, and shall not be shared with any other cables, even if separated by dividers.

7. Change of direction shall not exceed 90° per bend.

8. Provide suitable raceway mounting anchors or bracing to withstand cable pulling force.

9. Terminate and identify service conduit at the property line as directed by the cable installer.

10. For penetration of foundation walls below grade, provide a galvanized rigid conduit sleeve that extends at least 24" outside wall, or longer to reach undisturbed soil, to prevent service conduit shearing by building settlement.

11. Telephone service conduit shall be buried with at least 24" of cover.

12. When concrete encasement is not provided, bury a continuous orange plastic warning tape above the service conduit, "CAUTION-TELEPHONE LINE BURIED BELOW", or similar approved wording.

13. Telephone and data service conduits shall be separated from power conduits by not less than:

a. 3" of concrete or

b. 12" of earth, well-tamped.

3.04 LABELING:

A. Provide unique labeling for each jack and for each end of all communications cables. Labels on patch panels should be in consecutive order numerically, alphabetically, or a combination of both, depending on SBISD personnel’s preference per project. Drops in the rooms should be labeled consecutively, as well, depending on SBISD personnel’s preference per project.

B. Provide thermal transfer adhesive label on the face of each telephone and data jack shall be at least 1/8" block font, black on clear backing. All labels shall correspond to As-builts and to final test reports.

1. A floor plan clearly labeled with all outlet jack numbers shall be included in the as-built plans.

C. Provide plastic tag at each end of each cable run. 10 point font, black on white field. Nomenclature on patch panels shall match that for the associated outlet.

D. Nomenclature for tags and labels for telephone outlets shall be as follows: T-(room number)-(unique two-digit sequential number for each telephone jack within that room, starting with number 01).

E. 66 Punch Down Blocks: Label every cable termination at the punch down blocks with cable numbers.

F. All RJ45 inserts should be orange.

G. All floor plates will be brass and engraved on the inside of the covers with drop numbers.

3.05 DISTRIBUTION RACEWAY:

A. Provide raceway with pull cords for all communications wiring, except no raceway shall be required in the following areas:

1. Accessible, air handling ceiling cavities, as described in NEC 300-22 (c), where cable is used that is U.L. listed as having adequate fire-resistant and low-smoke producing characteristics, per U.L. Subject 910.

2. Communications Cable: Identification Marking on cable shall include U.L. symbol and Type Code, "CMP", Communications Plenum Cable. The cable shall be listed by U.L. in Electrical Construction Materials Directory under Category DUZX, "Communications Cable".

B. Provide raceway in walls even when it is not required in ceiling cavities as outlined above.

C. Provide raceway when accessible ceiling is higher than 11'-0" above finished floor.

D. Telephone trunk vertical riser cables, when the cable is U.L. listed and marked "CMR" (communications riser cable) and floor penetration sleeves are fire-safed.

E. Where wiring or pull cord is installed without raceway through metal studs or metal structural members, provide plastic bushing or metal grommets to comply with NEC 300-4(b)(1). Grommet shall be Erico CADDY Catalog No. MSGI, or approved equal.

F. Where wiring is installed without raceway, provide Erico CADDY Fasteners CableCAT Brand cable clips, or approval equal. Cable clips shall meet requirements for proper support of Category 5E or Category 6 Unshielded Twisted Pair (UTP) and fiber optic cables. Flat bearing surface shall have rounded edge to eliminate "snag" potential. Bridal rings with clips or clamps, Caddy WMX3/6 Series J-hanger with attachment clip or similar devices SHALL NOT be used for telecommunications wire. Scrap wire or tape is not acceptable.

G. Cables shall be supported from building structure (1996 NEC 800-6 and 800-52(e)). Cable shall be supported from bar joist, unistrut trapeze hangers, drop rods, all-thread rods, or other hangers installed and approved for this purpose. Hangers and supports shall be spaced as required, but in no case shall spacing exceed 4' on center.

H. Raceways shall not be used as means of support for cables (NEC 300-11(b)).

I. Protect cables against physical damage as required by NEC 300-4 (d).

J. Lubricants shall be American Polywater or Dyna-Blue for twisted-pair cable and Ideal or Optic-Lube for fiber optic cable.

1. Lubricants specifically designed for installing communications cable should be used to reduce pulling tension as necessary when pulling cable into conduit.

K. Telecommunications raceway shall be 3/4" minimum. Provide larger size as indicated on the Drawings or as required by the cable installers. No more than three individual inside wiring radial ("star") cable home-runs to local patch panel may be combined into a single larger raceway of appropriate size (per EIA/TIA 569 sec. 4.4.2.4).

L. Provide pull box(es) in all conduit runs that:

1. Exceed 150 feet in length, or

2. Require more than two 90 degree bends, or

3. Require a reverse bend.

3.06 TERMINAL BOARDS:

A. Material: 3/4" Grade AC plywood.

B. Dimensions: 4' x 8' unless otherwise specified or indicated on the drawings.

C. Finish: Paint all exposed sides and edges of plywood with two coats of white or light gray fire-retardant paint.

D. Bonding: Bond each terminal board with the telecommunications bonding backbone (TBB) to the ground bar at each terminal board. Locate ground bar where directed by telephone installers.

E. COTC Backboard: Provide a Signal Reference Plan (SRP) for the backboard used to terminate the Central Office Trunk Cable (COTC). SRP is defined per Fig. 9-7 of IEEE Standard 1100-1992 (Emerald Book). Fabricate SRP by covering plywood with #22 Gage galvanized steel sheet metal. SRP shall be at least 4' x 8' and large enough for all COTC wiring terminal blocks, secondary surge protectors, and TVSS devices installed with the cable entrance per National Electrical Code 800-30 by the cable installer. If fabricated from more than one piece of sheet metal, overlap seams at least one inch and fasten securely with steel flat head screws six inches on center.

F. Terminal boards shall be installed secure to wall with bottom of board at 6" above floor. Mount fourplex isolated ground receptacle below board. Provide 3-AWG #10 conductors in 3/4" raceway for dedicated home-ruin to 120 volt existing emergency power panel noted on Drawings. Provide a handle lock-on clip on the circuit breaker. Ground each terminal board by extending 1-AWG #6 green insulated copper conductor in 3/4" EMT raceway from a junction box at terminal board to the nearest accessible building grounding electrode system as defined in NEC Article 80-40(b). Install grounding bushing at both ends of raceway and bond EMT to wire conductor. Locate junction box where directed by Owner. Coil a minimum 24" length of conductor pigtail and leave at junction box.

3.07 SLEEVES:

A. General: Connect vertically aligned telephone boards with properly aligned sleeves between floors. Provide installation, quantity and exact placement of the sleeves in strict accordance with the requirements of the Telephone System installers.

B. Features:

1. Steel raceway with bushings on both ends.

2. Stubbed out of floor, 2" minimum and 3" maximum.

3. Locate adjacent to wall, on left side of terminal board.

4. Size 4" inside diameter or other size indicated on Drawings.

3.08 STATION CONNECTIONS AND INSTALLATION:

A. General: Provide outlets where indicated on the drawings. In all cases, access shall be provided between outlets and terminated patch panels. Raceway shall be provided where cables will be installed through inaccessible areas.

B. Cabling between wiring closet and workstation locations shall be made as individual home runs. No intermediate punch down blocks or splices may be installed or utilized between the wiring closet and the communications outlet at the workstation location. All cable must be handled with care during installation so as not to change performance specifications. Factory twists of each individual pair must be maintained up to connection points at both ends of the cable. There shall never be more than 3/4 inches of unsheathed Enhanced Category 5 or Category 6 UTP cable at either the wiring closet or the workstation termination locations.

C. All cabling shall be installed inside walls or ceiling spaces whenever possible. Exposed station cable will only be run where indicated on the Drawings. Additional exposed cable runs will require Owner approval, and will only be allowed when no other options exist.

D. All cabling and associated hardware shall be placed so as to make efficient use of available space. All cabling and associated hardware shall be placed so as not to impair the Owner's efficient use of their full capacity. All cabling placed in ceiling areas must be in conduit, cable tray or J-Hooks. Cable supports shall be permanently anchored to building structure or substrates. Provide attachment hardware and anchors designed for the structure to which attached and that are suitably sized to carry the weight of the cables to be supported. Attaching cable to pipes or other mechanical items is not permitted. Use J-Hooks for up to 15 cables (Caddy CAT 21 or CAT 32 hooks with appropriate brackets). All runs of sixteen (16) or more cables, provide cable rings on 36-inch maximum centers to hang cable. Communications cable shall be rerouted so as to provide a minimum of 18 inches spacing from light fixtures, sources of heat, power feeder conduits and EMI sources. Cabling shall not be attached to ceiling grid support wires. Cable runs shall be parallel or perpendicular to building structure. Multiple cables to be bundled together every 6 feet.

E. Jacks and Faceplates:

1. Flush mount jacks shall be mounted in a faceplate with backbox.

2. Where possible, the communications outlet shall be located so that its centerline is 18 inches above floor level or 12 inches above permanent bench surfaces. Outlets shall not be mounted on temporary, movable, or removable surfaces, doors, or access hatches.

3. Pin connections for data station cable outlets and patch panels shall match EIA/TIA 568 modular jack wiring recommendation T568B. Pin connections at data jack panels shall match pin connections at outlets (straight through wiring).

4. Floor mounted faceplates shall be brass.

F. Wall Outlets:

1. Outlet Box: 4" wide x 4" high.

2. Wall Plate: Provide a wall plate with RJ45 jacks and labels installed.

3. Where cable is used in ceiling cavities, outlet box with 3/4" conduit to the nearest accessible ceiling cavity.

4. Where Raceway is used in Ceiling Cavities: Outlet box with a 3/4" conduit to the nearest patch panel termination point.

5. Surface Mount Jacks: Any jacks that are required to be surface mounted shall be of the same type as flush mounted jacks. A low clearance, (not to exceed 1" in depth) and properly flashed mounting box will be fastened to the wall with required fasteners e.g. Anchors and screws for drywall, drive pins or equal for concrete walls. All latch duct shall be mounted on wall with required fasteners e.g. Anchors and screws for drywall, drive pins or equal for concrete walls.

6. Flush Mount Jacks: Wall jacks will be flush mounted whenever possible. The jacks will be mounted according to the room schematics and at the same height as the data jacks. Standard electrical switch box with permanent fasteners shall be used.

G. Common Wall: Provide at least 12 inches on-center spacing, or a wall stud, between outlets on both sides of a common wall.

H. Wall Stub Elbow: Where raceway is used only for a wall stub-up to accessible ceiling cavity, terminate stub in cavity with an "ell" to facilitate cable entry into wall stub.

3.09 LIGHTING PROTECTION AND GROUNDING:

A. Provide equipment grounding connection and lighting arresters for communications systems as recommended by equipment manufacturer and in accordance with NEC Article 800.

B. All backbone cabling with metallic sheath shall be bonded at each sheath opening.

C. Grounding and bonding conductor shall be #6 AWG. They shall be routed with a minimum number of bends. The bends shall be sweeping.

D. Make all bonding connection with listed bolts, crimp pressure connector, clamps, or lugs. Exothermic welding may be used.

E. Telecommunications Ground Bars:

1. Telecommunications Main Ground Bar: Install one TMGB at the local telephone company service entrance room. Bond to any local ac voltage panel boards equipped with grounding buss. Bond to all metallic raceway for telecommunications wiring in the same room as the TMGB.

2. Building Supplementary Ground Riser: Refer to SECTION 17450 for separate ground riser. Telecom cable risers and all power risers are all installed into a single electrical room on each typical floor. Provide ground bar in each electrical room per 17450. Provide bonding from each telecom board to the ground bar in the same room.

3. Structural Building Steel: Bond each ground bar with AWG #6 insulated copper wire to vertical structural steel of building frame if available within the room or readily accessible in a shaft or other enclosure adjacent to electrical room.

4. Telecommunications Bonding Backbone (TBB):

1. General: Install TBB to link telecommunications main ground bar to main equipment ground bar. All TBB originate at the TMGB. Install TBB without splices between points of termination onto ground bars.

2. Raceway: When the TBB must be routed through a return air plenum, install TBB in aluminum raceway. In no case shall ferrous metallic conduit be used.

3.10 TELECOMMUNICATIONS INFRASTRUCTURE ADMINISTRATION:

A. General: Provide identifiers, labeling and records as required by EIA/TIA 606 standard for telecommunications infrastructure administration.

B. Grounding: Label all components of the grounding and bonding infrastructure.

1. Telecommunications Main Grounding Busbar (TMGB).

2. Telecommunications Grounding Busbar(s) (TGB prefix).

3. Telecommunications Backbone Grounding Conductor.

4. Telecommunications bonding conductors extended to equipment from busbars.

3.11 ADJUSTING AND CLEANING:

A. Clean communications equipment and components of dirt and construction debris upon completion of installation. Touch-up scratched or marred enclosure surfaces to match original finishes. Protect installed equipment and components from damage during remainder of construction period.

B. The Contractor shall replace any damaged ceiling tiles that are broken during cable installation.

3.12 Testing

A. CABLE TESTING – BY COMMSCOPE AND HUBBELL SPECIFICATIONS

1. The Owner/Designer shall be notified one week prior to any testing so that the testing may be witnessed.

2. Before requesting a final inspection, the Contractor shall perform a series of end-to-end installation performance tests. The Contractor shall submit for approval a proposal describing the test procedures, test results forms and timetable for all copper and fiber optic cabling.

3. Testing personnel shall be trained and certified by the Hubbell Premise Wiring MISSION CRITICAL Warranty Program. Acceptance of the test procedures discussed below is predicated on the Contractor's use of the recommended products and adherence to the inspection requirements and practices set forth. Acceptance of the completed installation will be evaluated in the context of each of these factors.

4. When errors are found, the source of each error shall be determined, corrected and the cable retested. All defective components shall be replaced and retested. Re-test results must be provided on Owner approved forms and witnessed by Owner.

5. Twisted Pair Cable Testing

a. At a minimum, the Contractor shall test all station drop cable pairs from Data Closet termination patch panels to outlet device RJ45 jacks. Enhanced Category 5 and Category 6 products shall be tested for compliance to ANSI/TIA/EIA 568A and ISO/IEC 11801 for Enhanced Category 5 and Category 6 rated installation. Test equipment used shall meet TIA/EIA TSB-67, Level II accuracy. Further, the contractor shall have a copy of TSB-67 in their possession and be familiar with its contents.

b. Each wire/pair shall be tested at both ends for the following:

(1) Wire map (pin to pin connectivity)(2) Length (in feet)(3) Attenuation(4) Near end cross talk (NEXT)(5) Power sum(6) Return Loss(7) Propagation Delay and Skew(8) Equal Level Far End Cross Talk (ELFEXT)(9) Attenuation-to-Cross Talk Radio (ACR)(10) Resistance(11) Ambient Noise

c. Test equipment shall provide an electronic and printed record of these tests.

d. Test results for each Enhanced Category 5 and Category 6 four-pair UTP cable must be submitted with identification to match labels on all patch panel ports and RJ45 jacks and must match as-builts associated with that cable.

6. Fiber Optic Cable Testing

a. Testing device for fiber optic cables shall be a high quality OTDR (Optical Time-Domain Reflectometer) equipped with a printer. The printed data shall show, in addition to any summary information, the complete test trace and all relevant scale setting. The OTDR must have the capability to take measurements from bare fiber strands as well as ST and SC connector terminations.

b. All fiber optic cable shall be tested on the reel before installation to insure that it meets the specifications outlined herein.

c. After installation the Contractor shall test each fiber strand in accordance the EIA 455-171 Method D procedures (bi-directional testing) at both 850 and 1300 nm. A form shall be completed for each cable showing data recorded for each strand including length, total segment (end-to-end) loss (dB) and connector losses (dB) at each end. In addition, the printed data strip for each strand shall be attached to the form. Patch cables shall also be tested.

d. Acceptable fiber optic cable and connector loss shall not exceed 3.5 dB. The Contractor is responsible for obtaining minimum

loss in fiber connections and polishing per manufacturer specifications.

7. Inspection

Conformance to the installation practices covered above area to be verified when completed. In some cases, the Owner/Designer may inspect before acceptance.

a. Written Test Report:

(1) Complete test results, including actual values associated with tests.

(2) Show all certifications for telecommunications wiring system.

(3) Include cable maps showing each cable route and keyed to cable labels. Draw on AutoCAD floor plans.

(4) Documentation of outlet, cable and cabinet labeling system.

8. After performing all tests, tabulate results and bind together in format acceptable to Owner's telecommunication system installer. Installer shall provide written certification in the test report that telecommunications cable is properly installed and test results certify system to all specified standards.

APPENDIX A - COMMUNICATIONS GENERAL REQUIREMENTS

1.02 SUMMARY:

A. Provide a complete, tested and documented analog video distribution network (AVDN) including all amplifiers, switches, distribution panels, cable, connectors, taps, splitters, wall plates. The Contractor shall coordinate with other system vendors to insure an installation in a timely manner. This system will be designed utilizing standard off the shelf CATV components as listed in recommended products attachments.

1.03 QUALITY ASSURANCE:

A. Regulatory Requirements:

Provide all systems, material and installation practices in accordance with all of the current and applicable Codes, Rules, Ordinances, Regulations and Standards including the following listed standards as well as those not specifically listed in this specification.

1. NEC: National Electrical Code – 1999, including Article 800 Communications Circuits

2. Uniform Building Code (UBC) – 1997, with City of Houston Amendments

3. Local Authorities Having Jurisdiction (AHJ)

B. Installer Qualifications:

The AVDN Installer shall be licensed, bonded and shall meet all applicable regulations of the State of Texas and Department of Labor insofar as they apply to this type of system. The proposer shall be a firm normally employed to install CATV cable networks and have a minimum of five (5) references to include name, contact, Phone and size of project (# of drops).

1.04 SUBMITTALS:

A. Provide submittals according to Section 17700.

B. During the Course of this Project, the Contractor shall maintain an adequate inspection system to insure that the materials supplied and the work performed conform to Contract Requirements. The Contractor shall also provide documentation that indicates all cable termination and testing was completed and that all irregularities were corrected before the completion of the project.

C. Contractor shall supply operations and maintenance documentation on the AVDN. 4 copies, as required, before substantial completion.

D. Product Data:

1. Provide written paragraph-by-paragraph specification review.

2. Submit manufacturer's specification literature explicitly covering all proposed equipment.

E. Shop Drawings

1. Submit the following items within twenty-eight (28) days of Notice to Proceed

a. Where cable routing is to be exactly as shown on contract documents, provide a letter stating that the Contract Documents will be followed exactly

b. Where changes in cable routing are required, provide a complete floor plan indicating such changes and detailed reasoning for the proposed change.

2. Submit riser, one-line, and as-built drawings showing interconnection and locations of system equipment and hardware. Provide complete data on equipment and materials being provided. Include written certification from the Cable TV Company that all cable and other materials are compatible with the system they intend to install and comply with all applicable codes. Provide printed test results indicating the distortion, signal uniformity, signal to noise ratio, signal ingress, and gum modulation are within the manufacturer's acceptable range.

3. For all items that are being provided as listed, provide a list of the equipment complete with model # and the purpose it is being used. For items being used that are not specified, provide a letter stating the reasoning for the change.

1.05 WARRANTY:

The Contractor will provide 5 year warranty that the equipment, cable, connectors, and connecting hardware products are free from defects in material based on a quality and workmanship evaluation performed by the Owner/Designer and designated representatives.

A. The Contractor shall bear the burden to replace or repair any such defective products during the 5 year period at his cost including labor and materials.

PART 2 - PRODUCTS

2.01 WORK INCLUDED:

A. Provide a complete, tested and documented analog video distribution network (AVDN). The AVDN will be installed with the associated components to support a minimum of 48 standard television channels to each wall plate. The AVDN is to be designed to support the use of RG11 plenum coax backbone cable configured to support the fully terminated RG6 coax cable drops. Each of the RG6 drops with associated connectors and wall plates are to be home run to nearest designated MDF or IDF. The AVDN drops shall be installed without splices splitters or any other components between the wall plate and the attachment to the Main backbone cable.

B. The Contractor shall provide and install all amplifiers, switches, distribution panels, cable, connectors, taps, splitters, wall plates. The Contractor shall coordinate with other system vendors to insure an installation in a timely manner. This system will be designed utilizing standard off the shelf CATV components as listed in recommended products attachments. All outlets, wiring, and other materials shall be approved by the local Cable TV Company.

2.02 MATERIALS:

Materials shall be as listed or shall be approved equivalent products of other manufacturers meeting the intent and quality level of the specified product. All approved products will be published by addendum prior to the proposal. Substitutions shall be submitted 10 days prior to proposal opening.

All products shall be new and brought to the job site in the original manufacturers packaging. Electrical components shall bear the U.L. Underwriters Laboratories Label.

A. Cabling General:

The cabling shall be installed per requirements of the manufacturer and the Project Documentation unitizing materials meeting applicable industry standards. The Contractor is responsible for providing all incidental hardware and/or miscellaneous hardware not explicitly specified below as required for a complete and operational system. All cable shall bear flammability testing Plenum ratings.

B. RG6 Coaxial Cable shall be Commscope (or approved equal)

1. Provide standard plenum RG6 cable for each of the designated CATV drops.

2. The RG-6 Plenum cable shall have the following minimum specifications:

At each specified location a flush or wall mount wall plate and mounting box will be installed. This Station Termination will consist of a standard CATV wall outlet with a bulkhead adapter installed for the attachment of the Drop cable. The drop cable will have an F type connector on the end which will screw attach to the wall mounting plate. Below are the specifications for the plates.

1. Jacks & Face Plates shall be Standard Ivory with bulkhead Adapter (5-1000Mhz).

PART 3 - EXECUTION

3.01 CABLING PATHWAYS:

A. General: Coaxial cables shall be run in continuous lengths except for terminations and no splices shall be permitted in any conduit run. Cables shall be installed in accordance with the cable manufacturer's recommended bend radius.

B. Raceway: Conduit is not required for cable; however, all cable shall be run concealed in finished areas.

C. Termination: Terminate cable at the riser location by labeling the end in reference to Suite Number and Room, and leave 25 foot pigtails at a common location in the room.

D. Firewall Penetrations: The contractor shall avoid penetration of fire-rated walls and floors whenever possible. Where penetrations are necessary, they shall be sleeved with metallic conduit and resealed with an U.L. approved sealant. Contractor shall also seal all floors, ceilings and wall penetrations in fire or smoke barriers in the wiring closets.

E. Cable Placements are to follow the same procedures used for the placement of the Data Category 5e wiring design.

F. AVDN cable routing should be placed in the same area as the data cabling. The system has been designed to be cabled similar to that of the MDF, IDF and drop cables of the data system. Drop leads should be installed inside classroom walls whenever possible. As required, a drop cable may be surface mounted and covered with the approved cable covering.

G. Documentation: All drop cables will be labeled 1 through x for each school and the schematics will be updated to show which cable # is connected to which classroom. It is required that the cable # be present on each end of the drop cable.

2. Flush Mount Jacks: Wall jacks will be flush mounted whenever possible. The jacks will be mounted according to the room schematics and at the same height as the data jacks. Standard electrical switch box with permanent fasteners shall be used.

3. Placement: The placement of the jacks will be as indicated on the room schematics and at the same height as the data wall plates, with the exception of ceiling mounted TVs. The placement of these jacks shall be 84 inches high.

4. Connectors: Standard RG-6 Plenum crimp on CATV coax connectors shall be used on all drop lead connections.

3.02 TESTING:

A. Cabling

Once installed the cabling will be tested for Continuity, Shorts and Grounds.

1. The Owner/Designer shall be notified one week prior to any testing so that the testing may be witnessed.

2. Continuity - 100% continuity testing is required and will be tested from the input of the RG-11 Coax backbone to each classroom drop. A checklist of each cable# and test performed will be submitted once the testing has been completed.

3. Shorts - No cable shorts will be permitted on the system. If a short is detected, the connector or cable will be repaired or replaced.

4. Grounds - No direct grounds on the center conductor of the AVDN network are permitted.

B. System

1. Continuity - As tested in the Above Testing Requirements

2. Power Readings - A power reading will be required at each drop of each of the cabling systems. A +3 db to a +7db is required at each drop with a common feed signal of +15 db.

3. Ensure the Relay Rack that houses the head-end equipment is securely fastened to floor. The rack and shelves should have a clearance of 24 inches away from wall for routine maintenance.

4. The contractor will provide all necessary tools and equipment associated with performing the cabling installation. It will be necessary to use a field strength meter, or “RF” meter for channel measurement. The RF meter used should be calibrated annually from the manufacturer, to provide accurate measurement of the +3 to +7db requirement at each drop.

5. All MATV signals are to be routed to the head-end, with a minimum signal of 20dbmv.

6. The visual signal level between any two adjacent channels should not be greater than 3dbmv. Excessive differences can cause one channel to interfere with the other.

7. Visual signal level, as a minimum, must be +3 db to +7 db at the wall plate (subscriber terminal) and have at least 20 dbmv of signal before being tapped at any point within the distribution system.

8. Any unused ports shall be terminated with a F-81 terminating resister.

9. All TV distribution cabling shall be installed above the ceiling and fastened so that the cabling is not lying on the ceiling plates. It shall not be attached to duct work or to the ceiling grid support wire.

10. The contractor will submit a printout from the field strength meter as a Proof of Performance test for the frequency spectrum of 50-400Mhz, and the visual signal level must be measured on each channel.

PART 1 - GENERAL

A. Submittals: Shop Drawings: Indicate electrical characteristics and connection requirements; cable routing; connection diagrams; and equipment arrangement. Include the following:1.Speaker location and orientation drawings.2. Console layout diagrams and overall dimension.3. Console schematic diagrams.4. Rack layout and location diagrams with overall dimensions.5. Rack schematic diagrams.

PART 2 - PRODUCTS

2.1 MANUFACTURERS

A. System Description: Each existing facility has an intercom system installed. Classrooms have call buttons to signal the main office and communicate via ceiling speakers. Extend this system to the new construction. Expand the existing main equipment as necessary to accomplish this requirement.

2.2 MATERIAL

A. Peripheral Equipment:

1. Classroom and hall speakers shall be 8 inch diameter, 8 watt rating, 5 ounce magnet, 25/70 volt transformer with 1/2, 1, 2 and 4 watt taps, 30-15,000 Hz frequency response, and have two way voice communication capability. Each speaker should be equipped with backbox, ceiling grid supports and round white steel ceiling grille. Speakers should interface with existing system.

2. Speakers outside shall be horn speaker Bogen Model SPT15A.3. Call buttons shall be momentary contact type with spring return, mounted on a stainless steel

plate. Call buttons should interface with existing system.4. Switchbanks should interface with each individual existing system.5. Amplifiers should interface with each individual existing system. Combined speaker wattages

should not exceed 70% of amplifier’s output wattage.

B. Wiring:

1. Speaker Wire shall be 22 gauge, five conductor (two pair shielded), plenum rated category 3 cable. All wiring shall be installed in conduit. Wiring above accessible ceilings may be low smoke type installed without conduit if neatly bundled, tied high at structure and protected against physical damage.

2. Each signal device shall be terminated at a 66 M1-50 punch block located on the wall next to the intercom system cabinet, in a manner that allows each individual station from the distribution panel to be isolated with a bridging clip. Wiring from the 66 M1-50 punch block to each room should terminate at call switch. Wiring for speakers should terminate at call switch.

C. Additional Operational Requirements:

1. Each room with a speaker and/or call button shall be on an individual circuit.2. Miscellaneous speakers shall be grouped together on circuits as follows:

a. AlI hall speakers tap at 1 watt each, and should be limited to 4 speakers per circuit.b. AlI outdoor speakers should be tapped at a minimum of 7.5 watts each, and should be

limited to 2 speakers per circuit.

2.3 MASTER CLOCK SYSTEM

A. Master Clock Program Module: Bogen Model No. CLK-6 or Lathem Model No- LTA-6; Microprocessor controlled for control of secondary clocks and Programmed events for any combination up to Six control circuits. Three operation schedules may be programmed for the six circuits. Held in static RAM, each schedule can retain up to 128 entries (total of 384) specifying the time, AM/PM, day or days of the week and circuits selected for each entry. Change from tone schedule to another accomplished via keypad pushbuttons. Circuits can be manually enabled or disabled, each independently for signaling at unscheduled times and for advancing secondary clocks. Circuit sensor contacts may be used for a tone-signaling device. Signal durations are in Programmable from I to 99 seconds for each circuit.

B. Clocks shall be 12 inches round; surface mounted synchronous wired secondary clocks by Lathem Time Corporation. 15-inch clocks shall be used in Cafetorium and Health Fitness and provided with wire guards. Additional sizes as indicated on drawings.

PART 3 - EXECUTION

3.1 INSTALLATION:

A. All components of the intercom system shall be installed and wired in accordance with manufacturer's requirement and certified installation drawings. All wiring shall be in conduit, unless alternate approved by Owner. Final routing of wiring shall be as required by the equipment manufacturer. All equipment back boxes shall be as required by the equipment manufacturer. Number or color-code all conductors appropriately for future servicing of equipment. Permanently label room numbers and designations as required.

B. System start-up shall be conducted by a factory trained service technician who shall fully test the system and certify that it is fully operational prior to instruction of Owner personnel on system operation. All hook-up and final connections to be performed by manufacturer's trained representatives in the presence of Owner’s representative.

C. General

1. Install in accordance with manufacturer’s instructions2. Install all equipment and enclosures plumb and square. Permanently attach all equipment,

except portable equipment, to the structure and make sure it is held firmly in place.3. Take such precautions as are necessary to prevent and guard against electromagnetic and

electrostatic hum.4. Make all joints and connections with resin-core solder.

D. Racks: Provide the following unless in conflict with equipment manufacturer’s recommendations

1. Install all wiring in strict adherence to standard broadcast practices.2. Install 3-conductor individually wired ground 120 VAC stripline in each rack.3. Spacing between adjacent outlets to be such that a minimum of two spares are provided in

each rack.4. Rack power should be distributed within the racks by contractor.5. Install a #4 copper ground buss top to bottom in each rack insulated from the rack6. Ground all equipment chassis to these busses using sheet metal screws and #12 wire and

connect to other rack busses7. Connect the rack busses to a distribution panel ground with #2 copper wire at only one position.8. Connect all external wiring where shown on schematic entering racks and speaker junction

boxes to terminal blocks equal to Cinch 140-142 located inside the racks and boxes providing 10% spares at each location and label with wiring interconnect number.

E. Wiring:

1. Provide power and low voltage audio/communication wiring as indicated on drawings2. Plenum rated cable may be run, without conduit, in concealed, dry areas.3. All wiring shall be in conduit in mechanical rooms, where it is run exposed, or subject to

physical damage.4. Isolate cables carrying signals at different levels and separate to restrict channel bleed-through

the feedback oscillation in any amplifier section. Final conduit routing, conduit size, and wiring shall be as required by the equipment manufacturer. Number or color code all conductors appropriately for future servicing.

5. Coordinate final connection of power and ground wiring to equipment racks. Terminate power and ground wiring inside equipment racks, and hardwire directly to ground busses to ensure uninterrupted operation.

6. All wiring should be tested for continuity prior to connection to intercom system.

F. Speakers

1. Splice cable only in accessible junction boxes or at terminal block units.2. Make cable shields continuous at splices and connect speaker circuit shield to equipment

ground only at amplifier.3. Leave 18 inches excess cable at each termination at speaker.4. Provide protection for exposed cables where subject to damage.5. Support cables above accessible ceilings to keep them from resting on ceiling tiles. Use spring

metal clips or plastic cable ties to support cables from structure. Include bridle rings or drive rings.

6. Use suitable cable fittings and connectors.

G. AM/FM tuner shall be connected to the Owner provided school antenna system. Request direction from the Owner for routing connection to point of attachment to antenna system.

H. Programming (Minimum Requirements)

1. Program intercom system to exclude outside horns during routine announcements and class change signals.

2. Program a minimum of two paging zones for Owner. The Owner will provide classroom zone assignments to architect/engineer for input by contractor.

3.2 MANUFACTURER’S FIELD SERVICES

A. Include making final wiring connections, proper labeling and identification for wiring and terminals, inspection and adjusting of completed installation, and system demonstration.

Speaker assignments to any of the eight zones shall be user programmable from the administrative control console and shall require no jumpers, pins, plugs, switches, or prom burns.

6. Capability for the distribution of auto program sources from the control console. Inputs shall be provided for low impedance microphones, tuner, tape player and auxiliary source. Program distribution shall be on all rooms or selected rooms basis from the control console.

7. Capabilities for the user software assignment of architectural room numbers for communications to classrooms, utilizing the control console.

8. Digital readout of the incoming calls by room numbers by priority and tone signal shall be provided at the control console.

2.3 MASTER CONTROL PANEL

A. Provide the master control panel with the following components: 1. Central Control Unit:

a) Capacity for the expansion of the system to 1920 stations with unlimited control consoles.

b) AM/FM tuner and cassette player; Bogen Model CR-100.c) Upright metal cabinet with louvers and locking rear door. The cabinet shall be

equipped with internal equipment mounting rails and power strips.d) Provide power amplifiers for each of the program channels if required.

Amplifiers to have a peak power output exceeding 125 watts each with distortion not exceeding 1%; Bogen Model HTA-125A.
