It has been a very tough few months lately. By the time this newsletter comes out,
the 2015 calendar would have been printed. I would like to give a very big thank you to the very small group of club administrators who returned their affiliation forms and club show dates on time. To the 40 odd clubs who I had to chase via letter, email and phone calls to get this information before the calendar went to the printer, please get your information back earlier next year. The calendar has been getting compiled at this same time for over fifteen years now, so it shouldn’t be too hard for clubs to gather their information and return it by the due date. For those clubs that didn’t bother responding to numerous reminders, maybe next year. Remember, if your club affiliation fee is not received before 1 January, 2015, your

club is no longer covered under our public liability insurance policy. The Cultural Centre situated on the Rosewood showgrounds has been chosen as the venue for our Annual General Meeting to be held on Sunday 15 March, 2015. The Cultural Centre is the large glass windowed building to the left of the poultry pavilion. Further information about this day can be found on page 5. Another hot topic over the past month has been the “compulsory” leg banding of poultry and the supposed requirement for this to happen at all Queensland agricultural
shows. It is a pity that some people chose to circulate private and confidential QCAS emails to help with their campaign. Further information about this can be found on pages 8-11. Consultation feedback on the Biosecurity Regulation has now closed. FCAQI did provide a response. Don’t forget that we are on Facebook, so come and like us and help us promote the exhibition fancy to everyone. Until next time .....

Maryborough & District Poultry Club’s stalwart, Sandra Edards, lost her battle with cancer recently. Our thoughts and condolences go out to Geoff and his family in this very tough time. To all those other FCAQI delegates and exhibitors who may be struggling with an injury or health issue, our thoughts and best wishes are with you.

TRIBUTE TO THE “FIRST LADY OF QLD POULTRY”
SANDRA EDARDS 1950 – 2014
It is with much sadness that we all mourn the recent passing of Sandra Edards on Thursday afternoon 4th December 2014, surrounded by her childhood sweetheart husband Geoff and their loving family. We all took her into our hearts and it was only natural that, she would go onto becoming what I call “the First Lady of Queensland Poultry”. Someone who we all smiled with, at times took a licking from, always someone we greatly respected and admired. She was by nature a strong willed woman as she had to be and boy she gave it to us blokes. There was never any mention of gender, Sandra earned her place very early in the tough male dominated show scene. I can remember when I would come up and say how is the cranky old so and so today and she would quickly retort I will slap you Owen Glover, as even Geoffrey doesn’t call me that. We would all laugh and get on with things then later on you would see her chasing Geoffrey around the pavilion ensuring everything was done. That was her nature - highly motivated and organised. By nature Sandra never tolerated fools easily and yet she was so very kind to those closely around her. It was only natural that Sandra would take up poultry due to the fact that her Dad, Stan Noffke loved his fowls and went to all the shows with his young daughter beside him. That was when Sandra was 10 years old and her interest took a real surge a few years later at the tender age of 14 when she clapped her eyes on a very young Geoffrey Edards, who was there by his father’s side. What a fairy tale it has been all these years later they are like ying and yang, such soul mates and so compatible Geoff’s soft disposition and Sandra’s zeal and drive led them to much happiness in life generally, including
due recognition in the poultry world. They did everything together. For many years they were regulars around most shows in SEQ until Geoff’s illness curtailed that activity in the last few years. The pinnacle for both Sandra and Geoff each year was the Ekka, the “Holy Grail” for Sandra , epitomised this year when she would have known her time was near but she showed true grit and determination to be at her beloved Ekka to see her poultry mates and receive her awards from the RNA President one more time. How fitting was it to see her and Geoff win Champion Natural Softfeather Bantam with their beloved Pekins. They were the breed that they became so renowned for all across the country and their bloodlines have played a significant role in the success of the breed in most yards across Australia. Many other breeds brought them success but the White Silkies were a real favourite of hers. Gee, couldn’t she prepare a Pekin and Silkie with great skill and many times I heard her say “that bloody Geoffrey keeps on putting all these entries in and I have to wash them all”, I don’t think she ever really minded.
As a judge, she was the state’s leading lady judge, commencing many years ago at Greenbank that lead her onto recognition at Brisbane Royal, Melbourne Royal, Poultry 2008 in Canberra, National Pekin Club Show in Maitland and many leading club and agricultural shows across the state. Sandra as an administrator was one of our finest, there were none better in my eyes and she was on the Poultry, Pigeon and Bird Committee for the past four years at Ekka. She was Secretary and Life Member of the Maryborough Hervey Bay Poultry Club for many years, really the backbone of that very successful club. She was long term Secretary and Life Member of the Wyandotte Club of Qld and a past Assistant Secretary of the FCAQI for two years and who will ever forget the wonderful Testimonial Show held in honour of Sandra and Geoff in 2012 at Maryborough. Till we meet again dear friend, rest in
peace Sandra, you truly were the
“First Lady of Qld Poultry”.

QUEENSLAND BIOSECURITY REGULATION
Biosecurity Act 2014
Act No. 7 of 2014
An Act to provide for a comprehensive biosecurity framework to manage the impacts of animal and plant diseases and pests in a timely and effective way and ensure the safety and quality of animal feed, fertilisers and other agricultural inputs, to repeal the Agricultural Standards Act 1994, the Apiaries Act 1982, the Diseases in Timber Act 1975, the Exotic Diseases in Animals Act 1981, the Plant Protection Act 1989 and the Stock Act 1915, to amend the Chemical Usage (Agricultural and Veterinary) Control Act 1988, the Fisheries Act 1994 and the Land Protection (Pest and Stock Route Management) Act 2002, and to make minor and consequential amendments of the Acts mentioned in schedule 4 [Assented to 13 March 2014]
Under the current Stock Identification Regulation
2005, any property where a threshold number of
animals are kept must be registered and obtain a
unique property identification code (PIC). It applies
to properties where there are one or more buffalo,
bison, cattle, deer, goats, members of the camel
family (e.g. alpacas, Arabian camels and llamas),
members of the family Equidae (e.g. horses, ponies,
donkeys, mules and zebras), pigs or sheep, or 100 or
more captive birds.
Under the proposed Biosecurity Act 2014 captive
bird means a bird in captivity, whether wild by
nature or bred in captivity and whether native to
Queensland, migratory or introduced. Examples—
chicken, duck, goose, turkey, quail, partridge,
pigeon, parakeet, emu, finch.
At present a PIC has no fee attached and is a once
only registration.
The new Biosecurity Act will maintain the
provisions contained in the Stock Identification
Regulation 2005, which require mandatory
registration of properties where a threshold number
of designated animals, including captive birds, are
kept. The threshold number for captive birds is 100.
John McVeigh, the Minister for
Agriculture, Fisheries and Forestry
released a Regulatory Impact
Statement (RIS) for proposed new
Biosecurity Regulations and
Queenslanders were asked to provide
feedback.
The RIS related to existing legislation
that is being reviewed by the
Department of Agriculture, Fisheries
and Forestry (DAFF) with a view to
consolidating and replacing six Acts
and significant parts of three others
into the new Biosecurity Act 2014.
The department and the Office of Best
Practice Regulation identified a
number of issues that required further
analysis to assess the overall impact to
the community, industry and
government.
Biosecurity Queensland established
working groups to discuss the
identified issues and undertook impact
analysis for each of these.
The RIS identified a number of
options for the future management of:
cattle tick
banana pests
mango pests
asian honey bee
The RIS also included options for
introducing a fee for registering as a
biosecurity entity (property
registration).
In the RIS, DAFF proposed to introduce a fee for
property registration (biosecurity entity) in
Queensland and also to make it renewable every
three years.
The options available for comment in the RIS were:
Option 1:
The property registration fee would be set at $0.00.
Option 2:
The property registration fee would be set to recover
full administrative costs of $357.55 for three years.
(equates to an annual fee of $119.20)
Option 3:
The property registration fee would be set to recover
a subsidised administrative cost of $119.20 for three
years. (equates to an annual fee of $39.75)
The FCAQI lodged a comment to keep the property
registration fee at $0.00 so as to not impose any
further financial burden on registrants. A general
comment was also submitted in relation to the
National Livestock Identification Scheme (NLIS) and
that we do not support compulsory leg banding of
poultry in Queensland.

the end of our
reportable
financial year.
Our financial year is 1 January
through to 31 December.
The date chosen for the 2015
Annual General Meeting is
Sunday 15 March, 2015.
The venue booked for this
meeting is the Cultural Centre
at the Rosewood
Showgrounds. This is the glass
sided presentation hall next to
the poultry pavilion.
As stipulated in our current
constitution only member clubs
that have paid the 2015
affiliation fee before the date
of the AGM are entitled to
vote.
Each financial member club is
entitled to 1 vote only and can
arrange for their approved
delegate/s to attend the AGM
to vote on the club’s behalf.
An individual is only eligible to
be a delegate or proxy for a
maximum of two member
clubs.
If your club has not allocated a
delegate and wishes to be
represented at the AGM then
you will need to advise the
FCAQI Secretary, in writing,
who your club has nominated
by 30 January, 2015. {Clause
11b)(ii) of the constitution}

to all member clubs very
shortly. This correspondence will
include copies of all relevant
forms and location details for
directions to the AGM venue.

out by the Associations
Incorporation Act 1981.
