Need:
Traffic congestion that is expected to worsen and growth of The University of Texas at San Antonio (UTSA).
Purpose:
To improve mobility for vehicles and pedestrians within the project limits.

Project Overview (Project Description)
Project Length : 2.35 miles.
From Babcock Road to UTEX Boulevard : Expand from a 2-lane roadway to 4-lane roadway with curb, storm sewer, and pedestrian and bicycle accommodations.
From UTEX Boulevard to IH 10: Existing 4 lanes - re-stripe existing outside lane to serve as shared use lane, and add sidewalk on south side of roadway.
Provide medians from Babcock Road to Edward Ximenes Avenue.
Improvements would require additional right-of-way and an easement.

Project Overview (Previous Public Involvement)
Two previous public meetings were held for the project, one in December 2007 and one in November 2008.
Multiple Stakeholder meetings have been held with individuals, HOA’s, and UTSA.
Design changes in response to public comment:
– Shifted alignment in central portion of project away from residents to reduce traffic noise and reduce impacts to trees.
– Construct shared use path on both sides of the roadway from Babcock Road to Valero Way.
– Construct right turn lanes into Edward Ximenes Ave. and James Bauerle Blvd.

Noise barriers were determined to be reasonable and feasible at 3 locations.
Edwards Aquifer: Project is on Edwards Aquifer Recharge Zone and the
Contributing Zone Within the Transition Zone. Water Pollution Abatement Plan.

Vegetation Impacts: 6.9 acres of Grassland/Mixed Herbaceous vegetation. 2.5 acres of Mixed Deciduous Woodland vegetation. 0.5 acre of Riparian vegetation. Threatened and Endangered Species Impacts: May affect, but not likely to adversely affect federally listed
Golden-cheeked Warbler (GCW). May affect, but not likely to adversely affect federally listed
karst invertebrates in Karst Zone 2.

Environmental Overview
Section 4(f) and Chapter 26: The proposed project would require additional ROW from
UTSA and SAWS. These properties are subject to Section 4(f) and Chapter 26 regulations.
Under Section 4(f) of the 1966 Transportation Act, projects which impact or use public parks, recreation areas, wildlife or waterfowl refuges and historic sites, must perform a 4(f) evaluation. • De Minimis Determination.
Chapter 26 of the Parks and Wildlife Code applies whenever TxDOT proposes to use or take any public land designated and used as a park, recreation area, scientific area, wildlife refuge, or historic site. • Must hold a public hearing.
