    Dear Neighbors:

    Our president, Jerry Alexanderwicz,

    has asked me to write the monthlymessage as hes taken a temporaryposition in Santas workshop and hasto gure out how to make toys withreally tiny tools. Just kidding aboutthe workshop But Jerry did ask me to write this note.

    There are a lot of people in ourcommunity who give their time forthe betterment of The Springs. So inthe spirit of Thanksgiving, I want tospend a momentt o s h a r e m yperspective.

    We have ACC,Tennis, Stables,Buildings Roads &G r o u n d s ,Security, Social,A u d i t a n d

    Finance, Landscaping, Policies andProcedures, RV Parking, and, of course, Newsletter committees.

    Thats a lot of committees! And thatdoesnt include your Board of Directors! It takes a lot of volunteers to make The Springswork.

    So to the many people whogenerously and graciously give theirtime every day, actively helping tomake The Springs a better place thank you on behalf of the Board

    and the Residents.

    That kind of communityspirit and willingness are abig part of what I love somuch about The Springs.

    O u r c o m m u n i t y i sconstantly getting better.Our vo lun tee r s a re

    committed to it, and were seeing theresults.

    This issue of The Spring Run has alot of great information all theregular features, plus a few specialitems.

    Check out Community News onPage 2, and make plans to attendthe third annual Photos with Santa.

    The Managers Report, page 4, hasgreat information on the ongoingefforts to improve our community.

    Notice of Annual MeetingElections to be held January

    20, 2010.There are two seats up for

    election to the board. Deadline forsubmission of candidacy intent andbios is November 16, 2009 at 5 p.m.

    for pictures with all the good littleboys and girls (even though his toyf a c t o r y w i l l b e i n F U L LPRODUCTION MODEand Jerrywill be working on the line!).

    So tell your kids to make theirlists and be on their very bestbehavior because Santa Clause isComin to The Springs!!

    Notes from WhisperingPines Village

    Hello to all our residents. Youwill be receiving the information

    shortly aboutour annual meeting and our

    social event that follows theelection. We will be

    having a catered barbecue andwe hope you will respond the invitewith a Big yes.

    Condolences to Bob Kane onthe loss of his wife, Shirley. Togetherthey symbolized the very essence of volunteerism _ beautifying The

    Springs. Shirley was right there,urging Bob on. She will be missed.

    Our next meeting will be onNovember 17th and we hope to seeyou then. 6:30 p.m. at the clubhouse.

    to see all of our great boys and girls.

    Youll get a print right away, and wellemail you the original file so you cando with it what you like. Didsomeone say Costco HolidayCards?!?

    The Springs Social Committee isrequesting a voluntary donation of $5to cover the cost of snacks and thephoto printing.

    We have some wonderful eventsplanned for early 2010, so watch thenewsletter for information.

    THE SPRINGS COMMUNITY ASSOCIATION, INC.

    Minutes of the Board of Directors MeetingWednesday, September 16, 2009

    To be approved by BOD at Wednesday,October 21, 2009 Meeting

    The Board of Directors of The SpringsCommunity Association, Inc. met at theClubhouse on Wednesday, September 16,2009. Board members present were:Jerry Alexandrowicz, President; Patrick Grady, Vice President; Bob Johnston,Treasurer; Ted Kaiser, Secretary; DirectorsBob Shakar, David Forthuber and DonaldUllrich. Emil Skip Scipioni, Community

    Association Manager was also present.

    Call to Order: After a quorum wasestablished President, Jerry Alexandrowiczcalled the meeting to order at 7 p.m.

    Presidents Report: No report.

    Secretarys Report: A motion wasmade by Bob Johnston and was secondedby Bob Shakar that the minutes of the

    August 19, 2009 Board of Directorsmeeting be approved with no changes.The motion was approved unanimously.

    Treasurers Report: Bob Johnstonnoted that we have $30,959 in theOperating accounts, $349,110 in themoney market accounts and $290,050 inthe Reserve Account. Currently there is$224,815 in accounts receivable. Year todate net income is ($10,359).

    Property Managers Report: Emil Skip Scip ioni , Pro per ty Mana ger,reviewed the needs and accomplishmentsof the Association, which are summarizedin the managers report previouslydistributed to the Board members. A copyis also available in the SeptemberNewsletter. The manager asked the Boardto carefully review the planned projectitems.

    C o m m u n i t y G a r a g e S a l e :Management received a request for a

    Community Garage Sale. It was theconsensus of the Board and those

    members in attendance that sincethere was little interest, there shouldnot be a garage sale.

    Gat e Mod ule for Pro per tyManagement Software : Themanager informed the Board that heand Patrick Grady had a go tomeeting online demonstration of thegate module available for theproperty management software(TOPS 212 Software) currentlyused by the management company(Don Asher & Associates). The cost is

    $795. Patrick Grady made a motion,which was seconded by Ted Kaiser, topurchase the software. The motioncarried unanimously.

    Asphalt Repair & Resurfacing :Management informed the Board thata scope of work and specificationswere developed for repair andresurfacing of selected damagedareas. Requests for proposals weresent to six companies. Those whoresponded were: Advanced Paving & Seal Coating ($55,417), All AsphaltS e r v i c e s ( $ 4 4 , 3 0 0 ) , A s p h a l tPreservation Systems ($70,520), andD-2 Site ($35,200). After discussion,the Board directed Management tohave all the above listed companiesre-bid on the cul-de-sac repairs andresurfacing only and to contactreferences for all companies.

    School Bus Stop Parking :Concern was raised over the parkingon grass and roads by parents at theschool bus stops. The Board askedmanagement to come up with anequitable solution.

    HOMEOWNERS FORUM:

    Ron Kenney thanked the Board forthe improvements to the property.

    David Stevens asked the Board whathas been spent on legal fees for thewall.

    Donald Saxon addressed the Boardregarding the status of the property,which he owns, on S.R. 434 andasked the Board for their opinion ontheir proposal. No opinions wererendered.

    Marion Bayne notified the Board of his intention to submit a request forinterior renovations to the clubhouse.

    OLD BUSINESS:

    Access Authorization: Patrick Gradyreported that website authorization

    for guest access has been installedand tested. Its availability has beenannounced in the newsletter.

    S.R. 434 County Interaction: BobShakar reported the status of theCountys plans to install a 6-footblack vinyl chain link fence betweenthe sidewalk and retention ponds onthe South side of S.R. 434. The SCA is asking for aluminum fencing andpossible columns. Seminole Countyhas agreed to move the trafficcontrol box to the opposite side of S.R. 434, off SCA property, as well asinstall conduits under the roads forfuture irrigation of the median. Alsoin discussion is the possibility of treesin the median.

    NEW BUSINESS:

    Policy 1 Re-Write: Ted Kaiserreported that he has proposed a re-write of Policy 1, which has beenreviewed with input from a fewBoard members. It will be anothermonth before it is presented to theBoard for approval.

    Board Suggestions for 2010 SCA Budget: Bob Johnston disseminateda draft of the proposed 2010 budgetshowing current 2009 approvedbudget, year to date spending andprojected spending. The Audit/Finance Committee will be workingon a proposed budget to bepresented to the Board at theOctober meeting.

    Wall Second Phase: Bob Shakarwill be soliciting additional bids forthe second phase (Easterly section)of approximately 1300 feet. He willalso request a bid for a 700 feetsection on Markham Woods Road. Heis also seeking bids for land clearingof these same areas.

    Nominating Committee: Ted Kaiseraddressed the Board on the requestfor the Nominating Committee. A motion was made by Don Ullrich andsec onde d by Patr ick Grady toa p p r o v e t h e f o l l o w i n g

    recommendations made by TedKaiser:

    That Ted Kaiser be appointedChairman of the NominatingCommittee and Bob Johnstonand Don Ullrich be appointed asmembers of the committee, asthe doc ume nts req uir e 3members.
